Proposals for adapting the Geneva and Hague conventions to provide “rules of engagement” for “cyber war” will be delivered to the Munich Security Conference by American and Russian experts at the influential EastWest Institute, a New York-based think-tank.
World leaders attending the annual Munich gathering include Mr Cameron, Hillary Clinton, the US secretary of state, and Angela Merkel, the German chancellor.
The EastWest Institute will argue that the new rules will be needed to protect civilian facilities such as hospitals and schools from being hit in future online conflicts.
The team will tell the security conference that discriminating between military and civilian targets and identifying attackers presents major new challenges in the internet era.

(Politico) — Secretary of State Hillary Clinton has called top envoys from U.S. embassies to gather in Washington on Monday for a wide-ranging foreign policy meeting.
Ambassadors from almost all 260 U.S. embassies, consulates and other posts in more than 180 countries are expected to convene at the State Department for what’s being billed as the first meeting of its kind.
Officials say the meeting will include discussion of foreign policy priorities for 2011, The Associated Press reported, as well as an assessment of the fallout from the release of secret diplomatic cables by WikiLeaks. Clinton will meet individually with diplomats working in unstable countries.
The meeting comes as protests continue in Egypt, where longtime President Hosni Mubarak could soon be pushed out of power. On Sunday, Clinton appeared in taped appearances on all five major TV talk shows to discuss what she called the need for “real democracy” in Egypt, while trying to avoid committing to siding with any one party in the conflict.
During remarks that she made for the 15th Anniversary of the International Conference on Population and Development, U.S. Secretary of State Hillary Clinton announced the launch of a new program that according to Clinton will now become the centerpiece of U.S. foreign policy. This new program is known as the Global Health Initiative, and it is being incredibly well-funded at a time when the U.S. government is drowning in debt. According to Clinton, 63 billion dollars will be spent by the U.S. to prevent pregnancies and to improve “family planning” services around the globe over the next six years. In other words, the new centerpiece of U.S. foreign policy is all about eugenics and population control.
In addition to new funding, we’ve launched a new program that will be the centerpiece of our foreign policy, the Global Health Initiative, which commits us to spending $63 billion over six years to improve global health by investing in efforts to reduce maternal and child mortality, prevent millions of unintended pregnancies, and avert millions of new HIV infections, among other goals. This initiative will employ a new approach to fighting disease and promoting health.
You see, whenever the global elite want to launch another new eugenics operation, they announce it as a great “humanitarian program” that will save millions of lives. But their real goal is to control the population and prevent millions of lives from being born.
This was also reflected in Clinton’s remarks about the United Nations Population Fund. The United Nations Population Fund has been promoting abortion, forced sterilization and radical population control measures around the globe for decades, and Hillary Clinton was super excited to talk about how the U.S. government recently renewed funding for that organization….
This year, the United States renewed funding of reproductive healthcare through the United Nations Population Fund, and more funding is on the way. (Applause.) The U.S. Congress recently appropriated more than $648 million in foreign assistance to family planning and reproductive health programs worldwide. That’s the largest allocation in more than a decade – since we last had a Democratic president, I might add. (Applause.)

Not only does the United Nations Population Fund support and fund the forced abortion and infanticide of China’s “one child” program, they also promote abortion, forced sterilization and brutal eugenics programs throughout the developing world.

A small bank in Chicago called SHORE BANK almost went bankrupt during the recession. The bank made a profit on its foreign micro-loans (see below) but had lost money in sub-prime mortgages in the US . It was facing likely closure by federal regulators. However, because the bank’s executives were well connected with members of the Obama Administration, a private rescue bailout was arranged. The bank’s employees had donated money to Obama’s Senate campaign. In other words, Shore Bank was too politically connected to
be allowed to go under.
Shore Bank survived and invested in many “green” businesses such as solar panel manufacturing. In fact, the bank was mentioned in one of Obama’s speeches during his election campaign because it subjected new business borrowers to eco-litmus tests.
Prior to becoming President, Obama sat on the board of the JOYCE FOUNDATION, a liberal charity. This foundation was originally established by Joyce Kean ‘s family which had accumulated millions of dollars in the lumber industry. It mostly gave funds to hospitals but after her death in 1972, the foundation was taken over by radical environmentalists and social justice extremists.
This JOYCE FOUNDATION, which is rumored to have assets of 8 billion dollars, has now set up and funded, with a few partners, something called the CHICAGO CLIMATE EXCHANGE, known as CXX. It will be the exchange (like the Chicago Grain Futures Market for agriculture) where Environmental Carbon Credits are traded.
Under Obama’s new bill, businesses in the future will be assessed a tax on how much CO2 they produce (their Carbon Footprint) or in other words how much they add to global warming. If a company produces less CO2 than their allotted measured limit, they earn a Carbon Credit. This Carbon Credit can be traded on the CXX exchange. Another company, which has gone over their CO2 limit, can buy the Credit and “reduce” their footprint and tax liability. It will be like trading shares on Wall Street.
Well, it was the same JOYCE FOUNDATION, along with some other private partners and Wall Street firms that funded the bailout of Shore Bank. The foundation is now one of the major shareholders. The bank has now been designated to be the “banking arm” of the CHICAGO CLIMATE EXCHANGE (CXX). In addition, Goldman Sachs has been contracted to run the investment trading floor of the exchange.
So far so good; But now the INTERESTING parts.
One. Shore Bank co-founder, named Jan Piercy, was a Wellesley College roommate of Hillary Clinton. Hillary and Bill Clinton have long supported the bank and are small investors.
Another co-founder of Shore Bank, named Mary Houghton, was a friend of Obama’s late mother. Obama’s mother worked on foreign MICRO-LOANS for the Ford Foundation. She worked for the foundation with a guy called Geithner. Yes, you guessed it. This man was the father of Tim Geithner, our present Treasury Secretary, who failed to pay all his taxes for two years.
Another founder of Shore Bank was Ronald Grzywinski , a cohort and close friend of Jimmy Carter.
The former Shore Bank Vice Chairman was a man called Bob Nash . He was the deputy campaign manager of Hillary Clinton’s presidential bid. He also sat on the board of the Chicago Law School with Obama and Bill Ayers, the former terrorist. Nash was also a member of Obama’s White House transition team.
(To jog your memories, Bill Ayers is a Professor at the University of Illinois at Chicago . He founded the Weather Underground, a radical revolutionary group that bombed buildings in the 60s and 70s. He had no remorse for those who were killed; escaped jail on a technicality; and is still an admitted Marxist).
When Obama sat on the board of the JOYCE FOUNDATION, he “funneled” thousands of charity dollars to a guy named John Ayers, who runs a dubious education fund. Yes, you guessed it.. The brother of Bill Ayers, the terrorist.
Howard Stanback is a board member of Shore Bank. He is a former board chairman of the Woods Foundation. Obama and Bill Ayers, the terrorist, also sat on the board of the Woods Foundation. Stanback was formerly employed by New Kenwood Inc., a real estate development company co-owned by Tony Rezko

Years prior to this, the law firm of Davis, Miner, Barnhill & Galland had represented Rezko’s company and helped him get more than 43 million dollars in government funding. Adele Simmons , the Director of ShoreBank, is a close friend of Valerie Jarrett , a White House senior advisor to
Obama. Simmons and Jarrett also sit on the board of a dubious Chicago Civic Organization.
Van Jones sits on the board of Shore Bank and is one of the marketing directors for “green” projects. He also holds a senior advisor position for black studies at Princeton University. You will remember that Mr.Van Jones was appointed by Obama in 2009 to be a Special Advisor for Green Jobs at the White House. He was forced to resign over past political activities, including the fact that he is a Marxist.
Al Gore was one of the smaller partners to originally help fund the CHICAGO CLIMATE EXCHANGE. He also founded a company called Generation Investment Management (GIM) and registered it in London, England. GIM has close links to the UK-based Climate Exchange PLC, a holding company listed on the London Stock Exchange. This company trades Carbon Credits in Europe (just like CXX will do here) and its floor is run by Goldman Sachs .
Along with Gore, the other co-founder of GIM is Hank Paulson, the former US Treasury Secretary and former CEO of Goldman Sachs. His wife, Wendy , graduated from and is presently a Trustee of Wellesley College. Yes, the same college that Hillary Clinton and Jan Piercy, a co-founder of Shore Bank attended. (They are all friends).
Interesting? And now the closing…
Because many studies have been exposed as scientific nonsense, people are slowly realizing that man-made global warming is nothing more than a money-generating hoax. As a result, Obama is working feverishly to win the race. He aims to push a Cap-and-Trade Carbon Tax Bill through Congress and into law.
Obama knows he must get this passed before he loses his majority in Congress in the November elections. Apart from Climate Change he will “sell” this bill to the public as generating tax revenue to reduce our debt. But, it will also make it impossible for US companies to compete in world markets and drastically increase unemployment. In addition, energy prices (home utility rates) will sky rocket.
But, here’s the “KICKER”
(THE MONEY TRAIL).
If the bill passes, it is estimated that over 10 TRILLION dollars each year will be traded on the CXX exchange. At a commission rate of only 4 percent, the exchange would earn close to 400 billion dollars to split between its owners, all Obama cronies. At a 2 percent rate, Goldman Sachs would also rake in 200 billion dollars each year.
But don’t forget SHORE BANK. With 10 trillion dollars flowing though its accounts, the bank will earn close to 40 billion dollars in interest each year for its owners (more Obama cronies), without even breaking a sweat.
It is estimated Al Gore alone will probably rake in 15 billion dollars just in the first year. Of course, Obama’s “commissions” will be held in trust for him at the Joyce Foundation . They are estimated to be over 8 billion dollars by the time he leaves office in 2013, if the bill passes this year. Of course, these commissions will continue to be paid for the rest of his life.
Some financial experts think this will be the largest “scam” or “legal heist” in world history. Obama’s cronies make the Mafia look like rank amateurs. They will make Bernie Madoff ‘s fraud look like penny ante stuff.
WASHINGTON (Reuters) – The United States apologized on Friday for an experiment conducted in the 1940s in which U.S. government researchers deliberately infected Guatemalan prison inmates, women and mental patients with syphilis.
In the experiment, aimed at testing the then-new drug penicillin, inmates were infected by prostitutes and later treated with the antibiotic.
“The sexually transmitted disease inoculation study conducted from 1946-1948 in Guatemala was clearly unethical,” Secretary of State Hillary Clinton and Health and Human Services Secretary Kathleen Sebelius said in a statement.
“Although these events occurred more than 64 years ago, we are outraged that such reprehensible research could have occurred under the guise of public health. We deeply regret that it happened, and we apologize to all the individuals who were affected by such abhorrent research practices,” the statement said.
Guatemala condemned the experiment as a crime against humanity and said it would study whether there were grounds to take the case to an international court.
“President Alvaro Colom considers these experiments crimes against humanity and Guatemala reserves the right to denounce them in an international court,” said a government statement, which announced a commission to investigate the matter.
Guatemalan human rights activists called for the victims’ families to be compensated, but a U.S. official said it was not clear there would be any compensation.
President Barack Obama called Colom to offerhis personal apology for what had happened, a White House spokesman said.
The experiment, which echoed the infamous 1960s Tuskegee study on black American men who were deliberately left untreated for syphilis, was uncovered by Susan Reverby, a professor of women’s studies at Wellesley College in Massachusetts.

According to the London Daily Mail, the total price tag will be about $5,000,000. The additional $2,000,000 apparently is being laid off on US Taxpayers as Secret Service costs for protecting former president Clinton and foreign heads of state, such as the presidents of France and Italy and former British Prime Minister Tony Blair, who are among the 500 invited guests along with Barbara Streisand, Steven Spielberg, Oprah Winfrey, Ted Turner, and Clinton friend and donor Denise Rich, wife of the Clinton-pardoned felon.
Before we attend to the poor political judgment of such an extravagant affair during times of economic distress, let us wonder aloud where a poor boy who became governor of Arkansas and president of the United States got such a fortune that he can blow $3,000,000 on a wedding.
The American people did not take up a collection to reward him for his service to them.
Where did the money come from? Who was he really serving during his eight years in office?
How did Tony Blair and his wife, Cherrie, end up with an annual income of ten million pounds (approximately $15 million dollars) as soon as he left office? Who was Blair really serving?
These are not polite questions, and they are infrequently asked.
It must have been realised that the letter to Secretary of State Hillary Clinton, signed by nearly 300 members of the U.S. Congress, affirming their commitment to Israel, would be widely publicised and fall into the hands of that illegal Apartheid State, so the writing and signing of that letter should be considered an act of treason.

Feb. 22 (Bloomberg) — Secretary of State Hillary Clinton urged China to continue buying U.S. Treasury bonds to help finance President Barack Obama’s stimulus plan, saying “we are truly going to rise or fall together.”
“Our economies are so intertwined,” Clinton said in an interview today in Beijing with Shanghai-based Dragon Television. “It would not be in China’s interest” if the U.S. were unable to finance deficit spending to stimulate its stalled economy.
The U.S. is the single largest buyer of the exports that drive growth in China, the world’s third-largest economy. China in turn invests surplus earnings from shipments of goods such as toys, clothing and steel primarily in Treasury securities, making it the world’s largest holder of U.S. government debt at the end of last year with $696.2 billion.
China’s leaders understand that “the United States has to take some very drastic measures with the stimulus package, which means we have to incur debt,” Clinton said. The Chinese are “making a very smart decision by continuing to invest in Treasury bonds,” which she called a “safe investment,” because a speedy U.S. recovery will fuel China’s growth as well.
China boosted purchases of U.S. debt by 46 percent last year to a record. The Chinese government said last week it plans to keep buying Treasuries, adding that future purchases will depend on the preservation of their value and the safety of the investment. China’s currency reserves of $1.95 trillion are about 29 percent of the world total.
Hillary Clinton has told China that the US considers human rights concerns secondary to economic survival.
Arriving in China on her first visit as US secretary of state, Mrs Clinton promised a new relationship between the two countries, one she considers to be the world’s most important of the 21st century.
Mrs Clinton landed in Beijing from South Korea, where she lashed out at the North Korean “tyranny” of its leader Kim Jong-il.
But in contrast she offered a conciliatory hand of friendship to Mr Kim’s ally China, contradicting hostile policies both she and President Barack Obama promised during their presidential campaigns last year.
She said she would continue to press China on issues such as human rights and Tibet, but added: “Our pressing on those issues can’t interfere on the global economic crisis, the global climate change crisis and the security crisis.”

Friends of the former First Lady told American news organisations that she had firmly decided to give up her seat as a senator for New York and become the international face of the man who thwarted her presidential ambitions in a long and sometimes bitter battle for the Democratic Party’s nomination.
Other reports said Mr Obama will nominate Timothy Geithner, 47, as his Treasury Secretary. As head of the New York federal reserve bank he has been involved with the $700 billion bail-out of Wall Street, which he will take charge of if confirmed.
As a former treasury official, Mr Geithner has invaluable Washington experience and will be considered a wise choice. Stocks soared as news of his appointment reached Wall Street.
He will probably be joined around the cabinet table by Bill Richardson, the New Mexico governor, who has been reportedly selected as commerce secretary after losing out to Mrs Clinton as secretary of state, the most prestigious job beneath the presidency.
Activists note that most of the candidates for top security posts voted for the 2002 resolution authorizing President Bush to invade Iraq or otherwise supported launching the war. Reporting from Washington — Antiwar groups and other liberal activists are increasingly concerned at signs that Barack Obama’s national security team will be dominated by appointees who favored the Iraq invasion and hold hawkish views on other important foreign policy issues.
The activists are uneasy not only about signs that both Sen. Hillary Rodham Clinton (D-N.Y.) and Defense Secretary Robert M. Gates could be in the Obama Cabinet, but at reports suggesting that several other short-list candidates for top security posts backed the decision to go to war.
“Obama ran his campaign around the idea the war was not legitimate, but it sends a very different message when you bring in people who supported the war from the beginning,” said Kelly Dougherty, executive director of the 54-chapter Iraq Veterans Against the War.
The activists — key members of the coalition that propelled Obama to the White House — fear he is drifting from the antiwar moorings of his once-longshot presidential candidacy. Obama has eased the rigid timetable he had set for withdrawing troops from Iraq, and he appears to be leaning toward the center in his candidates to fill key national security posts.
The president-elect has told some Democrats that he expects to take heat from parts of his political base but will not be deterred by it.
Aside from Clinton and Gates, the roster of possible Cabinet secretaries has included Sens. John F. Kerry (D-Mass.) and Richard G. Lugar (R-Ind.), who both voted in 2002 for the resolution authorizing President Bush to invade Iraq, though Lugar has since said he regretted it.
“It’s (absolutely not) astonishing that not one of the 23 senators or 133 House members who voted against the war is in the mix,” said Sam Husseini of the liberal group Institute for Public Accuracy.

Hillary Will Get SOS Nom Soon
CBS News has learned that President-elect Barack Obama will nominate Clinton to be his Secretary of State right after Thanksgiving, reports Bill Plante.
(CBS/ AP) President-elect Barack Obama is on track to nominate Hillary Rodham Clinton as secretary of state, an aide to his transition said Thursday.
CBS News has learned that Mr. Obama is likely to make the nomination official after Thanksgiving.
One week after the former primary rivals met secretly to discuss the idea of Clinton becoming the nation’s top diplomat, the two sides were moving quickly toward making it a reality, barring any unforeseen problems.
The transition aide told The Associated Press that the two camps have worked out financial disclosure issues involving Clinton’s husband, former President Bill Clinton, and the complicated international funding of his foundation that operates in 27 countries. The aide said Mr. Obama and Hillary Clinton have had substantive conversations about the secretary of state job.

Nov. 20 (Bloomberg) — Bill Clinton has sent President- elect Barack Obama‘s transition team a list of more than 200,000 donors to his foundation, according to a Democrat familiar with the process, the latest sign both sides are trying to clear obstacles to Hillary Clinton‘s possible nomination as U.S. secretary of state.
“I’ll do whatever they want,” the former president told reporters in New York yesterday. “This is a deal between” Obama “and Hillary,” he said.
The 200,000 or so names comprise the universe of donors to Clinton’s presidential library and foundation. This is separate from the Clinton Global Initiative, which operates under the aegis of the foundation but does not directly take money from the donors.
The list of contributors ranges from those who gave a few dollars to wealthy foreign leaders and business people who donated multimillion-dollar gifts, the Democrat familiar with the matter said.
Obama’s advisers have begun looking into Bill Clinton’s foundation, which distributes millions of dollars to Africa to help with development, to ensure there is no conflict of interest. But Democrats believe the vetting will be straightforward.
Clinton would be well placed to become the country’s dominant voice in foreign affairs, replacing Condoleezza Rice.
