On November 15, the Ministry of the Environment announced the result of the survey of the radioactive material density in bottom soil in 193 locations in rivers, lakes and dams in Fukushima Prefecture. Radioactive cesium was detected in almost all locations, with the highest density of 60,000 becquerels/kg of radioactive cesium in the riverbed soil in the Ota River that runs through Minami Soma City, which was designated as “evacuation-ready zone” after the Fukushima I Nuclear Power Plant accident.

Governor of Tokyo Shintaro Ishihara is ready for more “disaster” radioactive debris from Tohoku. After having started on Iwate’s debris and scolded the residents to shut up and put up, he is eager to sign the deal with Miyagi Prefecture and bring in Onagawa’s debris to Tokyo to crush, burn, and dump in the landfill in Tokyo Bay.

Reading the Mainichi article linked below, it is clear that the Tokyo government is going to circumvent the pesky residents completely by running the idea of accepting disaster radioactive debris with the Assembly of Special Ward (“ku”) Mayors. There are 23 of these mayors, and as long as they’re OK (they seem quite eager to help out Miyagi and Iwate for some reason), Ishihara will just do it. The Tokyo residents and the Metropolitan Assembly will be bypassed.

To remind you, the company who will do the incineration and burying the ashes in the landfill is Tokyo Rinkai Recycle Power, a TEPCO subsidiary receiving subsidies from the Ministry of Economy, Trade and Industry and the Ministry of the Environment and sweetheart land deal with the Tokyo Metropolitan government. Perfect regulatory capture.

Regarding the slow progress of wide-area processing of the disaster debris from the March 11 earthquake/tsunami, it has been revealed that the Tokyo Metropolitan government and the Assembly of the Special Ward Mayors have been discussing the acceptance of disaster debris from Onagawa-machi in Miyagi Prefecture. The formal decision may be made by the end of this month. If Tokyo accepts the debris from Onagawa, it will be the second such case since the debris of Miyako City in Iwate Prefecture.

For those of you who wrote to me that Fukushima rice was “safe” because it all “tested” well below the safety limit of 500 becquerels/kg of radioactive cesium, sorry. NHK has a piece of bad news for you.

630 becquerels/kg of radioactive cesium has been detected from the rice grown and harvested in Onami District of Fukushima City in Fukushima. It was discovered only because one farmer asked the local JA to test his rice.

The video clip accompanying the NHK News says 630 becquerels/kg of radioactive cesium from brown rice, and 300 becquerels/kg from white (milled) rice.

The entire Onami District was declared good to ship the rice, after the Fukushima prefectural government tested 2 samples in one location in Onami District.

Onami District of Fukushima City has high radiation contamination, and that’s where the volunteers have been sent to “decontaminate”, scooping out the sludge in the drain by hand, among other pleasant activities. They gained weight almost equally for about 8 weeks and then the pasteurized milk calf started falling back.

But the female athletes as young as 13 are running in the Ekiden Road Race in Fukushima City in the radiation often much higher than at J-Village. And the nation is supposed to cheer for the wonderful recovery of Fukushima Prefecture by watching these girls run.

The following are the actual air radiation measurements on the Ekiden course from the blog posts (here and here) of a TV writer who calls himself “Chidai”, on November 12. He measured the air radiation levels at 1 meter off the ground on the Ekiden course.

First, he shows the radiation at J-Village, as comparison:

0.91 microsievert/hour, in front of J-Village, right before the roadblock:

There are many more locations that registered even higher radiation. He also says that when he measured at 5 centimeters off the ground, the radiation levels jumped everywhere.

One irony about the 1.41 microsievert/hour in front of the race track: he wryly and angrily notes that the race track is closed for this year, having canceled all races out of concern for the thoroughbred horses that are worth tens of millions of yen. The race track is doing the decontamination, replacing the turf for the horses. Yet, it is perfectly OK for all concerned to have underage girls run in the radiation.

The writer is sorry that he couldn’t have the event canceled. He is asking “What are we doing? Is this the “recovery” we want for Fukushima? Are we human, to allow this to happen? ”

Shame on the city. Shame on the athletic association and the corporate sponsors. And shame on the parents of these girls for being so willing to risk their daughters’ health for… For what?

A woman in a public forum asked a question to the two panelists: Why did my friend die?

The event was held in Sapporo City on November 6, 2011.

Her friend was a member of the special rescue unit of the Fire Department (probably in Osaka) who was sent numerous times to the disaster-affected areas in Fukushima and Iwate for the rescue effort. In July, he was found with internal radiation exposure, but he had to continue working. His employer kept sending him and his colleagues to the disaster area even after the internal radiation exposure was found in them.

She says that they got sick and they had to quit. But that was after they were berated by their superior as “unpatriotic”. Her friend died in 3 months after having been found with internal radiation exposure.

Good lord.

There were many, many untrained, ordinary citizens who went to Fukushima, Miyagi, and Iwate as volunteers for disaster relief. Now, Fukushima Prefecture is calling for citizen volunteers to come and decontaminate their heavily contaminated towns.

– Japan’s Fukushima plant opened to journalists (Guardian, Nov. 13, 2011):

Conditions inside the Fukushima nuclear plant in Japan remain grim and shambolic eight months after the site was devastated by an earthquake and tsunami, according to the first journalists allowed inside since the disaster.

Officials showed reporters around the plant for the first time since March when the natural disasters triggered a meltdown in three of the plant’s reactors, the worst nuclear accident since Chernobyl 25 years ago.

Martin Fackler, the New York Times’ Tokyo bureau chief, said the site was strewn with piles of rubble virtually untouched since the tsunami struck.

He said: “There’s debris all around where the reactors are – twisted metal, crumpled trucks, large water tanks that have been dented and bent.

“You can see that this stuff has been strewn around and it has not been picked up and it’s been there for eight months.

“So I think that more than anything is a testament to how difficult a time they’ve had in trying to get those reactors under control.”

Radiation levels were still “very high”, he told BBC Radio 4’s Today programme.

The visitors all wore full protective suits, double layers of gloves and plastic boot covers and hair nets, and carried respiration masks and radiation detectors, as the site remains highly radioactive. (Shaking my head in disbelief.)

from the hydrogen gas that came from Reactor 3 when they did the vent of Reactor 3. TEPCO says in the handout for the press on November 10 that the gas, instead of going up the exhaust stack (oh no here we go again, the stack…) into the air, went to Reactor 4’s air duct on the 4th floor.

To prove their case, TEPCO released the photographs on November 10 taken on the 3rd, 4th, and 5th floors of Reactor 4 on November 8. The heaviest damage is on the 4th floor with totally destroyed and disfigured air duct pipes. The rebar of the floor of the 5th floor is lifted upwards, while the floor of the 4th floor is pushed downward. It seems plausible enough that an explosion (there may be more than one, judging by the number of “fires” that Reactor had on March 15 and 16) took place on the 4th floor.

IAEA Reports Unusual Radiation In Europe (Cause Unknown – Not From Fukushima – Release Appears To Be Continuing)

Low levels of a radioactive isotope have been detected in several European countries in the past days, but the source of the emission was unknown, the International Atomic Energy Agency (IAEA) said Friday, DPA reported.

VIENNA (AP) — Very low levels of radiation, which are higher than normal but don’t seem to pose a health hazard, are being registered in the Czech Republic and elsewhere in Europe, the International Atomic Energy Agency said Friday.

The agency said the cause was not known but was not the result of Japan’s Fukushima Daiichi nuclear disaster, which spread radiation across the globe in March.

The “very low levels of iodine-131 have been measured in the atmosphere,” the agency said in a statement. It said such radioisotope will lose much of its radiation in about eight days.

However, an official familiar with the matter, who asked for anonymity because he was not authorized to comment, said the release appeared to be continuing.

And it recently held its first annual “Farm to Fork Dinner Event,” which offered guests an opportunity to tour the farm, meet those responsible for growing and raising the food, and of course partake in sharing a meal composed of the delicious bounty with others.

But when the Southern Nevada Health District (SNHD) got word of the event and decided to get involved, this simple gathering of friends and neighbors around a giant, family-style picnic table quickly became a convenient target for the heavy hand of an out-of-control government agency. And Monte and Laura Bledsoe, the owners and operators of Quail Hollow Farm, were unprepared for what would happen next.

Experts liken current strategy to letting nature run its course

Radioactive fallout from the crippled Fukushima No. 1 nuclear plant has caused widespread fear, prompting the government in August to adopt basic targets for decontamination efforts in and around Fukushima Prefecture.

But the government’s plan falls short and efforts should focus in particular on residential areas with more aggressive decontamination measures and goals, including reducing current radiation levels by 90 percent, two radiation experts said when interviewed by The Japan Times.

“I really doubt their seriousness (about decontamination),” said radiation expert Tomoya Yamauchi, a professor at the Graduate School of Maritime Sciences at Kobe University.

Areas with radiation exposure readings representing more than 20 millisieverts per year have been declared no-go zones, and the government has shifted the focus of its decontamination plan to areas with radiation readings, based on an annual accumulative amount, of between 20 millisieverts and more than 1 millisievert, with the goal of reducing the contamination by 50 to 60 percent over two years.

Decontamination efforts by humans, however, are expected to only yield a reduction of 10 to 20 percent.

Nature, including the impact of rain, wind and the normal degradation of the radioactivity of cesium-134, whose half-life is roughly two years, is assumed to do the rest, thus reaching the best-case scenario of cutting the contamination by 60 percent.

The experts said the government’s goal of human effort achieving a 10 to 20 percent reduction is not ambitious enough.

“A 10 percent reduction doesn’t really mean anything. I mean, 40 percent of the radiation would be reduced just by natural causes, so I think the government is almost saying it is just going to wait for the radioactive materials to decrease naturally,” said Shunichi Tanaka, former chairman of the Atomic Energy Society of Japan.

It happened in the high pressure pump part of the water purifying system.

A journalist of Shukan Asahi, Mr.Imanishi was invited to go into the site by an actual Fukushima worker.

The Tepco worker had sanity enough to think Tepco and the government should reveal the truth because it is the world wide / historical industrial disaster.

He wanted the journalist to report what is actually going on in the plant.

From his report, the spent fuel pool of reactor 4 is completely “exposed”.

It seems Japan’s Ministry of Foreign Affairs is planning to use produce from Fukushima in the receptions to be held in Japan’s embassies around the world for the emperor’s birthday in December. That’s understandable, considering the IAEA chief is a former bureaucrat of the Ministry. But foreigners are avoiding Japanese restaurants. What are they thinking?

As to the question of how the Ministry plans to bring in Fukushima produce to countries that ban the agricultural import from Japan (i.e. EU), he answers:

The rumor says they will import [food from Fukushima] using the diplomatic immunity.

In later tweets, he says he personally knows the embassy people in charge, who are ashamed of the Ministry’s plan. He is most likely to attend the reception, as he has attended every year, he says, and will report.

Well, the Ministry of Foreign Affairs is going to squander 1.1 billion yen inviting foreigners to Fukushima, Miyagi and Iwate so that they can tweet “favorably”. Serving Fukushima vegetables and meat to dignitaries at Japan’s embassies around the world so that foreigners think “favorably” of Japan and Fukushima in particular is just as demented, therefore totally in line with their (lack of) thinking.
