I don’t know what to think of this but it may be one of the reasons why the meme of “Fukushima Reactor 4 is leaning (or listing, or collapsing, or falling apart)” and “Reactor 4 Spent Fuel Pool is in danger” has started to circulate widely again since March this year.

Mr. Mitsuhei Murata is a former Japanese Ambassador to Switzerland and Senegal and the current Executive Director of the Japan Society for Global System and Ethics (according to his website) who seems to have been very active in anti-nuclear movements. There are tweets and blogs citing his website as the source of his comments which appeared on the English site by a Japanese diplomat (I think) Akio Matsumura.

Assuming that it is indeed Mr. Murata’s website, here’s the letter that Mr. Murata sent to UN Secretary General Ban Ki-Moon on March 25, 2012, as it appears on his site:

Please allow me to pay a tribute to your great contribution to strengthen nuclear safety and security. The current Nuclear Summit in Seoul is no doubt greatly benefiting from the high-level meeting you convened last September.

I was asked to make a statement at the public hearing of the Budgetary Committee of the House of Councilors on March 23. I raised the crucial problem. of N0.4 reactor of Fukushima containing1535 fuel rods. It could be fatally damaged by continuing aftershocks. Moreover, 50 meters away from it exists a common cooling pool for 6 reactors containing 6375 fuel rods !
It is no exaggeration to say that the fate of Japan and the whole world depends on NO.4 reactor. This is confirmed by most reliable experts like Dr.Arnie Gundersen or Dr. Fumiaki Koide.

– Japanese Government to Start Clearing Disaster Debris Inside 20-Km No-Entry Zone in Fukushima, Burn Debris If Cesium Is Less Than 100,000 Bq/kg (EX-SKF, April 7, 2012):

Kahoku Shinpo, a local paper in Fukushima, reports that the national government will build the first debris storage areas in Naraha-machi, which lies inside the 20-kilometer radius no-entry zone around Fukushima I Nuclear Power Plant, to store the disaster debris to be collected from inside the no-entry zone as the zone gets reorganized into three new zones.

All of Naraha-machi’s no-entry zone will be newly designated as “zone preparing for the lifting of the evacuation order (??????????)” which allows the residents to come back freely.

The government will (or hopes to, I should say) build an incinerator to burn the burnable debris in a nearby town of Hirono-machi, as long as the density of radioactive cesium on/in the debris is 100,000 becquerels/kg or less.

100,000 Bq/kg of cesium on the debris will be concentrated in the ashes, up to 33 times according to the Ministry of the Environment. I wonder if the Ministry has a plan for the disposal of bag filters, decommissioning the incinerator, and safety of the workers. (Just saying.)

Radioactive cesium has been constantly detected since the nuclear accident last year, albeit in small amounts (usually less than 20 becquerels/kg), from milk and milk products produced in Tohoku and northern Kanto. The cause may be the feed that milk cows eat. Until April 1, 2012, the safety limit for animal feed was 400 becquerels/kg (lower than for humans, which was 500 becquerels/kg). With the new safety limit of 100 becquerels/kg of cesium for humans, the safety limit for animal feed has also been revised down to 100 becquerels/kg.

Skim milk powder is used commercially for baked goods (bread, cookies, etc). It is also used for health supplements.

Biologists have found Polar Bears in the Beaufort Sea with hair loss and skin lesions. Those are the same symptoms that have sickened ice seals and walruses in the arctic since last summer and led the federal government to declare the incident an unusual mortality event. Scientists are just beginning an investigation into whether polar bears are suffering from the same thing.

“The first day we observed it was on March 21st and we had three captures and two of them had Alopecia, which is the skin loss and so it was like, ‘oh that’s interesting.’ Then we started picking it up on other animals in later march so it was like, this is more than normal.”

They used the dosemeter named JG22N. JG22N picks up beta ray and converted it into the energy of cesium 137.

It therefore might have picked up strontium, iodine, and tritium and converted it all to cesium 137.

Tritium has almost never been measured from tap water or rain though it acts exactly like water.

However, because it is the estimation after 3/26, it would be much more than that if it includes what leaked from 3/11 to 3/25.

Also, it will be a several times much as 18,000 trillion Bq to count the radiation to fall from air down to the sea.

From their simulation, marine contamination already reached Philippines by 4/10/2011, will reach Hawaii by March of 2014, where is 5300 km away from Fukushima.

WARSAW — Poland will impose a complete ban on growing the MON810 genetically modified strain of maize made by US company Monsanto on its territory, Agriculture Minister Marek Sawicki said Wednesday.

“The decree is in the works. It introduces a complete ban on the MON810 strain of maize in Poland,” Sawicki told reporters, adding that pollen of this strain could have a harmful effect on bees.

On March 9, seven European countries — Belgium, Britain, Bulgaria, France, Germany, Ireland and Slovakia — blocked a proposal by the Danish EU presidency to allow the cultivation of genetically-modified plants on the continent.

Seven days after that, France imposed a temporary ban on the MON810 strain.

Talks on allowing the growing of genetically-modified plants on EU soil are now deadlocked as no majority has emerged among the 27 member states.

Japan’s former Ambassador to Switzerland, Mr. Mitsuhei Murata, was invited to speak at the Public Hearing of the Budgetary Committee of the House of Councilors on March 22, 2012, on the Fukushima nuclear power plants accident. Before the Committee, Ambassador Murata strongly stated that if the crippled building of reactor unit 4—with 1,535 fuel rods in the spent fuel pool 100 feet (30 meters) above the ground—collapses, not only will it cause a shutdown of all six reactors but will also affect the common spent fuel pool containing 6,375 fuel rods, located some 50 meters from reactor 4. In both cases the radioactive rods are not protected by a containment vessel; dangerously, they are open to the air. This would certainly cause a global catastrophe like we have never before experienced. He stressed that the responsibility of Japan to the rest of the world is immeasurable. Such a catastrophe would affect us all for centuries. Ambassador Murata informed us that the total numbers of the spent fuel rods at the Fukushima Daiichi site excluding the rods in the pressure vessel is 11,421 (396+615+566+1,535+994+940+6375).

I asked top spent-fuel pools expert Mr. Robert Alvarez, former Senior Policy Advisor to the Secretary and Deputy Assistant Secretary for National Security and the Environment at the U.S. Department of Energy, for an explanation of the potential impact of the 11,421 rods.

I received an astounding response from Mr. Alvarez:

It is my understanding that of the 1,532 spent fuel assemblies in reactor No. 4, 304 assemblies are fresh and unirradiated. This then leaves 1,231 irradiated spent fuel rods in pool No. 4.  Based on U.S. Energy Department data, assuming a total of 11,138 spent fuel assemblies are being stored at the Dai-Ichi site spent they contain roughly 982 million curies of intermediate and long-lived radionuclides. I used a higher estimate that Chernobyl released about 2.5 million curies in my earlier estimate regarding pool No. 4.  It appears that there is roughly 393 million curies of Cesium-137 contained in the total spent fuel inventory at the Dai-Ichi site. This is more than 200 times the amount of Cs-137 released at the Chernobyl accident as estimated by the U.S. National Academy of Sciences and the U.S. National Council on Radiation Protection (NCRP). This is 145% more than the total NCRP estimate of Cs-137 released by all atmospheric nuclear weapons testing, Chernobyl, and world-wide reprocessing plants ( ~270 million curies or 1.0E+18 bequerels).

Many of our readers might find it difficult to appreciate the actual meaning of the figure, yet we can grasp what 200 times more Cesium-137 than the Chernobyl would mean. It would destroy the world environment and our civilization. This is not rocket science, nor does it connect to the pugilistic debate over nuclear power plants. This is an issue of human survival.

Japan Government ‘Failed’ To Disclose 10 TRILLION Bequerels Per HOUR WSPEEDI Radioactive Fallout Estimate

– WSPEEDI Simulation Showed 10 Terabecquerels/Hour Iodine-131 in Chiba on March 15 Last Year, Data Still Not Disclosed (EX-SKF, April 2, 2012):

10 terabequerels = 10,000,000,000,000 becquerels.

The system also calculated the amount of radioactive cesium to be 1 terabecquerels/hour each for cesium-134 and cesium 137. And the Japanese government is still sitting on the data.

WSPEEDI simulation system can predict the dispersion of radioactive materials in the hemisphere, in 3D.

From what Jiji Tsushin reports, the WSPEEDI simulation was done on March 15 upon request from the Ministry of Education and Science. For whatever reason, the Ministry decided to not announce it (for that matter, not let anyone know about it, till April 3, 2012).

On the very next day, on March 16, the Ministry announced that SPEEDI and WSPEEDI would now be the responsibilities of the Nuclear Safety Commission, and instructed the Japan Atomic Energy Agency to send the data to the Commission, who either sat on it or didn’t even know they were now in charge of SPEEDI/WSPEEDI.
