The American military is planning to build robot soldiers that will not be able to commit war crimes like their human comrades in arms.


The Pentagon aims to develop ‘ethical’ robot soldiers, unlike the indiscriminate T-800 killers from the Terminator films

The US Army and Navy have both hired experts in the ethics of building machines to prevent the creation of an amoral Terminator-style killing machine that murders indiscriminately.

By 2010 the US will have invested $4 billion in a research programme into “autonomous systems”, the military jargon for robots, on the basis that they would not succumb to fear or the desire for vengeance that afflicts frontline soldiers.

A British robotics expert has been recruited by the US Navy to advise them on building robots that do not violate the Geneva Conventions.

Colin Allen, a scientific philosopher at Indiana University’s has just published a book summarising his views entitled Moral Machines: Teaching Robots Right From Wrong.

He told The Daily Telegraph: “The question they want answered is whether we can build automated weapons that would conform to the laws of war. Can we use ethical theory to help design these machines?”

Pentagon chiefs are concerned by studies of combat stress in Iraq that show high proportions of frontline troops supporting torture and retribution against enemy combatants.

Air Force: Nuke missile silo fire went undetected

Air Force: Wyo. nuclear missile silo fire caused $1M of damage, went undetected for 5 days

A fire caused $1 million worth of damage at an unmanned underground nuclear launch site last spring, but the Air Force didn’t find out about it until five days later, an Air Force official said Thursday.

The May 23 fire burned itself out after an hour or two, and multiple safety systems prevented any threat of an accidental launch of the Minuteman III missile, Maj. Laurie Arellano said. She said she was not allowed to say whether the missile was armed with a nuclear warhead at the time of the fire.

Arellano said the Air Force didn’t know a fire had occurred until May 28, when a repair crew went to the launch site – about 40 miles east of Cheyenne, Wyo., and 100 miles northeast of Denver – because a trouble signal indicated a wiring problem.

Top world military leaders meet in Lake Placid

LAKE PLACID – Some of the most powerful military commanders in the world met in Lake Placid over the weekend.

Speculation was rife after a C-32, the military equivalent to a Boeing 757 airliner, touched down Friday at the Adirondack Regional Airport in Lake Clear.

The 155-foot-long jumbo jet, which is used as Air Force 2 when the vice president is aboard, was emblazoned with “United States of America” on the side and parked on the eastern edge of the airport.

“I was contacted by the Department of Defense approximately a month ago, and they indicated they had some foreign dignitaries that they wanted to bring in through the airport,” said Ross Dubarry, the airport’s manager.

Following the landing, a motorcade led by State Police rushed Admiral Mike Mullen, chairman of the Joint Chiefs of Staff, and top military commanders from four nations – Britain, France, Germany and Italy – to a resort in Lake Placid.

Nervous breakdown discharges up by 30pc among UK armed forces

The number of British military personnel discharged from the armed forces following a ‘nervous breakdown’ has risen by 30 per cent since the start of the Afghan war.

More than 1,300 have been medically discharged since 2001 when operations first began against the Taliban, new figures reveal. Of these, 770 belong to the army, which has borne the brunt of overseas operations in Iraq and Afghanistan.

But the greatest increase in those leaving the military because of ‘mental and behavioural disorders’ belongs to the air force, with cases more than doubling from 20 in 2001 to 50 last year. By comparison, 115 left the army last year, only slightly up on the 105 discharged seven years ago.

U.S. to sell Israel Air Force smart bombs for heavily fortified targets

Despite reservations in Washington regarding a possible Israeli strike on Iran, the American administration will supply Israel with sophisticated weapons for heavily fortified targets, the U.S. administration announced.

The U.S. Department of Defense announced it would sell the Israel Air Force 1,000 new smart bombs, rumored to significantly enhance the IAF’s military capabilities. The deal was approved amid public and secret messages from Washington, with the Americans expressing their reservations about a possible Israeli strike against the Islamic Republic’s suspected nuclear sites.

Highly-Credible People Question 9/11

The following people question the government’s version of 9/11, or the government’s openness in providing information about the September 11 attacks.

9/11 COMMISSIONERS

The co-chairs of the 9/11 Commission (Thomas Keane and Lee Hamilton) said that the CIA (and likely the White House) “obstructed our investigation”.

The co-chairs of the 9/11 Commission also said that the 9/11 Commissioners knew that military officials misrepresented the facts to the Commission, and the Commission considered recommending criminal charges for such false statements, yet didn’t bother to tell the American people (free subscription required).

Indeed, the co-chairs of the Commission now admit that the Commission largely operated based upon political considerations.

9/11 Commission co-chair Lee Hamilton says “I don’t believe for a minute we got everything right”, that the Commission was set up to fail, that people should keep asking questions about 9/11, that the 9/11 debate should continue, and that the 9/11 Commission report was only “the first draft” of history.

9/11 Commissioner Bob Kerrey said that “There are ample reasons to suspect that there may be some alternative to what we outlined in our version . . . We didn’t have access . . . .”

9/11 Commissioner Timothy Roemer said “We were extremely frustrated with the false statements we were getting”

Former 9/11 Commissioner Max Cleland resigned from the Commission, stating: “It is a national scandal”; “This investigation is now compromised”; and “One of these days we will have to get the full story because the 9-11 issue is so important to America. But this White House wants to cover it up”.

9/11 Commissioner John Lehman said that “We purposely put together a staff that had – in a way – conflicts of interest“.

The Senior Counsel to the 9/11 Commission (John Farmer) who led the 9/11 staff’s inquiry, said “I was shocked at how different the truth was from the way it was described …. The tapes told a radically different story from what had been told to us and the public for two years…. This is not spin. This is not true.”

According to the Co-Chair of the Congressional Inquiry into 9/11 and former Head of the Senate Intelligence Committee, Bob Graham, a U.S. government informant was the landlord to two of the hijackers for over a year (but the White House refused to let the 9/11 inquiry interview him).

Current U.S. Senator (Patrick Leahy) states “The two questions that the congress will not ask . . . is why did 9/11 happen on George Bush’s watch when he had clear warnings that it was going to happen? Why did they allow it to happen?”

If our government had merely [done] nothing, and I say that as an old interceptor pilot-I know the drill, I know what it takes, I know how long it takes, I know what the procedures are, I know what they were, and I know what they’ve changed them to-if our government had merely done nothing, and allowed normal procedures to happen on that morning of 9/11, the Twin Towers would still be standing and thousands of dead Americans would still be alive. [T]hat is treason!

“there is no way that an aircraft . . . would not be intercepted when they deviate from their flight plan, turn off their transponders, or stop communication with Air Traffic Control … Attempts to obscure facts by calling them a ‘conspiracy Theory’ does not change the truth. It seems, ‘Something is rotten in the State.’ “

President of the U.S. Air Force Accident Investigation Board, who also served as Pentagon Weapons Requirement Officer and as a member of the Pentagon’s Quadrennial Defense Review, and who was awarded Distinguished Flying Crosses for Heroism, four Air Medals, four Meritorious Service Medals, and nine Aerial Achievement Medals (Lt. Col. Jeff Latas) is a member of a group which doubts the government’s version of 9/11

U.S. General, Commanding General of U.S. European Command and Supreme Allied Commander Europe, decorated with the Bronze Star, Silver Star, and Purple Heart (General Wesley Clark) said “We’ve never finished the investigation of 9/11 and whether the administration actually misused the intelligence information it had. The evidence seems pretty clear to me. I’ve seen that for a long time.”

Air Force Colonel and key Pentagon official (Lt. Colonel Karen Kwiatkowski) finds various aspects of 9/11 suspicious

Lieutenant colonel, 24-year Air Force career, Vice Chancellor for Student Affairs at the Defense Language Institute (Lt. Colonel Steve Butler) said “Of course Bush knew about the impending attacks on America. He did nothing to warn the American people because he needed this war on terrorism.”

Two-Star general (Major General Albert Stubbelbine) questions the attack on the Pentagon

U.S. Air Force fighter pilot, former instructor at the USAF Fighter Weapons School and NATO’s Tactical Leadership Program, with a 20-year Air Force career (Lt. Colonel Guy S. Razer) said the following:

“I am 100% convinced that the attacks of September 11, 2001 were planned, organized, and committed by treasonous perpetrators that have infiltrated the highest levels of our government ….

Those of us in the military took an oath to “support and defend the Constitution of the United States against all enemies, foreign and domestic”. Just because we have retired does not make that oath invalid, so it is not just our responsibility, it is our duty to expose the real perpetrators of 9/11 and bring them to justice, no matter how hard it is, how long it takes, or how much we have to suffer to do it.

We owe it to those who have gone before us who executed that same oath, and who are doing the same thing in Iraq and Afghanistan right now. Those of us who joined the military and faithfully executed orders that were given us had to trust our leaders. The violation and abuse of that trust is not only heinous, but ultimately the most accurate definition of treason!”

U.S. Marine Corps lieutenant colonel, a fighter pilot with over 300 combat missions flown and a 21-year Marine Corps career (Lt. Colonel Shelton F. Lankford) believes that 9/11 was an inside job, and said:

“This isn’t about party, it isn’t about Bush Bashing. It’s about our country, our constitution, and our future. …

Your countrymen have been murdered and the more you delve into it the more it looks as though they were murdered by our government, who used it as an excuse to murder other people thousands of miles away.

If you ridicule others who have sincere doubts and who know factual information that directly contradicts the official report and who want explanations from those who hold the keys to our government, and have motive, means, and opportunity to pull off a 9/11, but you are too lazy or fearful, or … to check into the facts yourself, what does that make you? ….

Are you afraid that you will learn the truth and you can’t handle it? …”

U.S. Navy ‘Top Gun’ pilot (Commander Ralph Kolstad) who questions the official account of 9/11 and is calling for a new investigation, says “When one starts using his own mind, and not what one was told, there is very little to believe in the official story”.

The Group Director on matters of national security in the U.S. Government Accountability Office said that President Bush did not respond to unprecedented warnings of the 9/11 disaster and conducted a massive cover-up instead of accepting responsibility

Former military analyst and famed whistleblower Daniel Ellsberg recently said that the case of a certain 9/11 whistleblower is “far more explosive than the Pentagon Papers“. He also said that the government is ordering the media to cover up her allegations about 9/11. And he said that some of the claims concerning government involvement in 9/11 are credible, that “very serious questions have been raised about what they [U.S. government officials] knew beforehand and how much involvement there might have been”, that engineering 9/11 would not be humanly or psychologically beyond the scope of the current administration, and that there’s enough evidence to justify a new, “hard-hitting” investigation into 9/11 with subpoenas and testimony taken under oath.

A 27-year CIA veteran, who chaired National Intelligence Estimates and personally delivered intelligence briefings to Presidents Ronald Reagan and George H.W. Bush, their Vice Presidents, Secretaries of State, the Joint Chiefs of Staff, and many other senior government officials (Raymond McGovern) said “I think at simplest terms, there’s a cover-up. The 9/11 Report is a joke”, and is open to the possibility that 9/11 was an inside job.

A 29-year CIA veteran, former National Intelligence Officer (NIO) and former Director of the CIA’s Office of Regional and Political Analysis (William Bill Christison) said “I now think there is persuasive evidence that the events of September did not unfold as the Bush administration and the 9/11 Commission would have us believe. … All three [buildings that were destroyed in the World Trade Center] were most probably destroyed by controlled demolition charges placed in the buildings before 9/11.” (and see this).

20-year Marine Corps infantry and intelligence officer, the second-ranking civilian in U.S. Marine Corps Intelligence, and former CIA clandestine services case officer (David Steele) stated that “9/11 was at a minimum allowed to happen as a pretext for war”, and it was probably an inside job (see Customer Review dated October 7, 2006).

A decorated 20-year CIA veteran, who Pulitzer-Prize winning investigative reporter Seymour Hersh called “perhaps the best on-the-ground field officer in the Middle East”, and whose astounding career formed the script for the Academy Award winning motion picture Syriana (Robert Baer) said that“the evidence points at” 9/11 having had aspects of being an inside job .

The Division Chief of the CIA’s Office of Soviet Affairs, who served as Senior Analyst from 1966 – 1990. He also served as Professor of International Security at the National War College from 1986 – 2004 (Melvin Goodman) said “The final [9/11 Commission] report is ultimately a coverup.”

Professor of History and International Relations, University of Maryland. Former Executive Assistant to the Director of the National Security Agency, former military attaché in China, with a 21-year career in U.S. Army Intelligence (Major John M. Newman, PhD, U.S. Army) questions the government’s version of the events of 9/11.

The head of all U.S. intelligence, the Director of National Intelligence (Mike McConnel) said “9/11 should have and could have been prevented”

A number of intelligence officials, including a CIA Operations Officer who co-chaired a CIA multi-agency task force coordinating intelligence efforts among many intelligence and law enforcement agencies (Lynne Larkin) sent a joint letter to Congress expressing their concerns about “serious shortcomings,” “omissions,” and “major flaws” in the 9/11 Commission Report and offering their services for a new investigation (they were ignored).

SCIENTISTS

A prominent physicist with 33 years of service for the Naval Research Laboratory in Washington, DC (Dr. David L. Griscom) said that the official theory for why the Twin Towers and world trade center building 7 collapsed “does not match the available facts” and supports the theory that the buildings were brought down by controlled demolition

A world-renowned scientist, recipient of the National Medal of Science, America’s highest honor for scientific achievement (Dr. Lynn Margulis) said:

I suggest that those of us aware and concerned demand that the glaringly erroneous official account of 9/11 be dismissed as a fraud and a new, thorough, and impartial investigation be undertaken.

The former head of the Fire Science Division of the government agency which claims that the World Trade Centers collapsed due to fire (the National Institute of Standards and Technology), who is one of the world’s leading fire science researchers and safety engineers, a Ph.D. in mechanical engineering (Dr. James Quintiere), called for an independent review of the World Trade Center Twin Tower collapse investigation. “I wish that there would be a peer review of this,” he said, referring to the NIST investigation. “I think all the records that NIST has assembled should be archived. I would really like to see someone else take a look at what they’ve done; both structurally and from a fire point of view. … I think the official conclusion that NIST arrived at is questionable.”

The principal electrical engineer for the entire World Trade Center complex, who was “very familiar with the structures and [the Twin Towers’] conceptual design parameters” (Richard F. Humenn), stated that “the mass and strength of the structure should have survived the localized damage caused by the planes and burning jet fuel . . . . the fuel and planes alone did not bring the Towers down.”

Former Director for Research, Director for Aeronautical Projects, and Flight Research Program Manager for NASA’s Dryden Flight Research Center, who holds masters degrees in both physics and engineering (Dwain A. Deets) says:

The many visual images (massive structural members being hurled horizontally, huge pyroclastic clouds, etc.) leave no doubt in my mind explosives were involved [in the destruction of the World Trade Centers on 9/11].”

A prominent physicist, former U.S. professor of physics from a top university, and a former principal investigator for the U.S. Department of Energy, Division of Advanced Energy Projects (Dr. Steven E. Jones) stated that the world trade centers were brought down by controlled demolition

A U.S. physics professor who teaches at several universities (Dr. Crockett Grabbe) believes that the World Trade Centers were brought down by controlled demolition

An expert on demolition (Bent Lund) said that the trade centers were brought down with explosives (in Danish)

A Dutch demolition expert (Danny Jowenko) stated that WTC 7 was imploded

A Danish professor of chemistry (Dr. Niels Harrit) said, in a mainstream Danish newspaper, “WTC7 collapsed exactly like a house of cards. If the fires or damage in one corner had played a decisive role, the building would have fallen in that direction. You don’t have to be a woodcutter to grasp this” (translated)

A former guidance systems engineer for Polaris and Trident missiles and professor emeritus, mathematics and computer science at a university concluded (Dr. Bruce R. Henry) that the Twin Towers “were brought down by planted explosives.”

A mechanical engineer with 20 years experience as a Fire Protection Engineer for the U.S. Departments of Energy, Defense, and Veterans Affairs, who is a contributing Subject Matter Expert to the U.S. Department of Energy Fire Protection Engineering Functional Area Qualification Standard for Nuclear Facilities, a board member of the Northern California – Nevada Chapter of the Society of Fire Protection Engineers, currently serving as Fire Protection Engineer for the city of San Jose, California, the 10th largest city in the United States (Edward S. Munyak) believes that the World Trade Center was destroyed by controlled demolition.

The former Chief of the Strategic and Emergency Planning Branch, U.S. Department of Energy, and former Director of the Office of Engineering at the Public Service Commission in Washington, D.C., who is a mechanical engineer (Enver Masud) , does not believe the official story, and believes that there is a prima facie case for controlled demolition of the World Trade Center.

A professor of mathematics (Gary Welz) said “The official explanation that I’ve heard doesn’t make sense because it doesn’t explain why I heard and felt an explosion before the South Tower fell and why the concrete was pulverized”

A common criticism of those who question 9/11 is that they are being “disrespectful to the victims and their families”.

However, half of the victim’s families believe that 9/11 was an inside job (according to the head of the largest 9/11 family group, Bill Doyle) (and listen to this interview). Many family and friends of victims not only support the search for 9/11 truth, but they demand it (please ignore the partisan tone). See also this interview.

Indeed, it has now become so clear that the 9/11 Commission was a whitewash that the same 9/11 widows who called for the creation of the 9/11 Commission are now demanding a NEW investigation (see also this video).

And dying heroes, soon-to-be victims themselves, the first responders who worked tirelessly to save lives on and after 9/11, say that controlled demolition brought down the Twin Towers and that a real investigation is necessary.

Syria test fires series of long-range missiles

Syria has recently test launched a series of surface to surface missiles and rockets, Channel 2 news reported Monday.

The test launch was detected by Israel’s radar systems, including the Oren Yarok (green pine) and Oren Adir (magnificent pine) radars which activate Israel’s Arrow anti-ballistic missiles, Channel 2 reported.

Syria has some 1,000 models of Scud missiles with a range of 300 to 700 kilometers. The Syrian missiles are capable of striking targets anywhere in Israel. The Syrian military can fit the missiles with chemical warheads, and may have conducted experiments with biological warheads as well.

In addition to the Scud missile arsenal, Syria also possesses SS21 missiles with a range of 80 kilometers but with much higher precision than the Scuds.

The biggest threat facing Israel, however, is Syria’s arsenal of thousands of rockets with a range of nearly 100 kilometers, some of which can reach as far as the Haifa bay. The rockets are more accurate than the Scud missiles.

In response to Syria’s drill, the Israel Defense Forces and the Israel Air Force anti-aircraft unit conducted an exercise simulating a possible Syria missile attack.

The Rise Of The Droids

August 11, 2008: The U.S. Air Force is, for the first time, converting a fighter wing from manned (F-16) combat aircraft, to unmanned ones (the MQ-9 Reaper.) The conversion, for the 174th Fighter Wing, has been in the works for three years, and the last combat sorties in manned aircraft were flown last week, by members of the 174th serving in Iraq.
The air force has already converted several combat wings to fly Predators which, while armed (with two 107 pound Hellfire missiles), are considered reconnaissance aircraft. The Reaper is considered a combat aircraft, optimized for seeking out and destroying ground targets. Jet powered combat UAVs are in development. It’s only a matter of time before UAVs take over air superiority, strategic bombing and suppression of enemy air defenses duties as well.

Blackwater expands its fleet of airships

Blackwater Worldwide is building up its own Air Force.

Airmen might soon find Blackwater blimps patrolling Iraq and Afghanistan skies in addition to its helicopter and light transport aircraft already flying thousands of missions in theater.

According to Blackwater Worldwide CEO Erik Prince, eight Blackwater CASA 212 light transport aircraft flew 11,000 sorties in Afghanistan last year supporting 38 combat outposts over 19,000 square miles. Its aircraft transported more than 40,000 personnel and 9.5 million pounds of supplies last year.

“We moved about 40,000 passengers, and our total costs, our total invoice for that mission is about what the U.S. Air Force is paying for one new C-27,” he said.

“So the idea of outsourcing versus having government do it, that’s a pretty simple math question for me.”

…and for other contractors. Halliburton is charging $45 for a six-pack of Coca-Cola when it feeds our troops. International laws covering war crimes did not apply to such private contractors like Blackwater.

The Air Force’s new unmanned bomber, the “Reaper,” commutes from Nevada to Afghanistan.

CREECH AIR FORCE BASE, Nevada (CNN)From a desert outpost northwest of Las Vegas, elite fighter pilots journey to a war zone in Afghanistan, some 7,500 miles away.

It might be the world’s longest commute, except that these armchair pilots at Creech Air Force Base in Nevada never leave the air-conditioned comfort of their command center.

Air Force pilots are employing remotely controlled fighter-bomber aircraft — known in military parlance as unmanned aerial vehicles, or UAVs — to fly combat missions over Afghanistan, hunting for insurgents bent on undermining Afghan President Hamid Karzai’s fragile government.

This is the future of aerial combat.

Sitting in a virtual cockpit is not as exciting as flying a fighter jet, but unmanned attack-plane pilots can enjoy a normal workday schedule — more or less.

“Seeing bad guys on the screen and watching them possibly get dispatched, and then going down to the Taco Bell for lunch, it’s kind of surreal,” says Captain Matt Dean.

The original drone was the “Predator,” armed with a pair of Hellfire missiles. It was followed by its bigger and far more lethal cousin, “the Reaper,” which carries four times as much firepower. The Reaper can carry the same bomb load as an F-16 fighter plane, but its pilots are not put in harm’s way.

The Air Force once employed jerry-rigged missiles strapped to unmanned spy planes. Now military commanders see remotely piloted aircraft as the model for the way future wars will be fought.

For over a year, Reapers have been flying two separate round-the-clock patrols over eastern Afghanistan, controlled from the Creech AFB command center, which has been strictly off-limits to the media until now.

Reaper pilots so far this year have launched 64 missiles and dropped seven 500-pound bombs in Afghanistan.

WASHINGTON, June 30 (UPI) — The U.S. military is looking for a contractor to patrol cyberspace, watching for warning signs of forthcoming terrorist attacks or other hostile activity on the Web.

“If someone wants to blow us up, we want to know about it,” Robert Hembrook, the deputy intelligence chief of the U.S. Army’s Fifth Signal Command in Mannheim, Germany, told United Press International.

(…and the place where you can read about any planned terrorist attack is the Internet, of course!)

In a solicitation posted on the Web last week, the command said it was looking for a contractor to provide “Internet awareness services” to support “force protection” — the term of art for the security of U.S. military installations and personnel.

“The purpose of the services will be to identify and assess stated and implied threat, antipathy, unrest and other contextual data relating to selected Internet domains,” says the solicitation.

Hembrook was tight-lipped about the proposal. “The more we talk about it, the less effective it will be,” he said. “If we didn’t have to put it out in public (to make the contract award), we wouldn’t have.”

He would not comment on the kinds of Internet sites the contractor would be directed to look at but acknowledged it would “not (be) far off” to assume violent Islamic extremists would be at the top of the list.

The solicitation says the successful contractor will “analyze various Web pages, chat rooms, blogs and other Internet domains to aggregate and assess data of interest,” adding, “The contractor will prioritize foreign-language domains that relate to specific areas of concern … (and) will also identify new Internet domains” that might relate to “specific local requirements” of the command.

Officials were keen to stress the contract covered only information that could be found by anyone with a computer and Internet connection.

“We’re not interested in being Big Brother,” said LeAnne MacAllister, chief spokeswoman for the command, which runs communications in Europe for the U.S. Army and the military’s joint commands there.

“I would not characterize it as monitoring,” added Hembrook. “This is a research tool gathering information that is already in the public domain.”

Experts say Islamic extremist groups like al-Qaida use the Web for propaganda and fundraising purposes.

The visiting Chairman of the US Chiefs of Staff, Adm. Michael Mullen, carried out a guided tour of Israel’s borders with Syria, Lebanon and the Gaza Strip over the weekend. It was led by the IDF chief of staff Lt. Gen. Gabi Ashkenazi and OCs Northern and Southern Commands, Maj. Gens. Eisenkott and Galant.

He was briefed on IDF tactics in a war on all these potential flashpoints in the context of a comprehensive conflict with Iran and then held long conversations with defense minister Ehud Barak and Ashkenazi.

DEBKAfile‘s military sources report that it is very unusual for the top American commander to carry out a close, on-the-spot study of Israel’s potential war fronts. It was prompted on the one hand by skepticism in parts of the US high command of Israel’s ability to simultaneously strike Iran’s nuclear installations and fight off attacks from three borders while, at the same time, Adm. Mullen showed he was open to persuasion that the IDF’s prospective tactics and war plans were workable.

Military circles in Washington, commenting on the large-scale air maneuver Israel carried out with Greece earlier in June, have opined that 100 warplanes are not enough for the Israel Air Force to destroy all of Iran’s secret nuclear sites; more than 1,000 would be needed. Israel military tacticians in contact with US commanders have countered that, while Iran’s secret nuclear locations are scattered and buried deep, still, every chain has weak links and is therefore vulnerable.

The tough threats issued by Iranian Revolutionary Guards commander Mohamed Ali Jafari on Saturday, June 28, were prompted by the Adm. Mullen’s Israeli border tour, word of which was flashed to Tehran by Syrian-Iranian observation posts inside Syrian and Lebanese borders.

(The Sunday Times added that Iran moved its ballistic Shihab-3 missiles into launch positions, with Israel’s Dimona nuclear plant among its possible targets.)

Ex-weapons inspector says Iran not pursuing nukes, but U.S. will attack before ‘09

In 2002, Scott Ritter, the former chief United Nations weapons inspector In Iraq, publicly accused the Bush administration of lying to Congress and the public about assertions that Iraq was hiding a chemical and biological weapons arsenal.

By speaking out publicly, Ritter emerged as one of the most prominent whistleblowers since Daniel Ellsberg leaked the Pentagon Papers to The New York Times in the early 1970s.

Ritter’s criticisms about the Bush administration’s flawed prewar Iraq intelligence have been borne out by numerous investigations and reports, including one recently published by the Senate Armed Services Committee that found President George W. Bush, Vice President Dick Cheney, and other senior administration officials knowingly lied about the threat Iraq posed to the United States.

Now Ritter, who was a Marine Corps intelligence officer for 12 years, is speaking out about what he sees as history repeating itself regarding U.S. policy toward Iran and the inevitability of a U.S.-led attack on the country, which he believes will happen prior to a new president being sworn into office in January 2009.

“We’re going to see some military activity before the new administration is sworn in.” Ritter said. But he added that “Iran is not a threat to the United States and Iran is not pursuing a nuclear weapons program. That’s documented.” Ritter teamed up with the Los Angeles-based U.S. Tour of Duty’s Real Intelligence, a nonprofit organization that represents former intelligence officials who openly discuss domestic and foreign policy issues. Ritter went on the road nearly a year ago to promote his recently published book, Waging Peace: The Art of War for the Antiwar Movement. But over the past several months, issues related to Iran have dominated his discussions.

In a wide-ranging interview with The Public Record, Ritter said he has been keeping close tabs on the issue for years and continues to approach the issue as if he were still employed as an intelligence officer. He explained why he believes the U.S. is gearing up toward launching a military strike in Iran and how the media has misrepresented a recent report by the International Atomic Energy Association (IAEA) regarding Iran’s continued enrichment of uranium.

He said one of the reasons he believes Democratic lawmakers have been reluctant to address the issue is the powerful Israeli lobby, such as the American Israel Public Affairs Committee (AIPAC). AIPAC has been pressuring the Bush administration to be even tougher on Iran. The lobby is largely responsible for drafting a resolution calling for stricter inspections and harsher economic sanctions against the country, which is expected to be voted on by the House next week.

Pentagon: Nuclear Weapons Parts Missing

The US military cannot locate hundreds of sensitive nuclear missile components, according to several government officials familiar with a Pentagon report on nuclear safeguards.

Robert Gates, US defence secretary, recently fired both the US Air Force chief of staff and air force secretary after an investigation blamed the air force for the inadvertent shipment of nuclear missile nose cones to Taiwan.

According to previously undisclosed details obtained by the FT, the investigation also concluded that the air force could not account for many sensitive components previously included in its nuclear inventory.

One official said the number of missing components was more than 1,000.

The disclosure is the latest embarrassing episode for the air force, which last year had to explain how a bomber mistakenly carried six nuclear missiles across the US. The incidents have raised concerns about US nuclear safeguards as Washington presses other countries to bolster counter-proliferation measures.

The Cyber Militia Defends America

The U.S. government has quietly gone ahead and formed several special security organizations for policing the internet.

Because there is such a (trained, not to mention talented) manpower shortage right now (and in the foreseeable future), this was done on the cheap. An effective force could not be recruited, even if everyone agreed to accept government pay levels, because of the huge expense.

One solution that was suggested even before September 11, 2001, and eventually caught on, was to organize and reward the pro bono cybersecurity efforts that have been going on for some time. A lot of talented whitehats just get pissed off and go after bad guys on their own nickel.

An example is HoneyNet (the pro bono network of honeypots set up to attract, analyze and document backhat activities and techniques). One suggestion that did not fly was setting up a “CyberCorps” as a separate corporation, with a few really good people to run it, and enough budget to pay market rate for the right people, and still have a close working relationship with government agencies and commercial firms that spend a lot on net security (banks and brokerages, for example.)

Instead, a “Cyber Corps” program was set up to give tuition assistance to college students studying computer security, in order to increase the number of qualified experts in this area. Meanwhile, the Department of Homeland Security established working relationships with existing computer security groups, while the Department of Defense encouraged the services to set up computer security operations. The air force established the Cyber Command, a major operation that, it is hoped, will give the air force the lead (and most of the budget) for defense related Internet security operations.

Top two Air Force officials resigning

The two are asked to step down after a mistaken warhead shipment

WASHINGTON – Defense Secretary Robert Gates ousted the Air Force’s top officials Thursday, holding them to account in a historic military shake-up for failing to ensure the security of sensitive materials, including nuclear missile warhead fuses that were mistakenly shipped to Taiwan.

Gates announced at a Pentagon news conference that he had accepted the resignations of Air Force Chief of Staff Gen. Michael Moseley and Air Force Secretary Michael Wynne – a highly unusual double firing.

Gates cited two embarrassing incidents in the past year. In one, a B-52 bomber was mistakenly armed with six nuclear-tipped cruise missiles and flown across the country without anyone realizing nuclear weapons were aboard.
In the other, four electrical fuses for ballistic missile warheads were mistakenly sent to Taiwan in the place of helicopter batteries.
Gates said an internal investigation found a common theme in the B-52 and Taiwan incidents: “a decline in the Air Force’s nuclear mission focus and performance.”

China takes on the US – in space

SYDNEY – Chinese military experts believe a confrontation in space, probably with the United States, is inevitable. What they haven’t said is whether they expect to win.

Two disarmament officials with the People’s Liberation Army (PLA) this week accused Washington in an assessment of the global weapons buildup of fueling an arms race aimed at controlling “the commanding heights”.

“In the not too distant future, outer space will certainly become a stage for struggle between countries,” charged Xu Nengwu, of China’s National Defense Science and Technology University.

Simialry, Lieutenant General Ma Xiaotian, deputy chief of staff of the PLA, speaking at the annual Shangri-La Dialogue in Singapore at the weekend, was less than subtle. He did not mention the US at all (other than including Hurricane Katrina in the list of recent natural disasters), but did identify “expansion of military alliance” and “development and expansion of missile defense system” among the major security challenges the region faces.

Martial Law: New response teams for chem, nuke attacks

Northern Command will stand up new units to respond to chemical, biological, radiological, nuclear or high-yield explosive – CBRNE – attacks.

Currently, if such an attack proved more than local emergency crews could handle, governors could call in National Guard Weapons of Mass Destruction Civil Support Teams.

And if more help were needed, one of 17 regional Guard CBRNE Enhanced Response Force Packages would come in.

Beginning in October, a federal military response will be available for the worst disasters: the CBRNE Consequence Management Response Force, or CCMRF (pronounced “sea-smurf”).

Three CCMRFs, each with about 4,500 troops from all branches, are in the making.

Each CCMRF will tap units that provide the capabilities most often called for in a CBRNE response, including airlift, medical, logistics and units specializing in biological or radiological identification and cleanup. Army Lt. Col. Rob Cunniff, head of NorthCom’s Future Operations, said CCMRFs are intended to provide “a flexible force” that can provide its various capabilities piecemeal or as a total force.

“This is a no-fail mission,” Cunniff said.

“There is high expectation in the public eye that if something happens, there needs to be a [Defense Department] response, and it needs to be quick.”

The forces will be made up of whatever units NorthCom identifies as having the capabilities needed to respond to CBRNE incidents. NorthCom “has no preference based on service or component,” Cunniff said.

That means service members interested in the homeland CBRNE mission can’t volunteer for CCMRF duty, but they can increase their likelihood of participation by joining a unit with CBRNE focus, such as the Air Force’s radiological assessment teams.

Cunniff did say that CCMRFs 2 and 3 will be composed mostly of Guard units.

And that could create some slight bureaucratic entanglement: If, for instance, a Texas Guardsman was part of an initial response to a chemical weapon attack in Dallas, he could be redirected if he also were part of a CCMRF called in later on the same attack.

He might still be doing the same task but be switched to federal status.

Training begins

Some units already tagged for CCMRF 1 – the team expected to be ready by October – trained as part of National Level Exercise 2-08, which involved a variety of local, state and federal disaster response agencies.

Beware the US military’s experiments with climatic warfare, says Michel Chossudovsky

Rarely acknowledged in the debate on global climate change, the world’s weather can now be modified as part of a new generation of sophisticated electromagnetic weapons. Both the US and Russia have developed capabilities to manipulate the climate for military use.

Environmental modification techniques have been applied by the US military for more than half a century. US mathematician John von Neumann, in liaison with the US Department of Defense, started his research on weather modification in the late 1940s at the height of the Cold War and foresaw ‘forms of climatic warfare as yet unimagined’.

During the Vietnam war, cloud-seeding techniques were used, starting in 1967 under Project Popeye, the objective of which was to prolong the monsoon season and block enemy supply routes along the Ho Chi Minh Trail.

The US military has developed advanced capabilities that enable it selectively to alter weather patterns. The technology, which is being perfected under the High-frequency Active Auroral Research Program (HAARP), is an appendage of the Strategic Defense Initiative – ‘Star Wars’. From a military standpoint, HAARP is a weapon of mass destruction, operating from the outer atmosphere and capable of destabilising agricultural and ecological systems around the world.

Weather-modification, according to the US Air Force document AF 2025 Final Report, ‘offers the war fighter a wide range of possible options to defeat or coerce an adversary’, capabilities, it says, extend to the triggering of floods, hurricanes, droughts and earthquakes: ‘Weather modification will become a part of domestic and international security and could be done unilaterally… It could have offensive and defensive applications and even be used for deterrence purposes. The ability to generate precipitation, fog and storms on earth or to modify space weather… and the production of artificial weather all are a part of an integrated set of [military] technologies.’

US Military Officers Challenge Official Account of September 11

Twenty-five former U.S. military officers have severely criticized the official account of 9/11 and called for a new investigation. They include former commander of U.S. Army Intelligence, Major General Albert Stubblebine, former Deputy Assistant Secretary of Defense, Col. Ronald D. Ray, two former staff members of the Director of the National Security Agency; Lt. Col. Karen Kwiatkowski, PhD, and Major John M. Newman, PhD, and many others. They are among the rapidly growing number of military and intelligence service veterans, scientists, engineers, and architects challenging the government’s story. The officers’ statements appear below, listed alphabetically.

Lt. Col. Robert Bowman, PhD “A lot of these pieces of information, taken together, prove that the official story, the official conspiracy theory of 9/11 is a bunch of hogwash. It’s impossible,” said Lt. Col. Robert Bowman, PhD, U.S. Air Force (ret). With doctoral degrees in Aeronautics and Nuclear Engineering, Col. Bowman served as Director of Advanced Space Programs Development under Presidents Gerald Ford and Jimmy Carter.

“There’s a second group of facts having to do with the cover up,” continued Col. Bowman. “Taken together these things prove that high levels of our government don’t want us to know what happened and who’s responsible. Who gained from 9/11? Who covered up crucial information about 9/11? And who put out the patently false stories about 9/11 in the first place? When you take those three things together, I think the case is pretty clear that it’s highly placed individuals in the administration with all roads passing through Dick Cheney.”

Regarding the failure of NORAD to intercept the four hijacked planes on 9/11, Col. Bowman said, “I’m an old interceptor pilot. I know the drill. I’ve done it. I know how long it takes. I know the rules. … Critics of the government story on 9/11 have said: ‘Well, they knew about this, and they did nothing’. That’s not true. If our government had done nothing that day and let normal procedure be followed, those planes, wherever they were, would have been intercepted, the Twin Towers would still be standing and thousands of dead Americans would still be alive.”

Air Force Aims for ‘Full Control’ of ‘Any and All’ Computers

The Air Force wants a suite of hacker tools, to give it “access” to — and “full control” of — any kind of computer there is. And once the info warriors are in, the Air Force wants them to keep tabs on their “adversaries’ information infrastructure completely undetected.”

The government is growing increasingly interested in waging war online. The Air Force recently put together a “Cyberspace Command,” with a charter to rule networks the way its fighter jets rule the skies. The Department of Homeland Security, Darpa, and other agencies are teaming up for a five-year, $30 billion “national cybersecurity initiative.” That includes an electronic test range, where federally-funded hackers can test out the latest electronic attacks. “You used to need an army to wage a war,” a recent Air Force commercial notes. “Now, all you need is an Internet connection.”

What’s Up with the Secret Cybersecurity Plans, Senators Ask DHS

The government’s new cyber-security “Manhattan Project” is so secretive that a key Senate oversight panel has been reduced to writing a letter to beg for answers to the most basic questions, such as what’s going on, what’s the point and what about privacy laws.

The Senate Homeland Security committee wants to know, for example, what is the goal of Homeland Security’s new National Cyber Security Center. They also want to know why it is that in March, DHS announced that Silicon Valley evangelist and security novice Rod Beckstrom would direct the center, when up to that point DHS said the mere existence of the center was classified.

Those are just two sub-questions out of a list of 17 multi-part questions centrist Sens. Joe Lieberman (I-Connecticut) and Susan Collins (R-Maine) sent to DHS in a letter Friday.

In fact, although the two say they asked for a briefing five months ago on what the center does, DHS has yet to explain its latest acronym.

The panel, noted it was pleased with the new focus on cyber security, but questioned Homeland Security’s request to triple the center’s cyber-security budget to about $200 million.
They cited concerns about the secrecy around the project, its reliance on contractors for the operation of the center and lack of dialogue with private companies that specialize in internet security.

That center is just one small part of the government’s new found interest in computer security, a project dubbed the Comprehensive National Cybersecurity Initiative, which has been rumored to eventually get some $30 billion in funding.

Little is known about the initiative since it was created via a secret presidential order in January, though the Washington Post reports that portions of it may be made public soon.

America’s Chemically Modified 21st Century Soldiers

Armed with potent drugs and new technology, a dangerous breed of soldiers are being trained to fight America’s future wars.

Amphetamines and the military first met somewhere in the fog of WWII, when axis and allied forces alike were issued speed tablets to head off fatigue on the battlefield.

More than 60 years later, the U.S. Air Force still doles out dextro-amphetamine to pilots whose duties do not afford them the luxury of sleep.

Through it all, it seems, the human body and its fleshy weaknesses keep getting in the way of warfare. Just as in the health clinics of the nation, the first waypoint in the military effort to redress these foibles is a pharmaceutical one. The catch is, we’re really not that great at it. In the case of speed, the U.S. Drug Enforcement Agency itself notes a few unwanted snags like addiction, anxiety, aggression, paranoia and hallucinations. For side-effects like insomnia, the Air Force issues “no-go” pills like temazepam alongside its “go” pills. Psychosis, though, is a wee bit trickier.

Far from getting discouraged, the working consensus appears to be that we just haven’t gotten the drugs right yet. In recent years, the U.S., the UK and France — among others — have reportedly been funding investigations into a new line-up of military performance enhancers. The bulk of these drugs are already familiar to us from the lists of substances banned by international sporting bodies, including the stimulant ephedrine, non-stimulant “wakefulness promoting agents” like modafinil (aka Provigil) and erythropoietin, used to improve endurance by boosting the production of red blood cells.

Drone attacks hit high in Iraq

WASHINGTON — U.S. commanders in Iraq have ordered an unprecedented number of airstrikes by unmanned airplanes in April to kill insurgents in urban combat and to limit their ability to launch rockets at American forces, military records show.

The 11 attacks by Predators — nearly double the previous high for one month — were conducted as the Pentagon has intensified efforts to increase the use of drones, which play an increasingly vital role for gathering intelligence and launching attacks in Iraq. Last week, Defense Secretary Robert Gates prodded the Air Force to do more to rush drones to the war zone.

The increase in Predator attacks coincided with a spike in fighting in Baghdad’s slum of Sadr City and in the city of Basra, where the Iraqi government mounted an offensive to root out militias there.

Commanders are expected to rely more on unmanned systems as 30,000 U.S. troops sent last year are withdrawn. The military has dozens of Predators in Iraq and Afghanistan. In all it operates 5,000 drones, 25 times more than it had in 2001.

“The Predator teams have just been doing unbelievable work down there (in Basra) and in Baghdad as well,” Gen. David Petraeus, the top commander in Iraq, said in a statement last week.
