Homeless Navy Veteran Faces Up To $500 Fine For Dumpster Diving

Navy Veteran’s Plight Indicative of Houston’s Growing Homeless Population (News 92 FM, March 11, 2013):

A homeless Navy veteran faces up to a $500 fine for dumpster diving in downtown Houston. Veteran James Kelly was cited for “disturbing the contents of a garbage can” on Thursday morning of last week in front of the Hobby Center.

  1. It is uncharacteristic for Texas to have veterans punished like this. James Kelly was not begging at street corners, and was not causing trouble, so the ticket should have been a warning or dismissed.
