New powers: Police officers from European countries could soon be able to spy on and arrest Britons in the UK

Ministers are ready to hand sweeping Big Brother powers to EU states so they can spy on British citizens.

Foreign police will be able to travel to the UK and take part in the arrest of Britons.

They will be able to place them under surveillance, bug telephone conversations, monitor bank accounts and demand fingerprints, DNA or blood samples.

Anyone who refuses to comply with a formal request for co-operation by a foreign-based force is likely to be arrested by UK officers.

The move will spark a damaging row with backbench Tory MPs opposed to giving such draconian powers to Brussels.

The Tories were opposed to the directive in opposition, saying it showed a ‘relish for surveillance and disdain for civil liberties’.

But ministers have made a dramatic U-turn since joining the pro-EU Lib Dems in government, and the wide-ranging powers are due to be approved later this week.

According to the campaign group Fair Trials International, under the new rules it would be possible, for example, for Spanish police investigating a murder in a nightclub to demand the ID of every British citizen who flew to the country in the month the offence took place.

They could also force the UK to search its DNA database – which contains nearly one million innocent people – and send samples belonging to anybody who was in Spain at the time.

The Catholic church, already reeling from a string of clerical sex abuse scandals, is facing new embarrassment after an Italian magazine published an investigation into what it termed the double life of gay priests in Rome.

Using hidden cameras, the weekly Panorama, owned by Italy’s prime minister, Silvio Berlusconi, captured priests visiting gay clubs and bars and having sex. The Vatican does not condemn homosexuals, but it teaches that gay sex is “intrinsically disordered”. In one of his earliest moves, pope Benedict barred actively gay men from studying for the priesthood.

The diocese of Rome lashed out at the prime minister’s magazine, saying its aim was “to create scandal [and] defame all priests”. But it also urged gay clerics to leave both the closet and the priesthood.

In early April, state police officers raided Graber’s parents’ home in Abingdon, Md. They confiscated his camera, computers and external hard drives. Graber was indicted for allegedly violating state wiretap laws by recording the trooper without his consent.

That Anthony Graber broke the law in early March is indisputable. He raced his Honda motorcycle down Interstate 95 in Maryland at 80 mph, popping a wheelie, roaring past cars and swerving across traffic lanes.

But it wasn’t his daredevil stunt that has the 25-year-old staff sergeant for the Maryland Air National Guard facing the possibility of 16 years in prison. For that, he was issued a speeding ticket. It was the video that Graber posted on YouTube one week later — taken with his helmet camera — of a plainclothes state trooper cutting him off and drawing a gun during the traffic stop near Baltimore.

Arrests such as Graber’s are becoming more common along with the proliferation of portable video cameras and cell-phone recorders. Videos of alleged police misconduct have become hot items on the Internet. YouTube still features Graber’s encounter along with numerous other witness videos. “The message is clearly, ‘Don’t criticize the police,'” said David Rocah, an attorney for the American Civil Liberties Union of Maryland who is part of Graber’s defense team. “With these charges, anyone who would even think to record the police is now justifiably in fear that they will also be criminally charged.”

Carlos Miller, a Miami journalist who runs the blog “Photography Is Not a Crime,” said he has documented about 10 arrests since he started keeping track in 2007. Miller himself has been arrested twice for photographing the police. He won one case on appeal, he said, while the other was thrown out after the officer twice failed to appear in court.

“They’re just regular citizens with a cell-phone camera who happen to come upon a situation,” Miller said. “If cops are doing their jobs, they shouldn’t worry.”

The ACLU of Florida filed a First Amendment lawsuit last month on behalf of a model who was arrested February 2009 in Boynton Beach. Fla. Her crime: videotaping an encounter between police officers and her teenage son at a movie theater. Prosecutors refused to file charges against Sharron Tasha Ford and her son.

11-Year-Old Katie Stagliano Grows Tons of Veggies for the Homeless

It all began in third grade, when Katie Stagliano’s 40-pound cabbage fed 275 homeless people. Now, Katie’s six gardens have produced over 4,000 pounds of vegetables to feed the needy.

When Katie Stagliano was in third grade, she planted a cabbage in her family’s small garden. When it grew to an astounding 40 pounds, she donated it to a soup kitchen, where it was made into meals for 275 people (with the help of ham and rice). “I thought, ‘Wow, with that one cabbage I helped feed that many people?'” says Katie, now entering sixth grade. “I could do much more than that.”

So Katie started planting vegetable gardens as part of her nonprofit Katie’s Krops – she has six right now – including one the length of a football field at her school in her hometown of Summerville, S.C. Classmates, her family and other people in the community help plant and water, and Bonnie Plants donates seedlings. This past year, Katie took her commitment to a new level: she has given soup kitchens over 2,000 pounds of lettuce, tomatoes and other vegetables. Katie and her helpers are now harvesting the spring planting, and another 1,200 pounds will be donated by October.

“She just walks in like a proud little girl with her treasures in her arm,” says Sue Hanshaw, CEO of Tricounty Family Ministries, the soup kitchen in Charleston, S.C. where Katie first brought her 40-pound crucifer. “I love what she exudes, caring for others. It’s made a big impact on a lot of people.”

Says Elois Mackey, 49, a formerly homeless mother of two who has received a weekly vegetable delivery from Katie since September: “She is showing that you can help other people no matter how young you are. I love the vegetables she brings.”

Katie is a well-spoken 11-year-old who juggles the life of a school child with that of a world-changer. Swim practice, tennis matches, and studying (she has had the highest GPA of her class for the last four years) are sandwiched between daily waterings and tending.  “It makes me feel good,” says Katie. “I feel bad for those people who have to go to Palmetto house [a homeless shelter where she and residents recently planted a garden], but I feel good that I’m helping people.”

Katie’s desire to help as well as create sprouted early. “She’s always been very inquisitive and wants to go above and beyond,” says her mom, Stacy, 41. “It’s like, ‘What about this and why aren’t we doing this?”

Since the age of four, Katie has placed first in competitions that include inventing a toothbrush now on sale that teaches water conservation, for the Dr. Fresh company. “When you put the toothbrush in your mouth to brush,” says Katie, “it plays a rap song that says, ‘Turn off the water when you brush your teeth, and you can save eight gallons of water.'”

She says Obama is making the US ‘a nation of slaves’ – and her campaign is raking in millions. So just how far can Michele Bachmann go?

As stereotypes go, “Minnesota nice” is not a bad one. It holds that the mid-western residents of Minnesota, with its vast rural landscape and mostly Scandinavian-descended population, are unusually pleasant.

But Minnesotans might soon have to give up some of their hard-won reputation for quiet reasonableness thanks to one of their own, Congresswoman Michele Bachmann, a fiercely rightwing darling of the Tea Party, who is rapidly becoming one of the most famous politicians in America and may yet outshine Sarah Palin as a potential Republican presidential pick for 2012.

Bachmann, whose district is a sprawling stretch of farms and small cities, has used her theoretically modest political platform to catapult herself to the forefront of conservatism in America. She does not shy away from extreme opinions, lambasting President Barack Obama as a socialist threat to the American way of life. She is stridently anti-government, pro-business and socially conservative. She has even called for her fellow congressional politicians to be investigated to see if they are “pro-America” enough.

To many on the left of US politics, her outlandish statements seem a poor joke. She is regularly lampooned on liberal blogs in a similar manner to Palin, whose family life dominated the gossip magazines last week after the unexpected engagement of her daughter. But as Palin becomes more of a media force than a political one, Bachmann is rising to replace her. Her verve and anger have entranced a significant section of the population, one expected to vote in huge numbers in this November’s mid-term elections. “Bachmann is media-savvy, energising and charismatic, just like Palin. But unlike Palin, she is a seasoned politician. She is not a political lightweight; she is serious,” said Professor Shaun Bowler, a political scientist at the University of California at Riverside.

Journalists are being fired for saying what they think while politicians on the Left and Right are being allowed to get away without being questioned

Freedom of speech may be part of the United States Constitution but perhaps the First Amendment that enshrines it could do with a caveat or two being added.

Congress may make no law “abridging the freedom of speech, or of the press”, the Bill of Rights lays down. That still holds true but, increasingly, speaking freely can get you fired or tarred for life.

Even more ominously, the internet and the increased ease of free communication is allowing the cannier politicians to escape scrutiny rather than be held to account.

Ironically, it is the mainstream media itself that is on the attack against press freedom. Last week, Octavia Nasr, a Lebanese Christian who was CNN’s Senior Editor for Arab Affairs, was summarily fired after 20 years for tweeting that she was “sad” about the death of Sheikh Mohammed Hussein Fadlallah, describing him as “one of Hezbollah’s giants I respect a lot”.

We can debate the wisdom of that statement and question whether respect was what Fadlallah, who praised Palestinian “martyrdom operations” and was acclaimed as the spiritual leader of a group whose hands are drenched in blood, really deserved.

But Hezbollah is part of the Lebanese government and Nasr’s sentiments are shared by millions in the Middle East. Her opinion was considerably milder than the gushing praise for Fadlallah from the British ambassador to Lebanon. Firing her for expressing it was boneheaded and killed any chance of intelligent discussion.

Dave Weigel, a Washington Post blogger, has also found himself out of a job after his colourful venting about conservatives in a private email group was maliciously leaked. Now, even the private opinions of journalists are grounds for dismissal? Reporters have to blog and tweet and show edge and attitude and be controversial – except when it becomes uncomfortable.

General Stanley McChrystal, a legendary Special Forces officer and the man who President Barack Obama had chosen to win the war in Afghanistan, is now spending his time on long walks in Virginia’s Shenandoah Valley.

Why? Because of the idiotic utterances of some of his junior aides when they got stuck in Paris within earshot of a Rolling Stone reporter who wanted to make a name for himself.

The US plans to install a Big Brother-style monitoring system on the computer systems of private companies and government agencies to prevent cyber-attacks from abroad.

The program, named Perfect Citizen, will rely on sensors that will be deployed in networks running critical infrastructure such as the electricity grid and nuclear-power plants.

It will be able to detect any attempt by foreign saboteurs to launch a cyber-attack .

But privacy campaigners have reacted furiously, saying that ‘mission creep’ will make it easy for security forces to effectively spy on normal citizens.

How your Apple iPhone spies on you

Criminals using the Apple iPhone may be unwittingly providing police with a wealth of information that could be used against them, according to new research.

As the communications device grows in popularity, technology experts and US law enforcement agencies are devoting increasing efforts to understanding their potential for forensics investigators.

While police have tracked criminals by locating their position via conventional mobile phone towers, iPhones offer far more information, say experts.

“There are a lot of security issues in the design of the iPhone that lend themselves to retaining more personal information than any other device,” said Jonathan Zdziarski, a former computer hacker who now teaches US law enforcers how to retrieve data from mobile phones.

“These devices organise people’s lives and, if you’re doing something criminal, something about it is going to go through that phone.” Apple has sold more than 50 million iPhones since the product was launched in 2007.

Mr Zdziarski told The Daily Telegraph he suspected that security had been neglected on the iPhone as it had been intended as a consumer product rather than a business one like rivals such as the Blackberry.

An example was the iPhone’s keyboard logging cache, which was designed to correct spelling but meant that an expert could retrieve anything typed on the keyboard over the past three to 12 months, he said.

In addition, every time an iPhone’s internal mapping system is closed down, the device snaps a screenshot of the phone’s last position and stores it.

Europol can access personal information on anyone – including their political opinions and sexual preferences – if it suspects, rightly or wrongly, that they may be involved in any “preparatory act” which could lead to criminal activity.

US anti-terrorism investigators have won the right to scrutinise the private bank details of British and other EU citizens after a crucial vote in the European parliament yesterday.

The vote in favour of giving CIA agents access to a giant financial database follows a deal struck between US and EU negotiators.

Under the new arrangements, the EU police agency Europol will assess whether specific data requests are necessary for the fight against terrorism before the data is sent to the US, and the EU Commission will appoint its own officials to monitor the US investigators’ actions. There is also a requirement that bulk data can never be sent to third countries. The measures were passed by 484 MEPs in favour and 109 against.

Last night the White House welcomed its victory. In a statement, the Obama administration said: “Putting the Terrorist Finance Tracking Programme on this co-operative course is another example of how we can work with our European partners to prevent terrorism and simultaneously respect the rule of law. This co-operation strengthens our transatlantic ties and makes all our people safer.”

Indian Mum (Medical Student) ‘Tries to Flush Newborn Down Plane Toilet’

An Indian woman gave birth to a baby in the lavatory of an international passenger plane and tried to dispose of it down the toilet, media reports in New Delhi said on Thursday.

The infant was found stuck in the toilet after the plane landed in Amritsar, northern India, and was rushed to hospital still attached to the toilet bowl, police and doctors told the Press Trust of India news agency.

HP Singh, a doctor at the Escorts Hospital near the airport, said that a team of surgeons used a saw cutter to remove the newborn’s head from the toilet.

The 22-year-old mother was reported to have left the plane when it landed, and was later arrested in the airport after the cabin crew on the Turkmenistan Airlines flight found the baby.

Doctors at the hospital said the infant was in a critical condition.

Newspapers reported the mother was an unmarried medical student returning home after completing a degree abroad.

Catholic Priest Stole $1.3 Million From Church To Pay For Male Escorts, Designer Clothes And Luxury Hotels

A Roman Catholic priest was charged yesterday with stealing $1.3m (£850,000) in church money over seven years to use for male escorts, expensive clothing and luxury hotels and restaurants.

The Rev Kevin J Gray, who was formerly pastor at Sacred Heart/Sagrado Corazon Parish in Waterbury, Connecticut, was arrested and charged with first-degree larceny, Waterbury police said. He was expected to be arraigned yesterday at Waterbury Superior Court.

Mr Gray, 64, allegedly used the money to stay at such hotels as the Waldorf-Astoria in New York and pay for expensive clothing including Armani suits, said Captain Christopher Corbett. He also paid the college tuition and rent of two men he had met, he added.

Report reveals more than 42 percent of territory is controlled by settlers

Jewish settlers, who claim a divine right to the whole of Israel, now control more than 42 per cent of the occupied West Bank, representing a powerful obstacle to the creation of a Palestinian state, a new report has revealed.

The jurisdiction of some 200 settlements, illegal under international law, cover much more of the occupied Palestinian territory than previously thought. And a large section of the land has been seized from private Palestinian landowners in defiance even of an Israeli supreme court ruling, the report said, a finding which sits uncomfortably with Israeli claims that it builds only on state land.

Drawing on official Israeli military maps and population statistics, the leading Israeli human rights group, B’Tselem, compiled the new findings, which were released just as the Israeli prime minister, Benjamin Netanyahu, arrived in Washington to try to heal a gaping rift with US President Barack Obama over the issue of settlements.

“The settlement enterprise has been characterised, since its inception, by an instrumental, cynical, and even criminal approach to international law, local legislation, Israeli military orders, and Israeli law, which has enabled the continuous pilfering of land from Palestinians in the West Bank,” the report concluded.

On a gloomy recent morning in West Oakland, tenants at the David Gray Building — or, Off-Ramp Studios, as everyone who lives there calls it — stood in the hallways outside their lofts. They gathered around their doors in nervous clusters and spoke in hushed tones, wondering aloud whether they should head to work or stay and observe while two Oakland police officers, two building services code enforcers, a fire inspector, and three property management representatives entered all of their units one by one.

Traditionally the entire procedure would have required a search warrant. But on this day, the group of cops and city officials were operating under a little-known Oakland city program, called “SMART” — Specialized Multi-Agency Response Team — that some legal experts say may be unconstitutional. That’s because they enter people’s homes without consent or a warrant.

Germany takes legal steps against Facebook

BERLIN (AP) — A German data protection official has filed a legal complaint against Facebook, saying people have been griping that their private information was saved by the personal networking site without their knowledge or consent.

Johannes Caspar said Wednesday that his Hamburg data protection office has taken legal steps against Facebook which could result in it being fined for saving private information of individuals who don’t use the site and haven’t granted it access to their details.

Big Brother: CCTV turning schools into ‘prisons’

Schools are being turned into “prisons” as children are subjected to increasingly sophisticated surveillance and security measures, according to a report.

Researchers found the widespread use of CCTV, ID cards, electronic registration systems, fob-controlled gates and fingerprint technology as schools attempt to crackdown on troublemakers.

Staff at one comprehensive patrolled corridors and playgrounds with radios to make sure children behaved at lunchtimes, while teachers at a private school used technology to spy on children’s computer and internet use.

Researchers suggested that the sheer scale of surveillance was fuelling paranoia among many pupils.

According to the report, children at an all-girls’ secondary school claimed that “voyeuristic” cameras could be used to monitor them in changing rooms and toilets.

The conclusions, in a study by Hull University, come amid growing concerns over a rise in the use of surveillance techniques in schools.

As many as 85 per cent of teachers have reported the use of CCTV in their schools and one-in-10 admitted cameras were even trained on toilets.

This comes despite claims in another report that the collection of CCTV images or other biometric information could contravene the Data Protection Act.

The US workforce shrank by 652,000 in June, one of the sharpest contractions ever. The rate of hourly earnings fell 0.1pc. Wages are flirting with deflation.

“The economy is still in the gravitational pull of the Great Recession,” said Robert Reich, former US labour secretary. “All the booster rockets for getting us beyond it are failing.”

“Home sales are down. Retail sales are down. Factory orders in May suffered their biggest tumble since March of last year. So what are we doing about it? Less than nothing,” he said.

California is tightening faster than Greece. State workers have seen a 14pc fall in earnings this year due to forced furloughs. Governor Arnold Schwarzenegger is cutting pay for 200,000 state workers to the minimum wage of $7.25 an hour to cover his $19bn (£15bn) deficit.

Can Illinois be far behind? The state has a deficit of $12bn and is $5bn in arrears to schools, nursing homes, child care centres, and prisons. “It is getting worse every single day,” said state comptroller Daniel Hynes. “We are not paying bills for absolutely essential services. That is obscene.”

Roughly a million Americans have dropped out of the jobs market altogether over the past two months. That is the only reason why the headline unemployment rate is not exploding to a post-war high.

Let us be honest. The US is still trapped in depression a full 18 months into zero interest rates, quantitative easing (QE), and fiscal stimulus that has pushed the budget deficit above 10pc of GDP.

The share of the US working-age population with jobs in June actually fell from 58.7pc to 58.5pc. This is the real stress indicator. The ratio was 63pc three years ago. Eight million jobs have been lost.

The average time needed to find a job has risen to a record 35.2 weeks. Nothing like this has been seen before in the post-war era. Jeff Weninger, of Harris Private Bank, said this compares with a peak of 21.2 weeks in the Volcker recession of the early 1980s.

“Legions of individuals have been left with stale skills, and little prospect of finding meaningful work, and benefits that are being exhausted. By our math the crop of people who are unemployed but not receiving a check amounts to 9.2m.”

Republicans on Capitol Hill are filibustering a bill to extend the dole for up to 1.2m jobless facing an imminent cut-off. Dean Heller from Vermont called them “hobos”. This really is starting to feel like 1932.

Washington’s fiscal stimulus is draining away. It peaked in the first quarter, yet even then the economy eked out a growth rate of just 2.7pc. This compares with 5.1pc, 9.3pc, 8.1pc and 8.5pc in the four quarters coming off recession in the early 1980s.

The housing market is already crumbling as government props are pulled away. The expiry of homebuyers’ tax credit led to a 30pc fall in the number of buyers signing contracts in May. “It is cataclysmic,” said David Bloom from HSBC.

Big Brother: Covert Surveillance System Monitors Conversations In Britain

A controversial covert surveillance system that records the public’s conversations is being used in Britain.

The technology, called Sigard, monitors movements and speech to detect signs of threatening behaviour.

Its designers claim the system can anticipate anti-social behaviour and violence by analysing the information picked up its sensors.

They say alerts are then sent to police, nightclub bouncers or shop security staff, which allow them to nip trouble in the bud before arguments spiral into violence.

The devices are designed to distinguish between distress calls, threatening behaviour and general shouting.

The system, produced by Sound Intelligence, is being used in Dutch prisons, city centres and Amsterdam’s Central Rail Station.

Coventry City Council is funding a pilot project for six months and has installed seven devices in the nightlife area on the High Street.

Dylan Sharpe, from Big Brother Watch, said: “There can be no justification for giving councils or the police the capability to listen in on private conversations.”

Intelligent cars fitted with aircraft-style black boxes that can send video footage and information about driving behaviour during accidents to the police and insurance companies are being developed by computer scientists.

The car, which is being developed by researchers at computer chip giant Intel, will record information about the vehicle speed, steering and braking along with video footage from inside and outside the vehicle.

This would be automatically sent to police and insurance companies in the event of an accident to make it easier to determine the cause of car crashes and identify the person responsible.

The device forms part of an intelligent car envisaged by researchers at computer chip giant Intel. They are developing technology that will transform cars into smart vehicles that are able to detect dangers on the road and even take over control from motorists.

They have been in discussions with car manufacturers about developing cars that are permanently connected to the internet and other vehicles using wireless technology.

Camera systems that can recognise street signs and then take over control of a car if the motorist tries to drive the wrong way up a one-way street, for example, are being developed for use in vehicles.

UK ‘Bin Police’ Punishes Hundreds of Households With Bigger Fines Than Those Given To Shoplifters

Council “bin police” are punishing hundreds of households with bigger fines than those given by police to shoplifters, it can be revealed.

Figures obtained by The Sunday Telegraph have revealed that local authorities issued more than 1,240 fixed penalty notices last year for breaking rules on recycling and putting out rubbish.

Councils are issuing fines of up to £110 for such infringements as putting their bins out for collection at the wrong time, over filling bins, or putting recycling into the wrong boxes.

That compares to the £80 spot fines that can be issued by police to people caught shoplifting.

The controversial rules have been condemned as “draconian” and are deeply unpopular with householders.
