As the fifth day of the federal government shutdown began, members of the House came together in a moment of rare bipartisanship to pass a bill, by a vote of 407 to 0, approving back pay for furloughed government workers.President Obama has expressed his support for the measure.

Senate Majority Leader Harry M. Reid supports the measure, but said Saturday that if furloughed workers are guaranteed back pay, there’s no reason to keep them out of work.

World must act to stop Fukushima nuclear discharge (China Daily, Oct 5, 2013):

The devastating earthquake in northeastern Japan two years ago caused a nuclear leak at Fukushima Daiichi Nuclear Power Station. In July 2012, Alaskan seals exhibited inexplicable hemorrhage phenomena and signs of immunity deficiency. Scientists suspected the condition had something to do with Japan’s discharge of nuclear sewage, or radioactive water, into the Pacific Ocean. However, no evidence has yet confirmed that suspicion. The Japanese government has proposed to take measures to clean up the post-disaster nuclear waste by the end of March 2014. To this point, they have been simply dumping it into the sea.

On Aug 7, 2013, Japan’s Nuclear Disaster Countermeasures Headquarters said the daily discharge into the sea was nearly 300 tons. Research analysis shows that underground water is polluted and therefore radioactive discharge cannot be avoided. Currently, the Japanese government and Tokyo Electric Power Company (TEPCO) are considering pumping underground water into the area to reduce the discharge. By September 2014, the volume of pumped sewage will be 40,000 tons.

Estimates show that the daily outflow of underground water around Fukushima’s four nuclear units is 1,000 tons, of which 400 tons flows under the reactors. Of the other 600 tons, 300 tons flows through tunnels between the plants, polluted by the highly concentrated sewage, and then flows into the sea. The remaining 300 tons runs into the sea without pollution. TEPCO is trying to prevent more polluted water reaching the sea, via a new relief project, to reduce daily discharge to 60 tons.

Japan to pay $3.1bn to remove US troops from Okinawa, will host spy drones (RT, Oct 3, 2013):

Tokyo is to foot a $3.1 billion bill, which is part of the cost for relocating American troops from Okinawa. For the first time, it will also host US long-range surveillance drones, which would help to monitor disputed islands in the East China Sea.

The cost-sharing agreement for the troop transfer and the future deployment of drones by next spring are both part of an effort aimed at updating the US-Japan military and diplomatic alliance.

The pledge to modernize the alliance for the first time in 16 years was made in a joint declaration during the visit of US Secretary of State John Kerry and US Defense Secretary Chuck Hagel, who met their Japanese counterparts, Foreign Minister Fumio Kishida and Defense Minister Itsunori Onodera.

Japan hosts some 50,000 American soldiers and officers, particularly in Okinawa. Their presence is a constant source of tension with local populations due to crimes committed by the servicemen, disruptions caused by military flights and land use by the US military.

Last year the countries announced a plan to relocate about 9,000 US Marines from Okinawa to other locations. 5,000 of them will go to Guam while others will be stationed elsewhere. The estimated cost of the relocation is about $8.6 billion.

Max Keiser: I think we should take the words of Warren Buffet to heart. He basically described the Federal Reserve Bank and the American economy as one giant hedge fund. And he is absolutely correct. The way that Wall Street, Washington, and these large funds approach America is as a trade that is backed by $120,000 or $130,000 of debt and that debt gets traded around every day. And the whole initiative here is to buy hedge funds and try to squeak out profits, and they don’t really care who they hurt in the process. Remember America is run by what I call financial jihadists who are basically suicide bankers. Warren Buffett, of course, is one of these suicide bankers and America, from the outside of course, looks like they’re trying to commit financial suicide. But that’s what a financial jihadist does, or a suicide banker. They blow themselves up for their cause and in this case it’s market fundamentalism, a belief in the profit – not the prophet.

The amount of radioactive material flowing into the ocean is relatively minimal, compared to the size of the spills that occurred in the wake of the meltdowns that occurred at the site in 2011 following an earthquake and tsunami, said Ken Buesseler, a senior scientist at the Woods Hole Oceanographic Institution in Massachusetts.

SAN FRANCISCO — MasterCard is joining the FIDO Alliance, signaling that the payment network is getting interested in using fingerprints and other biometric data to identify people for online payments.

MasterCard will be the first major payment network to join FIDO. The Alliance is developing an open industry standard for biometric data such as fingerprints to be used for identification online. The goal is to replace clunky passwords and take friction out of logging on and purchasing using mobile devices.

Apple’s new iPhone 5s smartphone has a fingerprint sensor, but the tech giant is not part of FIDO. However, Google is part of the Alliance, and devices running Google’s Android operating system will have fingerprint sensors by next year.
