So. You’ve built yourself an empire, eh?

Well, bully for you!

What’s next, you ask? Well, now you’ve got to do what everybody does when they have an empire, of course. You’ve got to worry about it falling apart, mate!

But how to tell for sure? Let me see if I can be helpful. Here are some rules of thumb to keep in mind, thirty-six sure-fire indicators that your empire is falling apart:

You know your empire’s crumbling when the folks who are gearing up their empire to replace yours start blowing up satellites in space. And then they don’t bother to return your phone calls when you ring up to ask why.

You know your empire’s crumbling when those same folks are cutting deals left, right and center across Asia, Latin America and Africa, while you, your lousy terms, and your arrogant attitude are no longer welcome.

You know your empire’s crumbling when you’re spending your grandchildren’s money like a drunken sailor, and letting your soon-to-be rivals finance your little splurge (i.e., letting them own your country).

You know your empire’s crumbling when it’s considered an achievement to pretend that you’ve halved the rate at which you’re adding to the massive mountain of debt you’ve already accumulated.

You know your empire’s crumbling when you weaken your currency until it looks as anemic as a Paris runway model, and you’re still setting record trade deficits. (Hint: Because you’re not making anything anymore.)

You know your empire’s crumbling when “the little brown ones” (thank you George H.W. Bush – certainly not me – for that lovely expression) in country after country of “your backyard” blow you off and proudly elect anti-imperialist leftist governments.

You know your empire’s crumbling when you can’t topple those governments and replace them with nice puppet regimes – like in the good old days – even if you wanted to. And you badly want to.

You know your empire’s crumbling when one of their leaders comes to the United Nations and makes fun of your emperor, calling him the devil, and joking about smelling sulphur where he just stood. And though a few folks cringe, everybody laughs.

You know your empire’s crumbling when just about your entire military land force is tied up in a worse-than-useless war launched on the basis of complete fabrications, that every day is actually making you less – not more – secure from external threat.

You know your empire’s crumbling when almost half the soldiers in that war are high-paid mercenaries, and you don’t dare institute a draft.

You know your empire’s crumbling when you send soldiers into war with two weeks training and a lack of armor, and then you keep them there for three, four and five rotations.

You know your empire’s crumbling when a member of the Axis of Evil can test missiles and explode nuclear warheads, and all you can do about it is mumble some pathetic warnings about how they better not do that again or there will be consequences.

Bush Fulfills His Grandfather’s Dream

It’s remarkably common for a grandson to take up his grandfather’s major project. This occurred to me when I read recently of Thor Heyerdahl’s grandson taking up his mission to cross the Pacific on a raft.

But what really struck me was the BBC story aired on July 23rd, 2007, documenting President George W. Bush’s grandfather’s involvement in a 1933 plot to overthrow the U.S. government and install a fascist dictatorship.

I knew the story, but had not considered the possibility that the grandson was trying to accomplish what his grandfather had failed to achieve.

Prescott Sheldon Bush (1895 to 1972) attended Yale University and joined the secret society known as Skull and Bones. Prescott is widely reported to have stolen the skull of Native American leader Geronimo. As far as I know, this has not actually been confirmed. In fact, Prescott seems to have had a habit of making things up. He sent letters home from World War I claiming he’d received medals for heroism. After the letters were printed in newspapers, he had to retract his claims.

If this does not yet sound like the life of a George W. Bush ancestor, try this on for size: Prescott Bush’s early business efforts tended to fail. He married the daughter of a very rich man named George Herbert Walker (the guy with the compound at Kennebunkport, Maine, that now belongs to the Bush family, and the origin of Dubya’s middle initial). Walker installed Prescott Bush as an executive in Thyssen and Flick. From then on, Prescott’s business dealings went better, and he entered politics.

Now, the name Thyssen comes from a German named Fritz Thyssen, major financial backer of the rise of Adolph Hitler. Thyssen was referred to in the New York Herald-Tribune as “Hitler’s Angel.” During the 1930s and early 1940s, and even as late as 1951, Prescott Bush was involved in business dealings with Thyssen, and was inevitably aware of both Thyssen’s political activities and the fact that the companies involved were financially benefiting the nation of Germany. In addition, the companies Prescott Bush profited from included one engaged in mining operations in Poland using slave labor from Auschwitz. Two former slave laborers have sued the U.S. government and the heirs of Prescott Bush for $40 billion.

Until the United States entered World War II it was legal for Americans to do business with Germany, but in late 1942 Prescott Bush’s businesses interests were seized under the Trading with the Enemy Act. Among those businesses involved was the Hamburg America Lines, for which Prescott Bush served as a manager. A Congressional committee, in a report called the McCormack-Dickstein Report, found that Hamburg America Lines had offered free passage to Germany for journalists willing to write favorably about the Nazis, and had brought Nazi sympathizers to America. (Is this starting to remind anyone of our current president’s relationship to the freedom of the press?)

The McCormack-Dickstein Committee was established to investigate a homegrown American fascist plot hatched in 1933. Here’s how the BBC promoted its recent story:

“Document uncovers details of a planned coup in the USA in 1933 by right-wing American businessmen. The coup was aimed at toppling President Franklin D Roosevelt with the help of half-a-million war veterans. The plotters, who were alleged to involve some of the most famous families in America, (owners of Heinz, Birds Eye, Goodtea, Maxwell Hse & George Bush´s Grandfather, Prescott) believed that their country should adopt the policies of Hitler and Mussolini to beat the great depression. Mike Thomson investigates why so little is known about this biggest ever peacetime threat to American democracy.”

AT&T Whistleblower: Spy Bill Creates Infrastructure for a Police State

Mark Klein, the retired AT&T engineer who stepped forward with the technical documents at the heart of the anti-wiretapping case against AT&T, is furious at the Senate’s vote on Wednesday night to hold a vote on a bill intended to put an end to that lawsuit and more than 30 others.

[Wednesday]’s vote by Congress effectively gives retroactive immunity to the telecom companies and endorses an all-powerful president. It’s a Congressional coup against the Constitution.

The Democratic leadership is touting the deal as a “compromise,” but in fact they have endorsed the infamous Nuremberg defense: “Just following orders.” The judge can only check their paperwork. This cynical deal is a Democratic exercise in deceit and cowardice.

Klein saw a network monitoring room being built in AT&T’s internet switching center that only NSA-approved techs had access to. He squirreled away documents and then presented them to the press and the Electronic Frontier Foundation after news of the government’s warrantless wiretapping program broke.

Wired.com independently acquired a copy of the documents (.pdf) — which were under court seal — and published the wiring documents in May 2006 so that they could be evaluated.

The lawsuit that resulted from his documents is now waiting on the 9th U.S. Appeals Court to rule on whether it can proceed despite the government saying the whole matter is a state secret. A lower court judge ruled that it could, because the government admitted the program existed and that the courts could handle evidence safely and in secret.

But the appeals court ruling will likely never see the light of day, since the Senate is set to vote on July 8 on the FISA Amendments Act of 2008, which also largely legalizes Bush’s warrantless wiretapping program by expanding how the government can wiretap from inside the United States without getting individualized court orders.

Klein continues:

Congress has made the FISA law a dead letter–such a law is useless if the president can break it with impunity. Thus the Democrats have surreptitiously repudiated the main reform of the post-Watergate era and adopted Nixon’s line: “When the president does it that means that it is not illegal.” This is the judicial logic of a dictatorship.

The surveillance system now approved by Congress provides the physical apparatus for the government to collect and store a huge database on virtually the entire population, available for data mining whenever the government wants to target its political opponents at any given moment-all in the hands of an unrestrained executive power. It is the infrastructure for a police state.

The democracy-loving British public would never put up with dictatorship – or would they?

An 82-year-old former bomber pilot I met in the street the other day said: “Supermen. Ha! If Hitler had come over here we would have given him a proper kick up the jackside.” As Michael White suggests, British people are fond of the myth that they won’t tolerate dictatorships, despite the fact that there were many fascist sympathisers in Britain in the 1930s.

Yes, we do live in a relatively free and secular country – just ask any young Afghani woman studying at a college here for her opinion. But there is also evidence around us that the British government is engaging in repression. And not just in Iraq or Afghanistan, but here in Britain. Perhaps those of us who have lived for a time under dictatorships can spot some of the warning signs:

  • Inconvenient elections are avoided in the name of getting on with the job.
  • Leaders of the opposition are character-assassinated by the state media.
  • Institutions like the legislature begin to lose their independence and traditional role.
  • Citizens are increasingly afraid to speak openly on certain issues.
  • Citizens are observed and monitored on cameras and the government can tap into their conversations at will.
  • Governments can snatch anyone from their homes or off the street and detain them without trial on charges of treason or terrorism.
  • Ethnic and religious minorities are persecuted and are made into scapegoats.
  • The state increasingly intervenes in family and community life in an attempt to control citizens’ behaviour.
  • The focus of discussion moves away from the issues and into a narrative of political rivalries and gossip spreads.
  • Governments use bread and circuses to shut people up and distract attention away from their increasing political impotence.
  • Public spaces for demonstrations are closed down and restricted.
  • Large and ridiculous monuments are built to impress the citizens.
  • Individuals have to carry ID with them at all times and the government holds large amounts of information on every citizen.

How does the British government rate on the dictatorship scale? How close are we to Zimbabwe under Zanu? How far away are we from, say, Norway?

Elites Seek Control Over Rising Cashless Society

The terrorists in the federal government are continuing their push to implement a cashless economic enslavement system. According to a legislative notice from the U.S. Senate, a new Housing Bill (HR 3221) contains a provision that will require nearly every online credit card transaction to be reported directly to the Internal Revenue Service. The insanity of this is obvious and it is nothing more than a way to give the government a means to track and trace as many private transactions as humanly possible. Previously, Visa’s CEO has stated that it is their goal to establish a cashless society by the year 2012. As technology increases, a greater number of businesses are accepting credit card payments. It wasn’t too long ago that fast food restaurants wouldn’t accept anything but cash for payment, now almost all of them accept credit cards. We are also starting to see biometrics utilized as a way to facilitate transactions. The bottom line is that there is an agenda at play to setup a cashless system that will allow the elite to take total control over the global economy. These people want to eliminate privacy in mutual exchanges and this is another step in doing just that.

The following is taken off of the legislative notice from the U.S. Senate Bill summary describing this draconian reporting scheme within HR 3221.

The proposal requires information reporting on payment card and third party network transactions. Payment settlement entities, including merchant acquiring banks and third party settlement organizations, or third party payment facilitators acting on their behalf, will be required to report the annual gross amount of reportable transactions to the IRS and to the participating payee. Reportable transactions include any payment card transaction and any third party network transaction. Participating payees include persons who accept a payment card as payment and third party networks who accept payment from a third party settlement organization in settlement of transactions. A payment card means any card issued pursuant to an agreement or arrangement which provides for standards and mechanisms for settling the transactions. Use of an account number or other indicia associated with a payment card will be treated in the same manner as a payment card. A de minimis exception for transactions of $10,000 or less and 200 transactions or less applies to payments by third party settlement organizations. The proposal applies to returns for calendar years beginning after December 31, 2010. Back-up withholding provisions apply to amounts paid after December 31, 2011. This proposal is estimated to raise $9.802 billion over ten years.

Groups like Freedomworks and companies like EBay have already come out denouncing this provision. The bottom line is that the federal government has no right to demand this type of information. Not only that, but how does the IRS intend on securing this information that they are going to collect from all of these online transactions? The whole concept is ridiculous and an obvious invasion of privacy. This is just another control mechanism that is being put in place so the establishment can eventually have the capabilities to track and trace every single electronic transaction. Clearly, a totalitarian big brother system is being put into place, and these criminals in Washington DC are just trying to take it to another level by hiding this provision in a 600+ page bill. It is a disgrace.

A few months ago, Elliot Spitzer the former New York Governor was forced out because his financial transactions were tracked back to the purchase of prostitution services. The banks already have the ability to track and trace transactions with impunity. This provision will centralize control to track and trace almost all electronic financial transactions and that is not a good thing.

It is unfortunate that we have a bunch of control freak Nazis that want to do these things, but this is the agenda. The modern day priest class that is in control seeks the total destruction of economic privacy and they are doing an excellent job at doing just that. They’ve managed to get everybody addicted to this cashless society and now they are bringing in the enslavement apparatus to track and trace activity within it. At first all transactions will be conducted using credit and debit cards, then it will be by way of biometrics, then it will be an implantable microchip. Or who knows, maybe they’ll just skip biometrics and go directly to an implantable microchip. Either way, the agenda is painfully clear, and it is completely unacceptable. Hopefully this legislation will get defeated, but we shouldn’t be holding our breath either. HR 3221 looks to be on the fast track to getting signed into law.

U.K. to Begin Microchipping Prisoners

(NaturalNews) The British government is developing a plan to track current and former prisoners by means of microchips implanted under the skin, drawing intense criticism from probation officers and civil rights groups.

As a way to reduce prison crowding, many British prisoners are currently released under electronic monitoring, carried out by means of an ankle bracelet that transmits signals like those used by mobile phones.

Now the Ministry of Justice is exploring the possibility of injecting prisoners in the back of the arm with a radio frequency identification (RFID) chip that contains information about their name, address and criminal record. Such chips, which contain a built-in antenna, could be scanned by special readers. The implantation of RFID chips in luggage, pets and livestock has become increasingly popular in recent years.

In addition to monitoring incarcerated prisoners, the ministry hopes to use the chips on those who are on probation or other conditional release. By including a satellite uplink system in the chip, police would be able to use global positioning system (GPS) technology to track subjects’ exact locations at all times. According to advocates of such a measure, this could help keep sex offenders away from “forbidden” zones like schools.

Harry Fletcher, assistant general secretary of the National Association of Probation Officers, blasted the measure as degrading to the people chipped and of no benefit to probation officers.

“Knowing where offenders like pedophiles are does not mean you know what they are doing,” Fletcher said. “Treating people like pieces of meat does not seem to represent an improvement in the system to me.”

Shami Chakrabarti of the civil rights group Liberty had even stronger words:

“If the Home Office doesn’t understand why implanting a chip in someone is worse than an ankle bracelet, they don’t need a human-rights lawyer; they need a common-sense bypass.”

Tendai Biti faces the death penalty over the allegations of treason

The crackdown on the Opposition in Zimbabwe intensified yesterday with the arrest of its deputy leader on the charge of treason, as he arrived back in the country from a week-long trip to South Africa.

Tendai Biti, the secretary-general of the Movement for Democratic Change (MDC), was met at Harare airport by five plainclothes officers who handcuffed him and led him to an unknown police station.

The police said that Mr Biti was to be charged with publishing a “treasonous document” outlining MDC plans to return all land seized from white farmers and to dismiss all members of the military and police service if it won the presidential election at the end of this month. If found guilty, he could be sentenced to death.

The MDC dismissed the letter as a fake manufactured by the Zimbabwe intelligence services, recalling the purported letter between the MDC leader Morgan Tsvangirai and Gordon Brown that the British Embassy denounced as a “crude hoax” last month.

Newest McCain official: President has “near dictatorial powers”

McCain reaches into the most deceptive propaganda organ in America to staff the highest level of his communications apparatus.

Bill Kristol today proudly announces that one of his Weekly Standard staff members, Michael Goldfarb, was just named the Deputy Communications Director of the McCain campaign. Last April, this newest McCain official participated in a conference call with former Senator George Mitchell, during which Mitchell advocated a timetable for withdrawal from Iraq. Afterwards, this is what Goldfarb wrote about what he thinks are the powers the President possesses in our country:

Mitchell’s less than persuasive answer [to whether withdrawal timetables “somehow infringe on the president’s powers as commander in chief?”]: “Congress is a coequal branch of government…the framers did not want to have one branch in charge of the government.”True enough, but they sought an energetic executive with near dictatorial power in pursuing foreign policy and war. So no, the Constitution does not put Congress on an equal footing with the executive in matters of national security.

As I noted at the time:

Until the Bill Kristols and John Yoos and other authoritarians of that strain entered the political mainstream, I never heard of prominent Americans who describe the power that they want to vest in our political leaders as “near dictatorial.” Anyone with an even passing belief in American political values would consider the word “dictatorial” — at least rhetorically, if not substantively — to define that which we avoid at all costs, not something which we seek, embrace and celebrate.

And the very idea that the Founders — whose principal concern was how to avoid consolidated power in any one person — sought to vest “near dictatorial power” in the President is too perverse for words. But that’s been the core “principle” driving the destructive radicalism of the last seven years, and it’s an extremist view that is obviously welcomed at the highest levels of the McCain campaign.

Kristol closes his boastful announcement by noting that the pro-dictatorial Goldfarb will return to the Weekly Standard after the campaign ends — “unless he’s appointed national security adviser in the McCain White House.” Somehow, McCain continues to be depicted in the media as a “moderate” and the like despite the enthusiastic support of our nation’s most crazed and unprincipled warmongers. But even more revealing is that McCain is now staffing his communications apparatus at the highest levels by reaching into Bill Kristol’s The Weekly Standard — one of the most deceptive propaganda organs of the Bush years. Does one even need to point out that there are few things more incompatible with one another than “straight talk” and The Weekly Standard?

The Times indicts the Bush administration for exposing terrorists captured abroad to “head-slapping, simulated drowning and frigid temperatures.” Boo hoo.

McCain is a deeply principled opponent of torture and waterboarding which is why his new communications official’s view of objections to those techniques is “Boo hoo.”

UPDATE II: Last October, this is what Goldfarb wrote in arguing that telecoms deserve amnesty even if they broke the law in enabling warrantless spying on Americans:

[I]f federal agents show up at a corporate headquarters for a major American company and urgently seek that company’s officers for assistance in the war on terror, the companies damn well ought to give it as a matter of simple patriotism, whether the CIA wants a plane for some extraordinary rendition or help in tracking terrorists via email. . . . [T]o expect a company to resist a plea from the government for help in a time of war is ridiculous.

So, consistent with his President-as-Dictator vision, McCain’s new communications official believes that — as I wrote at the time — when “federal agents” come knocking at your door and issue orders, you better “damn well” obey — you had better not “resist” — even if the orders you’re being given are illegal, even if they’re designed to spy on Americans in violation of the law, and even if they’re intended to facilitate the torture of detainees. That’s what patriotic Americans do — they obey the orders of their near-dictatorial Leader, so sayeth the heel-clicking Michael Goldfarb. That’s a superb, and very mainstream, new addition to the maverick McCain team.

Gingrich quips Bush should have allowed some ‘reminder’ attacks

During an appearance at a Long Island bookstore last month, former Speaker of the House Newt Gingrich was asked by a member of the audience why the United States has not been hit again since 9/11.

“I honestly don’t know,” Gingrich replied. “I would have expected another attack. I was very, very worried … when we had the sniper attacks, because the sniper attacks were psychologically so frightening. … I was amazed that the bad guys didn’t figure out how to send ten or twelve sniper teams.”

“This is … one of the great tragedies of the Bush administration,” Gingrich continued. “The more successful they’ve been at intercepting and stopping bad guys, the less proof there is that we’re in danger. And therefore, the better they’ve done at making sure there isn’t an attack, the easier it is to say, ‘Well, there never was going to be an attack anyway.’ And it’s almost like they should every once in a while have allowed an attack to get through just to remind us.”

Gingrich then recommended splitting the FBI into a domestic crime unit, which would respect civil liberties, and a “small but very aggressive anti-terrorism agency” with “extraordinary ability to eavesdrop.”

“I think that your liberties in a domestic setting are paramount,” Gingrich explained. “I would rather risk crime than risk losing my civil liberties. But I would not rather risk a nuclear weapon. … I think the greatest danger to our liberty is to actually have the country end up in the kind of attack that would lead us to favor a dictatorship for security.

European Parliament to ban Eurosceptic groups

Plans to eliminate Eurosceptics as an organised opposition within the European Parliament are expected to be agreed by a majority of MEPs this summer.

The European Union assembly’s political establishment is pushing through changes that will silence dissidents by changing the rules allowing Euro-MPs to form political groupings.

Richard Corbett, a British Labour MEP, is leading the charge to cut the number of party political tendencies in the Parliament next year, a move that would dissolve UKIP’s pan-European Eurosceptic “Independence and Democracy” grouping.

Under the rule change, the largest and most pro-EU groups would tighten their grip on the Parliament’s political agenda and keep control of lavish funding.

“It would prevent single issue politicians from being given undue support from the public purse,” said Mr Corbett.

Government Insider: Bush Authorized 9/11 Attacks

Keep in mind when reading this, that the man being interviewed is no two-bit internet conspiracy buff.

Stanley Hilton was a senior advisor to Sen Bob Dole (R) and has personally known Rumsfeld and Wolfowitz for decades. This courageous man has risked his professional reputation, and possibly his life, to get this information out to people.

AJ: He is back with us. He is former Bob Dole’s chief of staff, very successful counselor, lawyer. He represents hundreds of the victims families of 9/11. He is suing Bush for involvement in 9/11. Now a major Zogby poll out – half of New Yorkers think the government was involved in 9/11. And joining us for the next 35 minutes, into the next hour, is Stanley Hilton. Stanley, it’s great to have you on with us.

SH: Glad to be on.

AJ: We’ll have to recap this when we start the next hour, but just in a nutshell, you have a lawsuit going, you’ve deposed a lot of military officers. You know the truth of 9/11. Just in a nutshell, what is your case alleging?

SH: Our case is alleging that Bush and his puppets Rice and Cheney and Mueller and Rumsfeld and so forth, Tenet, were all involved not only in aiding and abetting and allowing 9/11 to happen but in actually ordering it to happen. Bush personally ordered it to happen. We have some very incriminating documents as well as eye-witnesses, that Bush personally ordered this event to happen in order to gain political advantage, to pursue a bogus political agenda on behalf of the neocons and their deluded thinking in the Middle East. I also wanted to point out that, just quickly, I went to school with some of these neocons. At the University of Chicago, in the late 60s with Wolfowitz and Feith and several of the others and so I know these people personally. And we used to talk about this stuff all of the time. And I did my senior thesis on this very subject – how to turn the U.S. into a presidential dictatorship by manufacturing a bogus Pearl Harbor event. So, technically this has been in the planning at least 35 years.

AJ: That’s right. They were all Straussian followers of a Nazi-like professor. And now they are setting it up here in America. Stanley, I know you deposed a lot of people and you’ve got your $7 million dollar lawsuit with hundreds of the victim’s families involved.

SH: 7 billion, 7 billion

AJ: Yeah, 7 billion. Can you go over some of the new and incriminating evidence you’ve got of them ordering the attack?

I’m going to provide a one paragraph summary, just to make sure that the implications of this are clear to everyone:

The U.S. Government has, almost certainly, established a database and tracking system for something like eight million Americans who have been designated as threats to national security. The system is called MAIN CORE and it is being run under the auspices of highly classified Continuity of Government (COG) operations. MAIN CORE uses a variety of intelligence sources as inputs, including your email, web activity, telephone and private financial information. In the event of a major national security crisis, it is alleged that Americans listed in the MAIN CORE database, “Could be subject to everything from heightened surveillance and tracking to direct questioning and possibly even detention.”

Bush Given Authority To Sexually Torture American Children

The “horror of the shrieking boys” gets a rubber stamp from the boot-licking U.S. Congress & Senate as America officially becomes a dictatorship

Slamming the final nail in the coffin of everything America used to stand for, the boot-licking U.S. Senate last night gave President Bush the legal authority to abduct and sexually mutilate American citizens and American children in the name of the war on terror.

There is nothing in the “detainee” legislation that protects American citizens from being kidnapped by their own government and tortured.

Yale Law Professor Bruce Ackerman states in the L.A. Times, “The compromise legislation….authorizes the president to seize American citizens as enemy combatants, even if they have never left the United States. And once thrown into military prison, they cannot expect a trial by their peers or any other of the normal protections of the Bill of Rights.”

Similarly, law Professor Marty Lederman explains: “this [subsection (ii) of the definition of ‘unlawful enemy combatant’] means that if the Pentagon says you’re an unlawful enemy combatant — using whatever criteria they wish — then as far as Congress, and U.S. law, is concerned, you are one, whether or not you have had any connection to ‘hostilities’ at all.”

We have established that the bill allows the President to define American citizens as enemy combatants. Now let’s take it one step further.

Before this article is dismissed as another extremist hyperbolic rant, please take a few minutes out of your day to check for yourself the claim that Bush now has not only the legal authority but the active blessings of his own advisors to torture American children.

The backdrop of the Bush administration’s push to obliterate the Geneva Conventions was encapsulated by John “torture” Yoo, professor of law at Berkeley, co-author of the PATRIOT Act, author of torture memos and White House advisor.

During a December 1st debate in Chicago with Notre Dame professor and international human rights scholar Doug Cassel, John Yoo gave the green light for the scope of torture to legally include sexual torture of infants.

Cassel: If the president deems that he’s got to torture somebody, including by crushing the testicles of the person’s child, there is no law that can stop him?

Yoo: No treaty.

Cassel: Also no law by Congress — that is what you wrote in the August 2002 memo…

Yoo: I think it depends on why the President thinks he needs to do that.
