In yet another slap in the face for an already reeling Europe, moments ago Austria’s Constitutional Court ruled on Friday that the presidential runoff election must be held again, handing the Freedom Party’s narrowly defeated candidate another chance to become the first right-wing head of state in the European Union. Norbert Hofer of the anti-immigration FPO lost the May 22 vote to former Greens leader Alexander Van der Bellen by less than one percentage point, or around 31,000 votes, all due to mailed-in ballots.

This prompted a loud outcry of allegations that the vote had been rigged. As it turns out the allegations were spot on.

As a reminder, one month ago – in the aftermath of the Freedom Party candidate’s loss by a negligible margin in the Austrian presidential runoff election – five voting districts were being investigated over postal vote irregularities in the close-run presidential election. Allegations of fraud arose from the far-right Freedom party of defeated candidate Norbert Hofer, after the Green candidate Alexander Van der Bellen just scrapped ahead with 31,000 votes when the postal ballot was counted. As a result, the anti-immigrant Freedom Party had challenged the election result earlier this month, alleging “catastrophic” violations of election law, especially in how mail-in ballots were processed.

Many were sceptical that anything of substance would be found, and yet that is precisely what happened: as the WSJ reports, the court found law violations in “many districts” in how the May 22 second-round vote was carried out, Mr. Neuwirth said. “It is for the [Constitutional Court] completely clear that the laws that regulate an election must be applied rigorously.”

The Internal Revenue Service spent nearly US$11 million on arms.

A new report by a taxpayer watchdog group reveals that the growing militarization in the United States goes beyond police departments by showing how nonmilitary federal agencies are arming themselves like military units.

The report “The Militarization of America” examines government expenditures by 67 federal agencies between 2006 and 2014 and found that they spent US$1.48 billion stockpiling guns, ammunition and other military-style equipment.

As we noted today, the rumors of an Italian bank bailout, which started on Monday morning, and were promptly shot down by Merkel the next day, got louder today after a Reuters report that the government is considering more creative ways to inject liquidity into Italy’s banks. However that was just an appetizer to a main course, which came later today when as the WSJ reported citing a spokeswoman for the European Union’s executive arm that the “European Commission has authorized Italy to use government guarantees to create a precautionary liquidity support program for their banks.”  

How did this happen so quietly under the table and without Merkel’s blessing? WSJ says that the program was approved under the bloc’s “extraordinary crisis rules for state aid.”

And here we thought that Italy’s banks are actually doing so very well.  Oh wait, no we didn’t.

This makes final passage of the legislation a virtual certainty as sixty votes were needed to clear the procedural hurdle, but only a majority vote is necessary on final passage.

Another day, another report of a US encounter with Russia – it is certainly becoming a routine event. In a statement made on Tuesday, the USS Gravely approached the Yaroslav Mudry, a Russian frigate, on June 17, passing at a distance of 55 meters (180ft), the Defense Ministry said in a statement.

The US guided-missile destroyer Gravely breached international safety rules by coming withing dangerous proximity of the Yaroslav Mudry in the eastern Mediterranean, the Russian Defense Ministry said.

According to the statement, the warship’s captain and crew violated the international Regulations for Preventing Collisions at sea (COLREGS) which govern the conduct of two or more vessels when they meet at sea in order to prevent dangerous situations.

“The US sailors, in particular, neglected Rule 13, which stipulates that an overtaking vessel must keep out of the way of the vessel being overtaken,” the Defense Ministry said. It added that the USS Gravely had also violated Rule 15, which says that a vessel that has another vessel on the starboard side must yield and avoid crossing ahead of her.
