Super Typhoon Songda ripped across the western Pacific on Thursday, dropping heavy rain on the Philippines and threatening Okinawa and the Japanese main islands with rain and damaging winds into the weekend.

Songda was a Category 5 storm late Thursday, with maximum sustained winds of 161 mph and gusts of 195 mph, according to the Joint Typhoon Warning Center in Pearl Harbor, Hawaii. The storm was producing wave heights of 38 feet in the Pacific, forecasters said.

Congress bumped up against the deadline mainly because of the stubborn resistance from a single senator, Republican freshman Rand Paul of Kentucky, who saw the terrorist-hunting powers as an abuse of privacy rights. Paul held up the final vote for several days while he demanded a chance to change the bill to diminish the government’s ability to monitor individual actions. The bill passed the Senate 72-23.

Paul argued that in the rush to meet the terrorist threat in 2001 Congress enacted a Patriot Act that tramples on individual liberties. He had some backing from liberal Democrats and civil liberties groups who have long contended the law gives the government authority to spy on innocent citizens.

– Tepco Faces a ‘Massive Problem’ Containing Radioactive Water at Fukushima (Bloomberg, May 27, 2011):

As a team from the International Atomic Energy Agency visits Tokyo Electric Power Co.’s crippled nuclear plant today, academics warn the company has failed to disclose the scale of radiation leaks and faces a “massive problem” with contaminated water.

The utility known as Tepco has been pumping cooling water into the three reactors that melted down after the March 11 earthquake and tsunami. By May 18, almost 100,000 tons of radioactive water had leaked into basements and other areas of the Fukushima Dai-Ichi plant, according to Tepco’s estimates. The radiated water may double by the end of December.

“Contaminated water is increasing and this is a massive problem,” Tetsuo Iguchi, a specialist in isotope analysis and radiation detection at Nagoya University, said by phone. “They need to find a place to store the contaminated water and they need to guarantee it won’t go into the soil.”

The 18-member IAEA team, led by the U.K.’s head nuclear safety inspector, Mike Weightman, is visiting the Fukushima reactors to investigate the accident and the response. Tepco and Japan’s nuclear regulators haven’t updated the total radiation leakage from the plant in northern Japan since April 12.

Japan’s nuclear safety agency estimated in April the radiation released from Dai-Ichi to be around 10 percent of that from the accident at Chernobyl in the former Soviet Union in 1986, while a Tepco official said at the time the amount may eventually exceed it.

“Tepco knows more than they’ve said about the amount of radiation leaking from the plant,” Jan van de Putte, a specialist in radiation safety trained at the Technical University of Delft in the Netherlands, said yesterday in Tokyo. “What we need is a full disclosure, a full inventory of radiation released including the exact isotopes.”

The government plans to release details on the radiation released at the “appropriate time,” said Goshi Hosono, an adviser to Prime Minister Naoto Kan who is overseeing the crisis response and appears at daily briefings at Tepco’s headquarters.

(Reuters) – Ratings agency Fitch on Friday cut its outlook on Japan’s sovereign debt, warning that the vast cost of a March earthquake and tsunami and the still-unknown bill for the clean-up after the nuclear disaster would further strain the country’s already shaky public finances.

The Fitch move means all three major ratings agencies now have their fingers poised on the trigger to downgrade Japan’s credit status unless they see moves by the government to strengthen the country’s finances.

Fitch cut its outlook to negative from stable and affirmed its AA minus local currency rating, its fourth highest and the same level as S&P’s but one notch below Moody’s Aa2.

You think you understand how the Patriot Act allows the government to spy on its citizens. Sen. Ron Wyden says it’s worse than you know.

Congress is set to reauthorize three controversial provisions of the surveillance law as early as Thursday. Wyden (D-Oregon) says that powers they grant the government on their face, the government applies a far broader legal interpretation — an interpretation that the government has conveniently classified, so it cannot be publicly assessed or challenged. But one prominent Patriot-watcher asserts that the secret interpretation empowers the government to deploy ”dragnets” for massive amounts of information on private citizens; the government portrays its data-collection efforts much differently.

“We’re getting to a gap between what the public thinks the law says and what the American government secretly thinks the law says,” Wyden told Danger Room in an interview in his Senate office. “When you’ve got that kind of a gap, you’re going to have a problem on your hands.”

What exactly does Wyden mean by that? As a member of the intelligence committee, he laments that he can’t precisely explain without disclosing classified information. But one component of the Patriot Act in particular gives him immense pause: the so-called “business-records provision,” which empowers the FBI to get businesses, medical offices, banks and other organizations to turn over any “tangible things” it deems relevant to a security investigation.

“It is fair to say that the business-records provision is a part of the Patriot Act that I am extremely interested in reforming,” Wyden says. “I know a fair amount about how it’s interpreted, and I am going to keep pushing, as I have, to get more information about how the Patriot Act is being interpreted declassified. I think the public has a right to public debate about it.”

Tokyo Electric Power Co. said it found traces of radioactive iodine 131 near its Kashiwazaki Kariwa nuclear plant that may have originated from the utility’s stricken Fukushima Dai-Ichi reactors.

Operations at Kashiwazaki on Japan’s western coast are normal, the company known as Tepco said in a statement today. The iodine was found in seaweed that may have drifted over from the Fukushima plant on the country’s eastern coast, according to the statement.

Radiation leaks from the three reactor meltdowns at Fukushima rank the accident on the same scale as the Chernobyl disaster in 1986. The 20-kilometer (12-mile) exclusion zone around Fukushima has forced the evacuation of 50,000 households, extermination of livestock and disposal of crops.

Chubu Electric Power Co., which shut all the reactors at its sole nuclear station following the Fukushima disaster, detected radioactive cobalt 58 on a filter attached to an exhaust stack at the plant, the utility said today.

The Yangtze – Asia’s biggest river – is experiencing its worst drought in 50 years, forcing an unprecedented release of water from the Three Gorges reservoir. The drought is damaging crops, threatening wildlife and raising doubts about the viability of China’s massive water diversion ambitions.

Between now and 10 June the dam will release 5bn cubic metres of water – equivalent to the volume of Lake Windermere in Britain every day – as engineers sacrifice hydroelectric generation for irrigation, drinking supplies and ecosystem support.

The drastic measure comes amid warnings of power shortages and highlights the severity of the dry spell in the Yangtze delta, which supports 400 million people and 40% of China’s economic activity.

From January to April, the worst hit province of Hubei has had 40% less rainfall than the average over the same period since 1961. Shanghai, Jiangsu and Hunan are also severely affected.

Regional authorities have declared more than 1,300 lakes “dead”, which means they are out of use for irrigation and drinking supply. Shortages affect 4.4 million people and 3.2 million farm animals, according to the Office of State Flood Control and Drought Relief Headquarters.

Two week’s ago we released preliminary results from our marine radiation monitoring work off the coast of Japan, near the melted-down and leaking Fukushima Daiichi nuclear plant. These results showed worrying levels of radioactive contamination in seaweed – a staple of the Japanese diet.

After having difficulties finding a lab in Japan to do detailed analysis, we sent samples of seaweed, fish, and shellfish collected by our radiation monitoring teams both onshore and on the Rainbow to professional labs in France and Belgium. The results of the details analysis are back – and we can say that the situation in the ocean along the Fukushima coast is worse than we originally thought.

The new data shows that some seaweed contamination levels are not only 50 times higher than safety limits – far higher than our initial measurements showed – but also that the contamination is spreading over a wide area, and accumulating in sea life, rather than simply dispersing like the Japanese authorities originally claimed would happen.

“A ‘91-style meltdown is almost inevitable.” So says Alexei Moiseev, chief economist at VTB Capital, the investment-banking arm of Russia’s second-largest lender, discussing the imminent economic catastrophe that is sure to engulf Belarus following the surprise devaluation of the country’s currency by over 50%, which we announced on Monday.

“Unless Belarus heeds Russia’s call for mass privatization of state assets, it is headed for “hyperinflation, massive un- and under-employment, and a shutdown of production” Moiseev concludes. Ah: “privatization” as Greece is about to learn, the lovely word that describes a fire sale of assets to one’s creditors, courtesy of a “globalized” new world order.

Ironically, this is precisely the warning that will be lobbed at each country in the developed world, as the global race to devalue currencies, first against each other on a relative basis, and ultimately against hard currencies, or on an absolute basis, as the world realizes that there simply is not enough cash flow to cover the interest payments on a debt load, in both the public and private sectors, that continues to rise at an astronomic rate, even as the world prepares to exit from the latest transitory, centrally-planned bounce in the Great Financial Crisis-cum-Depression that started in earnest in 2007 and has been progressing ever since.

Ultimately, Belarus will succumb to hyperinflation, as will each and every other government seeking to devalue its currency (hint: all of them): “Unless Belarus heeds Russia’s call for mass privatization of state assets, it is headed for “hyperinflation, massive un- and under-employment, and a shutdown of production,”

VTB’s Moiseev said. The ruble will slide to 10,000 per dollar, he added.” Of course, this is the primary side effect of attempting to avoid formal bankruptcy through currency devaluation. And all those who continue to believe deflation is an outcome that will be allowed by the Fed, need to look just to the former Soviet satellite to see what lies in store for everyone currently doing all in their power to devalue their currency.

And here are some additional observations from Bloomberg on the country that everyone in the media continues to ignore, yet which will very soon be the model for virtually everyone else engaging in central planning warfare.

The Belarusian central bank let the managed ruble weaken by 36 percent versus the dollar on May 24 as demand for dollars and euros from importers and households threatened to derail an economy already laboring under a current-account deficit equal to 16 percent of gross domestic product. Russia and other former Soviet partners last week agreed to give Belarus a $3 billion loan and urged President Aleksandr Lukashenko’s government to sell $7.5 billion of assets to replenish the state’s coffers.

A huge outcry is erupting in Fukushima over what parents say is a blatant government failure to protect their children from dangerous levels of radiation. The issue has prompted unusually direct confrontations in this conflict-averse society, and has quickly become a focal point for anger over Japan’s handling of the accident at the nearby Fukushima Daiichi nuclear power plant, ravaged in the March 11 earthquake and tsunami.

At issue are updated government guidelines that allow schoolchildren to be exposed to radiation doses that are more than 20 times the previously permissible levels. That dose is equal to the international standard for adult nuclear power plant workers.

Russia has reported 421 wildfires burning in forests and peat bogs over the past 24 hours, covering an area of 116,098 hectares (450 sq miles).

The fires were mainly confined to remote parts of Siberia and the Urals, with no blazes reported near Moscow and other central Russian cities.

But the area on fire is twice the size of that for the same period last year.

Drought, fires and smog left dozens dead and ruined crops in 2010, and there are fears of a repeat disaster.

Credit Suisse Group AG (CS), Goldman Sachs Group Inc. (GS) and Royal Bank of Scotland Group Plc (RBS) each borrowed at least $30 billion in 2008 from a Federal Reserve emergency lending program whose details weren’t revealed to shareholders, members of Congress or the public.

The $80 billion initiative, called single-tranche open- market operations, or ST OMO, made 28-day loans from March through December 2008, a period in which confidence in global credit markets collapsed after the Sept. 15 bankruptcy of Lehman Brothers Holdings Inc.

Units of 20 banks were required to bid at auctions for the cash. They paid interest rates as low as 0.01 percent that December, when the Fed’s main lending facility charged 0.5 percent.

“This was a pure subsidy,” said Robert A. Eisenbeis, former head of research at the Federal Reserve Bank of Atlanta and now chief monetary economist at Sarasota, Florida-based Cumberland Advisors Inc. “The Fed hasn’t been forthcoming with disclosures overall. Why should this be any different?”

Texas lawmakers and federal agents came to a dramatic showdown last night, over a bill that would have prohibited Transportation Security Administration agents from conducting intrusive pat-downs. The Department of Justice circulated a letter that told the politicians if they went through with HB 1937, the TSA would cancel flights out of Texas.

Texas State Rep. David Simpson, who wrote the bill, put the ultimatum in more vibrant terms in a press release he issued today:

Either Texas backs off and continues to let government employees fondle innocent women, children and men as a condition of travel, or the TSA will cancel Texas flights. The Federal Government showed its willingness to bully the State of Texas if attempts to protect passengers from being forced to give up constitutional rights are not dropped.

In a letter to legislative leaders, the Department of Justice said the bill “would conflict directly with federal law.”

“Under the Supremacy Clause of the United States Constitution, Texas has no authority to regulate federal agents and employees in the performance of their federal duties or to pass a statute that conflicts with federal law,” John Murphy, an United States attorney, wrote in the letter.

Reuters reports that the bill would have made “intrusive touching” a crime punishable by up to a year of jail-time:

The bill described “intrusive touching” as touching a passenger’s sexual organs, or “touching in a manner that would be offensive to a reasonable person.”
