The European Union proposed on Friday that rich countries should give developing nations up to €50bn ($74bn) a year by 2020 to help them fight climate change but stopped short of stating how much the 27-nation bloc was willing to contribute.

After a two-day summit, EU leaders said the support by rich countries should begin with an annual €5bn-€7bn from 2010 to 2012 in “fast-start” finance.

The failure to say how much the EU would offer and how it would divide costs among its 27 member states means Europe continues to lack a detailed negotiating position for December’s global climate change conference in Copenhagen.

Environmentalist groups were disappointed. “The EU failed to use this opportunity to put its money where its mouth is,” said Joris den Blanken, Greenpeace’s EU climate policy director. “But all is not lost. Today 27 of the world’s richest nations have backed global funding to tackle climate change in developing countries.”

In October 14, Lord Christopher Monckton gave a presentation in St. Paul, MN on the subject of global warming. In this 4-minute excerpt from his speech, he issues a dire warning to all Americans regarding the United Nations Climate Change Treaty that is scheduled to be signed in Copenhagen in December 2009.

There has been considerable debate raised about Monckton’s conclusion that the Copenhagen Treaty would cede US sovereignty. His comments appear to be based upon his interpretation of the The Supremacy Clause in the US Constitution (Article VI, paragraph 2). This clause establishes the Constitution, Federal Statutes, and U.S. TREATIES as the supreme law of the land. Concerns have been raised in the past that a particularly ambitious treaty may supersede the US Constitution. In the 1950s, a constitutional amendment, known as the Bricker Amendment, was proposed in response to such fears, but it failed to pass. Lord Monckton served as a policy adviser to Margaret Thatcher. He has repeatedly challenged Al Gore to a debate to which Gore has refused. Monckton sued to stop Gore’s film “An Inconvenient Truth” from being shown in British schools due to its inaccuracies. The judge found in-favor of Monckton, ordering 9 serious errors in the film to be corrected. Lord Monckton travels internationally in an attempt to educate the public about the myth of global warming.

If you haven’t heard about it, that’s because none of our otherwise talkative political leaders have bothered to tell us what the drafters have already cobbled together for leaders to consider. And neither have the media.

Enter Lord Christopher Monckton. The former adviser to Margaret Thatcher gave an address at Bethel University in St. Paul, Minnesota, earlier this month that made quite a splash. For the first time, the public heard about the 181 pages, dated Sept. 15, that comprise the United Nations Framework Convention on Climate Change—a rough draft of what could be signed come December.

So far there have been more than a million hits on the YouTube post of his address. It deserves millions more because Lord Monckton warns that the aim of the Copenhagen draft treaty is to set up a transnational “government” on a scale the world has never before seen.

The “scheme for the new institutional arrangement under the Convention” that starts on page 18 contains the provision for a “government.” The aim is to give a new as yet unnamed U.N. body the power to directly intervene in the financial, economic, tax and environmental affairs of all the nations that sign the Copenhagen treaty.

Jury decides that threat of global warming justifies breaking the law

The threat of global warming is so great that campaigners were justified in causing more than £35,000 worth of damage to a coal-fired power station, a jury decided yesterday. In a verdict that will have shocked ministers and energy companies the jury at Maidstone Crown Court cleared six Greenpeace activists of criminal damage.

Jurors accepted defence arguments that the six had a “lawful excuse” to damage property at Kingsnorth power station in Kent to prevent even greater damage caused by climate change. The defence of “lawful excuse” under the Criminal Damage Act 1971 allows damage to be caused to property to prevent even greater damage – such as breaking down the door of a burning house to tackle a fire.

The not-guilty verdict, delivered after two days and greeted with cheers in the courtroom, raises the stakes for the most pressing issue on Britain’s green agenda and could encourage further direct action.

A private security firm managed by former Secret Service officers spied on myriad environmental organizations throughout the 1990s and the year 2000, thieving documents, trying to plant undercover operations and collecting phone records of members, according to a new report.

Documents obtained by James Ridgeway, a Mother Jones correspondent formerly with the Village Voice, reveals the contractor collected confidential internal records — donor lists, financial statements — even Social Security numbers, for public relations outfits and “corporations involved in environmental controversies.”

Beckett Brown International also offered “intelligence” services to the Carlyle Group, the controversial DC-based investment company; “protective services” for the National Rifle Association; “crisis management” for the Gallo wine company and for Pirelli; “information collection” for Wal-Mart.

“Also listed as clients in BBI records,” Ridgeway reveals: “Halliburton and Monsanto.”

Al Gore yesterday launched a drive to mobilise 10 million volunteers to force politicians to act on climate change – twice as many as the number who marched against the Vietnam war or in support of civil rights during the heyday of US activism in the 1960s.

During the next three years, his Alliance for Climate Protection plans to spend $300m (about £150m) on television advertising and online organising to make global warming among the most urgent issues for elected American leaders.

The wecansolveit.org initiative aims to build up pressure on the next US president to support stringent mandatory emissions controls when they come before Congress, and take a leadership role at the renegotiation of the Kyoto treaty.
