NYPD Monitors Everyone In The City Who Changes His Or Her Name

NEW YORK (AP) — For generations, immigrants have shed their ancestral identities and taken new, Americanized names as they found their place in the melting pot. For Muslims in New York, that rite of assimilation is now seen by police as a possible red flag in the hunt for terrorists.

The New York Police Department monitors everyone in the city who changes his or her name, according to interviews and internal police documents obtained by The Associated Press. For those whose names sound Arabic or might be from Muslim countries, police run comprehensive background checks that include reviewing travel records, criminal histories, business licenses and immigration documents.

All this is recorded in police databases for supervisors, who review the names and select a handful of people for police to visit.

The program was conceived as a tripwire for police in the difficult hunt for homegrown terrorists, where there are no widely agreed upon warning signs. Like other NYPD intelligence programs created in the past decade, this one involved monitoring behavior protected by the First Amendment.

Eight NYPD officers and one New Jersey corrections officer have been arrested on charges that they were running a gun-smuggling ring that trafficked more than $1 million in illegal weapons and stolen goods.

The officers arrested include five active-duty officers assigned to Brooklyn and three retired NYPD officers, although two of the retired officers were active when committing the alleged crimes, prosecutors said. All those arrested were picked up by FBI agents and NYPD Internal Affairs investigators early Tuesday.

According to the criminal complaint, some of those arrested smuggled 20 firearms as recently as Sept. 22. The cache included three M-16 rifles, one shotgun and 16 handguns, most of which had their serial numbers removed.

One officer bragged to an informant in July, as an associate displayed a shotgun for sale, that it was a “sample” and that they could get anything “from A to Z.”

WASHINGTON — Three months ago, one of the CIA’s most experienced clandestine operatives started work inside the New York Police Department. His title is special assistant to the deputy commissioner of intelligence. On that much, everyone agrees.

Exactly what he’s doing there, however, is much less clear.

Since The Associated Press revealed the assignment in August, federal and city officials have offered differing explanations for why this CIA officer — a seasoned operative who handled foreign agents and ran complex operations in Jordan and Pakistan — was assigned to a municipal police department. The CIA is prohibited from spying domestically, and its unusual partnership with the NYPD has troubled top lawmakers and prompted an internal investigation.

His role is important because the last time a CIA officer worked so closely with the NYPD, beginning in the months after the 9/11 attacks, he became the architect of aggressive police programs that monitored Muslim neighborhoods. With the earlier help from this CIA official, the police put entire communities under the microscope based on ethnicity rather allegations of wrongdoing, according to the AP investigation.

It was an extraordinary collaboration that at times troubled some senior CIA officials and may have stretched the bounds of how the CIA is legally allowed to operate in the United States.

Since the Sept. 11 terrorist attacks, the New York Police Department has become one of the nation’s most aggressive domestic intelligence agencies, targeting ethnic communities in ways that would run afoul of civil liberties rules if practiced by the federal government, an Associated Press investigation has found.

These operations have benefited from unprecedented help from the CIA, a partnership that has blurred the line between foreign and domestic spying.

The department has dispatched undercover officers, known as “rakers,” into minority neighborhoods as part of a human mapping program, according to officials directly involved in the program. They’ve monitored daily life in bookstores, bars, cafes and nightclubs. Police have also used informants, known as “mosque crawlers,” to monitor sermons, even when there’s no evidence of wrongdoing.

Neither the city council, which finances the department, nor the federal government, which has given NYPD more than $1.6 billion since 9/11, is told exactly what’s going on.

Many of these operations were built with help from the CIA, which is prohibited from spying on Americans but was instrumental in transforming the NYPD’s intelligence unit.

A veteran CIA officer, while still on the agency’s payroll, was the architect of the NYPD’s intelligence programs. The CIA trained a police detective at the Farm, the agency’s spy school in Virginia, then returned him to New York, where he put his new espionage skills to work inside the United States.

And just last month, the CIA sent a senior officer to work as a clandestine operative inside police headquarters.

Unmarked chopper patrols NY city from high above

On a cloudless spring day, the NYPD helicopter soars over the city, its sights set on the Statue of Liberty.

A dramatic close-up of Lady Liberty’s frozen gaze fills one of three flat-screen computer monitors mounted on a console. Hundreds of sightseers below are oblivious to the fact that a helicopter is peering down on them from a mile and a half away.

“They don’t even know we’re here,” said crew chief John Diaz, speaking into a headset over the din of the aircraft’s engine.

The helicopter’s unmarked paint job belies what’s inside: an arsenal of sophisticated surveillance and tracking equipment powerful enough to read license plates — or scan pedestrians’ faces — from high above the nation’s largest metropolis.

Police say the chopper’s sweeps of landmarks and other potential targets are invaluable in helping guard against another terrorist attack, providing a see-but-avoid-being-seen advantage against bad guys.

“It looks like just another helicopter in the sky,” said Assistant Police Chief Charles Kammerdener, who oversees the department’s aviation unit.

Police Commissioner Raymond Kelly has said that no other U.S. law enforcement agency “has anything that comes close” to the surveillance chopper, which was designed by engineers at Bell Helicopter and computer technicians based on NYPD specifications.

The chopper is named simply “23” — for the number of police officers killed in the Sept. 11, 2001, attacks.

The $10 million helicopter is just part of the department’s efforts to adopt cutting-edge technology for its counterterrorism operations.

The NYPD also plans to spend tens of millions of dollars strengthening security in the lower Manhattan business district with a network of closed-circuit television cameras and license-plate readers posted at bridges, tunnels and other entry points.

Police have also deployed hundreds of radiation monitors — some worn on belts like pagers, others mounted on cars and in helicopters — to detect dirty bombs.

Controversy: Mercenaries Training US Local Police Officers

There are many police and law enforcement officials who are concerned with the growing trend of using military-trained mercenaries to train and work with local police officers in the United States, but there are many who believe the events of September 11, 2001 dictate the need for a new paradigm.

For example, Kentucky’s Lexington Police Department contracted Blackwater Security International to provide what’s described as homeland security training. Meanwhile that city’s Mayor Jim Newberry and its chief of police Anthony Beatty refused free training provided by the US Immigration and Customs Enforcement federal program that prepares police officers to enforce immigration and border security as part of their duties.

Lexington is on the nation’s list of so-called Sanctuary Cities in which police officers are prohibited from working with ICE or Border Patrol agents in the United States. Critics are angry over the use of local tax dollars to hire Blackwater personnel to train the police.

But Lexington isn’t the only city using hired guns to help local police officers. In New Orleans, heavily armed operatives from the Blackwater private security firm, infamous for their work in Iraq, are openly patrolling the streets of that beleaguered city.

Some of the mercenaries were reportedly “deputized” by the Louisiana governor and were issued gold Louisiana State law enforcement badges to wear on their chests and Blackwater photo identification cards to be worn on their arms.

While they are working in Louisiana, Blackwater officials say they are on contract with the Department of Homeland Security and have been given the authority to use lethal force if necessary. Some of the mercenaries assigned to patrol the streets of New Orleans recently returned from Iraq, where they provided personal security details for the former head of the US occupation, L. Paul Bremer, and the former US ambassador to Iraq, John Negroponte.
