In 2010, the US Army’s Operating Concept 2016-2028 was published and explains how armed forces in the US and overseas will behave in the future. Specific tactical operations, special “theater”, and organized forces are outlined along with the capabilities and priorities of the US armed divisions.

In simple terms: a full spectrum operations manual that details stratagems both domestic and foreign.

Presidential administrative National Security Strategy documents explain how to defend the Republic within domestic borders with suggested scenarios where a group of political reactionaries commandeer a prominent area of a town or city which requires that the US Army support local law enforcement in conjunction with state officials – including local government representatives.

In times of domestic insurrection, the Executive Branch can enforce armed support to state governments and local police departments with or without their approval because the continuity of government is the endgame and must be preserved. In this event, domestic intelligence gathering become paramount to maintain a clear chain of military command to be able to stop the home-grown insurgency. This would empower the Department of Homeland Security with the approval of the President, to enact the Insurrection Act and deploy armed troops with in the US to stop rebellion, insurrection, and lawlessness. While the initial powers are reserved for the state and local governments, and Posse Comitatus (PCA) restricts and delays the Executive Branch in enforcement, the current presidential administration with the aid of the Pentagon is seeking to rescind the PCA in order to facilitate control over domestic terrorism.

TSA has put an invitation to bid on the street for 700 pounds of A-5 Flake RDX explosives and 700 pounds of high density ammonium nitrate explosives, which will be used as training aids by explosive-sniffing dogs participating in the National Canine Program (NCP).

“The [Canine Explosives Section] has selected to use High Density Ammonium Nitrate and A-5 Flake RDX as it will provide NCP participants with a more realistic training aid and complement the current aids provided,” explains a statement of work released by TSA on August 7.

Obama issues waivers of law

Mr. Obama will decide by early October whether to withhold aid or give waivers to seven countries named in the State Department’s 2012 Trafficking in Persons list as using children as armed combatants. The countries are Congo, Libya, Myanmar (also known as Burma), Somalia, Sudan, South Sudan and Yemen. Burma, Congo, Somalia, Sudan and Yemen are repeat offenders, named on the 2011 list.

In October, responding to the State Department’s 2011 report, Mr. Obama said it was in the “national interest of the United States” that Yemen be granted a full waiver, meaning it was entitled to receive $20 million in military financing aid and $1.2 million in training funds for fiscal 2012. He called Yemen “a key partner in counterterrorism operations against al Qaeda in the Arabian Peninsula” and said that cutting military aid would harm the U.S. relationship with the country and “have a negative impact on U.S. national security.”

The president granted a partial waiver to Congo, saying that government had “taken some steps to reduce child soldiers,” but acknowledged that the progress made by Congo “does not yet represent the kind of institutional change required to make real progress toward eliminating child soldiers.”

Chad received a waiver for efforts to come into compliance with the law. Burma, Somalia and Sudan did not receive U.S. aid subject to the act, although the Transitional Federal Government in Somalia, which has child soldiers, is scheduled to receive $50 million in separate peacekeeping aid not subject to the Child Soldier Prevention Act.

In 2010, the first year the law was in effect, Mr. Obama gave full national-interest waivers to Chad, Congo, Sudan and Yemen.

In a video recently uploaded to YouTube, tea party activist and author Jerome Corsi said there was evidence that President Barack Obama was married to another man before he married Michelle.

“The evidence, I think, is very strong,” Jerome Corsi states the video. “The question is not to condemn Obama here for being bisexual or gay, if that’s in fact what he is, but to wonder why he’s gone to the extent of hiding it, especially when he now is supporting same sex marriage what’s the duplicity? What’s the hypocrisy?”

Corsi has written numerous books criticizing Obama, claiming he is a radical who is not eligible to be President of the United States because he is not a natural born citizen.

In his video, he claimed multiple pictures proved that Obama wore a ring on his wedding-ring finger before he married Michelle in 1992.

“Evidently Obama has never explained it,” Corsi said. “He has never given any discussion of it. It’s like many of the factors of Obama’s life. There are hidden aspects to it, lies, mysteries disinformation. Increasingly, I try to point out to people that Obama’s life reads like a classic intelligence agency disinformation operation.”

He noted there were pictures of Obama sitting on his Pakistani roommate’s lap.

“His Pakistani roommate, whom we also went to Pakistan with, from Occidental, seems to have been — take a look at pictures of he and his roommate together — Obama had all these roommate pictures, seems to be sitting about on the guy’s lap,” Corsi explained. “I’ve not seen a lot of roommate pictures where two guys are that chummy. The issue is again, not an issue that we want to raise in terms of criticizing the homosexuality or the bisexuality or whatever Obama’s true inclinations are, the issue is why does he have to lie about this too.”

Typically, they have done this at the risk of significant time in prison, or worse. In most cases these resisters avoided doing any time. Even when they did go behind bars, they did so with a feeling of liberation.

Gerry Condon refused to deploy to Vietnam, was sentenced to 10 years in prison, escaped from Fort Bragg, left the country, and came back campaigning for amnesty. President Jimmy Carter pardoned resisters as his first act in office. Condon never “served” a day, in either the military “service” or prison.

Syrian army forces reportedly captured much of the Salahuddin neighborhood in southwestern Aleppo, a Sunni-majority neighborhood that was a central base for the groups fighting Syrian President Bashar al-Assad. Some anti-Assad forces retired north towards the Sakkour district, though some reports stated that they continued to hold parts of Salahuddin.

A high-ranking Mexican drug cartel operative currently in U.S. custody is making startling allegations that the failed federal gun-walking operation known as “Fast and Furious” isn’t what you think it is.

It wasn’t about tracking guns, it was about supplying them — all part of an elaborate agreement between the U.S. government and Mexico’s powerful Sinaloa Cartel to take down rival cartels.

The explosive allegations are being made by Jesus Vicente Zambada-Niebla, known as the Sinaloa Cartel’s “logistics coordinator.” He was extradited to the Chicago last year to face federal drug charges.

Zambada-Niebla claims that under a “divide and conquer” strategy, the U.S. helped finance and arm the Sinaloa Cartel through Operation Fast and Furious in exchange for information that allowed the DEA, U.S. Immigration and Customs Enforcement (ICE) and other federal agencies to take down rival drug cartels. The Sinaloa Cartel was allegedly permitted to traffic massive amounts of drugs across the U.S. border from 2004 to 2009 — during both Fast and Furious and Bush-era gunrunning operations — as long as the intel kept coming.

– The Sobering Reality Of What Life Is Like In Reno, Nevada (Economic Collapse, Aug 8, 2012)_

What do you do when the city where you live is dying?  All over the United States formerly great cities are crumbling, but some are definitely in worse shape than others.  One reader recently wrote to me about what she sees happening all around her in Reno, Nevada.  The unemployment rate in Reno is now up to 11.7 percent, which is well above the national average of 8.3 percent.  But that doesn’t tell the whole story.  The recent recession hit Nevada particularly hard and people have been moving out of the state in waves.  In fact, the labor force in Nevada has shrunk by close to 20 percent over the past year as workers have moved elsewhere in search of work.  But even though the labor force is now nearly 20 percent smaller, the unemployment rate is still well above 11 percent.  There simply are not enough jobs in large Nevada cities such as Reno and Las Vegas.  Unfortunately for Reno, it does not have the same kind of big corporate money pouring into it that Las Vegas does.  The good news is that you can buy a house very, very cheaply in Reno because homes were foreclosed on in droves during the housing crash.  Even today, some housing developments that were put up near the end of the boom times look like virtual ghost towns.  The main industry in Reno is “entertainment”, but many of Reno’s strip clubs and gambling establishments have aged so badly at this point that they just look kind of depressing.  I guess that is kind of fitting, because Nevada has the fifth highest suicide rate in the nation, and Reno has been ranked as one of the top 10 depressed cities in the entire country.  As the city has declined, gangs have moved in and the drug trade is flourishing.  Reno has been called the meth capital of America, and crime is on the rise.  Despite being surrounded by tremendous natural beauty, Reno has become a very unpleasant place in which to live.  But what is happening in Reno is also happening in hundreds of other communities across the United States.  Our economy is collapsing and our cities are crumbling right in front of our eyes, and it is only going to get worse from here.

A reader of my site named Heather who has been unemployed since November of last year recently shared the following with me….

I am living in Reno/Sparks Nevada and I feel like it is ground zero for collapse. There are a lot of people who are in denial right now and cannot see the larger picture. I keep also saying we are the canary in the coal mine for the rest of the country.  It is quite depressing driving around seeing empty office buildings with vacancies and retail areas just empty. Went to the stores and retail seems pretty slow also. I am volunteering at ProNet locally and it helps unemployed people finds jobs and skills. It has been depressing there too with very little jobs out there for many people who need one.

A solicitation placed today at the Government marketplace shows that the Department of Homeland Security, via the Transportation Safety Administration has requested 700 pounds of High Density Ammonium Nitrate and 700 pounds of A-5 Flake RDX, with a deliver date by 31 August 2012. That is less than 4 days before the start of the Democrat National Convention.

Why would the DHS/TSA order such material? From their Statement of Work:

Name of Requisitioning Office:  National Canine Program (NCP)/ Canine Explosives Section (CES)

SECTION II: Purpose

Scope of the Product, Service, or Outcome:
The CES requires the 700 pounds of High Density Ammonium Nitrate and 700 pounds of A-5 Flake RDX to  provide Canine Explosive Training Aids  (CETAs) to NCP participants. The supplier must be able to meet the exact requirements by August 31st, 2012.  Substituions for this product are not acceptable

SECTION III: Background

The CES is required to provide NCP participants with CETAs. The CES has selected to use High Density Ammonium Nitrate and A-5 Flake RDX as it will provide NCP participants with a more realistic training aid and compliment the current aids provided.

This all comes on the heels of a solicitation for sheet style high powered plastic explosives that we reported on earlier in the week.

Details about a secretive government program to bail out money-market mutual funds are finally coming to light.

Acting without any explicit Congressional authority, the U.S. Treasury guaranteed in excess of $2.4 trillion of money market funds after the giant Reserve Primary Fund “broke the buck” following the bankruptcy of Lehman Brothers. The program, which ended on Sept. 18, 2009, seems to have successfully prevented a panicked run by money-market fund investors.

But until now the Treasury has kept the identities of the funds that received government backing and the amounts guaranteed secret. It was not clear how many funds obtained backing or for how much taxpayers were on the hook during the program’s duration.
