  1. Somebody should get the bullet for this.

    There are thousands of bureaucrats responsible for environmental planning….especially in Russia.

    Bloody locusts follow a predictable pattern based on temperature, humidity, previous cyclic egg deposits, and timing. All predictable.

    Somebody took their eye off the ball.

    This is a ‘cock up’ and Vlad should make a scapegoat of the head of the Department that didn’t do its job.
