Sorry, this assumption is incorrect, the Iraqi SCUD missile, which was based on the WWll German V2 Rocket was NOT designed to fly horizontally. It had no wings.
IMHO this was a basic U.S. Cruise Missile as used extensively during the 2003 Iraq invasion by the U.S. Manufactured by many U.S. aerospace weapons manufacturers, it was also based on German WWll technology, the V1 DOODLEBUG.
British pilots used to follow V1’s in Spitfires & Hurricanes and tip their wings up causing them to veer off course towards less populated areas.
