Both the Venice Lagoon & the Baltic Sea are of significantly lower salinity than the oceans.
The Baltic freezes annually, and has a salinity of only 4% (which is only 25% of the normal ocean salinity) because its source is the freshwater rivers of Russia, Scandinavia & Northern Europe, which effectively gets trapped and that water escapes into the North Sea only via the comparatively narrow Oresund Strait between Denmark & Sweden. effectively making the Baltic a freshwater lake.
So, for the Baltic to freeze is quite normal, and that is why it is full of Icebreakers.
Venice on the other hand is also in a low saline semi freshwater lagoon, but this week is victim to unusually cold weather from the north, as is Romania etc.
