Newly released neutron data from three University of California San Diego scientists confirms Fairewinds’ April analysis that the nuclear core at Fukushima Daiichi turned on and off after TEPCO claimed its reactors had been shutdown. This periodic nuclear chain reaction (inadvertent criticality) continued to contaminate the surrounding environment and upper atmosphere with large doses of radioactivity.

In a second area of concern, Fairewinds disagrees the NRC’s latest report claiming that all Fukushima spent fuel pools had no problems following the earthquake. In a new revelation, the NRC claims that the plutonium found more than 1 mile offsite actually came from inside the nuclear reactors. If such a statement were true, it indicates that the nuclear power plant containments failed and were breached with debris landing far from the power plants themselves. Such a failure of the containment system certainly necessitates a complete review of all US reactor containment design and industry assurances that containments will hold in radioactivity in the event of a nuclear accident. The evidence Fairewinds reviewed to date continues to support its April analysis that the detonation in the Unit 3 Spent Fuel pool was the cause of plutonium found off site.

Third, the burning of radioactive materials (building materials, trees, lawn grass, rice straw) by the Japanese government will cause radioactive Cesium to spread even further into areas within Japan that have been previously clean, and across the Pacific Ocean to North America.

And finally, the Japanese government has yet to grasp the severity of the contamination within Japan, and therefore has not developed a coherent plan mitigate the accident and remediate the environment. Without a cohesive plan to deal with this ongoing problem of large scale radioactive contamination, the radioactivity will continue to spread throughout Japan and around the globe further exacerbating the problem and raising costs astronomically.

FUKUSHIMA (Kyodo) — A research agency in Fukushima Prefecture recently began examining some 110 varieties of rice from in and outside Japan in search for strains that absorb less radioactive cesium from soil.

The project, which the Fukushima Agricultural Technology Center initiated in the wake of the nuclear disaster at the Fukushima Daiichi power plant, is unprecedented in that no research has ever been done on rice grown on ground tainted with a relatively high amount of radioactive matter, the center’s research team said.

Large Zone Near Japanese Reactors to Be Off Limits (New York Times, August 21, 2011):

TOKYO — Broad areas around the stricken Fukushima Daiichi nuclear plant could soon be declared uninhabitable, perhaps for decades, after a government survey found radioactive contamination that far exceeded safe levels, several major media outlets said Monday.

The formal announcement, expected from the government in coming days, would be the first official recognition that the March accident could force the long-term depopulation of communities near the plant, an eventuality that scientists and some officials have been warning about for months. Lawmakers said over the weekend — and major newspapers reported Monday — that Prime Minister Naoto Kan was planning to visit Fukushima Prefecture, where the plant is, as early as Saturday to break the news directly to residents. The affected communities are all within 12 miles of the plant, an area that was evacuated immediately after the accident.

The government is expected to tell many of these residents that they will not be permitted to return to their homes for an indefinite period. It will also begin drawing up plans for compensating them by, among other things, renting their now uninhabitable land. While it is unclear if the government would specify how long these living restrictions would remain in place, news reports indicated it could be decades. That has been the case for areas around the Chernobyl plant in Ukraine after its 1986 accident.

4,000 Potentially Radioactive Cows Shipped from One Farm in Namie-Machi, Fukushima

4,000 Potentially Radioactive Cows Without Radioactive Rice Hay May Have Been Shipped from One Farm in Namie-Machi, Fukushima (EX-SKF, Aug 20, 2011):

Radioactive beef from Fukushima meat cows (then Miyagi, then Iwate, then…) was first in the news in early July. Then, the culprit was very quickly identified as radioactive rice hay that was stored outside when Fukushima I Nuke Plant started to spew out radioactive materials.

First they said the rice hay was fed to the cows because there was nothing else to feed due to supply disruption after the March 11 earthquake. Then it turned out that rice hay was integral part of fattening the meat cows before they were sold to the market.

Then the news broke on August 19 that some meat cows from Fukushima were highly radioactive even without radioactive rice hay.

And then it turns out that 4,000 such cows may have been shipped from one cattle farm in Namie-machi alone since the accident. The radiation level on the farm is high, as you can read in the Kahoku Shinpo article below.

Well, that instantly doubles the number of meat cows potentially contaminated with radioactive cesium. I say potentially, because most of the meat has been consumed already and there’s no way to test it.

Regarding the 4 meat cows from a cattle farm in Namie-machi in Fukushima Prefecture that exceeded the provisional safety limit for radioactive cesium (500 becquerels/kg), the Fukushima prefectural government disclosed on August 5 that the meat from 5 additional cows from the same farm contained radioactive cesium exceeding the provisional safety limit. From this farm in Namie-machi, total 229 cows including the 9 that were contaminated were shipped to Yokohama City between March 15 and April 19.

SENDAI (Kyodo) — Radioactive cesium at a level over four times the government-set safety limit has been detected in the meat of a wild boar captured in Kakuda city, Miyagi Prefecture, the prefectural government said Friday.

It is the first time that radioactive contamination exceeding the safety limit was found in a wild animal or bird in the northeastern Japanese prefecture, local officials said, adding they will ask people in the prefecture not to eat meat of wild animals and birds for the time being.

‘Severely Contaminated Hotspots’ Found In Tokyo

Our Nationwide Soil Testing Project has begun! (Radiation Defense Project):

As our first work of our Nationwide Soil Testing Project, we tested soil samples from 150 areas in the Tokyo metropolitan area. This project is the first unified investigation on the diffusion of radioactive particles in the metropolitan area including Tokyo, Chiba, Saitama, Kanagawa, and Ibaraki prefectures, whereas the national and local governments are separately performing their investigations.

Local participants of this project collected soil samples from their preferred locations, and sent them to the same laboratory to test radioactive particles (Iodine-131, Cesium-134, and Cesium-137.) As a result, we discovered that the radioactive fallout in the metropolitan area was quite significant. Some of the extremely high numbers show that there are severely contaminated “hotspots” within the city.

We would be continuing our soil testing project on a nationwide level, to then bring actual ideas and actions to prevent the various effects of radiation.

Now Canada Plans To Test West Coast Fish For Fukushima Radiation

West Coast fish to be tested for Fukushima radiation (CBC NEWS, Aug 19, 2011):

The Canadian Food Inspection Agency plans to start testing fish off the coast of British Columbia for the presence of radiation stemming from the Fukushima nuclear disaster in Japan earlier this year.

The agency has not yet released any specific details on the testing program, but did say it expects the test results to be well below Health Canada’s actionable levels for radiation.

Fisheries activist Alexandra Morton with the Raincoast Research Society says she supports the testing, but calls the announcement a political move. Morton says millions of sockeye have started returning to the Fraser River and the fishing season is already well underway.

Salmon are a particular concern to Morton and others because their wide-ranging migration patterns can take them right across the Pacific Ocean to the coast of Japan.

“If they were actually concerned about the health of people and the fish, they would have started this actually at the beginning of the commercial openings. But to release this two days before the disease hearings at the Cohen inquiry, to me it’s a political statement, it’s a political effort to appear responsible,” she said.

The Cohen Commission hearings into the collapse of the 2009 Fraser River sockeye salmon run resumed in Vancouver earlier this week.

Morton also wants the CFIA to test farmed salmon, because she says trace amounts of radiation were detected in seaweed on the B.C. coast.
Radiation levels soared in Japan

Following the failure of the Fukushima Daiichi nuclear plant in northeastern Japan, concentration of radioactive iodine-131 in seawater in the area soared to 1,250 times the normal figure, the Japanese Nuclear and Industrial Safety Agency said in March.

Radiation began seeping from the plant when a magnitude 9 earthquake and a tsunami on March 11 knocked out its cooling systems. The contamination has made its way into milk and vegetables, including broccoli, cauliflower and turnips tested in Japan.

But radioactive iodine-131 has a half-life of eight days, which means in several weeks its threat reduces to a minuscule level, according to nuclear experts.
Canadian tests found no concerns

CFIA says it tested 165 food and feed products imported from Japan after the disaster and found all were below Health Canada’s levels for concern.

The agency also tested 34 samples of domestically produced milk from British Columbia and all were found safe for consumption.

Negligible levels of radioactivity in the atmosphere were also detected along the West Coast by monitoring stations following the disaster.

“The radiation levels found on the West Coast are less than the natural levels of radiation that would be detected when it rains or snows,” said a statement released by the CFIA.

High Level Radioactive Cesium In Manure From Radioactive Fukushima Cows, Pigs That Have Been Sold To Farmers All Over Japan

Shimane Prefecture, in Chugoku region, announced that a high level of radioactive cesium has been detected from manure from the cows purchased from Fukushima Prefecture in May and June.

They were not fed with radioactive rice hey.

Some people in Japan suspected from the beginning when the meat cows from Fukushima were found with radioactive cesium that it was not just from the feed but from air and water. They were dismissed by the government officials who insisted the problem was just the radioactive rice hay.

Both the national government and the Fukushima prefectural government encouraged the cattle farmers in the evacuation zones in Fukushima to sell their cows and pigs to cattle farmers outside Fukushima, and many farmers bought them. Now they are being raised all over Japan.

Shimane Prefecture announced on August 19 that radioactive cesium was detected at two cattle farms out of 15 that had purchased meat cows from Fukushima Prefecture in May and June. At one of the farms, the level exceeded the provisional safety limit (400 becquerels/kg). The Ministry of Agriculture, Forestry and Fisheries had issued a notice earlier to Shimane Prefecture that it was free to move and ship meat cows, based on the survey results from Fukushima Prefecture.

So where did the cow get the dose of radioactive cesium? Air? Water? No one knows, because everyone in the government and the producers have been looking only at radioactive rice hay.

According to the Ministry of Health, Labor and Welfare, radioactive cesium in the amount exceeding the national provisional limit has been detected from the beef from a cow raised in Fukushima Prefecture. This meat has been stored at a meat processing facility, and according to the investigation so far the cow was never fed the radioactive rice hay. The national government was going to lift the shipping ban on meat cows in Fukushima Prefecture today (August 19) but instead has instructed the Fukushima prefectural government to continue to halt shipping for the time being and conduct further investigation.

On a separate piece of news (link in Japanese), the manure made from chicken poop mixed with dead leaves and sawdust in Tama district of Tokyo (west) has been found to contain 890 becquerels/kg of radioactive cesium. I hope it is from dead leaves or sawdust, and not from chickens. Chickens are fed with the chicken feed from the US, and they are raised indoors.

Researchers plan to test for radiation in Yukon’s local food supply some six months after a Japanese nuclear disaster.

The Northern Contaminants Program will test caribou for radiation as part of its ongoing effort to monitor the Porcupine Caribou Herd.

The move comes after a nuclear power plant in Japan was severely damaged in March following an earthquake and tsunami, which spewed radiation into the air and water for weeks after the accident.

Associated Press= TOKYO (AP) — A magnitude-6.8 earthquake struck off Japan’s northeastern coast Friday, triggering a tsunami advisory that was later lifted. There were no immediate reports of damage or injuries in the temblor, which rattled the area devastated earlier this year by a massive quake and tsunami.

The 2:36 p.m. (0536 GMT) quake was centered about 185 miles (300 kilometers) northeast of Tokyo and at a depth of 12 miles (20 kilometers), slightly south of where the magnitude-9.0 temblor struck March 11, Japan’s Meteorological Agency said.

The agency issued a tsunami advisory, predicting waves of 20 inches (50 centimeters) along the coast of Miyagi and Fukushima prefectures, where a nuclear plant crippled by March’s quake-spawned tsunami is located. The agency lifted the advisory about 30 minutes later.

The government authorities, whether national or municipal, say they’ve been measuring the radiation at parks and schools where children go, but they’ve been criticized for picking the least contaminated locations to measure.

Here’s a case in Kawasaki City, where a citizens’ group measured on their own, found a high radiation location in a park that the city said it had measured, and alerted the city about the highly radioactive dirt right next to the swimming pool that children are using since early July.

According to the [Kanagawa] prefectural crisis management division, it is the highest level of air radiation measured in Kanagawa.

Scientists and doctors are calling for a new national policy in Japan that mandates the testing of food, soil, water, and the air for radioactivity still being emitted from Fukushima’s heavily damaged Daiichi nuclear power plant.

“How much radioactive materials have been released from the plant?” asked Dr Tatsuhiko Kodama, a professor at the Research Centre for Advanced Science and Technology and Director of the University of Tokyo’s Radioisotope Centre, in a July 27 speech to the Committee of Health, Labour and Welfare at Japan’s House of Representatives.

“The government and TEPCO have not reported the total amount of the released radioactivity yet,” said Kodama, who believes things are far worse than even the recent detection of extremely high radiation levels at the plant.
