Police officers must accept cuts to their pay packets to avoid losing thousands of frontline jobs, Home Secretary Theresa May said today.

Mrs May said she did not want to make savings for the sake of it, but ”extraordinary circumstances” mean the Government must reform terms and conditions to keep officers on the streets.

Her speech comes ahead of an independent review of police pay and conditions by former rail regulator Tom Winsor, which will be published on Tuesday.

Mrs May called for all forces to follow the example of the Metropolitan Police in getting officers to patrol alone rather than in pairs.

“By getting more officers to patrol alone – rather than in pairs – and by better matching resources to demand in neighbourhood policing, they are increasing officer availability to the public by 25 per cent,” she said.

Gold Buying in China Jumps as Inflation Flares, Boosting Demand: UBS

Mar. 2 (Bloomberg) — Gold purchases in China, the world’s largest producer, climbed to 200 metric tons in the first two months of 2011 as faster inflation boosted consumer demand, according to UBS AG, which said the price may gain to $1,500.

“China is the big buyer,” Peter Hickson, global commodities strategist at Switzerland’s largest bank, said by phone yesterday, without giving a comparable figure for 2010. The estimate for the two-month period compares with full-year consumer demand from China of 579.5 tons for last year, according to the World Gold Council, a producer-funded group.

Bullion, which rallied 30 percent last year, surged to a record yesterday as uprisings in the Middle East, quickening inflation and currency debasement boosted global demand. China’s consumer prices rose 4.9 percent in January from a year earlier, exceeding policy makers’ 4 percent ceiling for a fourth month.

“Chinese interest is huge,” said Peter Tse, Hong Kong- based head of precious metals at Bank of Nova Scotia. “Demand for physical gold and imports has increased substantially” due to the Lunar New Year holiday, Tse said today, referring to the week-long break that began Feb. 2.

Government forces attack a key oil facility and air base in rebel-controlled Port Brega, their first offensive in eastern Libya since rebel fighters took control.


Reporting from Benghazi, Tripoli and Ajdabiya, — Libyan government forces launched a counterattack against a key oil facility and air base in rebel-controlled eastern Libya on Wednesday morning as Moammar Kadafi vowed to “fight until the last man and woman.”

The attack on Port Brega, about 100 miles south of the rebel stronghold of Benghazi, was the first offensive by Kadafi loyalists in eastern Libya since the region fell to rebel fighters 10 days ago. It triggered an escalation in the conflict as hundreds of untrained young men and poorly equipped soldiers stormed out of Benghazi to help rebels try to repulse the government advance.

State-run TV claimed that the government seized the huge Sirte Oil Co. complex in Port Brega, as well as a nearby air base. Rebel commanders in Benghazi said their fighters drove Kadafi’s men back and took the area. But Ahmed Jerksi, Sirte Oil manager, told the Associated Press that Kadafi forces had retaken control of the facility.

With the area engulfed in fighting, reporters who drove down the coastal highway were unable to sort out the conflicting claims.

A government warplane attacked a major weapons depot outside Ajdabiya, an opposition-controlled city 50 miles north of Port Brega. The attack appeared to miss the depot — at least the fourth time in the last 10 days that airstrikes there have failed.

Kadafi, in a combative speech to loyalists and the foreign media in Tripoli, said he had ordered the airstrike to prevent opposition “terrorists” from using the weapons.

Rebels reported a second airstrike against opposition fighters battling government forces near a university along the coast in Port Brega.

Two U.S. warships entered the Suez Canal bound for the Mediterranean, and Western governments were discussing a possible no-fly zone over Libya in support of the opposition.

Kadafi warned of civil war, saying, “This will lead to a bloody war and thousands of Libyans will die if America and NATO enter Libya.”

Port Brega lies at the edge of the area controlled by opposition fighters along the 600-mile coastal highway between Benghazi and Tripoli. The oil and gas complex feeds natural-gas pipelines that supply the energy needs of major eastern cities as well as Tripoli, according to workers at the complex.

If Kadafi’s soldiers are in control of the refinery, they could conceivably cut off gas supplies to the east and also deny opposition-controlled areas the gasoline, diesel and heating fuel produced at the Sirte Oil refinery.

The facility has continued to pump crude oil from major oil fields in the southern desert, sending it to Europe through a terminal at Port Brega. Western governments have frozen Libya’s oil proceeds.

Yes, it’s true. There are most likely GMOs in our organic foods. Not because they are “allowed,” because they aren’t, but because contamination is widespread throughout the agricultural industry, and the USDA’s National Organics Program (NOP) is designed so that GMOs can enter USDA Certified Organics through “accidental contamination.”

You see, the program is “process based.” That means that as long as the approved process of growing the organic crop is followed, then there is no reason to believe that contamination exists, and therefore, no reason to conduct a test for GMOs. According to NOP preharvest and postharvest testing rules:

The main objectives of the residue testing program are to: (1) ensure that certified organic production and handling operations are in compliance with the requirements set forth in this final rule and (2) serve as a means for monitoring drift and unavoidable residue contamination of agricultural products to be sold or labeled as organically produced. Any detectable residues of a prohibited substance or a product produced using excluded methods found in or on samples during analysis will serve as a warning indicator to the certifying agent.

The Administrator, SOP’s governing State official, or certifying agent may require preharvest or postharvest testing of any agricultural input used in organic agricultural production or any agricultural product to be sold or labeled as “100 percent organic,” “organic,” or “made with organic (specified ingredients or food group(s)).” It is based on the Administrator’s, SOP’s governing State official’s, or certifying agent’s belief that an agricultural product or agricultural input has come into contact with one or more prohibited substances or has been produced using excluded methods.

Certifying agents do not have to conduct residue tests if they do not have reason to believe that there is a need for testing. Certifying agents must ensure, however, that certified organic operations are operating in accordance with the Act and the regulations set forth in this part.

CONCORD, N.H. — Lawmakers and residents engaged in heated debate Tuesday over a bill that would make random airport security pat-downs and body scans criminal in New Hampshire.

The bill (HB628-FN) “makes the touching or viewing with a technological device of a person’s breasts or genitals by a government security agent without probable cause a sexual assault,” according to the introductory text of the bill.

“Let’s put their name on the sex offender registry, and maybe that will tell them New Hampshire means business,” said bill co-sponsor Rep. Andrew Manuse, R-Derry.

“That is a crime in this state, and we should charge them every single time,” said bill co-sponsor Rep. George Lambert, R-Litchfield.

Bernard Madoff, the disgraced financier, accused the investors whose money he lost in a £40 billion Wall Street investment fund of being greedy.


‘Everyone was greedy,’ Bernard Madoff told New York magazine. ‘I just went along’

Madoff, who is serving a 150-year prison sentence, also rubbished the financial reforms introduced by the US to prevent future corruption and claimed: “The whole government is a Ponzi scheme”.

The 72-year-old admitted in 2009 that his prestigious investment house was a Ponzi scheme, in which investors were paid returns from money put in by later investors, who were also promised big profits.

In a series of interviews from his jail in North Carolina, Madoff repeatedly claimed that he was not attempting to excuse his actions, while also appearing to do just that.

“Everyone was greedy,” he told New York magazine. “I just went along.”

He added: “These banks and these funds had to know there were problems”.

A Dallas-based Gulfstream V luxury jet seized for gold smuggling last month by authorities in the war-torn eastern region of the Democratic Republic of the Congo is also under investigation for drug running by the U.S. Drug Enforcement Administration.

The Gulfstream implicated in gold trafficking in Goma was on the DEA’s watch list, according to reporter Melanie Gouby from the Radio Netherlands Worldwide (RNW) news service. The BBC World Service was reporting the same thing.

Contacted over the weekend, Gouby identified the source of the drug trafficking allegation as Lambert Mendé, a Minister in the Democratic Republic of the Congo, and the government’s chief spokesman.

“Mendé told me the plane was wanted by the DEA for drug trafficking,” she told us.

Desiere’s Gulfstreams (he has three) are based at Fort Worth Alliance Airport near Dallas, the same airport where the Drug Enforcement Administration keeps its fleet of planes.

Some call it civil disobedience. Others a freeloading spirit. Either way, Greece’s “I Won’t Pay” movement has sparked heated debate in a nation reeling from a debt crisis that’s forced the government to take drastic austerity measures — including higher taxes, wage and pension cuts, and price spikes in public services.

Gold Reaches New Record High, Barely Reported By Mainstream Media

Gold prices settled at a new record high yesterday, as unrest in North Africa and the Middle East pushed the safe haven currency to $1,435/oz. Silver surged to new 30-year record nominal highs at $34.74/oz. Prices surged in dollars and all major currencies and look set to reach record highs in other currencies.

Given the continuing strong fundamentals and the concerns of geopolitical instability spreading to Saudi Arabia and other autocratic oil producing nations, gold and silver look set to challenge $1,500/oz and $40/oz in the coming weeks.

Gold’s all time record nominal high yesterday was barely reported in most of the mainstream business and financial press today – slightly more online but there was little or no coverage in print.

This is an indication that gold and silver remain far from the “bubbles” that some have suggested. Speculative manias and bubbles are characterised by mass participation and widespread enthusiasm and “irrational exuberance” by all sectors of society including the media and particularly the retail investor and the “man in the street”.

As seen today, this is clearly not the case at the moment as there continues to be little or no reporting (let alone analysis) about gold and silver – even when they reach record nominal highs.

NASA: Small Nuclear War Could Reverse ‘Global Warming’

Global warming is a scam.

And this is what is called science these days…


According to U.S. computer models a regional, limited nuclear war could set-off “unprecedented” worldwide cooling. Rainfall too might be affected.

This is the latest climate theory that owes much to the original promoter of nuclear winter, Dr. Carl Sagan. The pop-culture astronomer and astrophysicist who popularized the idea of a nuclear war thrusting the Earth into an extended Ice Age, also created the message plaques for the Pioneer 10 and 11 spacecraft that went interstellar and left the solar system.

Sagan’s concern focused on an all-out thermonuclear exchange between the USA and the USSR. Such destruction, he argued, could cause huge fires that would produce such great clouds of smoke and ash that sunlight would be blocked for weeks or months.

Sagan predicted that in such a bleak scenario, most humans would die from radiation poisoning, disease and starvation.

Although some believe that can no longer happen, they fail to consider that most of the Russian Federation’s formidable nuclear arsenal is still targeted on American cities—and so are Chinese missiles.

Nevertheless, most Western military analysts believe that if any nuclear exchange is likely to occur it will erupt from a regional conflict such as the developing nuclear countries of Pakistan and India.

Nuclear winter versus global warming

Some scientists theorized that such a limited nuclear exchange might be sufficient to initiate enough climate cooling to reverse the effects of global warming, so NASA decided to test the probability of such an occurrence by creating a simulation using computer modeling.

NASA scientists worked with other institutions and created a hypothetical war between two countries lobbing the total equivalent of one hundred Hiroshima-type bombs. The resulting mega-tonnage of explosive was calculated at a mere three-hundredths of the estimated world nuclear arsenal.

It details how by the year 2013, there’s not going to be any excess supply in the system. That means, even if the Saudis aren’t lying about being able to ramp up production like Jim Rogers says, they’ve only got two more years to do so before that spare capacity evaporates.

So beyond the Middle East instability trend, there’s a much bigger problem lurking.

Forces loyal to Muammar Gadaffi, the Libyan leader, are battling rebels in control of cities both close to the capital, Tripoli, and far away from it.

Reports said on Monday that fighter jets bombed an ammunition depot in the eastern city of Ajdabiya, while a resident of Az Zawiyah, 50km west of Tripoli, told the Associated Press news agency by telephone that fighting started on Monday evening and intensified after sundown when troops loyal to Gaddafi attacked the city from the west and east.

“We were able to repulse the attack. We damaged a tank with an RPG. The mercenaries fled after that,” said the resident of Az Zawiyah, who spoke on condition of anonymity for fear of government reprisals.

Yemeni president says US and Israel behind unrest (AP):

However, on Tuesday, Saleh seemed to be turning on Washington. In a speech to about 500 students and lecturers at Sanaa University, he claimed the U.S., along with Israel, is behind the protest movement.

“I am going to reveal a secret,” he said. “There is an operations room in Tel Aviv with the aim of destabilizing the Arab world. The operations room is in Tel Aviv and run by the White House.”

Saleh also alleged that opposition figures meet regularly with the U.S. ambassador in Sanaa. “Regrettably those (opposition figures) are sitting day and night with the American ambassador where they hand him reports and he gives them instructions,” Saleh said.

Chavez: U.S. distorting situation in Libya ‘to justify an invasion’ (CNN):

(CNN) — Venezuelan President Hugo Chavez claims U.S. criticism of Libyan leader Moammar Gadhafi has a clear aim: military invasion.

“Let’s not get carried away by the drums of war, because the United States, I am sure that they are exaggerating and distorting things to justify an invasion,” Chavez said Monday, according to Venezuelan state media.

At a Monday meeting of the U.N. Human Rights Council in Geneva, Switzerland, U.S. Secretary of State Hillary Clinton said the United States was exploring “all possible options,” and that “nothing is off the table so long as the Libyan government continues to threaten and kill Libyan citizens.”

Destroying Libya (Activist Post):

The Anglo-American “globocrat” establishment is no longer hiding its support for the now admittedly armed rebellion spreading across Libya. The rebellion has been met by a defiant Qaddafi who may have more support than the corporate owned media has revealed and the rebels may need “extra” assistance from their Western sponsors, lest they end up in a “Bay of Pigs-like” scenario.

While Libyan opposition leader Ibrahim Sahad leads the rhetorical charge from Washington D.C., his National Front for the Salvation of Libya (NFSL) on the ground is armed to the teeth, as it has been throughout its 20 year history of attempted CIA backed rebellions against Qaddafi. In 1984, the NFSL tried to overthrow Qaddafi in a failed armed coup. The Daily Globe and Mail also recently confirmed that the NFSL along with the Libyan National Army, both under Sahad’s new National Conference of Libyan Opposition (NCLO), had both “attempted coups and assassinations against Col. Gadhafi in the 1980s.”

NEW YORK (TheStreet) — JPMorgan Chase is a defendant in more than 10,000 legal proceedings and may be $4.5 billion short of reserves needed to cover those costs in a worst-case scenario, the firm said in a regulatory filing on Monday.

The New York-based bank’s legal woes range from individual actions against JPMorgan Chase to class actions with “potentially millions” of litigants to “regulatory/government investigations.” The suits include common law tort and contract claims, statutory antitrust claims, securities claims and consumer protection claims, the bank said in its 10-K filing with the Securities and Exchange Commission.

JPMorgan is the last of the four big U.S. banks to detail some of its exposure to litigation in its annual report. While the banks didn’t say what their overall litigation reserves are, JPMorgan, Citigroup, Bank of America, and Wells Fargo outlined a potential $11.2 billion shortfall in litigation reserves altogether.

China Forced To Deny It Will Experience HYPERinflation In 2011, As Russia Unexpectedly Hikes Interest Rates

And now for this evening’s stunner, via Dow Jones.

There won’t be hyperinflation in China this year, the state-run China Securities Journal reported Tuesday, citing Yao Jingyuan, the chief economist of the National Bureau of Statistics. The abundant stocks of grains and main agricultural products in China are key factors in stabilizing consumer prices, the newspaper quoted Yao as saying.

China’s consumer price index rose 4.9% in January from a year earlier, picking up from December’s 4.6%.”

So putting aside what official denial means about the validity of a story, not to mention this utterly bizzare and completely out of left field statement, China’s best and only reason why it won’t have hyperinflation is that it has “abundant stocks of grains and agricultural products.”… We can, at best, hope that this has to be some early version of an April Fool’s joke, or else things are truly far worse than anyone expected.

Also, just where does China put the threshold cut off on “hyper” – 10%? 20%? 50%? Is it at least safe to say that China may well experience mega, turbo, or nitrous inflation (and we generously put all three terms to the left of “hyper” on the X-axis)?

In the meantime, Russia, which will soon come out with comparable warnings, unexpectedly hiked interest rates by 0.25% to 8.00%:

The Russian Central Bank unexpectedly raised its key interest rate by 0.25 percent to 8 percent for the first time since the economic crisis over two years ago.

The Bank of Russia said in a statement that the rate hike, effective from Monday, was needed due to the high inflationary pressure and the expected rise of capital inflow into Russia as the world oil prices surge on the unrest in the Middle East.

“There are grounds for capital inflows into Russia due to higher oil prices,” the central bank said in a statement accompanying the decision.

It seems unusual for a staid, respected publication (one that has received three National Magazine Awards in just this past decade) to start treating a celebrated journalist (who himself has won two National Magazine Awards in just this past decade) as if he were nothing more than a paranoid crank.

It seems unusual, but it’s exactly what the staff of Foreign Policy has done to Seymour Hersh, following a lecture the venerated reporter gave at Georgetown University’s campus in Doha, Qatar. You may know Hersh as the dogged investigator who exposed the My Lai Massacre during Vietnam. You may know him as the staff writer for The New Yorker who published some of the earliest pieces on Abu Ghraib in May 2004. You might even know him as the man derided and then vindicated for claiming that Dick Cheney was running a secret assassination squad right out of the Vice President’s office. (In truth, the squad was and is a bipartisan affair, initiated under Clinton and still operative under Obama.)

Yet, given the Foreign Policy staff’s derisive commentary on Seymour’s January 17th talk, you would think he was some credulous rube midway through his first Dan Brown novel.

Hersh “delivered a rambling, conspiracy-laden diatribe here Monday,” Blake Hounshell reported on the magazine’s Passport blog. His delusional fantasia: The existence of ties between the U.S. Military’s Joint Special Operations Command and a secretive Catholic order called the Knights of Malta. As Hounshell elaborates:

Iceland Hit By 400 Earthquakes in 24 Hours, Krisuvik Volcano Shows Activity

After four days of continues earthquake activity it appears that Krísuvík volcano has stepped up it’s activity by a order of magnitude. Since midnight there have been over 400 earthquakes in Krísuvík volcano. The activity is continuing when this is written and does not show any signs of slowing down at this moment. Geologist in Iceland are expecting more earthquakes in this area over the next hours and even earthquakes that are larger then ML3.0 in size.

The largest earthquakes where ML3.3 and ML3.7 in size. This is automatic size by the SIL system. The depth of the earthquakes was 4.7 km and 1.1 km according to the automatic SIL system. Due to high number of earthquakes the SIL system is putting earthquakes down all around the Reykjanes Peninsula. While there might be some earthquakes there, the number is not nearly as high as can be seen on the map. The earthquakes can be located by there low quality number.

A series of malaria studies at Stateville and two other prisons were designed to test antimalarial drugs that could have helped soldiers fighting in the Pacific during World War II.

ATLANTA — Shocking as it may seem, U.S. government doctors once thought it was fine to experiment on disabled people and prison inmates. Such experiments included giving hepatitis to mental patients in Connecticut, squirting a pandemic flu virus up the noses of prisoners in Maryland, and injecting cancer cells into chronically ill people at a New York hospital.

Much of this horrific history is 40 to 80 years old, but it is the backdrop for a meeting in Washington this week by a presidential bioethics commission. The meeting was triggered by the government’s apology last fall for federal doctors infecting prisoners and mental patients in Guatemala with syphilis 65 years ago.

U.S. officials also acknowledged there had been dozens of similar experiments in the United States – studies that often involved making healthy people sick.

An exhaustive review by The Associated Press of medical journal reports and decades-old press clippings found more than 40 such studies. At best, these were a search for lifesaving treatments; at worst, some amounted to curiosity-satisfying experiments that hurt people but provided no useful results.

Inevitably, they will be compared to the well-known Tuskegee syphilis study. In that episode, U.S. health officials tracked 600 black men in Alabama who already had syphilis but didn’t give them adequate treatment even after penicillin became available.

Scientists discover cause of rare skin cancer that heals itself

Discovering how a rare cancer heals itself could lead to new treatments for other types of the disease, claim scientists.


Researchers believe they have found a key gene involved in Ferguson-Smith disease, otherwise known as multiple self-healing squamous epithelioma (MSSE), a skin cancer that grows rapidly but then a few weeks later, inexplicably, heals itself.

They believe that by finding out how the faults in the gene TGFBR1 cause the cancer and then subsequently heal it could give valuable insights into beating other types of tumour.
