May 01 (NHK) — Prime Minister Naoto Kan says the government and Tokyo Electric Power Company failed to fully address safety issues that had come to light before the March 11 disaster.

Japanese Senior Nuclear Adviser Prof. Toshiso Kosako Calls Radiation Exposure Limit 20 Times Too High, Quits

A senior nuclear adviser to Japanese Prime Minister Naoto Kan has resigned, criticizing the government for ignoring his advice on radiation limits and not doing enough to deal with the crisis at the Fukushima nuclear power plant.

Toshiso Kosako, a professor at the University of Tokyo, was only recently named an aide to Kan on March 16, five days after a magnitude-9.0 earthquake and tsunami hit Japan

In a teary news conference on Friday night, Kosako said he could not stay on while the government set, what he deemed, inappropriate radiation limits for elementary schools near the plant.

“I cannot allow this as a scholar,” he said, adding that he also opposed the government raising the limit for radiation exposure for workers at the plant.

The government has set 20-millisievert limit for radiation exposure as safe, but according to Kosako, that is 20 times too high, especially for children, who are considered more vulnerable to radiation than adults.

Plant workers are now allowed to be exposed to 250 millisieverts of radiation over a five-year period, up from 100 millisieverts.

More on 77-year-old Michio Ishikawa of the Japan Nuclear Technology Institute on the situation at Fukushima I Nuke Plant, as he appeared on Asahi TV on April 29.

A Todai as-hole though he may be, I started to like this guy as I watched. He didn’t mince his words, and said what they are doing at Fukushima I Nuke Plant is not working. That surprised some, including the host of the show, as Ishikawa is known as a strong proponent for the nuclear power generation and the nuclear industry.

I watched the segment (video No.2 out of 11) where he discussed the situation at Fukushima I Nuke Plant, particularly about the condition of the reactor core.

Here’s what I’d add to the snippets on my previous post. (My summary translation of what Mr. Ishikawa said, not literal; my comment in square bracket):

About TEPCO’s “roadmap:

“I believe what they are trying to achieve after 9 months is to cool the reactor cores and solidify them so that no radioactive materials can escape. But they are just doing peripheral tricks like water entombment and nitrogen gas injection. Nitrogen gas, it’s dangerous, by the way.

“What they must do is to cool the reactor cores, and there’s no way around it. It has to be done somehow.”

About the condition of the reactor cores:

“I believe the fuel rods are completely melted. They may already have escaped the pressure vessel. Yes, they say 55% or 30%, but I believe they are all melted down. When the fuel rods melt, they melt from the middle part on down.

(Showing the diagram) “I think the temperature inside the melted core is 2000 degrees to 2000 and several hundred degrees Celsius. A crust has formed on the surface where the water hits. Decay heat is 2000 to 3000 kilowatts, and through the cracks on the crust the radioactive materials (mostly noble gas and iodine) are escaping into the air.

“Volatile gas has almost all escaped from the reactor by now.

“The water [inside the pressure vessel] is highly contaminated with uranium, plutonium, cesium, cobalt, in the concentration we’ve never seen before.

“My old colleague contacted me and shared his calculation with me. At the decay heat of 2000 kilowatt… There’s a substance called cobalt 60. Highly radioactive, needs 1 to 1.5 meter thick shields. It kills people at 1000 curies. He calculated that there are 10 million curies of cobalt-60 in the reactor core. If 10% of cobalt-60 in the core dissolve into water, it’s 1 million curies.”

[He’s an old-timer so he’s used to curie instead of becquerel as a unit. 1 curie equals 3.7 x 10^10 becquerels (37,000,000,000 becquerels or 37 gigabecquerels).
10 million curies equals 370,000 terabecquerels, and 1 million curies equals 37,000 terabecquerels. I used this conversion table. Tell me I’m wrong! Cobalt-60 alone would make a Level 7 disaster…]

(UPDATED with the video in question at the end. That he looks like a Tokyo University graduate a-shole. But he says not only the fuels have melted down completely but some of them may already be outside the Pressure Vessels.)

Michio Ishikawa, the former head of the Japan Nuclear Technology Institute and the current “most senior” advisor to the Institute, appeared on an Asahi TV program on April 29 and shared his candid assessment of Fukushima I Nuke Plant accident.

He is known as one of the most ardent proponents of nuclear power generation. The Japan Nuclear Technology Institute was set up in 2005 by Ishikawa in order to represent the interest of the nuclear industry in Japan and promote nuclear energy.

People who watched this Asahi TV program were surprised to hear him contradict the official government “narrative” (I hate that word, but in this case it is exactly what it is, a “narrative” as opposed to reality) about the plant accident, even as he continues to insist nuclear power plants are safe and 100 milli-sieverts cumulative radiation is perfectly safe not just for the plant workers but for everyone.

Disaster zone? A huge ‘megathrust’ earthquake could spark a tsunami and devastate the U.S. northwest if the Juan de Fuca plate is forced further under the North America plate on the Cascadia fault line

The north-west coast of the U.S. could be devastated by a huge movement of undersea plates known as a ‘megathrust’ earthquake, scientists say.

A review of the dangers posed by the Juan de Fuca plate released in the wake of the Japanese quake has raised fears that the Pacific seaboard could be similarly ravaged.

The horrifying possibilities have been brought to light by data researched by the Active Tectonics and Seafloor Mapping Laboratory at Oregon State University.

And the results are shown in a documentary, Megaquake: The Hour That Shook Japan, which is set to go out on the Discovery Channel in the UK this weekend.

The huge March 11 earthquake that sparked the tsunami off the coast of Japan may have been a ‘megathrust’ quake and now researchers fear the Cascadia fault line 50 miles off the U.S. coast could rupture and cause a quake and subsequent tsunami.

The average time along that fault between massive quakes above magnitude 8 is 240 years, said The Times, and the last ‘megaquake’ was just over 300 years ago.

George Monbiot and others at best misinform and at worst distort evidence of the dangers of atomic energy

Soon after the Fukushima accident last month, I stated publicly that a nuclear event of this size and catastrophic potential could present a medical problem of very large dimensions. Events have proven this observation to be true despite the nuclear industry’s campaign about the “minimal” health effects of so-called low-level radiation. That billions of its dollars are at stake if the Fukushima event causes the “nuclear renaissance” to slow down appears to be evident from the industry’s attacks on its critics, even in the face of an unresolved and escalating disaster at the reactor complex at Fukushima.

Proponents of nuclear power – including George Monbiot, who has had a mysterious road-to-Damascus conversion to its supposedly benign effects – accuse me and others who call attention to the potential serious medical consequences of the accident of “cherry-picking” data and overstating the health effects of radiation from the radioactive fuel in the destroyed reactors and their cooling pools. Yet by reassuring the public that things aren’t too bad, Monbiot and others at best misinform, and at worst misrepresent or distort, the scientific evidence of the harmful effects of radiation exposure – and they play a predictable shoot-the-messenger game in the process.

To wit:

1) Mr Monbiot, who is a journalist not a scientist, appears unaware of the difference between external and internal radiation

Let me educate him.

The former is what populations were exposed to when the atomic bombs were detonated over Hiroshima and Nagasaki in 1945; their profound and on-going medical effects are well documented. [1]

Internal radiation, on the other hand, emanates from radioactive elements which enter the body by inhalation, ingestion, or skin absorption. Hazardous radionuclides such as iodine-131, caesium 137, and other isotopes currently being released in the sea and air around Fukushima bio-concentrate at each step of various food chains (for example into algae, crustaceans, small fish, bigger fish, then humans; or soil, grass, cow’s meat and milk, then humans). [2] After they enter the body, these elements – called internal emitters – migrate to specific organs such as the thyroid, liver, bone, and brain, where they continuously irradiate small volumes of cells with high doses of alpha, beta and/or gamma radiation, and over many years, can induce uncontrolled cell replication – that is, cancer. Further, many of the nuclides remain radioactive in the environment for generations, and ultimately will cause increased incidences of cancer and genetic diseases over time.

The grave effects of internal emitters are of the most profound concern at Fukushima. It is inaccurate and misleading to use the term “acceptable levels of external radiation” in assessing internal radiation exposures. To do so, as Monbiot has done, is to propagate inaccuracies and to mislead the public worldwide (not to mention other journalists) who are seeking the truth about radiation’s hazards.

2) Nuclear industry proponents often assert that low doses of radiation (eg below 100mSV) produce no ill effects and are therefore safe. But , as the US National Academy of Sciences BEIR VII report has concluded, no dose of radiation is safe, however small, including background radiation; exposure is cumulative and adds to an individual’s risk of developing cancer.

3) Now let’s turn to Chernobyl. Various seemingly reputable groups have issued differing reports on the morbidity and mortalities resulting from the 1986 radiation catastrophe. The World Health Organisation (WHO) in 2005 issued a report attributing only 43 human deaths directly to the Chernobyl disaster and estimating an additional 4,000 fatal cancers. In contrast, the 2009 report, “Chernobyl: Consequences of the Catastrophe for People and the Environment”, published by the New York Academy of Sciences, comes to a very different conclusion. The three scientist authors – Alexey V Yablokov, Vassily B. Nesterenko, and Alexey V Nesterenko – provide in its pages a translated synthesis and compilation of hundreds of scientific articles on the effects of the Chernobyl disaster that have appeared in Slavic language publications over the past 20 years. They estimate the number of deaths attributable to the Chernobyl meltdown at about 980,000.

Monbiot dismisses the report as worthless, but to do so – to ignore and denigrate an entire body of literature, collectively hundreds of studies that provide evidence of large and significant impacts on human health and the environment – is arrogant and irresponsible. Scientists can and should argue over such things, for example, as confidence intervals around individual estimates (which signal the reliability of estimates), but to consign out of hand the entire report into a metaphorical dustbin is shameful.

ScienceDaily (Apr. 10, 2011) — University of Utah geophysicists made the first large-scale picture of the electrical conductivity of the gigantic underground plume of hot and partly molten rock that feeds the Yellowstone supervolcano. The image suggests the plume is even bigger than it appears in earlier images made with earthquake waves.

“It’s like comparing ultrasound and MRI in the human body; they are different imaging technologies,” says geophysics Professor Michael Zhdanov, principal author of the new study and an expert on measuring magnetic and electrical fields on Earth’s surface to find oil, gas, minerals and geologic structures underground.

“It’s a totally new and different way of imaging and looking at the volcanic roots of Yellowstone,” says study co-author Robert B. Smith, professor emeritus and research professor of geophysics and a coordinating scientist of the Yellowstone Volcano Observatory.

Radiation from Japan is now detectable in the atmosphere, rain water and food chain in North America. Fukushima reactors are still out of control and hold 10 times more nuclear fuel than there was at Chernobyl, thousands of times more than the bomb dropped on Hiroshima. The official refrain is, “No worries here, perfectly harmless.” Our best scientists of the previous century would be rolling over in their graves.

In the 1940s many of the world’s premier nuclear scientists saw mounting evidence that there was no safe level of exposure to nuclear radiation. This led Robert Oppenheimer, the father of the atom bomb, to oppose development of the hydrogen bomb.

In the 1950s, Linus Pauling, the only two-time winner of the Nobel Prize, began warning the public about exposure to all radiation. This opinion, ultimately endorsed by thousands of scientists worldwide, led President John F. Kennedy to sign the nuclear test ban treaty.

Hanging by your Fingernails – The Fukushima Meltdown

The situation at Fukushima is relatively stable now… in the same way that you are stable if you hang by your fingernails off a cliff, and your fingernails begin to break one by one.

As I mentioned before, the accident so far in Fukushima is progressing in three acts. The first act was the earthquake and tsunami, which immediately wiped out all emergency cooling systems simultaneously at all three reactors and all hell has broken loose.

Act II was the enormous damage done to the cores of these three reactors. With the loss of cooling water, temperatures began to rise rapidly, causing the hydrogen gas explosions and fuel melting. We know that about 70% of Unit 1’s core was damaged, and that 33% of Unit 2’s core was also damaged. All computer simulations done by various laboratories all show the same thing—that we came perilously close to a full scale metldown at all three reactors, including a spent fuel pond accident in Unit 4.

Against the wishes the utility, the Japanese government ordered flushing the entire reactors with seawater, which temporarily halted the accident from progressing to a full blown tragedy. This stabilized the accident, at present, from going into free fall (but reduced the three reactors to pieces of junk.) Meanwhile, radiation keeps flowing out of the reactors and into food, agricultural products, the oceans, the soil, etc. Now we are entering Act III. With the cores covered with seawater and fresh water, the workers are desperately trying to hit rock bottom, so they can begin recovery operations.

Unfortunately, we have not yet reached the bottom. Leaks of radiation are being found everywhere. The crucial thing is that the workers do not know precisely where this radiation is coming from. The primary suspect is that there is a direct contact between melted uranium (called “corium”) and the cooling water, probably caused by a pipe break or, more ominously, a pressure vessel that has completely melted through.

But more insidious and objectionable is the creeping misinformation that the nuclear industry has fed into the public sphere over the years. There seems to be a never-ending cabal of paid industry scientific ”consultants” who are more than willing to state the fringe view that low doses of ionising radiation do not cause cancer and, indeed, that low doses are actually good for you and lessen the incidence of cancer. Canadian Dr Doug Boreham has been on numerous sponsored tours of Australia by Toro Energy, a junior uranium explorer, expounding the view that “low-dose radiation is like getting a suntan”. Toro must have liked what it heard because it made him a safety consultant for the company in 2009.

Ionising radiation is a known carcinogen. This is based on almost 100 years of cumulative research including 60 years of follow-up of the Japanese atom bomb survivors. The International Agency for Research in Cancer (IARC, linked to the World Health Organisation) classifies it as a Class 1 carcinogen, the highest classification indicative of certainty of its carcinogenic effects.

In 2006, the US National Academy of Sciences released its Biological Effects of Ionising Radiation (VII) report, which focused on the health effects of radiation doses at below 100 millisieverts. This was a consensus review that assessed the world’s scientific literature on the subject at that time. It concluded: “. . . there is a linear dose-response relationship between exposure to ionising radiation and the development of solid cancers in humans. It is unlikely that there is a threshold below which cancers are not induced.”

The most comprehensive study of nuclear workers by the IARC, involving 600,000 workers exposed to an average cumulative dose of 19mSv, showed a cancer risk consistent with that of the A-bomb survivors.

Nuclear Engineering Department At UCB Finds Radioactive Iodine- 131, Cesium-134 and 137 In Organic Milk In San Francisco Bay Area

UCB Milk Sampling Results:

The following are results for milk samples obtained from a Bay Area organic dairy where the farmers are encouraged to feed their cows local grass. We have detected I-131, at 0.70 Becquerels per liter and lower, as well as Cs-134 and Cs-137.

Because the “best by” date on milk is approximately 17-19 days after the milk has been bottled, our milk sample with a date of 3/25 represents milk bottled on approximately 3/5. Since this is before the Fukushima crisis, we do not expect to see any fission product radioisotopes and do not see any within our sensitivity. Our first sample of milk showing any signs of radioisotopes has a date of 4/4, which means it was bottled around 3/18. This is approximately when the trace radioactive isotopes were first seen in the Bay Area.

Kyoto University Prof. Hiroaki Koide NOW Says ‘Reactor 1 May Be Undergoing ‘Recriticality’

Evidence? Chlorine-38.

A nuclear researcher at Kyoto University (which is considered one of the two most prestigious national universities, the other one being Tokyo University) has reversed his opinion and now says the Reactor 1 may be experiencing the “recriticality”.

His name is Hiroaki Koide, assistant professor at Kyoto University’s Research Reactor Institute who belongs to the Nuclear Safety Research Group at the Research Reactor Institute. He has given interviews on TV and radio, mostly in Kansai stations and not aired in Kanto (where Tokyo is), and would be considered one of the “sceptics” of the official story about Fukushima I Nuke Plant that everything is safe, getting under control.

There ARE researchers in Japan who go against the mainstream government scholars. Koide is one of them (and far from being the most critical), and there are others from universities other than the top few schools (and therefore they don’t get hardly any airtime on the Japanese MSM). But thanks to talk radio shows and the Internet (hey it’s the same as in the US), at least a small portion of the Japanese people are getting the “alternative” reality other than what’s given by the government and the MSM.

This is from the transcript of the interview (in Japanese, NOT the literal translation) Koide gave on April 5, 2011 on Osaka’s MBS Mainichi Broadcasting Radio:

“The Fukushima I Nuke Plant accident is not winding down at all. I think I have to revise my opinion which was too optimistic.”

– What was too optimistic?

“We thought the reactors “cold stopped”, which means the uranium fission stopped. But now I’ve started to think the fission has started again. In other words, the reactor has become “critical” again – which we call “recriticality”.”

– Professor Koide, you were of the opinion that the recriticality was not happening.

“Yes, and I’ve changed my mind. It may be happening.”

– On what evidence?

“First, the level of iodine[-131] is not decreasing; it is increasing. Iodine[-131]’s half life is 8 days. It has been more than 3 weeks since the accident, so the level of iodine[-131] should be about 1/10 of the initial level measured. Second, the presence of chlorine-38 was detected from the contaminated water in the turbine building [he doesn’t say which one].”

– What about chlorine-38?

“Well, if chlorine-38 was detected [according to TEPCO], and that can only mean “recriticality”.

Washington, DC – March 23, 2011 – Physicians for Social Responsibility (PSR) expressed concern over recent reports that radioactivity from the ongoing Fukushima accident is present in the Japanese food supply.  While all food contains radionuclides, whether from natural sources, nuclear testing or otherwise, the increased levels found in Japanese spinach and milk pose health risks to the population.  PSR also expressed alarm over the level of misinformation circulating in press reports about the degree to which radiation exposure can be considered “safe.”

According to the National Academy of Sciences, there are no safe doses of radiation. Decades of research show clearly that any dose of radiation increases an individual’s risk for the development of cancer.

“There is no safe level of radionuclide exposure, whether from food, water or other sources.  Period,” said Jeff Patterson, DO, immediate past president of Physicians for Social Responsibility.  “Exposure to radionuclides, such as iodine-131 and cesium-137, increases the incidence of cancer. For this reason, every effort must be taken to minimize the radionuclide content in food and water.”

“Consuming food containing radionuclides is particularly dangerous. If an individual ingests or inhales a radioactive particle, it continues to irradiate the body as long as it remains radioactive and stays in the body,”said Alan H. Lockwood, MD, a member of the Board of Physicians for Social Responsibility. “The Japanese government should ban the sale of foods that contain radioactivity levels above pre-disaster levels and continue to monitor food and water broadly in the area. In addition, the FDA and EPA must enforce existing regulations and guidelines that address radionuclide content in our food supply here at home.”
