U.S. rejects Guatemalans’ STD lawsuit, offers aid (CNN, Jan. 10, 2012):

The United States has rejected the grounds of a lawsuit stemming from experiments involving sexually transmitted diseases and human subjects in Guatemala between 1946 and 1948.

At the same time, the government announced increased aid to Guatemala to fight STDs.

In its first response to the class-action lawsuit filed last March by the alleged victims and their heirs, the U.S. government argued that it is immune to such a lawsuit, in a motion to dismiss the suit filed Monday night.

Because the harm was suffered in a foreign country, and because the Guatemalans have not exhausted other administrative solutions, the United States has sovereign immunity under the Federal Tort Claims Act, it said in the motion.

U.S. government researchers deliberately infected Guatemalans with syphilis and gonorrhea, and knew they were committing ethical violations, a U.S. presidential panel has found.

In this June 25, 1945 photo, a doctor exposes a patient to malaria-carrying mosquitoes at Stateville Penitentiary in Crest Hill, Ill. A series of malaria studies at Stateville and two other prisons were designed to test antimalarial drugs that could have helped soldiers fighting in the Pacific during World War II.

ATLANTA — Shocking as it may seem, U.S. government doctors once thought it was fine to experiment on disabled people and prison inmates. Such experiments included giving hepatitis to mental patients in Connecticut, squirting a pandemic flu virus up the noses of prisoners in Maryland, and injecting cancer cells into chronically ill people at a New York hospital.

Much of this horrific history is 40 to 80 years old, but it is the backdrop for a meeting in Washington this week by a presidential bioethics commission. The meeting was triggered by the government’s apology last fall for federal doctors infecting prisoners and mental patients in Guatemala with syphilis 65 years ago.

U.S. officials also acknowledged there had been dozens of similar experiments in the United States – studies that often involved making healthy people sick.

An exhaustive review by The Associated Press of medical journal reports and decades-old press clippings found more than 40 such studies. At best, these were a search for lifesaving treatments; at worst, some amounted to curiosity-satisfying experiments that hurt people but provided no useful results.

Inevitably, they will be compared to the well-known Tuskegee syphilis study. In that episode, U.S. health officials tracked 600 black men in Alabama who already had syphilis but didn’t give them adequate treatment even after penicillin became available.

(NaturalNews) It has now been widely revealed that the United States conducted medical experiments on prisoners and mental health patients in Guatemala in the 1940’s. Carried out by a government-employed doctor working in a psychiatric hospital, these experiments involved intentionally infecting Guatemalans with syphilis (and other STDs) without their knowledge in order to determine the effectiveness of penicillin. The outrage against this inhumane medical science experiment is reflected in mainstream news headlines across the globe, and the Guatemalan government now characterizes this sad chapter in U.S. history as a “crime against humanity.” News reporters are shocked in reporting the story, and U.S. government officials seem to be almost beside themselves in discovering that this ever took place in America.

The U.S. pretends to be surprised

The discovery of this medical experiment generated a series of official U.S. responses that can only be called political theater given how contrived they are. Secretary of State Hillary Rodham Clinton went on the record saying, “Although these events occurred more than 64 years ago, we are outraged that such reprehensible research could have occurred under the guise of public health… We deeply regret that it happened, and we apologize to all the individuals who were affected by such abhorrent research practices.”

White House spokesman Robert Gibbs called the discovery “reprehensible,” and President Obama even picked up the phone to call Guatemalan President Alvaro Colom and offer a verbal apology.

You know what all these actions have in common? An implied message that this experiment from the 1940’s was somehow an aberrant mistake that never happens in America. They want you to believe this is just some lone researcher who went off his rocker and committed some atrocious crime in the name of medicine. But the reality is that Big Pharma and the U.S. government use innocent people in medical experiments every single day. This wasn’t some bizarre, rare event. It was a reflection of the way the U.S. government has consistently conspired with the medical industry to test drugs on innocent victims and find out what happens.

US Government Apologizes For Deliberately Infecting Guatemalan Prison Inmates With Syphilis

WASHINGTON (Reuters) – The United States apologized on Friday for an experiment conducted in the 1940s in which U.S. government researchers deliberately infected Guatemalan prison inmates, women and mental patients with syphilis.

In the experiment, aimed at testing the then-new drug penicillin, inmates were infected by prostitutes and later treated with the antibiotic.

“The sexually transmitted disease inoculation study conducted from 1946-1948 in Guatemala was clearly unethical,” Secretary of State Hillary Clinton and Health and Human Services Secretary Kathleen Sebelius said in a statement.

“Although these events occurred more than 64 years ago, we are outraged that such reprehensible research could have occurred under the guise of public health. We deeply regret that it happened, and we apologize to all the individuals who were affected by such abhorrent research practices,” the statement said.

Guatemala condemned the experiment as a crime against humanity and said it would study whether there were grounds to take the case to an international court.

“President Alvaro Colom considers these experiments crimes against humanity and Guatemala reserves the right to denounce them in an international court,” said a government statement, which announced a commission to investigate the matter.

Guatemalan human rights activists called for the victims’ families to be compensated, but a U.S. official said it was not clear there would be any compensation.

President Barack Obama called Colom to offerhis personal apology for what had happened, a White House spokesman said.

The experiment, which echoed the infamous 1960s Tuskegee study on black American men who were deliberately left untreated for syphilis, was uncovered by Susan Reverby, a professor of women’s studies at Wellesley College in Massachusetts.

Here’s what’s really happening in the United States when it comes to exploiting the public for medical experimentation:

(1845 – 1849) J. Marion Sims, later hailed as the “father of gynecology,” performs medical experiments on enslaved African women without anesthesia. These women would usually die of infection soon after surgery. Based on his belief that the movement of newborns’ skull bones during protracted births causes trismus, he also uses a shoemaker’s awl, a pointed tool shoemakers use to make holes in leather, to practice moving the skull bones of babies born to enslaved mothers (Brinker).

(1895)

New York pediatrician Henry Heiman infects a 4-year-old boy whom he calls “an idiot with chronic epilepsy” with gonorrhea as part of a medical experiment (“Human Experimentation: Before the Nazi Era and After”).

(1896)

Dr. Arthur Wentworth turns 29 children at Boston’s Children’s Hospital into human guinea pigs when he performs spinal taps on them, just to test whether the procedure is harmful (Sharav).

(1906)

Harvard professor Dr. Richard Strong infects prisoners in the Philippines with cholera to study the disease; 13 of them die. He compensates survivors with cigars and cigarettes. During the Nuremberg Trials, Nazi doctors cite this study to justify their own medical experiments (Greger, Sharav).

(1911)

Dr. Hideyo Noguchi of the Rockefeller Institute for Medical Research publishes data on injecting an inactive syphilis preparation into the skin of 146 hospital patients and normal children in an attempt to develop a skin test for syphilis. Later, in 1913, several of these children’s parents sue Dr. Noguchi for allegedly infecting their children with syphilis (“Reviews and Notes: History of Medicine: Subjected to Science: Human Experimentation in America before the Second World War”).

(1913)

Medical experimenters “test” 15 children at the children’s home St. Vincent’s House in Philadelphia with tuberculin, resulting in permanent blindness in some of the children. Though the Pennsylvania House of Representatives records the incident, the researchers are not punished for the experiments (“Human Experimentation: Before the Nazi Era and After”).

(1915)

Dr. Joseph Goldberger, under order of the U.S. Public Health Office, produces Pellagra, a debilitating disease that affects the central nervous system, in 12 Mississippi inmates to try to find a cure for the disease. One test subject later says that he had been through “a thousand hells.” In 1935, after millions die from the disease, the director of the U.S Public Health Office would finally admit that officials had known that it was caused by a niacin deficiency for some time, but did nothing about it because it mostly affected poor African-Americans. During the Nuremberg Trials, Nazi doctors used this study to try to justify their medical experiments on concentration camp inmates (Greger; Cockburn and St. Clair, eds.).
