Sure enough, that fall, significant amounts of moneys started leaving the US, including illegally. Over $4 trillion went missing from the US government. No one seemed to notice. Auditors have been unable to find 6.6 billion pounds ($13 billion) worth of British military equipment including vehicles, weapons and radios used by troops, a report said Thursday.

The government has ordered a shakeup at the Ministry of Defence after the auditors found holes in its record keeping, the Financial Times reported.

The findings raised concerns about whether critical resourcing decisions for Afghanistan have been taken by MoD officials without knowing where billions of pounds of equipment, including machine guns, night vision goggles as well as spare parts, is located, the newspaper said.

The National Audit Office has refused to sign off on MoD accounts because of an “inadequate level of evidence” that 6.6 billion pounds of its assets existed, the FT said.

WASHINGTON (AP) — The CIA hired private contractors from Blackwater USA in 2004 as part of a secret program to kill top-level members of al-Qaeda, but a spokesman says it never resulted in the capture or killing of any terrorist suspects.

Former Rep. Porter Goss was CIA director at the time, and the contract ended during his time in office, according to a former senior intelligence official and another person familiar with the program. They spoke on condition of anonymity because the program remains classified.

The New York Times first reported Blackwater’s involvement late Wednesday on its website.

Dr. Blaylock is a board certified neurosurgeon, author and lecturer. He attended the LSU School of Medicine in New Orleans and completed his general surgical internship and neurosurgical residency at the Medical University of South Carolina in Charleston, South Carolina.

During his residency he ran the neurology program for one year and did a fellowship in neurosurgery after his residency. For the past 25 years he has practiced neurosurgery in addition to having a nutritional practice. He recently retired from both practices to devote full time to nutritional studies and research.

During his residency training he worked with the eminent neurosurgeon, Dr. Ludwig Kempe. Together they developed the transcallosal removal of intraventricular tumors, which is still used today.

Dr. Blaylock presented their cases utilizing this technique to the Congress of Neurological Surgeons. They also developed the ventriculolymphatic shunt in the treatment of hydrocephalus.

In addition, they conducted neuroanatomical studies together with the aim of developing improved approaches in vascular intracranial surgery. He has continued a close personal friendship with Dr. Kempe over the ensuing years, who at age 91 continues to study neuroanatomy, ornithology and is an editor of a major journal on medieval studies.

Of special note, Dr. Kempe climbed the Himalayan mountains at age 87, a testament of his robust health and enduring love of adventure.. It was during his residency that Dr. Blaylock did much of the primary work on intraventricular monitoring of craniocerebral trauma patients, which was reported in the scientific literature.

He also worked closely with Dr. Peter Jannetta during Dr. Jennettas early research on vascular compression of the cranial nerves as a cause of trigeminal neuralgia and hemifacial spasm. Dr. Blaylock was one of the first neurosurgeons to utilize high-intensity nutritional supplementation in craniocerebral trauma patients, which met with great success.

Albert Gonzales, 28, of Miami, and his accomplices, allegedly stole at least 130 million accounts from big retail companies.

Gonzales is accused of working with two unidentified Russian conspirators to hack into the databases of retail chains, and then selling the information around the world.

Aug. 13 (Bloomberg) — Monsanto Co., the world’s largest seed maker, plans to charge as much as 42 percent more for new genetically modified seeds next year than older offerings because they increase farmers’ output.

Roundup Ready 2 Yield soybeans will cost farmers an average of $74 an acre in 2010, and original Roundup Ready soybeans will cost $52 an acre, St. Louis-based Monsanto said today in presentations on its Web site. SmartStax corn seeds, developed with Dow Chemical Co., will cost $130 an acre, 17 percent more than the YieldGard triple-stack seeds they will replace.

“Our pricing has the flexibility built in to ensure the grower captures the greatest return from his seed investment, irrespective of market volatility,” Chief Executive Officer Hugh Grant said today in a statement.

Justice Scalia says there’s nothing unconstitutional about executing the innocent

Almost two decades ago, Troy Anthony Davis was convicted of murder and sentenced to die. Since then, seven of the witnesses against him have recanted their testimony, and some have even implicated Sylvester “Redd” Coles, a witness who testified that Davis was the shooter.

In light of the very real evidence that Davis could be innocent of the crime that placed him on death row, the Supreme Court today invoked a rarely used procedure giving Davis an opportunity to challenge his conviction.

Joined by Justice Clarence Thomas in dissent, however, Justice Antonin Scalia criticized his colleagues for thinking that mere innocence is grounds to overturn a conviction:

This Court has never held that the Constitution forbids the execution of a convicted defendant who has had a full and fair trial but is later able to convince a habeas court that he is “actually” innocent. Quite to the contrary, we have repeatedly left that question unresolved, while expressing considerable doubt that any claim based on alleged “actual innocence” is constitutionally cognizable.

So in Justice Scalia’s world, the law has no problem with sending an innocent man to die. One wonders why we even bother to have a Constitution.

Iran: Nuclear plant to start operating by August 22

What Iran does is perfectly legal under international law.

Iran has signed the Nuclear Non-Proliferation Treaty.

Iran is regularly inspected by the IAEA.

It is Israel that refuses to sign the Nuclear Non-Proliferation Treaty, because this would mean mandatory inspections of their nuclear facilities.

It is Israel that has about 150 nuclear weapons as former U.S. President Jimmy Carter has said.

Any force that would attack Iran is responsible for starting WW III as Russian officials have stated.

Iran said on Tuesday that its much-delayed nuclear power plant, where testing began last month, would start operating by August 22.

The 1,000-megawatt Russian-built plant in the southern port city of Bushehr will first generate around 500 megawatts by August 22, Energy Minister Parviz Fattah said, quoted by state television’s website.

The Russian federal nuclear company which is constructing the plant has so far declined to give a date for the start-up.

“By the end of the Iranian month of Mordad (August 22), 500 megawatts of the 1,000 megawatt Bushehr nuclear plant will be transmitted to the national grid,” Fattah said.

“The remaining 500 megawatts will be transmitted in the second half of the (Iranian) year,” which will end in March 2010.

On March 4, Foreign Minister Manouchehr Mottaki announced in parliament that the plant would begin operating by September.

Iranian and Russian officials began testing the plant on February 25, as Tehran pressed on with its controversial nuclear programme despite Western fears it may be secretly trying to build an atomic bomb.

Moscow supplied the fuel for the plant in 2008 but it is currently sealed by the UN watchdog, the International Atomic Energy Agency, which has been investigating Iran’s nuclear drive for six years.

The Taliban have gained the upper hand in Afghanistan, the top American commander there said, forcing the U.S. to change its strategy in the eight-year-old conflict by increasing the number of troops in heavily populated areas like the volatile southern city of Kandahar, the insurgency’s spiritual home.

Gen. Stanley McChrystal warned that means U.S. casualties, already running at record levels, will remain high for months to come.

KABUL, AFGHANISTAN – Militants managed to penetrate one of the safest nooks of Kabul to detonate a massive car bomb Saturday, shaking the confidence of voters just five days before presidential elections.

The powerful blast, for which the Taliban claimed responsibility, killed seven Afghan civilians and wounded 91 more. The bomb went off outside NATO headquarters just after 8:30 Saturday morning, the beginning of the Afghan workweek. It sent a plume of smoke visible around Kabul and knocked out glass windows more than 500 feet away.

The attackers managed to get past at least one police checkpoint to enter a zone that includes the NATO compound and the US Embassy. Insurgents appear to be targeting the capital to create high-profile shocks seen around the country, the aim being to sow doubt about the safety of turning out to vote Thursday.

“No one can guarantee our lives if we take part in the elections,” says Sher Mohammad Faqiri, a driver who works near the scene. His colleague, Noor Sherzai, helped carry three wounded people off the street. “This is the safest area in Kabul. I don’t know if I will attend elections.”
