The Manhattan Project: Current and Future Security Measures for New York’s Financial District At the southernmost end of Brooklyn, just off Dead Horse Bay, there’s a weather-beaten helipad where the New York Police Department keeps a gray unmarked twin-engine Bell 412 helicopter. Detective Brendan Galligan ushers me aboard. “We don’t really let people see this,” he says.
We climb in behind the pilot and find ourselves facing a console with three screens: One shows a map of the city; another, an interface for checking license plates and addresses; and the third, the view from a gyro-stabilized L-3 Wescam camera attached to the chopper’s nose. The camera can see clear across the city, in both the visible and the infrared slices of the spectrum; then it can broadcast the images to police headquarters using an onboard microwave transmitter.
The helicopter, part of New York City’s antiterror arsenal, takes off and climbs to 1,000 feet in the afternoon sunshine. Passing the Verrazano-Narrows Bridge, Galligan scans for suspicious trucks lingering on approach ramps. Over the Staten Island Ferry, he explains how police routinely use the chopper to look for boats that might be trailing too closely. Then, as we swing past the gaping World Trade Center site, the 22-year veteran adjusts the joystick to turn the camera eastward, filling the third screen with the towers of lower Manhattan: the center of the center of the bull’s-eye.
The New York Stock Exchange, the American Stock Exchange, the Federal Reserve Bank, City Hall, four major bridges and tunnels — a bomb at any of these places could kill hundreds, cost the city billions, and rattle the world financial system. Al Qaeda has hit lower Manhattan twice, in 1993 and 2001, and officials say that several other plots have been broken up since.
City agencies have done their best to harden the financial district in the years since 2001. Today, explosives-sniffing dogs and two truckloads of cops wearing military-style body armor and waving M-4 machine guns surround the flag-draped stock exchange. Black metallic barriers rise out of the asphalt, blocking traffic on Wall Street, while concrete planters and strategically parked trucks keep vehicles off Broad Street. Some of the other streets surrounding the exchange have been cut off to pedestrians, and only invited guests are allowed inside. “Closed since 9/11,” the guard tells visitors.
But you can’t block off every street or have a guard by every door. There’s no budget for that, and no one would want to live or work in that kind of armed camp anyway. “You can make a justification for putting bollards in front of every building,” says a former high-ranking NYPD counterterrorism official. “But pretty soon you can’t walk anywhere. People leave.”
So New York has an audacious blueprint to wrap a high tech cloak around lower Manhattan. It will provide the most sophisticated armor of any major urban area in the world — one that relies on brains as much as brawn, on barely visible technology as much as brute stopping power. And the chopper I’m in will be just a small piece of it.
Crime Is Terrorism Believes Sheriff Candidate
The blurring of lines between crime and terrorism continues. According to section 802 of the Patriot Act, minor criminal offenses can be interpreted as terrorism by government officials. The recent implementation of Operation Sudden Impact in Memphis and surrounding areas had various people from federal, state and local law enforcement agencies go on a fishing expedition searching for terrorists. The operation resulted in the issuance of several traffic tickets, the confiscation of a small amount of drugs but failed to catch any terrorists. It was nothing more than a martial law training operation because the real terrorists are actually funded by high level government black operations. The U.S. House of Representatives last year passed HR 1955 the Violent Radicalization and Homegrown Terrorism Prevention Act of 2007 which if gets signed into law will give the government a blank check to potentially classify certain belief systems as terrorism. As horrible as all of these things are, we now have a candidate running for Sheriff in Florida’s Orange County using the slogan “Crime is Terrorism”. Malone Stewart proudly displays this slogan on his web site and in his campaign signs. There is no question that the lines between criminality and terrorism are quickly being erased and if this continues the government will just accuse people who don’t like what they are doing of being terrorists and haul them away to FEMA run death camps.
Below is a photo of one of Mr. Stewart’s campaign signs a reader sent to us which shows clearly that he is running his campaign using the slogan “Crime is Terrorism”.
Obviously crime is not terrorism, but if we have people in positions of authority that buy into the terror war fraud and believe that crime is terrorism, we are in a great deal of trouble. The Military Commissions Act which was passed into law in 2006 allows the government to strip people of their citizenship and hold them indefinitely with no due process if they are accused of being a terrorist. What better way to hold American citizens who are protesting against the government than by utilizing the powers in the Military Commissions Act combined with what’s in the Patriot Act and eventually with what’s in HR 1955. Assuming HR 1955 gets passed, the government will literally have the power to jail American citizens indefinitely for having a belief system that the government disapproves of.
Mr. Stewart’s campaign slogan automatically disqualifies him from being taken seriously as a candidate for Sheriff. The war on terror is a fraud designed to setup a police state and to get everybody spying on one another with the notion that everybody is a potential terrorist. It is clear that Mr. Stewart has bought into this idea with this ridiculous campaign slogan. If anybody reading this resides in Florida’s Orange County we encourage you not to support this man for Sheriff. Crime is not terrorism.

In the summer of 2005, the Bush administration confronted a fresh wave of criticism over Guantánamo Bay. The detention center had just been branded “the gulag of our times” by Amnesty International, there were new allegations of abuse from United Nations human rights experts and calls were mounting for its closure.
The administration’s communications experts responded swiftly. Early one Friday morning, they put a group of retired military officers on one of the jets normally used by Vice President Dick Cheney and flew them to Cuba for a carefully orchestrated tour of Guantánamo.
To the public, these men are members of a familiar fraternity, presented tens of thousands of times on television and radio as “military analysts” whose long service has equipped them to give authoritative and unfettered judgments about the most pressing issues of the post-Sept. 11 world.
Hidden behind that appearance of objectivity, though, is a Pentagon information apparatus that has used those analysts in a campaign to generate favorable news coverage of the administration’s wartime performance, an examination by The New York Times has found.

Routine journeys carried out by millions of British motorists can be monitored by authorities in the United States and other enforcement agencies across the world under anti-terrorism rules introduced discreetly by Jacqui Smith.
The discovery that images of cars captured on road-side cameras, and “personal data” derived from them, including number plates, can be sent overseas, has angered MPs and civil liberties groups concerned by the increasing use of “Big Brother” surveillance tactics.

Yesterday, politicians and civil liberties groups accused the Home Secretary of keeping the plans to export pictures secret from Parliament when she announced last year that British anti-terrorism police could access “real time” images from cameras used in the running of London’s congestion charge.
A statement by Miss Smith to Parliament on July 17, 2007, detailing the exemptions for police from the 1998 Data Protection Act, did not mention other changes that would permit material to be sent outside the European Economic Area (EEA) to the authorities in the US and elsewhere.
Her permission to do so was hidden away in an earlier “special certificate” signed by the Home Secretary on July 4.
The certificate specifically sets out the level of data that can be sent to enforcement authorities outside the European Economic Area (the EU plus Iceland, Liechtenstein and Norway) by anti-terrorist officers from the Metropolitan Police. It says:
“The certificate relates to the processing of the images taken by the camera, personal data derived from the images, including vehicle registration mark, date, time and camera location.”

A spokesman for Richard Thomas, the information commissioner, confirmed that the certificate had been worded so that the images of private cars, as well as registration numbers, could be sent outside to countries such as the USA.
Officers from the Metropolitan Police have been given the right to view in “real time” any CCTV images from cameras that are meant to be enforcing the congestion charge.
Sources said that officers would access the cameras on behalf of overseas authorities if they were informed about a terrorism threat in the UK or elsewhere. They would then share the images, which can be held for five years before being destroyed, if necessary.
Last night, Nick Clegg, the Liberal Democrat leader, said: “This confirms that this Government is happy to hand over potentially huge amounts of information on British citizens under the catch-all pretext of ‘national security’.”
Civil liberties campaigners said they were appalled that images of innocent people’s journeys could end up in the hands of the British police, let alone foreign investigators.
They feared that it was a move towards the US-style system of “data mining” – in which powerful computers sifted millions of pieces of information as they tried to build patterns of behaviour and match them to material about suspects.
Gus Hosein, who runs Privacy International, said he was making a complaint to the information commissioner having obtained a copy of the certificate.
However, the Home Office defended the powers in the certificate, which was signed specifically for the purposes of counter terrorism and national security.
A spokesman declined to say how many times images had been sent from London to other countries.
However, he added: “We would like to reassure the public that robust controls have been put in place to control and safeguard access to, and use of, the information.”

Secret FEMA Plan To Use Pastors as Pacifiers in Preparation For Martial Law
Nationwide initiative trains volunteers to teach congregations to “obey the government” during seizure of guns, property, forced inoculations and forced relocation
A Pastor has come forward to blow the whistle on a nationwide FEMA program which is training Pastors and other religious representatives to become secret police enforcers who teach their congregations to “obey the government” in preparation for a declaration of martial law, property and firearm seizures, and forced relocation.
In March of this year the Pastor, who we shall refer to as Pastor Revere, was invited to attend a meeting of his local FEMA chapter which circulated around preparedness for a potential bio-terrorist attack, any natural disaster or a nationally declared emergency.
The FEMA directors told the Pastors that attended that it was their job to help implement FEMA and Homeland Security directives in anticipation of any of these eventualities. The first directive was for Pastors to preach to their congregations Romans 13, the often taken out of context bible passage that was used by Hitler to hoodwink Christians into supporting him, in order to teach them to “obey the government” when martial law is declared.
It was related to the Pastors that quarantines, martial law and forced relocation were a problem for state authorities when enforcing federal mandates due to the “cowboy mentality” of citizens standing up for their property and second amendment rights as well as farmers defending their crops and livestock from seizure. It was stressed that the Pastors needed to preach subservience to the authorities ahead of time in preparation for the round-ups and to make it clear to the congregation that “this is for their own good.”

Police training for Martial Law
Federal law enforcement agencies co-opted sheriffs offices as well state and local police forces in three states last weekend for a vast round up operation that one sheriff’s deputy has described as “martial law training”.
Law-enforcement agencies in Tennessee, Mississippi and Arkansas took part in what was described by local media as “an anti-crime and anti-terrorism initiative” involving officers from more than 50 federal, state and local agencies.
Given the military style name “Operation Sudden Impact“, the initiative saw officers from six counties rounding up fugitives, conducting traffic checkpoints, climbing on boats on the Mississippi River and doing other “crime-abatement” programs all under the label of “anti-terrorism”.
WREG Memphis news channel 3 reported that the Sheriff’s Department arrested 332 people, 142 of whom were fugitives, or “terrorists” as they now seem to be known.
Hundreds of dollars were seized and drugs recovered, and 1,292 traffic violations were handed out to speeding terrorists and illegally parked terrorists.

The authorities even raided businesses and store owners, confiscating computers and paperwork in an effort to “track down possible terrorists before something big happens”.
The Sheriff’s Department is determining if and when they plan another round-up.
The operation, which involved police, deputies, the FBI, drug agents, gang units and even the coast guard, is just one example of how law enforcement at the state and local levels is being co-opted and centralized by the Department of Homeland Security via massive federal grants.
It also highlights how the distinction between crime and terrorism is becoming irrelevant.
Germany to Allow Video Surveillance of Private Homes
Not even the home will be safe from surveillance
Changes proposed to the law governing Germany’s federal criminal police operations would allow investigators to use wire taps and surveillance cameras in homes of innocent citizens to keep tabs on terror suspects.
Under the government proposals, federal police would be permitted to install “hidden technical equipment, that is to say bugs or cameras inside or outside apartments … if there is a pressing danger for state security,” interior ministry spokesman Stefan Paris said at a news conference on Friday, April 18.
“I would urgently like to stress that there are very, very strict conditions … and it is not the case that everywhere in this country secret cameras or listening devices will be installed in living spaces,” he said. “It is about terrorist threats that would be averted through preventative measures by the federal police.”

Jacqui Smith announces 300 new terror police
Jacqui Smith, the Home Secretary, today announced an extra 300 police officers to fight terrorism and radicalisation within communities.
At the weekend Jacqui Smith warned that as many as 30 active plots against the UK were now being investigated
Miss Smith said that the new officers work to prevent young people being drawn into extremism.
The threat to Britain was “serious and growing” and, despite a series of successful raids and convictions, we cannot simply “arrest our way out” of the problem, she said.
Anti-terror laws used to spy on family
A family who were wrongly suspected of lying on a school application form have discovered that their local council used anti-terrorism surveillance powers to spy on them.
The family, from Poole in Dorset, said they had been tailed for three weeks by council officials trying to establish whether they had given a false address in an attempt to get their three-year-old daughter a place at a heavily oversubscribed local nursery school, which their two older children had attended. The family had in fact done nothing wrong, and the investigation was eventually aborted.
Yesterday it emerged that Poole borough council had legitimately used the Regulation of Investigatory Powers Act to monitor the family. This involved keeping a detailed log of their movements for two weeks, following the mother’s car as she took her three children to school each day and even watching the family home to ascertain their sleeping habits.
The Act, passed in 2000, was supposed to allow security agencies to combat terrorism.
The 39-year-old mother, a businesswoman who wished to remain anonymous, said: “I can’t imagine a greater invasion of our privacy. I’m incensed that legislation designed to combat terrorism can be turned on a three-year-old. It was very creepy when we found out that people had been watching us and making notes. Councils should be protecting children, not spying on them.”
The council defended its right to investigate families in a covert manner, saying it had used the law twice in the past year to successfully prove parents were lying about where they lived.

Cheney Opposed Chemical Weapons Convention
Vice President Dick Cheney opposed the signing ratification of a treaty banning the use chemical weapons, a recently unearthed letter shows.
183 countries pledged never to “develop, produce, otherwise acquire, stockpile or retain chemical weapons, or transfer, directly or indirectly, chemical weapons to anyone” under the Chemical Weapons Convention, put into effect in 1997.
But in a letter dated April 8, 1997, then Halliburton-CEO Cheney told Sen. Jesse Helms, the chairman of the Senate Foreign Relations Committee, that it would be a mistake for America to join the Convention. “Those nations most likely to comply with the Chemical Weapons Convention are not likely to ever constitute a military threat to the United States. The governments we should be concerned about are likely to cheat on the CWC, even if they do participate,” reads the letter, published by the Federation of American Scientists.
Pentagon Plans Expansion of US Special Forces
Since the start of the Global War on Terrorism, the Pentagon has taken steps to expand the role of the United States Special Operations Command and its forces. In response, the Command has transformed its headquarters to coordinate counterterrorism activities, while the Defense Department has increased funding and the number of special operations forces positions.
Although Pentagon plans to significantly increase the number of special operations forces personnel, the Special Operations Command has not yet fully determined all of the personnel requirements needed to meet its expanded mission.

UK Top Cop Who Led CIA Probe Found Dead
MANCHESTER, England (AP) – A city police chief who led an investigation into charges that Britain cooperated with secret CIA flights to transport terrorism suspects without formal proceedings has been found dead, his deputy said Tuesday.
Manchester Chief Constable Michael Todd, 50, was found dead in Snowdonia, about 240 miles northwest of London, Deputy Chief Constable Dave Whatton said. He had been missing since going out for a walk Monday during his day off.

In the absence of anyone else owning up to yesterday’s crimes, we will be subjected to a spate of articles analysing the threat of militant Islam. Ironically they will fall in the same week that we recall the tenth anniversary of the massacre at Srebrenica, when the powerful nations of Europe failed to protect 8,000 Muslims from being annihilated in the worst terrorist act in Europe of the past generation.Osama bin Laden is no more a true representative of Islam than General Mladic, who commanded the Serbian forces, could be held up as an example of Christianity. After all, it is written in the Qur’an that we were made into different peoples not that we might despise each other, but that we might understand each other.
Bin Laden was, though, a product of a monumental miscalculation by western security agencies. Throughout the 80s he was armed by the CIA and funded by the Saudis to wage jihad against the Russian occupation of Afghanistan. Al-Qaida, literally “the database”, was originally the computer file of the thousands of mujahideen who were recruited and trained with help from the CIA to defeat the Russians. Inexplicably, and with disastrous consequences, it never appears to have occurred to Washington that once Russia was out of the way, Bin Laden’s organisation would turn its attention to the west.
The danger now is that the west’s current response to the terrorist threat compounds that original error. So long as the struggle against terrorism is conceived as a war that can be won by military means, it is doomed to fail. The more the west emphasises confrontation, the more it silences moderate voices in the Muslim world who want to speak up for cooperation. Success will only come from isolating the terrorists and denying them support, funds and recruits, which means focusing more on our common ground with the Muslim world than on what divides us.
