It took me a few days to work up the nerve to phone William Binney. As someone already a “target” of the United States government, I found it difficult not to worry about the chain of unintended consequences I might unleash by calling Mr. Binney, a 32-year veteran of the National Security Agency turned whistle-blower. He picked up. I nervously explained I was a documentary filmmaker and wanted to speak to him. To my surprise he replied: “I’m tired of my government harassing me and violating the Constitution. Yes, I’ll talk to you.”

Two weeks later, driving past the headquarters of the N.S.A. in Maryland, outside Washington, Mr. Binney described details about Stellar Wind, the N.S.A.’s top-secret domestic spying program begun after 9/11, which was so controversial that it nearly caused top Justice Department officials to resign in protest, in 2004.

“The decision must have been made in September 2001,” Mr. Binney told me and the cinematographer Kirsten Johnson. “That’s when the equipment started coming in.” In this Op-Doc, Mr. Binney explains how the program he created for foreign intelligence gathering was turned inward on this country. He resigned over this in 2001 and began speaking out publicly in the last year. He is among a group of N.S.A. whistle-blowers, including Thomas A. Drake, who have each risked everything — their freedom, livelihoods and personal relationships — to warn Americans about the dangers of N.S.A. domestic spying.

The federal government may spy on Americans’ communications without warrants and without fear of being sued, a federal appeals court ruled Tuesday in a decision reversing the first and only case that successfully challenged President George W. Bush’s once-secret Terrorist Surveillance Program.

“This case effectively brings to an end the plaintiffs’ ongoing attempts to hold the executive branch responsible for intercepting telephone conversations without judicial authorization,” a three-judge panel of the 9th U.S. Circuit Court of Appeals wrote. (.pdf)

Homeland Security Launches Citizen Spy Recruitment Program In US Hotels

Citizen Spy Recruitment Program Launches in U.S. Hotels (Activist Post, Nov. 2, 2011):

Homeland Security has been working closely with hotels on many levels as private partners in the war on terror, as part of the expanding If You See Something, Say Something program.  Manuals such as the 84-page, Protective Measures Guide for the U.S. Lodging Industry (pdf) have been sent out to teach owners and staff how to properly spot potential terrorists.  Typical suspicious behavior includes paying with cash and “insisting on privacy” among a plethora of other dangers.

As if it wasn’t bad enough that hotel guests are secretly being assessed by untrained intelligence assets of Homeland Security, now guests are to be subjected to psy-op recruitment techniques via their TV sets in major hotels such as “Marriott, Hilton, Sheraton, Holiday Inn and other hotels in the USA,” according to an article published in the travel section of USA TODAY.

It is only a 15-second public service announcement, but follows similar PSA programming that aims to create fearful masses willing to call authorities over the flimsiest of suspicious activities, such as the innocuous example below.

This short message will be included with many others in the constant rotation for hotel guests to become further acclimated to being part of the snitch culture. Citizen spies are a cornerstone of all totalitarian regimes.  Now, it seems that with the addition of 5,400 hotels to the Homeland Security takeover of hearts and minds, it is impossible to deny that modern-day America has become another shining example of imperial ambitions turning upon itself.

Tennessee Becomes First State To Fight Terrorism Statewide (News Channel 5, Oct. 19, 2011):

PORTLAND, Tenn. – You’re probably used to seeing TSA’s signature blue uniforms at the airport, but now agents are hitting the interstates to fight terrorism with Visible Intermodal Prevention and Response (VIPR).

“Where is a terrorist more apt to be found? Not these days on an airplane more likely on the interstate,”said Tennessee Department of Safety & Homeland Security Commissioner Bill Gibbons.

Tuesday Tennessee was first to deploy VIPR simultaneously at five weigh stations and two bus stations across the state.

Agents are recruiting truck drivers, like Rudy Gonzales, into the First Observer Highway Security Program to say something if they see something.

“Not only truck drivers, but cars, everybody should be aware of what’s going on, on the road,” said Gonzales.

It’s all meant to urge every driver to call authorities if they see something suspicious.

“Somebody sees something somewhere and we want them to be responsible citizens, report that and let us work it through our processes to abet the concern that they had when they saw something suspicious,” said Paul Armes, TSA Federal Security Director for Nashville International Airport.

The Tennessee Highway Patrol checked trucks with drug and bomb sniffing dogs during random inspections.

“The bottom line is this: if you see something suspicious say something about it,” Gibbons said Tuesday.

According to the 18-page report on Van Asten, the mall’s RAM unit thought he was “very suspicious” because he kept filming as he walked. He didn’t start and stop like most people do. Van Asten says that’s true. He wanted to convey the experience of going to the mall. The counterterrorism unit thought he might be mapping an attack.

The report tells how the Bloomington police officers took Van Asten to a police substation in the basement in the Mall of America after mall security questioned him. They frisked him. They seized his camera. They detained him in that room for one more hour. The police called the Joint Terrorism Task Force. And an FBI agent told them: Seize the memory card in Van Asten’s camera and delete all his videos.

After two hours they let him go. Van Asten says he loves this country. Back when he was in the Army, he worked at a nuclear missile site. But he says that afternoon at the Mall of America shook him.

“When I was finally released, I couldn’t find my way to my own car for over a half-hour. I sat down in my car and I cried and I was shaking like a leaf.”

Patriot App has been criticised for encouraging neighbours to report each other

It claims to be a handy way to make you a ‘better citizen’.

But a new app for the iPhone has been condemned by critics who claim it is turning mobile users into a network of government spies.

The PatriotApp links your phone to American security and law enforcement agencies via the Internet and allows you to report anything you want at the touch of a button.

By simply pressing the relevant icon, users can sound the alarm for terrorism, ‘suspicious activity’, a health pandemic or an environmental safety issue.

The $0.99 app, named after the controversial Patriot Act brought in by the U.S. government after 9/11, is designed to ‘encourage active citizen participation in the War on Terror and in protecting their families and surrounding communities’, its makers Citizen Concepts claim.

But critics say it is like putting Big Brother in the palm of your hand and could easily be open to abuse by those with questionable agendas.

The app works by making a direct link between your phone and law enforcement agencies such as the FBI and the Environmental Protection Agency.

The software also links up to your Facebook and Twitter page meaning you can post alerts on there if needed.

MI5 is worried about sex. In a 14-page document distributed last year to hundreds of British banks, businesses, and financial institutions, titled “The Threat from Chinese Espionage,” the famed British security service described a wide-ranging Chinese effort to blackmail Western businesspeople over sexual relationships. The document, as the London Times reported in January, explicitly warns that Chinese intelligence services are trying to cultivate “long-term relationships” and have been known to “exploit vulnerabilities such as sexual relationships … to pressurise individuals to co-operate with them.”

This latest report on Chinese corporate espionage tactics is only the most recent installment in a long and sordid history of spies and sex. For millennia, spymasters of all sorts have trained their spies to use the amorous arts to obtain secret information.

The trade name for this type of spying is the “honey trap.” And it turns out that both men and women are equally adept at setting one — and equally vulnerable to tumbling in. Spies use sex, intelligence, and the thrill of a secret life as bait. Cleverness, training, character, and patriotism are often no defense against a well-set honey trap. And as in normal life, no planning can take into account that a romance begun in deceit might actually turn into a genuine, passionate affair. In fact, when an East German honey trap was exposed in 1997, one of the women involved refused to believe she had been deceived, even when presented with the evidence. “No, that’s not true,” she insisted. “He really loved me.”

Those who aim to perfect the art of the honey trap in the future, as well as those who seek to insulate themselves, would do well to learn from honey trap history. Of course, there are far too many stories — too many dramas, too many rumpled bedsheets, rattled spouses, purloined letters, and ruined lives — to do that history justice here. Yet one could begin with five famous stories and the lessons they offer for honey-trappers, and honey-trappees, everywhere.

1. Don’t Follow That Girl

In 1986, Mordechai Vanunu, an Israeli technician who had worked in Israel’s Dimona nuclear facility, went to the British newspapers with his claim that Israel had developed atomic bombs. His statement was starkly at odds with Israel’s official policy of nuclear ambiguity — and he had photos to prove it.

The period of negotiation among the newspapers was tense, and at one point the London Sunday Times was keeping Vanunu hidden in a secret location in suburban London while it attempted to verify his story. But Vanunu got restless. He announced to his minders at the paper that he had met a young woman while visiting tourist attractions in London and that they were planning a romantic weekend in Rome.

The newspaper felt it had no right to prevent Vanunu from leaving. It was a huge mistake: Soon after arriving in Rome with his lady friend, Vanunu was seized by Mossad officers, forcibly drugged, and smuggled out of Italy by ship to Israel, where he was eventually put on trial for treason. Vanunu served 18 years in jail, 11 years of it in solitary confinement. Released in 2004, he is still confined to Israel under tight restrictions, which include not being allowed to meet with foreigners or talk about his experiences. Britain has never held an inquiry into the affair.

Former executive’s explosive book rips the cosy façade off the Swedish furniture giant

The wholesome Scandinavian image of furniture and lifestyle giant Ikea has been rudely shaken by a new book which claims the company is hostile to foreign employees and uses Stasi-style secret police methods to spy on its thousands of staff worldwide.

The explosive charges are made by a former senior Ikea executive Johan Stenebo, a Swede who started working for the company at one of its German outlets outside Hamburg over 20 years ago and rose to a senior management position. He resigned last year.

His book, entitled Sanningen om Ikea (The Truth about Ikea), contains wide-ranging allegations about a company which has become a global household name. Justifying the book to Gemany’s Der Spiegel magazine, he said: “I did not want to go along with it any more, but I could not stay silent.”

Mr Stenebo claims that Ikea, which employs 135,000 staff in 44 countries, is run with an iron fist by founder Ingvar Kamprad and his two sons Mathias and Peter, who were promoted to top management five years ago.

He describes Ikea as “one of the most secretive companies in the world” and claims that senior management were expected to show fanatical loyalty and devotion to Mr Kamprad. “There was an unwritten law for Ikea upper management: loyalty to Ingvar unto death,” he writes.

He alleges that Ikea used methods normally associated with former Communist East Germany’s hated Stasi secret police to spy on its staff and keep them in line. He claims that a close-knit network of company informers kept Mr Kamprad constantly updated on personal gossip about employees and the prevailing atmosphere in each office.

Foreigners who work for Ikea have been referred to by Swedish executives as “niggers”, he writes, and have no chance of being promoted to senior positions. In fact, most of the top Ikea jobs, he claims, go to employees from the town of Älmhult, in the Samaland region of Sweden, where Mr Kamprad grew up. Mr Stenebo claims Ikea has elaborately manipulated the image of its 83-year-old founder, now the world’s fifth-richest man, portraying him as “an ascetic, slightly dim geriatric” with alcohol problems and dyslexia, and confecting for him a typical Ikea lifestyle of modest, affordable simplicity, with a Klippan range sofa and the bog-standard Billy bookcase.

In reality, he writes, these stories were made up by Mr Kamprad (who actually drove a Porsche), then disseminated by media which fell for their quaint charm. There was good business sense to the strategy, he says: the company’s homely image “helped to push down prices with suppliers”.

White House disables Stasi e-tip box

Following a furor over how the data would be used, the White House has shut down an electronic tip box – [email protected] – that was set up to receive information on “fishy” claims about President Barack Obama’s health plan.

E-mails to that address now bounce back with the message: “The e-mail address you just sent a message to is no longer in service. We are now accepting your feedback about health insurance reform via http://www.whitehouse.gov/realitycheck.”

The “flag” service was introduced Aug. 4, with a White House blog post saying: “There is a lot of disinformation about health insurance reform out there, spanning from control of personal finances to end of life care. These rumors often travel just below the surface via chain emails or through casual conversation. Since we can’t keep track of all of them here at the White House, we’re asking for your help. If you get an email or see something on the web about health insurance reform that seems fishy, send it to [email protected].”

White House press secretary Robert Gibbs said at a briefing shortly after the service launched: “We’re not collecting names from those e-mails. … All we’re asking people to do is if they’re confused about what health care reform is going to mean to them, we’re happy to help clear that up for you. Nobody is keeping anybody’s names.”

Sen. John Cornyn (R-Texas), chairman of the National Republican Senatorial Committee, wrote a letter to Obama raising privacy concerns about what the senator called an “Obama monitoring program.”

“I can only imagine the level of justifiable outrage had your predecessor asked Americans to forward e-mails critical of his policies to the White House,” Cornyn wrote. “So I urge you to cease this program immediately.”

In a later statement, Cornyn said: “Of course the White House is collecting names. … It is inevitable. Anyone with access to the [email protected] account has access to the names and email addresses that are collected in that account. … How are they purging names and e-mail addresses from this account to protect privacy?”

“WE HAVEN’T seen you before. Which media are you from?” a middle-aged woman asked a tall man operating a video camera outside a Beijing court.

“I’m from an independent newspaper,” the videographer replied with a slight smile on his face. The woman and her friend, who were queueing to take documents into the court, chuckled after hearing a statement that they all knew was false. “He’s police,” one of the women said a few minutes later.

The exchange outside the Beijing No.1 Intermediate People’s Court was a rare moment of levity in the normally serious, sometimes violent business of monitoring and controlling rights activists, dissidents, independent religious leaders, separatists and others deemed a threat to China’s state security.

The plain-clothes police officer was taking footage of petitioners, journalists, lawyers and supporters of dissident Hu Jia, who was sentenced that day in April to three and a half years in prison for subversion. “Surveillance is both overt and insidious,” said Phelim Kine, a Hong Kong-based researcher for Human Rights Watch. Overt surveillance in China is used “both to intimidate, and as a lesson to the neighbours”, Kine said.

Hu won the EU’s Sakharov Prize for Freedom of Thought last month. He and fellow activist Gao Zhisheng were also nominated for this year’s Nobel Peace Prize. Hu, 35, is the most prominent of a growing number of activists who have tried to reflect the intense glare of state surveillance back at those trying to monitor and control them.

The activists’ photographs, video, transcripts and diaries, usually distributed via the internet, have given outsiders rare glimpses into surveillance and abuses of power by China’s vast public security network. China tolerates some local activism but it confronts those who begin to operate at a national or international level. The relatively few national-level activists who have mastered the use of the internet and digital technology like Hu and his wife, Zeng Jinyan, are “desperately outnumbered” by the people watching them, Kine said.

“It tells you that those people like Hu Jia, who do master the technology and get the message out, are prey to retribution,” Kine. “What you see in China is that anyone who reaches a certain level of prominence, those people face serious consequences,” he said.

President Nicolas Sarkozy faced an embarrassing split in his Cabinet today over a computer system that a new French internal intelligence service will use to spy on the private lives of millions of law-abiding citizens.

Hervé Morin, the Defence Minister, broke government ranks to side with a growing revolt against Edvige, an acronym for a police database that will store personal details including opinions, the social circle and even sexual preferences of more or less anyone who interests the State.

Edvige, which is also a woman’s name, was created by decree in July to store data on anyone aged 13 or above who is “likely to breach public order”.

“Sarkozy’s Big Sister”, as it has been dubbed, will also track anyone active in politics or trade unions and in a significant role in business, the media, entertainment or social or religious institutions. Listed people will have limited rights to consult their files.

‘Environmental volunteers’ will be encouraged to spy on their neighbours

Councils are recruiting residents to report anyone who drops litter, fails to recycle their rubbish properly, or who allows their dog to foul the streets.

Advertisements looking for people to sign up for the unpaid “environmental volunteer” jobs have been posted across the country in recent months.

Critics said the scheme is encouraging a Big Brother society where friends and neighbours will be encouraged to “snoop” on one another.

The recruitment drive follows news that the Home Office is granting police powers to council staff and private security guards, allowing then to hand out fines for low-scale offences and ask for personal details.

Obama Calls For Civilian National Security Force

Obama repeated his pledge to boost the size of the active military.

“We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set,” he said Wednesday. “We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.”

Who will pay for that Mr. Obama? The U.S. is broke.

Sounds like Obama wants to recruit some cost-effective “Stasi” police-informers, but this is Obama so it’s cool, hey?

All of this sounds so like G. W. Bush to me.

“We will ask Americans to serve,” the Illinois Democrat said. “We will create new opportunities for Americans to serve.” (… as slaves!)

The full scale of Bush’s assault on our civil liberties may not be known until years after he’s left office.

At the moment, all we can do is get glimpses here or there of what’s going on.

And the latest one to come to my attention is the dispatching of police officers, firefighters, paramedics, and utility workers as so-called “terrorism liaison officers,” according to a report by Bruce Finley in the Denver Post.

They are entrusted with hunting for “suspicious activity,” and then they report their findings, which end up in secret government databases.

What constitutes “suspicious activity,” of course, is in the eye of the beholder. But a draft Justice Department memo on the subject says that such things as “taking photos of no apparent aesthetic value” or “making notes” could constitute suspicious activity, Finley wrote.

The states where this is going on include: Arizona, California, Colorado, Florida, Illinois, Tennessee, Wisconsin, and Washington, D.C.

Dozens more are planning to do so, Finley reports.

Colorado alone has 181 Terrorism Liaison Officers, and some of them are from the private sector, such as Xcel Energy.

Mark Silverstein of the Colorado ACLU told Amy Goodman of Democracy Now! that this reminds him of the old TIPS program, which “caused so much controversy that Congress eventually shut it down. But it is reemerging in other forms.” Silverstein warns that there will be thousands and thousands of “completely innocent people going about completely innocent and legal activities” who are going to end up in a government database.

On March 13th 2008 there was a secret closed door meeting of The United States House Of Representatives in Washington. In the history of The United States this is only the fourth time a secret meeting was held by the house. Even though Representatives are sworn to secrecy by House Rules XVII, some of the members were so shocked, horrified, furious, and concerned about the future of America by what was revealed to them inside the secret meeting, that they have started to leak this secret information to independent news agencies around the world. The mass media said almost nothing about the secret meeting of the House, mentioning only one of the items being discussed. It has been revealed that F.E.M.A. has been building internment camps all over America granting Halliburton a massive $385 million dollar construction contract to make this happen. Check out your local potable/ drinking water supplies, non perfumed chlorine bleach is a good sterilizer for water, about 2 teaspoons full per 2 gallon bucket, stirred well and allowed to stand for at least 24 hours with a lid on it or until it no longer smells of bleach. Boiling water helps but it is not always enough to kill off the bacteria which can resist high temperatures.

Government Permission Required For Parents To Kiss Children

Quarter of adult population face mandatory “anti-pedophile” test in sweeping expansion of “child protection” measures

Sweeping new policies set to be introduced in the UK will mandate parents to get government permission to kiss their children or take them to the swimming pool in public, measures that are “poisoning” relationships between the generations, according to respected sociologist Professor Frank Furedi.

A quarter of the entire adult population of the United Kingdom will be mandated to pass a state check operated by a newly formed government agency to have any physical contact with children under the age of 16 in public – including their own kids.

“From next year the new Independent Safeguarding Authority will require any adult who come into contact with children or vulnerable adults either through their work or in voluntary groups to be vetted,” according to a London Telegraph report.

In a think tank report, Professor Furedi highlighted cases where government checks were already being required by schools and other organizations for parents to merely interact with their own children in public.

In one example, a woman could not kiss her daughter goodbye on a school trip because she had not been vetted.

In another, a mother was surprised to be told by another parent that she and her husband were “CRB checked” when their children played together.

In a third example, a father was given “filthy looks” by a group of mothers when he took his child swimming on his own in “a scene from a Western when the room goes silent and tumbleweed blows across the foreground”.

As a result ordinary parents – many of whom are volunteers at sports and social clubs – now find themselves regarded “potential child abusers”.

Despite the fact that cases of child abduction in the UK have steadily dropped since the 1970’s, government fearmongering and media scare campaigns have created the illusion that pedophiles are roaming around everywhere preying on children. Child abuse numbers are also being artificially inflated by charities like the NSPCC – who were caught faking abuse cases to generate cash donations.

In reality, as we have consistently highlighted, by far the highest ratio of child abuse and pedophilia per head is found in government institutions and other state-run programs tasked with “protecting” children.

In a recent case, the U.S. State Department was implicated as being involved in a major international child abduction scandal.

On a wider scale, in almost every case of human trafficking for child sex slavery, from Chile to Australia, to Bosnia, to Portugal, to Belgium, court proceedings get shut down or diverted when a clear connection to government officials, politicians and judges arises.

The agenda behind sweeping measures sold as “child protection” is to take away parents’ rights and hand them over to the state, as happened in HItler Germany and other dictatorships throughout history.

Once the state gets its hands on your kids, they can mould them into good little Stasi agents who will gleefully inform on you for the most benevolent of actions, such as the use of minor physical discipline, which can easily be deemed “child abuse”.

At best power mad control freaks – and at worst child abusers and pedophiles themselves – are crafting laws to dictate how parents can behave around their own children. This is one of the fundamental benchmarks of tyranny and a psychological assault on the very foundation of our society.

Big Brother law stirs outrage in Sweden

Sweeping new powers under which the Swedish security services can monitor private phone calls, e-mails and text messages are expected to come into force this week under legislation that has prompted outrage in the country.

Politicians, businesses, privacy campaigners and individual citizens have lined up to criticise the proposed law, which the Swedish Parliament will vote on tomorrow.

The Bill would grant the country’s intelligence agencies access to cross-border e-mails, phone calls, text messages and faxes, and empower them to monitor websites visited by Swedish citizens.

Since Scandinavia’s telephone network often routes local phone calls through exchanges in neighbouring countries, internet data and calls passing through Sweden on its way between two other countries would also fall within the jurisdiction of the new law.

Press freedom and individual privacy have traditionally been sacrosanct in Sweden, but fears about international crime and terrorism have prompted the country’s centre-right Government to extend the powers of the security services.

Previously, the state could apply for permission to monitor communications if illegal activity was suspected. Under the new law, government agents will be allowed to monitor messages by default.

Thousands of voters have contacted their MPs, urging them to vote against the proposals, but the law is expected to pass.

Dagens Nyheter, Sweden’s leading quality newspaper, compared it with the powers of the Stasi secret police in the former East Germany, and Google said that it would stay out of Sweden if the law is passed.

“We have made it clear to the Swedish authorities that we will never place any Google servers in Sweden if this proposition becomes reality,” Peter Fleischer, a Google spokesman, said. “This proposal seems like something invented by Saudi Arabia and China. It has no place in a Western democracy.”

Journalists have also complained that the law would damage their ability to protect sources.

Tomorrow’s vote comes a month after The Times revealed plans to establish a database containing details of phone calls and e-mails in the UK. The information would be held for at least a year and the police and security services would be able to access it if given permission from the courts.

German government backs enhanced surveillance

BERLIN: Despite strong criticism from the opposition and even its own coalition partners, Chancellor Angela Merkel’s government agreed Wednesday to give Germany’s police forces greater powers to monitor homes, telephones and private computers, maintaining that an enhanced reach would protect citizens from terrorist attacks.

But opposition parties and some Social Democrats who share power with Merkel’s conservative bloc criticized the measures in the draft legislation, saying they would further erode privacy rights that they contend have already been undermined, after revelations of recent snooping operations conducted by Deutsche Telekom, one of the country’s biggest companies.

Deutsche Telekom had for some time been monitoring calls of its employers, despite federal regulations on strict data protection.

The proposed legislation would for the first time give federal police officers the right to take preventive measures in cases of suspected terrorism.

The bill, for example, calls for video surveillance of private apartments, online computer searches and phone monitoring.

But the nature of the surveillance, which would require the approval of the Bundestag, the lower house of Parliament, has worried many Germans, with some commentators recalling the Nazi past and its vast machinery of spying. They also point to the more recent role of the Stasi, the hated secret police in the once Communist-ruled East Germany, which established a pervasive system of keeping tabs on almost everyone in the country.

The draft law was fashioned after months of intense debate led by Wolfgang Schäuble, the conservative interior minister, who has long wanted the security forces to be given more leeway for surveillance.
