From my point of view, it is astounding that the major media has said nary a peep about the report of the subcommittee of the Senate Committee on Homeland Security and Intelligence, which was released on 3 October 2012. After a review of 680 “fusion center” reports from 2009-2010, they found NO INDICATIONS OF ANY DOMESTIC TERRORIST THREAT, as I have reported here at Veterans Today. NONE! ZILCH! NADA! NOT ONE!

7 June 2013: Something quite unexpected happened just hours ago, in the dark of night, during a two-day layover in Washington, DC. My son and I are scheduled to take part in a seminar outside of Raleigh, North Carolina this weekend, so we combined our travels to include a side-trip to DC for a business meeting we had previously arranged. It was during this layover that something seemingly ripped from the pages of a spy novel took place.

While I was in the middle of a perfectly good and well needed sleep in the very early hours of this morning, I received a message. I cannot disclose how I received this message, at least not now. The discerning reader will understand why, which, by the way, would make a very interesting story alone. The message was extremely clear and precise. I was to meet my high level DHS insider at a very specific location in Washington, DC at a time when most “normal” people, except third-shift workers are still asleep. And, I was to come alone and make certain that I was not being followed, and I was to leave any cell phone or electronic device behind.

Ultra-secret national security letters that come with a gag order on the recipient are an unconstitutional impingement on free speech, a federal judge in California ruled in a decision released Friday.

U.S. District Judge Susan Illston ordered the government to stop issuing so-called NSLs across the board, in a stunning defeat for the Obama administration’s surveillance practices. She also ordered the government to cease enforcing the gag provision in any other cases. However, she stayed her order for 90 days to give the government a chance to appeal to the Ninth Circuit Court of Appeals.

“We are very pleased that the Court recognized the fatal constitutional shortcomings of the NSL statute,” said Matt Zimmerman, senior staff attorney for the Electronic Frontier Foundation, which filed a challenge to NSLs on behalf of an unknown telecom that received an NSL in 2011. “The government’s gags have truncated the public debate on these controversial surveillance tools. Our client looks forward to the day when it can publicly discuss its experience.”

The frontal lobe is the crowning achievement of humanity. You are a zombie without it, but that is not the reason that the US military won’t accept people who are or were once on Ritalin.

The effect of Ritalin (Concerta, Medikinet, Equasym) on the brain is like that of several harmful drugs combined and this will limit your combat capability a lot. Ritalin destroys the brain.

Study to show that when all factors are considered, 75% of military-age youth are not eligible to serve.

(USA TODAY) More than a third of American youth of military age are unfit for service, mainly because they are too fat or sickly, the Army Times reports, quoting the latest Pentagon figures.

Most of the rest are too dumb or have used too many drugs to qualify, the study shows.

The report says 35% of the 31 million Americans aged 17 to 24 are unqualified because of physical and medical issues.

“The major component of this is obesity,” Curt Gilroy, the Pentagon’s director of accessions, tells the Times. “We have an obesity crisis in the country. There’s no question about it.”

He also said young people, by and large, can’t do push-ups.

“And they can’t do pull-ups,” Gilroy says. ” And they can’t run.”

The Times says the Pentagon gets its data from the Centers for Disease Control, which has found that the percentage of youth 18 to 34 who are considered obese has jumped from 6% in 1987 to 23% now.

Here’s the Pentagon’s breakdown of the ineligible population, according to the Times:

* Medical/physical problems, 35%.
* Illegal drug use, 18%.
* Mental Category V (the lowest 10% of the population), 9%.
* Too many dependents under age 18, 6%.
* Criminal record, 5%.

Update at 1:06 p.m. ET: The Times reports that Education Secretary Arne Duncan and a group of retired military officers will issue a report on Thursday warning that the situation is so dire it amounts to a threat to national security.

Dennis Cutler Blair (born 1947), is the third and current Director of National Intelligence and a retired United States Navy four-star admiral.

Speaking at San Francisco’s Commonwealth Club September 15, Director of National Intelligence Admiral Dennis C. Blair, disclosed that the current annual budget for the 16 agency U.S. “Intelligence Community” (IC) clocks-in at $75 billion and employs some 200,000 operatives world-wide, including private contractors.

In unveiling an unclassified version of the National Intelligence Strategy (NIS), Blair asserts he is seeking to break down “this old distinction between military and nonmilitary intelligence,” stating that the “traditional fault line” separating secretive military programs from overall intelligence activities “is no longer relevant.”

As if to emphasize the sweeping nature of Blair’s remarks, Federal Computer Week reported September 17 that “some non-federal officials with the necessary clearances who work at intelligence fusion centers around the country will soon have limited access to classified terrorism-related information that resides in the Defense Department’s classified network.” According to the publication:

CIA refuses order to release torture documents

The Central Intelligence Agency has refused to turn over documents they were ordered to produce to a civil rights group under a Freedom of Information Act lawsuit.

A federal judge ordered the agency to produce the documents — relating to the CIA’s “enhanced interrogation” program and secret prisons — by Monday, or provide a justification for withholding them. The lawsuit was filed by the American Civil Liberties Union.

Obama’s Justice Department has refused to provide more documents. The Department had been instructed to release a presidential directive authorizing CIA “black sites” as well as CIA inspector general (IG) records and documents from the Justice Department’s Office of Legal Counsel regarding the CIA’s use of “enhanced interrogation techniques.”

In a filing Monday, the CIA said they wouldn’t turn over the documents, claiming their publication would threaten national security.

Obama Calls For Civilian National Security Force

“We cannot continue to rely only on our military in order to achieve the national security objectives that we’ve set,” he said Wednesday. “We’ve got to have a civilian national security force that’s just as powerful, just as strong, just as well-funded.”

Who will pay for that Mr. Obama? The U.S. is broke.

Sounds like Obama wants to recruit some cost-effective “Stasi” police-informers, but this is Obama so it’s cool, hey?

All of this sounds so like G. W. Bush to me.

Bush pushes biometrics for national security

The Bush administration has required agencies to increase their capability to share among themselves biometric information on people believed to pose a threat to national security.

A presidential directive issued June 5 requires the increased compatibility of methods agencies use to collect, store and share fingerprints, face and iris recognition data and behavioral characteristics to identify and screen “known and suspected terrorists.” The directive also applies to other categories of individuals the directive said would be identified soon who may also pose a threat to national security.

The National Security Presidential Directive 59/Homeland Security Presidential Directive 24’s purpose is to create a “framework” to ensure that agencies are using mutually compatible and legal methods for sharing biometric information, the document states.

The directive also explained that although existing name-based screening approaches are beneficial, biometric technologies can improve agencies’ ability to identify and screen people believed to threaten national security.

Pentagon Releases Propaganda Documents

Eight thousand pages of documents related to the Pentagon’s illegal propaganda campaign, known as the Pentagon military analyst program, are now online for the world to see, although in a format that makes it impossible to easily search them and therefore difficult to read and dissect. This trove includes the documents pried out of the Pentagon by David Barstow and used as the basis for his stunning investigation that appeared in the New York Times on April 20, 2008.

The Pentagon program, which clearly violated U.S. law against covert government propaganda, embedded more than 75 retired military officers — most of them with financial ties to war contractors — into the TV networks as “message surrogates” for the Bush Administration. To date, every major commercial TV network has failed to report this story, covering up their complicity and keeping the existence of this scandal from their audiences.

News of the Pentagon’s online posting of the documents came from Joe Trento of the National Security News Service, who notes that NSNS provided the New York Times “limited information about a military office early in the reporting process.”

FBI Targets Internet Archive With Secret ‘National Security Letter’, Loses

The Internet Archive, a project to create a digital library of the web for posterity, successfully fought a secret government Patriot Act order for records about one of its patrons and won the right to make the order public, civil liberties groups announced Wednesday morning.

On November 26, 2007, the FBI served a controversial National Security Letter (.pdf) on the Internet Archive‘s founder Brewster Kahle, asking for records about one of the library’s registered users, asking for the user’s name, address and activity on the site.

The Electronic Frontier Foundation, the Internet Archive’s lawyers, fought the NSL, challenging its constitutionality in a December 14 complaint (.pdf) to a federal court in San Francisco. The FBI agreed on April 21 to withdraw the letter and unseal the court case, making some of the documents available to the public.

The Patriot Act greatly expanded the reach of NSLs, which are subpoenas for documents such as billing records and telephone records that the FBI can issue in terrorism investigations without a judge’s approval. Nearly all NSLs come with gag orders forbidding the recipient from ever speaking of the subpoena, except to a lawyer.

Brewster Kahle called the gag order “horrendous,” saying he couldn’t talk about the case with his board members, wife or staff, but said that his stand was part of a time-honored tradition of librarians protecting the rights of their patrons.

“This is an unqualified success that will help other recipients understand that you can push back on these,” Kahle said in a conference call with reporters Wednesday morning.

Though FBI guidelines on using NSLs warned of overusing them, two Congressionally ordered audits revealed that the FBI had issued hundreds of illegal requests for student health records, telephone records and credit reports. The reports also found that the FBI had issued hundreds of thousands of NSLs since 2001, but failed to track their use. In a letter to Congress last week, the FBI admitted it can only estimate how many NSLs it has issued.

The Internet Archive’s case is only the third known court challenge to an NSL, all of which ended with the FBI rescinding the NSL, according to the ACLU’s Melissa Goodman.

“That makes you wonder about the the hundreds of thousands of NSLs that haven’t been challenged,” Goodman said, suggesting that the FBI had collected sensitive information on innocent Americans.

Russia new missile base response to US

Russia begins the construction of a new missile base in the Southern Caucus region amid a row with the US over its missile shield.

Citing informed Georgian sources, the Azeri newspaper Ayna reported that Russia has started the construction work near the Armenian city of Noyemberyan.

The report added the base is located in a place overlooking Sadighlu village near the Georgian town of Marneuli and it would reportedly be equipped with advanced air defense and missile systems.

The move by Moscow is considered as a response to Washington’s plans for stationing the components of a missile defense shield system in Eastern Europe.

Russia says the US plan poses a threat to its national security and it has vowed to take retaliatory measures against the United States if Washington goes ahead with the project.

Pentagon Looks for ‘Killer Switch’

Imagine if the F-35 Joint Strike Fighter could be effectively shut down by a foreign adversary with the flip of a switch? That’s, in part, the the concern behind the Defense Advanced Research Project Agency’s Trust in Integrated Circuits program, reports IEEE Spectrum, in a fascinating article that explores the underbelly of national security and globalization:

Last September, Israeli jets bombed a suspected nuclear installation in northeastern Syria. Among the many mysteries still surrounding that strike was the failure of a Syrian radar—supposedly state-of-the-art—to warn the Syrian military of the incoming assault. It wasn’t long before military and technology bloggers concluded that this was an incident of electronic warfare—and not just any kind.

Post after post speculated that the commercial off-the-shelf microprocessors in the Syrian radar might have been purposely fabricated with a hidden “backdoor” inside. By sending a preprogrammed code to those chips, an unknown antagonist had disrupted the chips’ function and temporarily blocked the radar.

That same basic scenario is cropping up more frequently lately, and not just in the Middle East, where conspiracy theories abound. According to a U.S. defense contractor who spoke on condition of anonymity, a “European chip maker” recently built into its microprocessors a kill switch that could be accessed remotely. French defense contractors have used the chips in military equipment, the contractor told IEEE Spectrum. If in the future the equipment fell into hostile hands, “the French wanted a way to disable that circuit,” he said. Spectrum could not confirm this account independently, but spirited discussion about it among researchers and another defense contractor last summer at a military research conference reveals a lot about the fever dreams plaguing the U.S. Department of Defense (DOD).
