Put this in the “What in the hell are they thinking?” category, but the Department of Homeland Security’s (DHS) protectors of the friendly skies, the Transportation Safety Administration (TSA) has submitted another request for high explosives via the Federal Business Online website today, and has issued a Limited Source Justification for three businesses to provide the material: Hallowell Manufacturing LLC, Omni Explosives Inc, and Tripwire Operations Group.

While this is not new, the explosive they are requesting has not been ordered/solicited in the past 10 years.

They are requesting a total of 1,386 pounds of dynamite, specifically – UNIMAX extra gelatin NG- SIZE, which comes out to 1,980 sticks of 1 1/2 inch by 8 inches of nitroglycerin badness.

Perhaps it is time to finally admit that anyone who thought Putin’s Tuesday press conference, which the market so jubilantly assumed was a case of “blinking” and de-escalating tensions with the west, was wrong. If there is still any confusion, following yesterday’s news that Gazprom officially threatened Ukraine with cutting off its gas supplies, as well as the storming of a Ukraine base by Russian troops – luckily with no shots fired so far – then today’s developments should any remaining doubts. Moments ago AP reported that as the latest, third in a row, group of OSCE inspectors tried to enter Ukraine, they were not only barred from doing so, but warnings shots were fired to emphasize the point by pro-Russian forces.

An Associated Press reporter says pro-Russian forces refused to let a foreign military mission enter Crimea on Saturday.

After the officers had stopped, the armed men fired warning bursts of automatic weapons fire into the air to make other unidentified vehicles halt. No injuries were reported.

Plenty of excuses out there for this evening’s collosal miss in Chinese exports (-18.1% YoY vs an expectation of a 7.5% rise) mainly based on timing issues over the Lunar New Year (but didn’t the 45 economists who forecast this data know the dates before they forecast?) This is a 6-sigma miss and plunges China’s trade balance to its biggest miss on record and 2nd largest deficit on record. Combining Jan and Feb data (i.e. smoothing over the holiday), exports are still down 1.6% YoY – not good for the much-heralded global recovery. Exports to the rest of the BRICs were all down over 20% but no there is no contagion from an emerging market crisis.

Even when the trade deficit was last this large, economists were more accurate – this is the biggest miss on record…

Of course, the US agreed to $1b bailout yesterday – but that’s not supposed to be used as a direct transfer payment to the Russians.

The debt that Ukraine’s Naftogaz Ukrainy owes for Russian natural gas has risen to $1.89 billion, Gazprom CEO Alexei Miller told journalists.

“In fact, this means that Ukraine has stopped paying for gas,” Miller said.

“This is completely at odds with the provisions of the contract and international trade practice. For our part, we have always met and will meet our contractual obligations. But we can’t supply gas free of charge. Either Ukraine repays its debt and pays for current deliveries or the risk of returning to the situation at the beginning of 2009 will appear. We will notify the Russian government concerning the situation that is taking shape,” Miller said.

Russian troops began storming a Ukrainian military base on the Crimean peninsula soon after dark on Friday, ramming the gates with a truck and rushing inside, a Colonel of the Ukrainian air force tells TIME. Within two hours, the Russian forces managed to seize part of the Ukrainian air force base at the edge of Sevastopol, the city that also houses Russia’s Black Sea naval fleet.

“The attack is on,” says Colonel Viktor Kukharchenko, the deputy commander of another Ukrainian air force base in Crimea. “The Russian forces are now trying to take the rest of the base. Their commander is negotiating with our forces, demanding they lay down their arms and surrender.” He said he was not aware any shots being fired in the course of the attack. A spokesman for Ukraine’s defense ministry confirmed that the A-2355 base outside Sevastopol had been stormed by Russian troops late in the evening on Friday, adding that it houses a tactical aviation command center responsible for anti-aircraft defenses. He also said there were about 100 Ukrainian soldiers posted inside the base.

Environmental Science & Technology (ACS Publications), March 6, 2014: Isotopic compositions of 236U and Pu isotopes in “Black Substances” collected from roadsides in Fukushima Prefecture: fallout from the Fukushima Dai-ichi Nuclear Power Plant accident — Black colored road dusts were collected in high radiation areas in Fukushima Prefecture. Measurement of 236U and Pu isotopes and 134,137Cs in samples was performed in order to confirm whether refractory elements such as U and Pu from the fuel core were discharged […] The concentrations of 134,137Cs in all samples were exceptionally high, ranging from 0.43 to 17.7 MBq/kg, respectively. 239+240Pu was detected at low levels, ranging from 0.18 to 1.14 Bq/kg and with high 238Pu/239+240Pu activity ratios of 1.64 to 2.64. 236U was successfully determined in the range 0.28 to 6.74 x10^-4 Bq/kg. The observed activity ratios for 236U/239+240Pu were in reasonable agreement with those calculated for the fuel core inventories, indicating that trace amounts of U from the fuel cores were released together with Pu isotopes, but without large fractionation. The quantities of U and 239+240Pu, emitted to the atmosphere were estimated as 2.3×10^9 Bq (150 g) and 3.9×10^6 Bq (580 mg), respectively. Amid a Russian spokesperson “hoping” tensions do not escalate into a new cold war with the US, China has come out (perhaps unsurprisingly) on Russia’s side strongly condemning any sanctions:

“China has consistently opposed the easy use of sanctions in international relations, or using sanctions as a threat.”

The comments from China’s Foreign Ministry reflect the country’s close ties with Russia and confirm what Russia’s ambassador to Canada noted, we “can always turn to China if the West follows through on threats of tougher sanctions,” adding that “Western countries would largely be hurting themselves if they impose tougher sanctions.”
