Gov. Brown orders California to become a water police state as region begins reverting to uninhabitable desert (Natural News, April 2, 2015):

For the first time in history, the California government has declared mandatory water restrictions designed to save the state from a water collapse. (But it still won’t work, see below…)

An order went out yesterday from Governor Brown’s office, requiring water agencies to “…implement new pricing models that discourage excessive water use,” reports the LA Times. In other words, your water consumption costs are about to get even higher if you live in California.

The directive aims to reduce water consumption by 25% across the state — an aggressive restriction that clearly qualifies as an emergency reduction goal.

With summer around the corner, the US Drought Minitoring service reports today that a stunning 99.85% of California is “abnormally dry,” and 98.11% of the state is in drought conditions leaving over 37 million people in harm’s way.

I’ve covered the plight of the homeless in America in recent years as another manifestation of the erosion of decency, empathy, morality and kindness throughout much of our culture. As a society, we’ve become increasingly obsessed with youth, materialism, power and short-termism, tossing aside wisdom, real joy, soulfulness and connectivity. One of the symptoms of this unfortunate transformation can been seen in how we treat the least fortunate and most vulnerable around us, particularly the homeless (see: In 33 U.S. Cities, Feeding the Homeless Has Been Criminalized).

Of all the institutions you’d hope to take a different stance toward the weak and struggling, places of worship would be at the top of the list. Not so for Saint Mary’s Cathedral in San Francisco, which admittedly sprays sleeping homeless people with water in order to keep them away.

Once upon a time, much of the state of California was a barren desert.  And now, thanks to the worst drought in modern American history, much of the state is turning back into one.  Scientists tell us that the 20th century was the wettest century that the state of California had seen in 1000 years.  But now weather patterns are reverting back to historical norms, and California is rapidly running out of water.  It is being reported that the state only has approximately a one year supply of water left in the reservoirs, and when the water is all gone there are no contingency plans.  Back in early 2014, California Governor Jerry Brown declared a drought emergency for the entire state, but since that time water usage has only dropped by 9 percent.  That is not nearly enough.  The state of California has been losing more than 12 million acre-feet of total water a year since 2011, and we are quickly heading toward an extremely painful water crisis unlike anything that any of us have ever seen before.

Millions of Californians are about to be hit with strict water rationing — daily “allocation” numbers that represent the maximum amount of water you’re allowed to use for any purpose. Households that exceed the allocation limit will face stiff fines of hundreds of dollars per violation.

“In July, the State Water Resources Control Board passed stage one emergency regulations, giving powers to all local water agencies to fine $500 per violation,” reports the San Gabriel Valley Tribune. [1]

Keep in mind that these are only “stage one” emergency regulations. Stages two and three have yet to be invoked and will only become more severe.

As the Cal Fire chief notes, “We’ve seen a lot more fires, and with those fires, more and more people are at threat. Every day we continue to see new fires ignite, forcing hundreds to evacuate,” and the following images from the infernos suggest there is no end in sight as “we start to see winds pick up and conditions are at their driest.”

Reports indicate that, in some areas, as much as 10 percent of the water supply has gone missing, presumably due to theft, a premonition of much worse things to come if rains remain at bay.

The city of Lemoore, for instance, a community of some 25,000 people south of Fresno, has seen numerous water thefts in recent weeks — a growing black market for water amidst one of the worst droughts in California history. According to The Hanford Sentinel, thieves are believed to be attaching hoses to fire hydrants throughout the city and pumping water into large plastic tanks affixed to the back of trucks.

As WSJ reports, as groundwater levels plunge (100 feet or more lower than norm), wells are being driven further and further into the earth (500 feet in some cases) forcing the state legislature is considering regulating underground water for the first time. “We can’t continue to pump groundwater at the rates we are and expect it to continue in the future,” warns one engineer, adding “What’s scary is we’re not fixing anything… It’s a race to the bottom.”

The obstinate drought in California is showing no signs of letting up, and is now being compared to the last major drought which took place during 1976 and 1977.

Back then, the state was not as well equipped to cope with severe dryness. The sharp decline of surface water supplies coupled with the lack of backup reservoirs and waterways caused a lot of damage to the state’s agriculture, in particular to the livestock industry. As it turned out, the drought reversed itself completely a year later, and California powered on to become the major agro-industrial player it is today.
