Following Russia’s first shipment of S-300 Rockets and the CNN-reported deaths of American and British citizens, it seems the situation in Syria is escalating ‘behind-the-scenes’ with little attention being paid in general. Whether it is the deaths or not, but according to the FT, the ‘war-by-proxy’ is growing in numbers as the UK is poised to ship arms to some rebel factions in Syria as soon as this summer. “The precise timing has not yet been finalized and no decision has yet been taken. But we are likely to be … shipping arms to the rebels by August,” one official noted, adding that “the rebels need ammunition, and a lot of it, just to keep fighting.” The US had secretly undertaken significant lobbying efforts of EU member states to get the EU arms embargo amended and this week Britain and France forced through that deal opening the door for the supply of weapons. Adding to the angst, Russia’s MiG aircraft makers said on Friday that it planned to sign a new agreement to ship at least 10 fighter jets to Syria.

Russia To Deliver S-300 Anti-Aircraft Missile Defense System To Syria ‘To Deter Foreign Intervention’

Russian arms ‘to deter foreign intervention in Syria’ (BBC News, May 28, 2013):

Russia says it will go ahead with deliveries of S-300 anti-aircraft missiles to Syria, and that the arms will help deter foreign intervention.

Deputy Foreign Minister Sergei Ryabkov said the missiles were a “stabilising factor” that could dissuade “some hotheads” from entering the conflict.

Russia also criticised an EU decision not to renew an arms embargo on Syria.

Mr Ryabkov said the contract for the S-300 missile systems had been signed several years ago.

“We consider these supplies a stabilising factor and believe such steps will deter some hotheads from considering scenarios that would turn the conflict international with the involvement of outside forces,” he was quoted as telling journalists.

Russia’s envoy to Nato, Aleksandr Grushko, said Moscow was acting “fully within the framework of international law”, in delivering the arms.

“We are not doing anything that could change the situation in Syria,” he said. “The arms that we supply are defensive weapons.”

The BBC’s Jim Muir in Beirut says the Russian statement could be seen as an escalation. He says there had been reports that Moscow was holding back on delivering the arms, in exchange for an Israeli commitment not to carry out further air raids over Syria.

Israeli Defence Minister Moshe Yaalon said the Russian missile systems had not yet left Russia.

“I hope they will not leave, and if, God forbid, they reach Syria, we will know what to do,” he said.

Al-Qaeda’s Syrian wing is helping to finance its activities by selling the product of oilfields that once helped to prop up the regime of Bashar al-Assad.

Up to 380,000 barrels of crude oil were previously produced by wells around the city of Raqqa and in the desert region to its east that are now in rebel hands – in particular Jabhat al-Nusra, the al-Qaeda off-shoot which is the strongest faction in this part of the country.

Now the violently anti-Western jihadist group, which has been steadily extending its control in the region, is selling the crude oil to local entrepreneurs, who use home-made refineries to produce low-grade petrol and other fuels for Syrians facing acute shortages.

The ability of Jabhat al-Nusra to profit from the oil locally, despite international sanctions which have hindered its sale abroad, will be particularly worrying to the European Union, which has voted to ease the embargo but at the same time wants to marginalise the extremist group within the opposition.

In the battle for the future of the rebel cause, the oil-fields may begin to play an increasingly strategic role. All are in the three provinces closest to Iraq – Hasakeh, Deir al-Zour, and Raqqa, while the Iraqi border regions are the homeland of the Islamic State of Iraq, as al-Qaeda’s branch in the country calls itself.

It was fighters from Islamic State of Iraq, both Iraqi and Syrian, who are thought to have founded Jabhat al-Nusra as the protests against the rule of President Assad turned into civil war.

Syria’s embattled leader Bashar al-Assad has used a rare interview – carried out amid the sound of artillery fire resounding through his presidential palace in Damascus – to warn the United States and Russia that their efforts to bring about talks will do little to halt the civil war laying waste to his country, and that he has no intention of stepping down.

In an exclusive interview for the Argentinian newspaper Clarín, shared with the Observer, Assad says he welcomes attempts at dialogue, but believes that western states are looking for ways to fuel the violence, rather than stop it, and are seeking to topple his regime regardless of the toll.

Moscow and Washington have been in dispute over the anti-Assad uprising since it began in March 2011 but are now trying to find common ground to quell the bloodshed and destruction as its effects continue to reverberate across the region. If successful, there are hopes talks could take place at the end of this month and lead to a multilateral summit attended by key protagonists.

The United States and Russia have backed a final bid to find a political solution to Syria’s civil war, as Moscow said it was prepared to accept President Bashar al-Assad’s departure.

Lakhdar Brahimi, the United nations special envoy to Syria, is reportedly planning to fly from Cairo to Damascus to present a deal to the Syrian president.

The plan would create a transitional government made up of regime and opposition figures, according to diplomatic sources.

It would require Mr Assad to hand over power quickly and he would be encouraged to accept an orderly exile. He has said he wants to keep his post, which his family has held for four decades, until 2014.

The United States and some European allies are using defense contractors to train Syrian rebels on how to secure chemical weapons stockpiles in Syria, a senior U.S. official and several senior diplomats told CNN Sunday.

The training, which is taking place in Jordan and Turkey, involves how to monitor and secure stockpiles and handle weapons sites and materials, according to the sources. Some of the contractors are on the ground in Syria working with the rebels to monitor some of the sites, according to one of the officials.

The nationality of the trainers was not disclosed, though the officials cautioned against assuming all are American.

The 8 day mini war between Israel and Gaza has come and gone and any attempts at provoking a wider regional conflict, one involving Iran (if indeed this was the intention), have failed. Which means the fallback plan – Syria – is back in play. And sure enough, as both the most recent naval map update, which shows a US aircraft carrier and a big deck amphibious warfare ship, both of which house thousands of troops and numerous offensive aircraft, and an RT news flash, indicating that thousands of troops have amassed near the Syrian shore confirm, the time for a US invasion may be near. The alibi? “Chemical weapons” of mass or non-mass destruction. In other words the Iraq playbook all over again.

The USS Eisenhower, an American aircraft carrier that holds eight fighter bomber squadrons and 8,000 men, arrived at the Syrian coast yesterday in the midst of a heavy storm, indicating US preparation for a potential ground intervention.

While the Obama administration has not announced any sort of American-led military intervention in the war-torn country, the US is now ready to launch such action “within days” if Syrian President Bashar al-Assad decides to use chemical weapons against the opposition, the Times reports.

Some have suggested that the Assad regime may use chemical weapons against the opposition fighters in the coming days or weeks.

“We have (US) special operations forces at the right posture, they don’t have to be sent,” an unnamed US official told The Australian, which suggested that US military troops are already near Syria and ready to intervene in the conflict, if necessary.

The Free Syrian Army has reportedly threatened to execute its Iranian hostages if the Assad government does not free rebel prisoners within 48 hours. The group says the hostages are Iranian government troops, but Iran claims they are pilgrims.

A brigade from the Free Syrian Army (FSA) known as the Bar’a released a video aired on Al-Arabiya in which they warned they would execute an Iranian prisoner “for each martyr who is killed.”

The militia group kidnapped 48 Iranians at the beginning of August, claiming that they were members of the elite Iranian Revolutionary Guards. However, the Iranian government says they are pilgrims on their way to visit a shrine in southeast Damascus and has appealed to Qatar and Turkey to help free the hostages.

‘Dead Or Alive’: Syria Rebel Commander Offers $25 Million Bounty For Bashar Al-Assad

The rebel Free Syrian Army (FSA) has offered a $25 million reward for the capture, dead or alive, of Syrian President Bashar al-Assad. Turkishweekly.net informs about this referring to Anadolu news agency.

FSA commander Ahmed Hijazi said the money will be paid out by supporters as well as by “Syrian businessmen working both at home and abroad.”

The United States said last month it had set aside $25 million for non-lethal aid to Syrian rebels.

The announcement by an unnamed commander with the FSA said the money for the bounty had been set up with donations from anti-Assad business people.

The reported bounty offer came as Western officials said Tuesday there was little doubt a growing number of foreign jihadi fighters are entering the fray in Syria, although it is far from clear whether any have direct links to Al Qaeda. But it is just one worry amongst many.

ALEPPO, Syria — A shadowy jihadist organization that first surfaced on the Internet to assert responsibility for suicide bombings in Aleppo and Damascus has stepped out of the shadows and onto the front lines of the war for Syria’s cities.

In Aleppo, the al-Nusra Front for the Protection of the People of the Levant, widely known as the Jabhat al-Nusra, is fielding scores of fighters, some of them foreigners, in the battle for control of Syria’s commercial capital, a key prize in the bitter war of attrition being waged across the country.

Obama Threatens Force Against Syria (New York Times, Aug 20, 2012):

WASHINGTON — President Obama warned Syria on Monday that it would face American military intervention if there were signs that its arsenal of unconventional weapons was being moved or prepared for use. It was Mr. Obama’s first direct threat of force against Syria, as he has resisted being drawn into the bloody 18-month rebellion.

The president’s warning raises the pressure on President Bashar al-Assad, whom Mr. Obama again called on to relinquish power. And it underscores the deepening alarm among American officials that, as Syria sinks further into civil war, its unconventional weapons could be seized by radical forces tied to terrorist groups like Hezbollah or Al Qaeda.

Preparing For A ‘Horrible Event’; The U.S. And Turkey Plan For Syria’s Collapse (NPR, Aug 11, 2012):

Secretary of State Hillary Clinton and Turkish Foreign Minister Ahmet Davutoglu got straight to the point in their joint news conference Saturday. They announced the creation of a new working group that will monitor what’s happening next door in Syria and prepare for crises.

One of those crises could include the possibility that the Syrian government decides to deploy chemical weapons against rebels or other perceived enemies.

Clinton says the new U.S.-Turkish working group needs to be ready for anything, including “the horrible event” of possible chemical weapons use, according to The Associated Press. The new working group will coordinate responses to any chemical attack should it occur.
