In fact, the National Health Service is so chronically under-funded — socialized medical systems require massive infusions of tax money — that scores of senior physicians may begin refusing to take on new patients unless the government commits more financial resources, the UK’s Daily Mail is reporting.

Nick Hex, a health economist, says treating the disease currently costs the health service £10 billion a year, or 10% of the NHS budget, which is estimated to spiral to 17%. This might be enough to bankrupt the NHS. Professor Anthony Barnett from the University of Birmingham has accused the food industry of not taking the problem of sugar consumption and type 2 diabetes seriously and has urged Government to legislate to halt the rise in the chronic disease to stop it busting our health service.

The barcodes, which will be read by handheld scanners, are to be issued to patients from October neaxt year under the orders of the Information Standards Board (ISB) for Health and Social Care.

By next April trusts have must plans on how they will implement the change-over.

The ISB is imposing the rule to cut down on the number of avoidable errors like patients being given the wrong medication.

More than 50,000 jobs are disappearing from the NHS, according to freedom of information responses, which reveal for the first time the extent of cuts by local health trusts struggling to save £20bn from their budgets.

The survey, by the union-funded website False Economy, represents the most up-to-date picture of the effects of efficiency savings in the NHS and reveals that in England alone, 24,000 posts will be lost in hospitals, another 10,000 will go in primary care trusts and 6,000 will disappear from mental health trusts.

They include doctors, nurses and dentists as well as administrative positions, undermining government pledges to protect frontline services.

NHS bosses have drawn up secret plans for sweeping cuts to services, with restrictions on the most basic treatments for the sick and injured.

Some of the most common operations — including hip replacements and cataract surgery — will be rationed as part of attempts to save billions of pounds, despite government promises that front-line services would be protected.

Patients’ groups have described the measures as “astonishingly brutal”.

An investigation by The Sunday Telegraph has uncovered widespread cuts planned across the NHS, many of which have already been agreed by senior health service officials. They include:

* Restrictions on some of the most basic and common operations, including hip and knee replacements, cataract surgery and orthodontic procedures.

* Plans to cut hundreds of thousands of pounds from budgets for the terminally ill, with dying cancer patients to be told to manage their own symptoms if their condition worsens at evenings or weekends.

* The closure of nursing homes for the elderly.

* A reduction in acute hospital beds, including those for the mentally ill, with targets to discourage GPs from sending patients to hospitals and reduce the number of people using accident and emergency departments.

* Tighter rationing of NHS funding for IVF treatment, and for surgery for obesity.

* Thousands of job losses at NHS hospitals, including 500 staff to go at a trust where cancer patients recently suffered delays in diagnosis and treatment because of staff shortages.

* Cost-cutting programmes in paediatric and maternity services, care of the elderly and services that provide respite breaks to long-term carers.

The Sunday Telegraph found the details of hundreds of cuts buried in obscure appendices to lengthy policy and strategy documents published by trusts. In most cases, local communities appear to be unaware of the plans.

Dr Peter Carter, the head of the Royal College of Nursing, said he was “incredibly worried” about the disclosures.

Hundreds of delegates to the British Medical Association’s conference are expected to support seven motions all opposed to the use of public money to pay for remedies which they claim are, at best, scientifically unproven and, at worst, ineffective.

Critics of the 200-year-old practice also want junior doctors to be exempt from working at homoeopathic hospitals because it goes against the principles of evidence-based medicine. Sugar pills and placebos have no place in a modern health service, they say, especially as the NHS must find £20bn in savings over the next few years.

But supporters claim homoeopathy helps thousands of patients with chronic conditions such as ME, asthma, migraine and depression who have not responded to conventional medical treatments. The British Homoeopathic Association (BHA) points out that less than 0.01 per cent of the massive NHS drug bill is spent on homoeopathic tinctures and pills.

Nevertheless, the conference will also hear calls for homoeopathic remedies to be banned from chemists unless they are clearly labelled as placebos rather than medicines. The over-the-counter market is worth around £40m a year, and rising, according to Mintel, the consumer research organisation.

But civil liberty campaigners and union bosses warned that such intrusive measures by the Home Office would destroy the relationship of trust between GPs and their patients or social workers and clients.

They would also put professionals at risk of reprisals if they are seen as police informers.

Opposition MPs said recent fiascos involving huge quantities of personal data lost or leaked by the Government raised grave doubts over plans for sharing and swapping private data.

The scheme, outlined in the Government’s latest Tackling Violence Action Plan, will mean redrafting the NHS’s strict privacy protection rules to encourage health staff to share patients’ confidential data as part of “public interest disclosures”.

The document sets out plans for identifying individuals who may not have committed any offences but are judged to be at risk of involvement in violence”.

Tell-tale signs of those ‘whose behaviour may be identified as risky’ include drug addicts or alcoholics, mental health patients and youngsters who join gangs or who have been the victims of violence either in the home or on the street.
