In what is sure to be met with cries of derision across the European Union, in line with what the IMF had previously recommended (and we had previously warned as inevitable), the Bundesbank said on Monday that countries about to go bankrupt should draw on the private wealth of their citizens through a one-off capital levy before asking other states for help. As Reuters reports, the Bundesbank states, “(A capital levy) corresponds to the principle of national responsibility, according to which tax payers are responsible for their government’s obligations before solidarity of other states is required.” However, they note that they will not support an implementation of a recurrent wealth tax in Germany, saying it would harm growth. We await the refutation (or Draghi’s jawbone solution to this line in the sand.)

The Transportation Security Administration (TSA) spent approximately $900 million over the last 5 years for behavior detection officers to identify high-risk passengers but, so far, according to the General Accountability Office (GAO), only 0.59% of the passengers flagged were arrested and among those not one was charged with terrorism – zero.

In 2003, the TSA started testing its Screening of Passengers by Observation Technique (SPOT) program, which was then fully deployed in 2007. About 3,000 behavior detection officers (BDO) “had been deployed to 176 of the more than 450 TSA-regulated airports in the United States” by fiscal year 2012 (Oct. 1, 2011 – Sept. 30, 2012), according to the GAO.

Reuters reports, citing a spokesman for the national police, that the dead man as Suthin Tharatin – one of the protest leaders- was shot in the head and in the chest.

But look at the posted email from the EPA to air quality districts that were to monitor the portables. This was obtained with a Freedom of Information Act request by [University of California Santa Cruz lecturer Dan Hirsch]. […] “EPA HQ has decided at this time to not deploy the deployable RADNET monitors to CA, OR and WA.” So at the height of the emergency the central coast, the very spot where the radioactive plume was supposed to hit the EPA had no working monitors for the air quality in Monterey, Santa Cruz, San Luis Obispo or Santa Barbara counties. Why? […] we really have no clue how much radiation was in the air on the central coast in the days and weeks after the Fukashima [sic] accident. Hirsch said we do know from a monitor in Bakersfield, before it broke in mid-march, that radioactive air quality was spiking. […] I’ve made a call to the EPA for comment on this they’ve yet to respond. Hirsch can only speculate that the EPA was worried about public hysteria over this and chose to now [not?] deploy the monitors.
