WASHINGTON (AP) — The CIA hired private contractors from Blackwater USA in 2004 as part of a secret program to kill top-level members of al-Qaeda, but a spokesman says it never resulted in the capture or killing of any terrorist suspects.

Former Rep. Porter Goss was CIA director at the time, and the contract ended during his time in office, according to a former senior intelligence official and another person familiar with the program. They spoke on condition of anonymity because the program remains classified.

The New York Times first reported Blackwater’s involvement late Wednesday on its website.

Days after the Baghdad government decided it no longer wanted the company then known as Blackwater in Iraq, the State Department signed a $22.2 million deal in February to keep the embattled contractor working there through most of the summer, contract records show.

The decision keeps Blackwater – since renamed Xe – in Iraq months longer than anyone has suggested publicly, while raising questions about why the U.S. would pay a contractor for work in Iraq if it may not be able to operate there legally.

The State Department has been under pressure from Blackwater critics, including several in Congress, not to renew the company’s contracts in Iraq. Much of the concern stems from a 2007 incident that left 14 Iraqi civilians dead and six former Blackwater guards facing manslaughter charges. One of the guards pleaded guilty, but the company was accused of no wrongdoing in the incident.

In late January, the Iraqi government said it would not renew Blackwater’s operating license and that the company would have to leave as soon as a joint Iraqi-U.S. committee completes its work on guidelines for the operation of private security companies. State Department officials said they would honor the decision.

Blackwater security guards to be charged over mass shooting in Iraq

The employees of Blackwater Worldwide, who were hired by the US State Department to protect American diplomats, opened fire on a crowd who had gathered at an interstate in the Iraqi capital on September 16 2007.

Six guards have been under investigation since the attacks after witnesses claimed the shooting was unprovoked.

Blackwater continues to deny the allegations claiming its guards were ambushed by insurgents while responding to a car bombing.

Young children were among the victims and the shooting strained relations between the U.S. and Iraq.

Following the deaths, Blackwater became the subject insurgent propaganda videos in Iraq.

Blackwater expands its fleet of airships

Blackwater Worldwide is building up its own Air Force.

Airmen might soon find Blackwater blimps patrolling Iraq and Afghanistan skies in addition to its helicopter and light transport aircraft already flying thousands of missions in theater.

According to Blackwater Worldwide CEO Erik Prince, eight Blackwater CASA 212 light transport aircraft flew 11,000 sorties in Afghanistan last year supporting 38 combat outposts over 19,000 square miles. Its aircraft transported more than 40,000 personnel and 9.5 million pounds of supplies last year.

“We moved about 40,000 passengers, and our total costs, our total invoice for that mission is about what the U.S. Air Force is paying for one new C-27,” he said.

“So the idea of outsourcing versus having government do it, that’s a pretty simple math question for me.”

…and for other contractors. Halliburton is charging $45 for a six-pack of Coca-Cola when it feeds our troops. International laws covering war crimes did not apply to such private contractors like Blackwater.

Controversy: Mercenaries Training US Local Police Officers

There are many police and law enforcement officials who are concerned with the growing trend of using military-trained mercenaries to train and work with local police officers in the United States, but there are many who believe the events of September 11, 2001 dictate the need for a new paradigm.

For example, Kentucky’s Lexington Police Department contracted Blackwater Security International to provide what’s described as homeland security training. Meanwhile that city’s Mayor Jim Newberry and its chief of police Anthony Beatty refused free training provided by the US Immigration and Customs Enforcement federal program that prepares police officers to enforce immigration and border security as part of their duties.

Lexington is on the nation’s list of so-called Sanctuary Cities in which police officers are prohibited from working with ICE or Border Patrol agents in the United States. Critics are angry over the use of local tax dollars to hire Blackwater personnel to train the police.

But Lexington isn’t the only city using hired guns to help local police officers. In New Orleans, heavily armed operatives from the Blackwater private security firm, infamous for their work in Iraq, are openly patrolling the streets of that beleaguered city.

Some of the mercenaries were reportedly “deputized” by the Louisiana governor and were issued gold Louisiana State law enforcement badges to wear on their chests and Blackwater photo identification cards to be worn on their arms.

While they are working in Louisiana, Blackwater officials say they are on contract with the Department of Homeland Security and have been given the authority to use lethal force if necessary. Some of the mercenaries assigned to patrol the streets of New Orleans recently returned from Iraq, where they provided personal security details for the former head of the US occupation, L. Paul Bremer, and the former US ambassador to Iraq, John Negroponte.

Blackwater…peacekeeping mercenaries

Blackwater, the notorious US security firm whose trigger-happy mercenaries were involved in civilian killings in Iraq and elsewhere, is expanding its lucrative business pitch into UN peacekeeping missions, hiding behind a mystique, off-shore affiliate called Greystone.

“In his most ambitious moments, [founder and owner Erik] Prince has set out a vision in which his companies would act as for-profit peacekeepers, working with the UN and other international organizations in conflict areas around the world,” the US magazine Mother Jones reveals in its March/April issue.

Prince, a former Navy SEAL, is repositioning his mercenaries as peacekeepers and relief forces.
