US Deploys Special Forces “Decapitation” Team To South Korea:

Today, the South Korean and U.S. navies on Monday kicked off massive combined drills off the coast of the peninsula amid heightened tensions, a train exercise which North Korea has warned may prompt another ballistic missile launch, potentially to coincide with the launch of the Chinese 19th Party Congress on October 18. The two allies plan to continue the Maritime Counter Special Operations Exercise (MCSOFEX) through Friday in the East Sea and the Yellow Sea.

As reported over the weekend, the drill involves the U.S. 7th Fleet’s aircraft carrier USS Ronald Reagan (CVN-76) and two Arleigh Burke-class destroyers – the USS Stethem (DDG-63) and the USS Mustin (DDG-89). The carrier strike group will train with South Korean warships and other defense assets, such as the Sejong the Great Aegis ship and P-3 Orion anti-submarine aircraft in the East Sea.

And while details of the drill were well-known in advance, what was reported for the first time overnight from Yonhap is that a unit of U.S. special forces tasked with carrying out “decapitation” operations is also aboard a nuclear-powered submarine in the group, according to a defense source. So far, little else is known about why said decapitation team is on location, or whether it will be put into use, although it presence may explain Trump’s “calm before the storm” comment that beffudled the media two weeks ago.

Less than a day after South Korean and US naval forces kicked off their latest round of joint military drills, which are slated to run until the end of the week, North Korea’s deputy UN ambassador claimed during a fiery speech at the UN General Assembly that the Korean peninsula “has reached the touch-and-go point and a nuclear war may break out any moment,” the Associated Press reported.

Complaining to the UN General Assembly’s disarmament committee, Kim In Ryong argued that North Korea is the only country in the world that has been subjected to “such an extreme and direct nuclear threat” from the United States since the 1970s, adding that the isolated North has the right to posses nuclear weapons in self-defense.

US and South Korean officials are nervously watching to see if North Korea follows through with its threats to carry out another nuclear test – or to fire a rumored long-range missile capable of accurately striking the west coast of the US into the Pacific – in celebration of the Oct. 10 anniversary of the Communist Party’s creation. Meanwhile, the Telegraph reports that South Korea has developed a new weapon to hobble the North’s infrastructure should an armed conflict erupt on the peninsula. Given that it’s almost daybreak in North Korea, such a test could happen as soon as Monday night, Eastern Time.

The weapon is a graphite bomb – otherwise known as a “blackout bomb” – which South Korean officials say will be capable of shutting down North Korea’s entire power grid. Blackout bombs were first used by the US in Iraq in the 1990 Gulf War and work by releasing a cloud of extremely fine, chemically treated carbon filaments over electrical components. The filaments are so fine that they act like a cloud, but cause short circuits in electrical equipment.

In a fascinating report that provides a glimpse into the shadowy North Korean black-market economy, the Washington Post has published a story about a 2016 incident in which Egyptian authorities intercepted a North Korean ship bearing a Cambodian flag after being alerted by US authorities. After searching the ship, Egyptian law enforcement discovered something unexpected: a trove of nearly 24,000 rocket launchers, and components for 6,000 more weapons, hidden below a large pile of loose iron ore.

But perhaps the biggest surprise for the Egyptian authorities emerged when they tried to determine for whom the weapons were intended, and discovered that they had been secretly purchased by the Egyptian military in violation of international sanctions against NK arms sales. Further compounding the irony, Egypt had recently joined the UN Security Council – the international body sponsoring said sanctions – before deciding to circumvent them and buy the weapons.

The upshot of the simulation – which was published by Lassina Zerbo, the head of the Comprehensive Nuclear Test Ban Treaty Organization – is that such an “atmospheric burst” could spread a “radio-isotope cloud” of radiation across the planet, potentially leading to the catastrophic loss of life.

If it weren’t for the fact that he is absolute dictator of a country with a formidable army and nuclear missile technology, North Korean President Kim Jong Un, the 290 pound, 32 year-old ruler would be a clown figure. Unfortunately for world peace, Kim Jong Un, while he is playing games with his rockets and threats of war, is serving the long-term interests of the USA, especially the military industrial complex, the Pentagon and State Department, whose priority increasingly is to make an Asia Pivot of military power projection to contain and isolate the Peoples’ Republic of China as well as Russia.

In the end of the 1990’s I had the chance occasion to have a chat with the late James R. Lilley. Lilley was at the Davos World Economic Forum and by chance had sat at my dinner table together with a delegation from the China Peoples’ Liberation Army. As I was the only westerner at the table he struck up a conversation, and as he saw I was more than conversant in global politics, he began talking, perhaps more than he should have with one he did not know.

In the latest sign that China is moving to dramatically limit its exposure to its restive neighbor and long-time economic dependent, Chinese authorities on Thursday ordered all North Korean firms to stop doing business in the world’s second-largest economy, fulfilling Beijing’s obligations according to the latest round of UN Security Council sanctions, which were passed two weeks ago.

The order comes just days after President Donald Trump revealed that the People’s Bank of China had asked the country’s banks to sever their business ties with North Korea.

Specifically, they were ordered to stop providing financial services to North Korean customers and to wind down existing loans, severing one of North Korea’s most reliable connections to the global financial system. It was reported that the banks were warned that continuing to transact with North Korean business could result in embarrassment and economic losses, according to Russia Today.

After the UN Security Council passed new sanctions two weeks ago, the Chinese Commerce Ministry said North Korean firms and joint ventures in China would be closed within 120 days.

Having raged at President Trump’s “suicide mission” on Saturday, North Korea’s foreign minister Ri Yong Ho called for an impromptu press conference this morning following President Trump’s extended travel ban, in which the diplomat said that Trump’s recent tweet that DPRK’s leadership would not be around much longer amounted to “a declaration of war” and added that North Korea has “every right to take countermeasures against the United States,  including to shoot down American jets outside the DPRK’s airspace” as part of its right to self-defense under the United Nations charter.

“The UN Charter acknowledges member states’ right of self-defense,” Ri said outside a hotel near the UN headquarters on Monday. “As the United States has declared a war, even though its strategic bombers don’t cross our border, we will come to own all rights to respond for self-defense including shooting down its planes at any time.

The whole world should clearly remember it was the U.S. who first declared war on our country,” Ri added as he was leaving the United Nations after a week of General Assembly meetings in New York.
