Minister of the Environment and Minister of the Fukushima Nuclear Disaster Goshi Hosono called representatives from 43 Prefectures to the Ministry of the Environment and requested again that they accept disaster debris from Miyagi and Iwate Prefectures.

Processing the disaster debris from the March 11 earthquake/tsunami has been a big problem. The Ministry of the Environment held a conference attended by the municipalities from all over Japan, and requested that they accept the disaster debris.
American militants like Anwar al-Awlaki are placed on a kill or capture list by a secretive panel of senior U.S. government officials, which then informs the president of its decisions, according to U.S. officials.
There is no public record of the operations or decisions of the panel, which is a subset of the White House’s National Security Council, several current and former officials said. Neither is there any law establishing its existence or setting out the rules by which it is supposed to operate.
The panel was behind the decision to add Awlaki, a U.S.-born militant preacher with alleged al Qaeda connections, to the target list. He was killed by a CIA drone strike in Yemen late last month.
The role of the president in ordering or ratifying a decision to target a U.S. citizen is fuzzy. White House spokesman Tommy Vietor declined to discuss anything about the process.
Maybe they need to cut off all the branches and the leaves of cedar right now or glue the pollen so it won’t fly away. Otherwise radiation will spread around again even though they decontaminate.

This is not the first time such a law has been under scrutiny. In April, the Blaze told you about the extraction devices police were using in Michigan to download the entire contents of your phone.
Florida and Georgia are among the states that give no protection to a phone during a search. In particular, Florida law treats a smartphone as a “container” for the purposes of a search, similar to say a cardboard box open on the passenger seat, despite the thousands of personal emails, contacts, and photos a phone can carry stretching back years.
But after initially striking down cell phone snooping, California has now joined the list of states that allow cops to go through your phone without a warrant.
Iitate is located 45km (28 miles) from the Fukushima Dai-ichi nuclear power plant hit by a tsunami on March 11th this year. In the mountains above the town, the forests are turning the colour of autumn. But their beauty is deceptive. Every time a gust of wind blows, Mr Sato says it shakes invisible particles of radioactive caesium off the trees and showers them over the village. Radiation levels in the hills are so high that villagers dare not go near them. Mr Sato cannot bury his father’s bones, which he keeps in an urn in his abandoned farmhouse, because of the dangers of going up the hill to the graveyard.
Iitate had the misfortune to be caught by a wind that carried radioactive particles (including plutonium) much farther than anybody initially expected after the nuclear disaster. Almost all the 6,000 residents have been evacuated, albeit belatedly, because it took the government months to decide that some villages outside a 30km radius of the plant warranted special attention. Now it offers an extreme example of how difficult it will be to recover from the disaster.
That is mainly because of the enormous spread of radiation. Recently the government said it needed to clear about 2,419 square kilometres of contaminated soil—an area larger than greater Tokyo—that received an annual radiation dose of at least five millisieverts, or over 0.5 microsieverts an hour. That covered an area far beyond the official 30km restriction zone (see map). Besides pressure- hosing urban areas, this would involve removing about 5cm of topsoil from local farms as well as all the dead leaves in caesium-laden forests.
However, Iitate’s experience suggests the government may be underestimating the task. Villagers have removed 5cm of topsoil from one patch of land, but because radioactive particles continue to blow from the surrounding trees, the level of radiation remains high—about one microsievert an hour—even if lower than in nearby areas. Without cutting down the forests, Mr Sato reckons there will be a permanent risk of contamination. So far, nobody has any idea where any contaminated soil will be dumped.
WASHINGTON — The federal government under the Bush administration ran an operation that allowed hundreds of guns to be transferred to suspected arms traffickers — the same tactic that congressional Republicans have criticized President Barack Obama’s administration for using, two federal law enforcement officials said Tuesday.
Rep. Darrell Issa, R-Calif., Sen. Chuck Grassley, R-Iowa, and other Republicans have been hammering the Obama Justice Department over the practice known as “letting guns walk.” The congressional target has been Operation Fast and Furious, which was designed to track small-time gun buyers at several Phoenix-area gun shops up the chain to make cases against major weapons traffickers. In the process, federal agents lost track of many of the more than 2,000 guns linked to the operation.
When Bush, a Republican, was president, the Bureau of Alcohol, Tobacco, Firearms and Explosives in Tucson, Ariz., used a similar enforcement tactic in a program it called Operation Wide Receiver. The fact that there were two such ATF investigations years apart in separate administrations raises the possibility that agents in still other cases may have allowed guns to “walk.”
For months, Issa and other Republicans have focused on whether Attorney General Eric Holder misled Congress, suggesting that he knew more than he has admitted about Operation Fast and Furious.
Over the past 27 years — the complete timeframe that the data has been available — there have been 0 deaths as a result of vitamins and over 3 million deaths related to prescription drug use. In fact, going back 54 years there have only been 11 claims of vitamin-related death, all of which provided no substantial evidence to link vitamins to the cause of death. The news comes after a recent statistically analysis found that pharmaceutical drug deaths now outnumber traffic fatalities in the US.
In 2009, drugs exceeded the amount of traffic-related deaths, killing at least 37,485 people nationwide.
The findings go against the claims of mainstream medical ‘experts’ and mainstream media outlets who often push the idea that multivitamins are detrimental to your health, and that prescription drugs are the only science-backed option to improving your health. While essential nutrients like vitamin D are continually being shown to slash your risk of disease such as diabetes and cancer, prescription pharmaceuticals are continually being linked to such conditions. In fact, the top-selling therapeutic class pharmaceutical drug has been tied to the development of diabetes and even suicide, and whistleblowers are just now starting to speak out despite studies as far back as the 80s highlighting the risks.
Jiji Tsushin (10/6/2011) relates the news almost in passing. The main part of the news is that TEPCO will try activating the neutron sensors inside the Reactor Pressure Vessel of Reactor 2 (there are 124 of them) and do the same in Reactor 3, and other reactor-related topics.
TEPCO also announced that a worker in his 50s fell ill on October 5 and died on October 6. The worker was doing the work around the storage tanks for the contaminated water at the plant. He had been working since August, and his cumulative radiation exposure was about 2 millisieverts. TEPCO said it was hard to believe his radiation exposure had something to do with his death, but the company would confirm in the death certificate. The total number of deaths among the plant workers are now three.
The first worker died of a heart attack in May, while he was carrying heavy equipment on foot to build the contaminated water processing facilities. The second one died of acute leukemia in August after working for one week doing radiation control for the workers in the headquarter building on the plant. They were both hired by the subcontractors several degrees removed from TEPCO. I wonder if they had any written employment contract. Probably not.
Occupy Wall Street protests reach Boston, LA, St Louis and Kansas City, and are planned in cities across US and abroad

It began as the brainchild of activists across the border in Canada when an anti-consumerism magazine put out a call in July for supporters to occupy Wall Street.
Now, three weeks after a few hundred people heeded that initial call and rolled out their sleeping bags in a park in New York’s financial district, they are being joined by supporters in cities across the US and beyond.
Armed with Twitter, Facebook and shared Googledocs, protesters against corporate greed, unemployment and the political corruption that they say Wall Street represents have taken to the streets in Boston, Los Angeles, St Louis and Kansas City.
The core group, Occupy Wall Street (OWS), claims people will take part in demonstrations in as many as 147 US cities this month, while the website occupytogether.org lists 47 US states as being involved. Around the world, protests in Canada, the UK, Germany and Sweden are also planned, they say.
Thousands of unsuspecting Britons may be buying imitation Ugg boots made from the pelts of animals skinned alive.
The fur comes from raccoon dogs, a species related to domestic dogs, farmed in China.
A sickening video of the skins being collected has led activists to demand a ban on the trade and call for clearer labelling.
Genuine Ugg boots cost up to £200 and use sheepskin, which is produced in a humane way.
But campaigners have found that other companies in Australia, where the popular boots are made, are using raccoon dog fur farmed in China and labelling it ‘Australian sheepskin’.
The Qatari Royal family plans to spend up to $10bn (£6.4bn) buying stakes in gold producers through their sovereign wealth fund, The Daily Telegraph can disclose.
The fund is seeking to invest in a range of natural resources, but gaining access to physical gold is its top strategic priority.

Ratings agency Moody’s slashes Italy debt rating by three points, increasing pressure on European governments trying to contain financial crisis.
Italy’s sovereign debt rating has been cut for the second time in as many weeks, with ratings agency Moody’s citing “sustained and non-cyclical erosion of confidence” as it slashed its forecast for the country.
In a report released after US stock markets closed on Tuesday, Moody’s downgraded Italy’s government bond ratings from Aa2 to A2 with a “negative outlook”, suggesting further cuts could be to come. The move threatens to increase Italy’s cost of borrowing, and will add yet more pressure to European finance ministers now wrestling with a financial crisis that has spread across the continent.
In some cases, Alzheimer’s disease may in fact be the result of an infection, and may even be transmissible, a new study in mice suggests.
In the study, mice injected with human brain tissue from Alzheimer’s patients developed Alzheimer’s disease. The mice developed brain damage characteristic of Alzheimer’s disease, and over time, the damage spread throughout their brains, the researchers said.
Mice injected with brain tissue from healthy humans showed no signs of the disease.
Anyone tearing their hair out trying to answer how it is that this great Keynesian experiment of a nation managed to sneek by with so little new incremental debt over the past month can now relax. As Zero Hedge reported yesterday, the US closed out Fiscal 2010-2011 with a $95 billion surge in debt in one day brining the total to just under $14.8 trillion. That, however was not nearly enough to settle all outstanding debt, and on the first day of the next fiscal year, Timmy G added another $47 billion in debt, to have a closing balance of $14.837 trillion on the first day of the 2011-2012 fiscal year. In other words, in just the past two work days, America has technically settled a whopping $142 billion in debt. There was a time when a year was needed to issue this much debt. Then, a month. Now, we are officialy down to two days. What is ironic is that the recently expanded debt ceiling of $15.194 trillion has just $400 billion of additional dry powder. At this rate, it won’t last the US until the end of the calendar year.
TOKYO — In a fresh blow to public confidence, a reactor in southern Japan went into automatic shutdown on Tuesday because of problems with its cooling system, clouding the outlook for an imminent restart of the country’s idled nuclear plants.
Kyushu Electric, the operator of the reactor at the Genkai nuclear power plant, characterized the incident as minor and said there was no risk of a radiation leak. A problem with the condenser unit that turns steam back into cooling water appeared to have caused the halt, but the reactor stopped safely and was undergoing checks, the utility said.
“At no point was the plant under any danger, and the reactor has been brought to a stable shutdown,” said Eiji Yamamoto, a spokesman for Kyushu Electric. “There has been no effect on radiation levels outside the plant.”

NAGANO (Kyodo) — Hormonal and other irregularities were detected in the thyroid glands of 10 out of 130 children evacuated from Fukushima Prefecture, a Nagano Prefecture-based charity dedicated to aid for the victims of the 1986 Chernobyl nuclear accident said Tuesday.
The Japan Chernobyl Foundation and Shinshu University Hospital did blood and urine tests on youngsters aged up to 16 including babies under the age of one for about a month through the end of August in Chino, Nagano, when the children stayed there temporarily after evacuating from Fukushima.
As a result, one child was found to have a lower-than-normal thyroid hormone level and seven had thyroid stimulation hormone levels higher than the norm. The remaining two were diagnosed with slightly high blood concentrations of a protein called thyroglobulin, possibly caused by damage to their thyroid glands.
Three of the 10 children used to live within the 20-km no-go zone around the nuclear plant and one was from the so-called evacuation-prepared area in case of emergency in areas between 20 and 30 kilometers from the plant, while six others were from towns outside such zones.
Those guys at Allianz that are just a little higher up the food chain HAVE TO wear special protective suits (developed at the ‘Deutsches Zentrum für Luft- und Raumfahrt in Oberpfaffenhofen’) and are instructed in what way they HAVE TO use their mobile phones to minimize the damage to their health.
And they HAVE TO take regular health checks.

Sesame Street has a new muppet who is hungry for more than just cookies.
The iconic kids show is set to unveil a new impoverished puppet named Lily, whose family faces an ongoing struggle with hunger issues. Lily will be revealed in a one-hour Sesame Street primetime special, Growing Hope Against Hunger, which is being sponsored by Walmart. The special will star country singer Brad Paisley and his wife Kimberly Williams Paisley, as well as the Sesame Street Muppets.
“Food insecurity is a growing and difficult issue for adults to discuss, much less children,” said the Paisleys in a statement. “We are honored that Sesame Street, with its long history of tackling difficult issues with sensitivity, caring and warmth asked us to be a part of this important project.”
The leading financiers of the Tea Party movement were last night attempting to rebut claims that a portion of their wealth comes from secretly doing business with the most un-American trading partner imaginable: the hard-line government of Iran.
Charles and David Koch, the prominent billionaires who fund a string of influential conservative think-tanks, stand accused of selling tens of millions of dollars worth of petrochemicals to Tehran, despite a longstanding US trade embargo against the nation that the former President, George W Bush, dubbed a pillar of his “Axis of Evil”.
It has been reported that Koch Industries used foreign subsidiaries to supply the products, in an apparent effort to stay within the letter – if not the spirit – of the law. It has been suggested that the company used dozens of lawyers to help find a way around the embargo, and was trading with Mahmoud Ahmadinejad’s regime as recently as 2007.
The news was just one of a string of revelations made by Bloomberg Markets magazine, which gave 14 reporters, in several countries, six months to investigate the brothers and their business dealings. Their 14-page report was published on Sunday night.
MOSCOW (Reuters) – Russia’s Prime Minister Vladimir Putin said he wants to bring ex-Soviet states into a “Eurasian Union” in an article which outlined his first foreign policy initiative as he prepares to return to the Kremlin as the country’s next president.
Putin said the new union would build on an existing Customs Union with Belarus and Kazakhstan which from next year will remove all barriers to trade, capital and labor movement between the three countries.
“We are not going to stop there and are setting an ambitious goal — to achieve an even higher integration level in the Eurasian Union,” Putin wrote in an article which will be published in Izvestia newspaper on October 4.
Putin said last month he would run in the March 2012 presidential election and his current public approval ratings show that he is set to win.
