Just like China itemizing their exports. They inflate them beyond reality, and release them. When other nations protest, showing their own records to back up their complaints, little notice is taken, and the lies prevail.
Same with the US, China probably took it from the US originally, along with Enron accounting.
At some point, the truth always comes out.
