UNSC Resolution On Syria Won’t Be Under Chapter 7 Allowing Use Of Force – Lavrov (RT, Sep 17, 2013):

The resolution that the UN Security Council is to adopt in support of the plan to destroy Syria’s chemical weapons won’t refer to Chapter 7 of the UN Charter, regulating the use of military force on behalf of the council, Sergey Lavrov says.

The foreign minister explained Russia’s position on the future document after meeting his French counterpart Laurent Fabius in Moscow.

The resolution, Lavrov stressed, is meant only to affirm the support of the UNSC to the roadmap for destruction of the chemical weapons stockpile, which will be penned by the Organization for the Prohibition of Chemical Weapons (OPCW).

Vladimir Putin, the Russian president, has warned against US military intervention in Syria, writing in what he called a direct address “to the American people and their political leaders” that it could “increase violence and unleash a new wave of terrorism”.

Syria was not witnessing a battle for democracy but “an armed conflict between government and opposition in a multi-religious country”, Putin said, in a New York Times comment piece repeating assertions that rebels rather than the government might have used chemical weapons, “to provoke intervention by their powerful foreign patrons”, and may be planning further attacks, even against Israel.

“[An American attack] could undermine multilateral efforts to resolve the Iranian nuclear problem and the Israeli-Palestinian conflict and further destabilise the Middle East and north Africa. It could throw the entire system of international law and order out of balance.”

Syrian President Bashar al-Assad has dismissed western claims his regime used chemical weapons as an “insult to common sense”, while Russian Foreign Minister Sergei Lavrov said on Monday that any military action in Syria without total UN sanction would be a “very grave violation of international law”.

In an emergency press conference on Monday, Lavrov said:

“They (the West) have not been able to come up with any proof but are saying at the same time that the red line has been crossed and there can be no delay,” Lavrov said, adding that calls for military action “contradicted” agreements from the G8 summit in Northern Ireland.

“Using force without the approval of the UN Security Council is a very grave violation of international law,” he said.

After two years of hesitating, US President Barack Obama announced he will deliver arms to the Syrian rebels, citing unverified “proof” that the troops of the Syrian Bashar Al-Assad government used Sarin gas against so-called opposition rebels. The Obama flip-flop is bizarre and reveals a President under enormous pressure to detonate a war whose consequences may well bring the world into a Third World War.

According to a report in the New York Times, it was nasty pressure from former US President Bill Clinton, along with a series of nasty initiatives from Israel’s Prime Minister Netanyahu, Republican warhawks like John McCain, who tipped Obama to active intervention.[1] Even former Presidential national security adviser, Zbigniew Brzezinski, by no means a peace dove, went on US national TV to deride the Obama decision: “I think our posture is baffling, there no strategic design, we’re using slogans,” stated Brzezinski on MSNBC’s Morning Joe Friday. “It’s a tragedy and it’s a mess in the making. I do not see what the United States right now is trying to accomplish.” [2]

He added, “we are running the risk of getting into another war in the region which may last for years and I don’t see any real strategic guidance to what we are doing. I see a lot of rhetoric, a lot emotion, a lot of propaganda in fact.” [3]

The same Brzezinski in an interview with a Paris daily, boasted it had been his policy to arm the Mujihadeen Muslim Salafists, including a then-young Saudi named Osama bin-Laden, to actually provoke a Soviet invasion of Afghanistan in 1979.[4]

Also according to reliable sources close to the Pentagon, the US military is opposed to another war in the Islamic world after suffering the debacles of Afghanistan and Iraq.

MOSCOW, June 15 (RIA Novosti) – The creation of a no-fly zone in war-torn Syria would contravene international law, Russian Foreign Minister Sergei Lavrov said on Saturday, amid media speculation that the US plans to do just that.

“You don’t have to be a great expert to realize that this will be a violation of international law. We hope our American colleagues will direct all their practical activity into implementing a joint US-Russian initiative to convene a conference devoted to improving the situation in Syria,” Lavrov said after meeting with his Italian counterpart.

Media reports on Friday cited unidentified Western diplomats as saying that the US, which said this week that it would provide military support to the Syrian opposition, was considering establishing a no-fly zone in Syria. US fighter jets and anti-aircraft missiles were sent to Syria’s neighbor Jordan earlier this month for military exercises.

Russia warned the West on Tuesday against unilateral action on Syria, a day after U.S. President Barack Obama threatened “enormous consequences” if his Syrian counterpart used chemical or biological arms or even moved them in a menacing way.

Russian Foreign Minister Sergei Lavrov, speaking after meeting China’s top diplomat, said Moscow and Beijing were committed to “the need to strictly adhere to the norms of international law … and not to allow their violation”.

US ‘tells Russia to warn Iran of last chance’ (Telegraph, Mar 14, 2012):

US-led military strikes against Iran are inevitable this year if Tehran does not give ground at multilateral talks next month over its nuclear programme, according to diplomatic sources in Moscow.

Hillary Clinton, the US Secretary of State, has asked Russian foreign minister Sergei Lavrov to warn Iran the negotiations represent a “last chance” to avoid military action, the Kommersant newspaper reported.

“Hillary Clinton asked her Russian colleague to pass that thought on to the Iranian authorities, with whom Washington does not maintain its own relations,” a high-ranking foreign ministry source told the paper.

The source said there was a high likelihood of an attack “before the end of the year”, adding: “The Israelis are, in essence, blackmailing [US president Barack] Obama. They are putting him in a difficult position: either he supports war or he himself will lose support.”
