Six years ago, NBC Nightly News boldly predicted that all Americans would be fitted with RFID microchips by the year 2017. Though at the time, NBC’s prediction seemed far-fetched, the House recently passed a bill that would bring a micro-chipped populace closer to reality before year’s end. Last Thursday, the House passed HR 4919, also known as Kevin and Avonte’s Law, which would allow the US attorney general to award grants to law enforcement for the creation and operation of “locative tracking technology programs.” Though the program’s mission is to find “individuals with forms of dementia or children with developmental disabilities who have wandered from safe environments,” it provides no restriction on the tracking programs inclusion of other individuals. The bill would also require the attorney general to work with the secretary of health and human services and unnamed health organizations to establish the “best practices” for the use of tracking devices.

The passport provision is now official, as President Obama signed the 5-year infrastructure spending Bill. It adds a new section 7345 to the Internal Revenue Code. It is part of H.R. 22 – Fixing America’s Surface Transportation Act, the “FAST Act.” Why are passport covered in the tax code, you might ask? The title of the new section is “Revocation or Denial of Passport in Case of Certain Tax Delinquencies.” The idea goes back to 2012, when the Government Accountability Office reported on the potential for using the issuance of passports to collect taxes.

It was controversial then, but this time sailed through, slipped into the massive highway funding bill, passed here. The section on passports begins on page 1,113. The joint explanatory statement is here, beginning on page 38. The law says the State Department can revoke, deny or limit passports for anyone the IRS certifies as having a seriously delinquent tax debt in an amount in excess of $50,000. Administrative details are scant. It could mean no new passport and no renewal. It could even mean the State Department will rescind existing passports.

Ray Rosas is a free man after a jury of his peers found him not guilty of shooting three Corpus Christi police officers on February 19, 2015. On that day, early in the morning, CCPD executed a no-knock search warrant, forcing entry into the home without first knocking and announcing they were the police.

A flash-bang grenade was fired into Rosas’ bedroom, reportedly stunning the 47-year-old, who then opened fire on the intruders. Three officers were wounded: officers Steven Ruebelmann, Steven Brown, and Andrew Jordan. Police were looking for drugs and Rosas’ nephew, who they suspected to be a dealer. However, the unnamed nephew was not home at the time of the raid.

Rosas spent nearly 2 years in jail awaiting trial, which concluded Tuesday with a Nueces County jury finding him not guilty. Rosas’ defense maintained, based on statements he made immediately following the shooting and later in jail that he did not know the men breaking into his home were police officers and there was no way he could’ve known, having been disoriented by the flash-bang stun grenade. “The case is so easy, this is a self-defense case,” said Rosas’ lawyer in closing arguments.

Seemingly inspired by a combination of The Usual Suspects and The Italian Job, the robbers, operating in multiple cars, surrounded the armored truck and forced it off the A6 highway between Paris and Lyon, a national gendarme service spokesman and a judicial official said, cited by ABC. They then seized the gold, locked the two delivery men in the back of the truck, and set one of their own cars on fire before fleeing, according to the spokesman.
