Government under pressure to open US skies to unmanned drones despite safety concerns

WASHINGTON (AP) — Unmanned aircraft have proved their usefulness and reliability in the war zones of Afghanistan and Iraq. Now the pressure’s on to allow them in the skies over the United States.

The Federal Aviation Administration has been asked to issue flying rights for a range of pilotless planes to carry out civilian and law-enforcement functions but has been hesitant to act. Officials are worried that they might plow into airliners, cargo planes and corporate jets that zoom around at high altitudes, or helicopters and hot air balloons that fly as low as a few hundred feet off the ground.

On top of that, these pilotless aircraft come in a variety of sizes. Some are as big as a small airliner, others the size of a backpack. The tiniest are small enough to fly through a house window.

The obvious risks have not deterred the civilian demand for pilotless planes. Tornado researchers want to send them into storms to gather data. Energy companies want to use them to monitor pipelines. State police hope to send them up to capture images of speeding cars’ license plates. Local police envision using them to track fleeing suspects.

Like many robots, the planes have advantages over humans for jobs that are dirty, dangerous or dull. And the planes often cost less than piloted aircraft and can stay aloft far longer.

“There is a tremendous pressure and need to fly unmanned aircraft in (civilian) airspace,” Hank Krakowski, FAA’s head of air traffic operations, told European aviation officials recently. “We are having constant conversations and discussions, particularly with the Department of Defense and the Department of Homeland Security, to figure out how we can do this safely with all these different sizes of vehicles.”

Governments around the world might be heralding an age of austerity, and warning citizens that they will need to cut public services, but the aftershocks of the global financial crisis have had little impact on military budgets, a leading thinktank says.

Last year, $1.5 trillion (£1tn)was spent on weapons, an annual increase in real terms of 5.9%, according to the latest report by Sipri, the Stockholm International Peace Research Institute.

The US accounted for more than half of the total increase, though arms spending increased fastest in Asian countries, with China raising its military expenditure most, followed by India. Global spending has risen by nearly 50% over the past decade, said Sipri.

The US headed the list of the world’s top 10 arms buyers last year, spending $661bn on military equipment. It was followed by China (spending an estimated $100bn), France ($63.9bn), Britain ($58.3bn), Russia (an estimated $53.3bn) and Japan ($51.8bn), according to the report.

The Government is funding new research aimed at getting permission to fly drones anywhere in Britain, in a move which could benefit defence companies BAE Systems, EADS and Thales but inflame civil liberty concerns.

The use of unmanned aircraft for surveillance hit the headlines last week, after Merseyside Police had to ground their drone when it was discovered they were using it without a licence.

But a government-funded European group is pushing ahead with work aimed at showing that drones, known as unmanned aerial vehicles (UAVs), can safely be used in civil airspace. Drones cannot be flown outside regulated areas at present because they are controlled remotely and do not have the ability to “see”.

The Civil Aviation Authority (CAA) must be satisfied the aircraft has the same ability as a piloted plane to spot unexpected obstacles and take action to avoid them, before they will be let loose above Britain. The CAA also restricts the use of drones for surveillance because of concerns about invasion of privacy.

The European Defence Agency has hired aerospace and defence group EADS to research how communication via satellites can be used “for the integration of unmanned aircraft systems into European airspace”, with the goal of starting demonstration missions next year.

The study aims to show that satellites are reliable enough to allow uninterrupted communication between the drone and the person piloting it remotely, giving the aircraft an adequate “sense and avoid” capability to make it safe to fly in built-up areas and to share the sky with other planes.

Drones are of interest to the military and the police as surveillance tools, and could be used by immigration authorities for patrolling Britain’s coastline. But concerns have been raised because the UK is already one of the most “watched” countries in Europe, with the proliferation of CCTV cameras.

Future Big Brother Police State: Meet the UK’s Armed Surveillance Robot Drones

Police forces all over the UK will soon be able to draw on unmanned aircraft from a national fleet, according to Home Office plans. Last month it was revealed that modified military aircraft drones will carry out surveillance on everyone from protesters and antisocial motorists to fly-tippers, and will be in place in time for the 2012 Olympics.

Surveillance is only the start, however. Military drones quickly moved from reconnaissance to strike, and if the British police follow suit, their drones could be armed — but with non-lethal weapons rather than Hellfire missiles.

The flying robot fleet will range from miniature tactical craft such as the miniature AirRobot being tested by Essex police, to BAE System’s new HERTI drone as flown in Afghanistan. The drones are cheaper than police helicopters — some of which will be retired — and are as wide as 12m in the case of HERTI.

Watching events on the ground without being able to act is frustrating. Targets often got away before an unarmed drone could summon assistance. In fact, in 2000 it was reported that an airborne drone spotted Osama bin Laden but could do nothing but watch him escape. So the RAF has been carrying out missions in Afghanistan with missile-armed Reapers since 2007. From the ground these just look like regular aircraft.

The police have already had a similar experience with CCTV. As well as observing, some of these are now equipped with speakers. Pioneered in Middleborough, the talking CCTV allows an operator to tell off anyone engaging in vandalism, graffiti or littering.

Unmanned aircraft can also be fitted with speakers, such as the Long Range Acoustic Device (LRAD), which could not only warn fly tippers that they were breaking the law but also be loud enough to drive them away.

The LRAD is a highly directional speaker made of a flat array of piezoelectric transducers, producing intense beam of sound in a 30-degree cone. It can be used as a loudhailer, or deafen the target with a jarring, discordant noise. Some ships now carry LRAD as an anti-pirate measure: It was used to drive off an attack on the Seabourn Spirit off Somalia in 2005.

LRAD makers American Technology prefer to call its product a device rather than a weapon, and use terms such as “deterrent tones” and “influencing behaviour.” Police in the US have already adopted a vehicle-mounted LRAD for crowd control, breaking up protests at the G20 summit in Pittsburgh last year, although there have been warnings about the risk of hearing damage.

The LRAD has been tested on the Austrian S-100 unmanned helicopter, and the technology is ready if there is a police requirement.

But rather than just driving them away, a police drone should be able to stop fleeing criminals in their tracks. Helicopters already mount powerful searchlights, and strobe lighting capabilities can turn such systems into effective nonlethal weapons. High-intensity strobes can cause dizziness, disorientation and loss of balance making it virtually impossible to run away.

This effect was first harnessed in the “Photic Driver” made by British company Allen International in 1973. However, it has taken improvement in lighting technology (such as fast-switching Xenon lights) and an understanding of the physiology involved to make such weapons practical.

A “light based personnel immobilisation device” developed by Peak Beam Systems Inc has been successfully tested by the US military, and work to mount it on an unmanned helicopter in the States is under way.

This sort of light would be too dangerous for a manned aircraft because of the crew being affected. But an unmanned “strober” could be a literal crime stopper, and something we could see deployed within the next couple of years.

Even the smallest drones could be used for tactical police operations. As far back as 1972 the Home Office looked at model aircraft as an alternative to rubber bullets, literally flying them into rioters to knock them off their feet.

French company Tecknisolar Seni has demonstrated a portable drone armed with a double-barrelled 44mm Flash-Ball gun. Used by French special police units, the one-kilo Flash-Ball resembles a large calibre handgun and fires non-lethal rounds, including tear gas and rubber impact rounds to bring down a suspect without permanent damage — “the same effect as the punch of a champion boxer,” claim makers Verney-Carron.

However, last year there were questions over the use of Flash-Ball rounds by French police. Like other impact rounds, the Flash-Ball is meant to be aimed at the body — firing from a remote, flying platform is likely to increase the risk of head injury.

Another option is the taser. Taser stun guns are now so light (about 150 grams) that they could be mounted on the smaller drones. Antoine di Zazzo, head of SMP Technologies, which distributes tasers in France, says the company is fitting one to a small quad-rotor iDrone (another quad-rotor toy helicopter), which some have called a “flying saucer”.

Police in the UK are planning to use unmanned spy drones, controversially deployed in Afghanistan, for the ­”routine” monitoring of antisocial motorists, ­protesters, agricultural thieves and fly-tippers, in a significant expansion of covert state surveillance.

The arms manufacturer BAE Systems, which produces a range of unmanned aerial vehicles (UAVs) for war zones, is adapting the military-style planes for a consortium of government agencies led by Kent police.

Documents from the South Coast Partnership, a Home Office-backed project in which Kent police and others are developing a national drone plan with BAE, have been obtained by the Guardian under the Freedom of Information Act.

US Air Force Zaps Drones in Laser Test

The demo, sponsored by the Air Force Research Laboratory, was a test of the Mobile Active Targeting Resource for Integrated eXperiments (MATRIX), an experimental system developed by Boeing Directed Energy Systems. According to a company news release, the test showed the ability to take down a hostile unmanned aircraft with a “relatively low laser power” weapon. According to AFRL, MATRIX uses a two and a half kilowatt-class high energy laser.

While ballistic missile defense may get all of the press, some homeland-security experts worry about a more low-tech threat: drone technology. Bill Baker, chief scientist of the Air Force Research Laboratory’s Directed Energy Directorate, said in a statement that the shootdowns “validate the use of directed energy to negate potential hostile threats against the homeland.”

It’s not clear, exactly, how the lasers shot down the drones: Whether they disrupted the aircraft controls, or burned a big hole in them. (An AFRL news release said the drones were “acquired, tracked and negated at significant ranges” but offered few additional details.)

Boeing is seeing a glimmer of progress in its work toward fielding laser weapons.

The defense industry giant on Monday said tests of its Laser Avenger system in December marked “the first time a combat vehicle has used a laser to shoot down a UAV,” or unmanned aerial vehicle. In the testing, the Humvee-mounted Laser Avenger located and tracked three small UAVs in flight over the White Sands Missile Range in New Mexico and knocked one of the drone aircraft out of the sky.

Boeing didn’t go into much detail about the shoot-down. In response to a query by CNET News, it did say this much about the strike by the the kilowatt-class laser: “A hole was burned in a critical flight control element of the UAV, rendering the aircraft unflyable.”

While decades of Hollywood imagery may conjure up a vision of a target disintegrating in a sparkle of light, the actual workings of the laser beam are probably more prosaic. For instance, the beam from Boeing’s much, much larger Airborne Laser, which is intended to disable long-range missiles in flight, uses heat to create a weak spot on the skin of the missile, causing it to rupture in flight. Boeing hopes to conduct the first aerial shoot-down test with the much-delayed 747-based Airborne Laser later this year.

The U.S. military has been working for a while on tiny, buglike drones – to serve as miniature flying spies, Defense Department robot-makers say.

But this video, from the Air Force Research Laboratory, shows that the military is also interested in turning these “Micro Air Vehicles,” or MAVs, into biomorphic weapons that can lie in secret for weeks at a time – and then strike an adversary with lethal accuracy.

“Individual MAVs may perform direct-attack missions,” says the video’s gravelly voiced narrator. “They can be equipped with incapacitation chemicals, combustible payloads or even explosives for precision-targeting capability.”

The Pentagon aims to develop ‘ethical’ robot soldiers, unlike the indiscriminate T-800 killers from the Terminator films

The US Army and Navy have both hired experts in the ethics of building machines to prevent the creation of an amoral Terminator-style killing machine that murders indiscriminately.

By 2010 the US will have invested $4 billion in a research programme into “autonomous systems”, the military jargon for robots, on the basis that they would not succumb to fear or the desire for vengeance that afflicts frontline soldiers.

A British robotics expert has been recruited by the US Navy to advise them on building robots that do not violate the Geneva Conventions.

Colin Allen, a scientific philosopher at Indiana University’s has just published a book summarising his views entitled Moral Machines: Teaching Robots Right From Wrong.

He told The Daily Telegraph: “The question they want answered is whether we can build automated weapons that would conform to the laws of war. Can we use ethical theory to help design these machines?”

Pentagon chiefs are concerned by studies of combat stress in Iraq that show high proportions of frontline troops supporting torture and retribution against enemy combatants.

Pakistan army practises shooting drone aircraft

Pakistani soldiers practised shooting at pilotless “drone” aircraft on Friday, the military said a day after the government lodged a protest with the U.S. ambassador over drone missile strikes in Pakistani territory.

Anti-aircraft guns and short-range surface-to-air missiles were used during the exercise conducted at a desert range near the city of Muzaffargarh in the central Pubjab province.

“The elements of Army Air Defence demonstrated their shooting skills by targeting the drones flying at different altitudes,” the military said in a statement.

Air defence commander Lieutenant-General Ashraf Saleem praised the “precision and agility” of the gunners.

Pakistan is bristling over a series of missile strikes by U.S. drones targeting al Qaeda and Taliban militants in the lawless tribal regions along the Afghan border in recent weeks.

The U.S. forces have carried out more than 20 such drone attacks in the last three months, reflecting U.S. impatience over militants from Pakistan fuelling the Taliban insurgency in Afghanistan and fears that al Qaeda fighters in northwest Pakistan could plan attacks in the West.

A U.S. commando raid on September 3 led to a diplomatic storm, and there has not been any subsequent incursion by ground troops.

August 11, 2008: The U.S. Air Force is, for the first time, converting a fighter wing from manned (F-16) combat aircraft, to unmanned ones (the MQ-9 Reaper.) The conversion, for the 174th Fighter Wing, has been in the works for three years, and the last combat sorties in manned aircraft were flown last week, by members of the 174th serving in Iraq.
The air force has already converted several combat wings to fly Predators which, while armed (with two 107 pound Hellfire missiles), are considered reconnaissance aircraft. The Reaper is considered a combat aircraft, optimized for seeking out and destroying ground targets. Jet powered combat UAVs are in development. It’s only a matter of time before UAVs take over air superiority, strategic bombing and suppression of enemy air defenses duties as well.

War really is getting more like a video game, as hardware and software from the gaming industry is increasingly being adopted for military use. The latest sign of this appeared at the Farnborough air show this week, where arms-maker Raytheon showed off its new Universal Control System for robotic aicraft. It’s based on the same technology that drives Halo and Splinter Cell:

“Gaming companies have spent millions to develop user-friendly graphic interfaces, so why not put them to work on UAVs [unmanned aerial vehicles]?” says Mark Bigham, business development director for Raytheon’s tactical intelligence systems. “The video-game industry always will outspend the military on improving human-computer interaction.”

CREECH AIR FORCE BASE, Nevada (CNN)From a desert outpost northwest of Las Vegas, elite fighter pilots journey to a war zone in Afghanistan, some 7,500 miles away.

It might be the world’s longest commute, except that these armchair pilots at Creech Air Force Base in Nevada never leave the air-conditioned comfort of their command center.

Air Force pilots are employing remotely controlled fighter-bomber aircraft — known in military parlance as unmanned aerial vehicles, or UAVs — to fly combat missions over Afghanistan, hunting for insurgents bent on undermining Afghan President Hamid Karzai’s fragile government.

This is the future of aerial combat.

Sitting in a virtual cockpit is not as exciting as flying a fighter jet, but unmanned attack-plane pilots can enjoy a normal workday schedule — more or less.

“Seeing bad guys on the screen and watching them possibly get dispatched, and then going down to the Taco Bell for lunch, it’s kind of surreal,” says Captain Matt Dean.

The original drone was the “Predator,” armed with a pair of Hellfire missiles. It was followed by its bigger and far more lethal cousin, “the Reaper,” which carries four times as much firepower. The Reaper can carry the same bomb load as an F-16 fighter plane, but its pilots are not put in harm’s way.

The Air Force once employed jerry-rigged missiles strapped to unmanned spy planes. Now military commanders see remotely piloted aircraft as the model for the way future wars will be fought.

For over a year, Reapers have been flying two separate round-the-clock patrols over eastern Afghanistan, controlled from the Creech AFB command center, which has been strictly off-limits to the media until now.

Reaper pilots so far this year have launched 64 missiles and dropped seven 500-pound bombs in Afghanistan.

English village to be invaded in spybot competition

A village in south-west England will shortly be swarming with robots competing to show off their surveillance skills.

The event is the UK Ministry of Defence’s (MoD) answer to the US DARPA Grand Challenge that set robotic cars against one another to encourage advances in autonomous vehicles.

The MoD Grand Challenge is instead designed to boost development of teams of small robots able to scout out hidden dangers in hostile urban areas.

Over 10 days in August, 11 teams of robots will compete to locate and identify four different threats hidden around a mock East German village used for urban warfare training, at Copehill Down, Wiltshire (see image, top right).

The robots must find snipers, armed vehicles, armed foot soldiers, and improvised explosive devices hidden around the village, and relay a real-time picture of what is happening back to a command post.

Pentagon chief seeks more drones in Iraq

WASHINGTON, April 21 (Reuters) – The U.S. military needs more drones and equipment to collect intelligence and conduct surveillance in Iraq despite a big boost in those capabilities since 2001, Defense Secretary Robert Gates said on Monday.

But Gates said he has hit resistance inside the Pentagon and indicated that the Air Force’s desire to use pilots for its missions has kept the Defense Department from employing more effective and lower cost unmanned aircraft.

“I’ve been wrestling for months to get more intelligence, surveillance and reconnaissance assets into the theater,” Gates told officers at the Air University at Maxwell Air Force Base.

“Because people were stuck in old ways of doing business, it’s been like pulling teeth,” he said. “While we’ve doubled this capability in recent months, it is still not good enough.”

Gates said he formed a task force last week to quickly find new ways to get those capabilities to Iraq and Afghanistan. He said the group’s findings may force the Air Force to replace pilots with unmanned aircraft on some missions.

Speeding tickets from the sky might sound like science fiction, but the robot spy-plane technology that is used in the war on terror in Afghanistan may soon be coming to British roads.

Under a government-funded scheme, a new generation of pilotless drones could be patrolling motorways within the next five years. Although they will initially use cameras to record and monitor accidents and provide traffic-flow data, they have the potential to spot speeding offences and identify reckless or uninsured drivers.

Forest Service buys UAVs to spy on public

U.S. FOREST SERVICE FIELDING FLEET OF DRONES – Law Enforcement Wants “Unmanned Aerial Vehicles” Hovering Above Forests

Washington, DC – The U.S. Forest Service has purchased pilot-less aircraft to provide day and night photo reconnaissance for its law enforcement program, according to agency records released today by Public Employees for Environmental Responsibility (PEER). The two “unmanned aerial vehicles,” or drones, may represent the beginnings of wider conversion of military robotic technology for civilian uses.

The two “Sky Seers” were obtained by the Forest Service on December 10, 2007 at a cost of $100,000 from Chang Industries, Inc. of La Verne, California. The package includes one “day version” and one “night version” of the drone, together with a “Pan/tilt thermal camera” to record heat signatures at night.

A March 12, 2007 purchase request from the Forest Service Law Enforcement & Investigations (LE&I) program states it “has been monitoring and evaluating UAVs [unmanned aerial vehicles] intermittently since 1997, when their use was considered in support of Operation Linebacker, a border enforcement initiative.” While this “Sole Source Request” details desired equipment specifications, the Forest Service could produce no documents spelling out what they want to use drones for or why pilot-less craft are preferred, in response to a Freedom of Information Act request from PEER.

The drones purchase took place shortly after Forest Service LE&I spent $600,000 buying tasers for its entire enforcement staff, without any guidelines or training program. The tasers are still sitting in storage cartons. Spy-in-the-sky drone sets sights on Miami

Miami police could soon be the first in the United States to use cutting-edge, spy-in-the-sky technology to beef up their fight against crime.

A small pilotless drone manufactured by Honeywell International (HON.N), capable of hovering and “staring” using electro-optic or infrared sensors, is expected to make its debut soon in the skies over the Florida Everglades.

If use of the drone wins Federal Aviation Administration approval after tests, the Miami-Dade Police Department will start flying the 14-pound (6.3 kg) drone over urban areas with an eye toward full-fledged employment in crime fighting.
