Libya: British Army Ready To Invade At 24 Hours’ Notice

British troops have been put on stand-by for deployment to Libya if the crisis in the country worsens.

Sources confirmed that The Black Watch, 3rd Battalion the Royal Regiment of Scotland, had been placed on heightened readiness, prepared to deploy to North Africa at 24 hours’ notice.

The 600-strong infantry unit returned from Afghanistan in late 2009 and is based at Fort George near Inverness. “They’re ready, just in case,” said a source.

The Ministry of Defence insisted that the battalion was prepared for humanitarian relief operations, not combat.

But the disclosure that British troops are on stand-by came amid growing concerns that Col Gaddafi’s struggle to retain power could take Libya into a protracted civil war and cause a humanitarian crisis.

Nato members yesterday agreed to draw up contingency plans for how their armed forces could intervene. Britain is also preparing to send diplomats and specialist advisers to the eastern city of Benghazi, where the disparate Libyan opposition is based.

Jiang Yu, China’s foreign ministry spokeswoman, said Beijing is “concerned” about the prospect about military action against Libyan ruler Muammar Gaddafi, and expressed the hope that the violence in the country could instead be “resolved peacefully through dialogue.”

Sergey Lavrov, Russia’s foreign minister, also ruled out the idea of establishing a no-fly zone, saying that the world should instead “concentrate on the full implementation” of sanctions imposed by the United Nations Security Council.

Government forces attack a key oil facility and air base in rebel-controlled Port Brega, their first offensive in eastern Libya since rebel fighters took control.


Reporting from Benghazi, Tripoli and Ajdabiya, — Libyan government forces launched a counterattack against a key oil facility and air base in rebel-controlled eastern Libya on Wednesday morning as Moammar Kadafi vowed to “fight until the last man and woman.”

The attack on Port Brega, about 100 miles south of the rebel stronghold of Benghazi, was the first offensive by Kadafi loyalists in eastern Libya since the region fell to rebel fighters 10 days ago. It triggered an escalation in the conflict as hundreds of untrained young men and poorly equipped soldiers stormed out of Benghazi to help rebels try to repulse the government advance.

State-run TV claimed that the government seized the huge Sirte Oil Co. complex in Port Brega, as well as a nearby air base. Rebel commanders in Benghazi said their fighters drove Kadafi’s men back and took the area. But Ahmed Jerksi, Sirte Oil manager, told the Associated Press that Kadafi forces had retaken control of the facility.

With the area engulfed in fighting, reporters who drove down the coastal highway were unable to sort out the conflicting claims.

A government warplane attacked a major weapons depot outside Ajdabiya, an opposition-controlled city 50 miles north of Port Brega. The attack appeared to miss the depot — at least the fourth time in the last 10 days that airstrikes there have failed.

Kadafi, in a combative speech to loyalists and the foreign media in Tripoli, said he had ordered the airstrike to prevent opposition “terrorists” from using the weapons.

Rebels reported a second airstrike against opposition fighters battling government forces near a university along the coast in Port Brega.

Two U.S. warships entered the Suez Canal bound for the Mediterranean, and Western governments were discussing a possible no-fly zone over Libya in support of the opposition.

Kadafi warned of civil war, saying, “This will lead to a bloody war and thousands of Libyans will die if America and NATO enter Libya.”

Port Brega lies at the edge of the area controlled by opposition fighters along the 600-mile coastal highway between Benghazi and Tripoli. The oil and gas complex feeds natural-gas pipelines that supply the energy needs of major eastern cities as well as Tripoli, according to workers at the complex.

If Kadafi’s soldiers are in control of the refinery, they could conceivably cut off gas supplies to the east and also deny opposition-controlled areas the gasoline, diesel and heating fuel produced at the Sirte Oil refinery.

The facility has continued to pump crude oil from major oil fields in the southern desert, sending it to Europe through a terminal at Port Brega. Western governments have frozen Libya’s oil proceeds.

Forces loyal to Muammar Gadaffi, the Libyan leader, are battling rebels in control of cities both close to the capital, Tripoli, and far away from it.

Reports said on Monday that fighter jets bombed an ammunition depot in the eastern city of Ajdabiya, while a resident of Az Zawiyah, 50km west of Tripoli, told the Associated Press news agency by telephone that fighting started on Monday evening and intensified after sundown when troops loyal to Gaddafi attacked the city from the west and east.

“We were able to repulse the attack. We damaged a tank with an RPG. The mercenaries fled after that,” said the resident of Az Zawiyah, who spoke on condition of anonymity for fear of government reprisals.

However, on Tuesday, Saleh seemed to be turning on Washington. In a speech to about 500 students and lecturers at Sanaa University, he claimed the U.S., along with Israel, is behind the protest movement.

“I am going to reveal a secret,” he said. “There is an operations room in Tel Aviv with the aim of destabilizing the Arab world. The operations room is in Tel Aviv and run by the White House.”

Saleh also alleged that opposition figures meet regularly with the U.S. ambassador in Sanaa. “Regrettably those (opposition figures) are sitting day and night with the American ambassador where they hand him reports and he gives them instructions,” Saleh said.

Chavez: U.S. distorting situation in Libya ‘to justify an invasion’ (CNN):

(CNN) — Venezuelan President Hugo Chavez claims U.S. criticism of Libyan leader Moammar Gadhafi has a clear aim: military invasion.

“Let’s not get carried away by the drums of war, because the United States, I am sure that they are exaggerating and distorting things to justify an invasion,” Chavez said Monday, according to Venezuelan state media.

At a Monday meeting of the U.N. Human Rights Council in Geneva, Switzerland, U.S. Secretary of State Hillary Clinton said the United States was exploring “all possible options,” and that “nothing is off the table so long as the Libyan government continues to threaten and kill Libyan citizens.”

The Anglo-American “globocrat” establishment is no longer hiding its support for the now admittedly armed rebellion spreading across Libya. The rebellion has been met by a defiant Qaddafi who may have more support than the corporate owned media has revealed and the rebels may need “extra” assistance from their Western sponsors, lest they end up in a “Bay of Pigs-like” scenario.

While Libyan opposition leader Ibrahim Sahad leads the rhetorical charge from Washington D.C., his National Front for the Salvation of Libya (NFSL) on the ground is armed to the teeth, as it has been throughout its 20 year history of attempted CIA backed rebellions against Qaddafi. In 1984, the NFSL tried to overthrow Qaddafi in a failed armed coup. The Daily Globe and Mail also recently confirmed that the NFSL along with the Libyan National Army, both under Sahad’s new National Conference of Libyan Opposition (NCLO), had both “attempted coups and assassinations against Col. Gadhafi in the 1980s.”

Libya: US Demanded Clause In UN Resolution That Mercenaries Are ‘Immune From Prosecution For War Crimes’

African mercenaries hired by the Gaddafi regime to kill Libyan protesters would be immune from prosecution for war crimes due to a clause in this weekend’s UN resolution that was demanded by the United States.

The UN Security Council agreed on Saturday evening to freeze international assets belonging to the Gaddafis and their key aides, to ban them from travelling and to block all arms sales to Tripoli. It also called for the International Criminal Court (ICC) to investigate the killings of demonstrators.

This inquiry could lead to senior Libyan ministers and officials being indicted to stand trial for crimes against humanity at The Hague and being given lengthy prison sentences.

But it has been widely alleged that many of the attacks were in fact carried out by foreign mercenaries hired by Colonel Gaddafi. And the US insisted that the UN resolution was worded so that no one from an outside country that is not a member of the ICC could be prosecuted for their actions in Libya.

This means that mercenaries from countries such as Algeria, Ethiopia and Tunisia – which have all been named by rebel Libyan diplomats to the UN as being among the countries involved – would escape prosecution even if they were captured, because their nations are not members of the court.

The move was seen as an attempt to prevent a precedent that could see Americans prosecuted by the ICC for alleged crimes in other conflicts. While the US was once among the signatories to the court, George W. Bush withdrew from it in 2002 and declared that it did not have power over Washington.

WASHINGTON Feb 28 (Reuters) – The U.S. military is repositioning naval and air forces around Libya, a Pentagon official said on Monday, as international demands intensify for an end to Libyan leader Muammar Gaddafi’s four-decade rule.

“We have planners working and various contingency plans and I think it’s safe to say as part of that we’re repositioning forces to be able to provide for that flexibility once decisions are made … to be able to provide options and flexibility,” said Colonel David Lapan, a Pentagon spokesman.

“We’re still in that planning and preparing mode should we be called upon to do any of those types of missions, whether humanitarian and otherwise.”

Nations around the world are moving to freeze the assets of Muammar Gaddafi in an attempt to pressure the Libyan leader to stand down.

Britain on Sunday became the latest country to freeze billions of dollars worth of investments including those of Gaddafi’s children, and lifted his diplomatic immunity.


Tripoli, Libya (CNN) — Embattled Libyan leader Moammar Gadhafi seemed increasingly cornered Sunday as security forces defected to the opposition in a town near the capital and the United Nations Security Council voted for tough restrictions on and possible war crimes charges against the Libyan regime.

Former security forces said they had switched sides and joined the opposition in Zawiya, a town about 55 kilometers (35 miles) from the capital, Tripoli. Some buildings in Zawiya showed signs of damage, including a freshly burned-out police station.

CNN’s Nic Robertson, on a government-organized trip to Zawiya, saw armed civilians taking defensive positions on rooftops to prepare for a possible effort by Gadhafi loyalists to retake the town.

About 2,000 people took part in an anti-government protest there, some standing atop tanks or holding anti-aircraft guns. They said they wanted the government overthrown, calling Gadhafi a “bloodsucker.”

Forces loyal to Muammar Gaddafi were yesterday said to be launching fierce counter-attacks as the Libyan uprising edged closer to the capital and the dictator chose to blame Osama bin Laden and teenagers on hallucinogenic drugs for the rebellion.

Amid ominous descriptions of groups of pro-Gaddafi militiamen gathering on the roads around Tripoli, there were reports that the minaret of a mosque in Zawiya – 30 miles west of Tripoli, where protesters had claimed victory – was being pounded by heavy weapons. Troops were said to be filling the streets of Sabratha, 50 miles to the west of the capital. A Libyan newspaper reported that in Zawiya 10 people had been killed, and a witness told the BBC that pro-Gaddafi forces had used machine-guns on unarmed residents in a main square of the city.

A doctor in Sabratha told The New York Times by telephone that after several days of a government crackdown, gunshots had sounded as troops occupied the town. Sabratha was locked down, with no shops open and the local headquarters of the police and the regime’s revolutionary committees in ruins. “We are not afraid,” the doctor said. “We are watching.”

The forces loyal to the 42-year-old regime also attacked anti-government militias now controlling Misurata, 125 miles east of Tripoli and the last major gateway to the capital on the coastal road from that direction, according to the Associated Press, which said several people were killed in fighting near the city’s airport. The town of Zuwarah, about 75 miles west of Tripoli, was also said to be in the hands of opposition militias.

WikiLeaks: Gaddafi Turned Down Bernie Madoff and Allen Stanford

Even despotic leaders, it turns out, can make sound investment decisions.

Libyan leader Moamar Gadhafi turned down a chance to invest with Bernie Madoff and accused ponzi schemer Allen Stanford, according to a new diplomatic cable released by WikiLeaks. (The U.K.’s Telegraph has the full cable, dated January 28, 2010.)

In the cable, the head of the Libyan sovereign wealth fund, Mohamed Layas, claimed to control $32 billion in liquid assets, most of which was deposited at U.S. banks. Layas, according to the cable, was miffed at Libyan funds that were “mismanaged” by Lehman Brothers, the failed investment bank.

“Layas denied press reports that the LIA had invested USD 100 million with the infamous Allen Stanford. He said that he had personally written a letter to the “Financial Times” disputing the information, explaining that Stanford had approached the LIA in the middle of his crisis, offering a 7-8% share in his investment scheme, but Layas had refused. Layas also mentioned having been previously approached by Bernard Madoff about an investment opportunity, “but we did not accept.” On the contrary, LIA’s recent purchase of the Canadian Verenex oil company — after much controversy over the manner in which it was purchased and share price — was considered by Layas a “good deal.” LIA plans to operate Verenex jointly with the Libyan Investment and Development Corporation (LIDCO).

There’s been virtually no reliable information coming out of Tripoli, but a source close to the Gaddafi regime I did manage to get hold of told me the already terrible situation in Libya will get much worse. Among other things, Gaddafi has ordered security services to start sabotaging oil facilities. They will start by blowing up several oil pipelines, cutting off flow to Mediterranean ports. Tobruk, Libya (CNN) — Even as Libyan leader Moammar Gadhafi called on the military to crack down on anti-government protesters, reports came in Wednesday that a military aircraft had crashed because the crew refused to carry out bombing orders.

An opposition figure told CNN the pilot had been ordered to bomb oil fields southwest of Benghazi but refused and instead ejected from the plane.

The Libyan newspaper Quryna reported that two people were on board, and that both — the pilot and co-pilot — parachuted out, allowing the plane to crash into an uninhabited area west of Ajdabiya, 160 kilometers (100 miles) southwest of Benghazi. The newspaper cited military sources.

(New York Times) LONDON — Global oil companies said Monday that they were making plans to evacuate employees in Libya after some operations there were disrupted by political unrest. Libya holds the largest crude oil reserves in Africa, and the moves drove some stock prices down and a crucial oil benchmark to a three-year high.

The largest and most established foreign energy producer in Libya, Eni of Italy, said in a statement that it had begun repatriating “nonessential personnel” and the families of its employees.

The Norwegian energy company Statoil, which operates in Libya in partnership with Repsol of Spain and Total of France, said that it would close its office in Tripoli and that a handful of foreign workers were leaving. “The safety of our personnel is our main priority,” said a spokesman, Bard Glad Pedersen.

OMV of Austria, which produces about 34,000 barrels of oil a day in Libya, said it planned to evacuate 11 workers and their families, leaving only essential staff.

The Organization of the Petroleum Exporting Countries ranks Libya No.7 among its members, with 4.4 percent of OPEC’s proven crude oil reserves. Libya exports most of its oil to Europe, with Italy its biggest customer, according to the United States Energy Information Administration.

Shares in Eni and OMV dropped Monday, while the price of Brent crude, an important benchmark for oil traded in London, jumped $3.22 a barrel, or 3.2 percent, to settle at $105.74, before spiking above $108 in after-hours dealing. It was the highest level since 2008.

“We’re concerned, and of course we’d like to see a solution sooner rather than later,” said Jason Kenney, an analyst with ING Financial Markets. “It’s very difficult to see how this is going to go. The oil price will be volatile.”

The British oil company BP, which has only exploration operations in Libya, said it was planning to evacuate some of its 40 foreign workers, mostly from Tripoli, where the unrest spread Sunday. It also said it had suspended preparations for a drilling project because employees of a contractor had been evacuated.

Clashes between anti-government protesters and Gaddafi supporters escalate as army unit ‘defects’ in Benghazi.

Security forces have shot dead scores of protesters in Libya’s second largest city, where residents said a military unit had joined their cause.

While Libyan leader Muammar Gaddafi attempted to put down protests centred in the eastern city of Benghazi against his four-decade rule, Al Jazeera began receiving eyewitness reports of “disturbances” in the capital Tripoli early on Monday as well.

There were reports of clashes between anti-government protesters and Gaddafi supporters around the Green Square.

“We are in Tripoli, there are chants [directed at Gaddafi]: ‘Where are you? Where are you? Come out if you’re a man,” a protester told Al Jazeera on the phone.

A resident told the Reuters news agency that he could hear gunshots in the streets and crowds of people.

“We’re inside the house and the lights are out. There are gunshots in the street,” the resident said by phone. “That’s what I hear, gunshots and people. I can’t go outside.”

Libyans have taken to the streets and buried their dead, accusing government forces of perpetrating massacres in Benghazi and other towns said to have been taken over by anti-regime protesters.

Opposition sources claimed that at least 61 protesters had been killed in three days of unprecedented unrest largely in Libya’s impoverished eastern region, though it was not possible to confirm that figure.

Human Rights Watch reported that 24 people had been killed by Thursday.

LONDON (Reuters) – Human rights group Amnesty International said on Friday its sources had said Libyan security forces had shot dead at least 46 people in the past three days.

Amnesty said in a statement sources at al-Jala hospital in Benghazi had reported 28 deaths and more than 110 people injured in Thursday’s protests in the city, and at least three further deaths on Friday.

Local human rights activists reported at least 15 deaths on Thursday during protests in the nearby town of Al Bayda, an Amnesty International spokeswoman said.

“This alarming rise in the death toll, and the reported nature of the victims’ injuries, strongly suggests that security forces are permitted use lethal force against unarmed protesters calling for political change,” said Malcolm Smart, Amnesty International’s director for the Middle East and North Africa.

“The Libyan authorities must immediately rein in their security forces. Those responsible for unlawful killings and excessive force — both the direct perpetrators and those who gave the orders — must be identified and brought to justice,” he said in the statement.

Clashes between protesters and security forces left dozens of people injured in Libya yesterday, as the upheavals which led to the overthrow of regimes in Tunisia and Egypt continued to spread across the region.

The tiny gulf state of Bahrain was hit by a third day of protests as thousands gathered for the funeral of a demonstrator killed by the security forces, while police in Yemen flooded the streets to try to quell nearly a week of anti-government unrest, sparking fresh clashes that left one protester dead.

Meanwhile, the US and Israel were on stand-by last night after claims by the right-wing Israeli Foreign Minister, Avigdor Lieberman, that two Iranian warships were stationed in the Red Sea and poised to enter the Suez Canal.

It coincided with clashes in Iraq, where around 55 people were thought to be injured after protesters attacked government offices in Kut, ripping up pavement stones to hurl at regional headquarters and setting trailers ablaze.

In Benghazi, Libya’s second-largest city, demonstrators chanting “Allah il Allah” and “Allah shall triumph over unbelievers” threw petrol bombs and set cars alight in a sign of the increasingly religious fervour of the rare marches against the regime of Colonel Muammar Gaddafi, the Arab world’s longest-serving leader.

Associated Press= CAIRO (AP) — Libyan protesters seeking to oust longtime leader Moammar Gadhafi defied a crackdown and took to the streets in four cities Thursday on what activists have dubbed a “day of rage,” amid reports that at least 14 demonstrators have been killed in clashes with pro-government forces.

New York-based Human Rights Watch said Libyan internal security forces also have arrested at least 14 people. Hundreds of pro-government demonstrators also rallied in the capital, Tripoli, blocking traffic in some areas, witnesses said.

An opposition website and an anti-Gadhafi activist said unrest broke out during marches in four Libyan cities Thursday. Organizers were using social networking sites like Facebook and Twitter to call for nationwide demonstrations.

“Today the Libyans broke the barrier or fear, it is a new dawn,” said Faiz Jibril, an opposition leader in exile.

Gadhafi’s government has moved quickly to try to stop Libyans from joining the wave of uprisings in the Middle East that have ousted the leaders of Egypt and Tunisia. It has proposed the doubling of government employees’ salaries and released 110 suspected Islamic militants who oppose him — tactics similar to those adopted by other Arab regimes facing recent mass protests.

TRIPOLI, Feb 13 (Reuters) – Palestinian refugees should capitalise on the wave of popular revolts in the Middle East by massing peacefully on the borders of Israel until it gives in to their demands, Libyan leader Muammar Gaddafi said on Sunday.

Gaddafi is respected in many parts of the Arab world for his uncompromising criticism of Israel and Arab leaders who have dealings with the Jewish state, though some people in the region dismiss his initiatives as unrealistic.

He was giving his first major speech since a popular uprising in neighbouring Egypt forced President Hosni Mubarak to resign, an event which electrified the Arab world and prompted speculation that other Arab governments could also be toppled.

“Fleets of boats should take Palestinians … and wait by the Palestinian shores until the problem is resolved,” Gaddafi was shown saying on state television. “This is a time of popular revolutions.”

“We need to create a problem for the world. This is not a declaration of war. This is a call for peace,” he said in a speech given to mark the birthday of the Prophet Mohamed, a holy day in the Islamic calendar.

He also said: “All Arab states which have relations with Israel are cowardly regimes.”
