The government continues to take regressive steps in spite of the torrent of criticism it has received and the lessons that should have been learned since the Great East Japan Earthquake and tsunami triggered a nuclear disaster.

This is evidenced in the fact that starting this week, which marks the beginning of a new fiscal year, the Nuclear and Industrial Safety Agency (NISA) and the Nuclear Safety Commission of Japan (NSC) have no budget. The new nuclear regulatory agency that was supposed to begin operations on April 1 in NISA’s stead is now floundering amid resistance in the Diet from opposition parties. In other words, government agencies overseeing nuclear power now have an even more diminished presence.

According to Japan’s general budget provisions, funds for a new government organization can be diverted to existing government organizations if the money is being used for its original purpose. The situation doesn’t do much for morale, however. Back-scratching relationships between government ministries, the indecision of both the ruling and opposition parties, and the unchanging fact that much of the current crisis is still left in the hands of plant operator Tokyo Electric Power Co. (TEPCO) remains the same.

One of the biggest issues that we face is the possibility that the spent nuclear fuel pool of the No. 4 reactor at the stricken Fukushima No. 1 Nuclear Power Plant will collapse. This is something that experts from both within and outside Japan have pointed out since the massive quake struck. TEPCO, meanwhile, says that the situation is under control. However, not only independent experts, but also sources within the government say that it’s a grave concern.

The storage pool in the No. 4 reactor building has a total of 1,535 fuel rods, or 460 tons of nuclear fuel, in it. The 7-story building itself has suffered great damage, with the storage pool barely intact on the building’s third and fourth floors. The roof has been blown away. If the storage pool breaks and runs dry, the nuclear fuel inside will overheat and explode, causing a massive amount of radioactive substances to spread over a wide area. Both the U.S. Nuclear Regulatory Commission (NRC) and French nuclear energy company Areva have warned about this risk.

A report released in February by the Independent Investigation Commission on the Fukushima Daiichi Nuclear Accident stated that the storage pool of the plant’s No. 4 reactor has clearly been shown to be “the weakest link” in the parallel, chain-reaction crises of the nuclear disaster. The worse-case scenario drawn up by the government includes not only the collapse of the No. 4 reactor pool, but the disintegration of spent fuel rods from all the plant’s other reactors. If this were to happen, residents in the Tokyo metropolitan area would be forced to evacuate.

It is a common myth today that the vaccines administered to children no longer contain the toxic additive thimerosal, a mercury-based preservative linked to causing permanent neurological damage. But a recent federal case involving the U.S. Food and Drug Administration (FDA) has revealed that, contrary to this widely-held belief, thimerosal is actually still present in many batch vaccines, including in the annual influenza vaccine that is now administered to children as young as six months old.

Filed by a citizen-backed coalition advocating vaccine safety, the lawsuit against the FDA alleged that the agency’s continued endorsement and approval of thimerosal as a vaccine additive is a serious public health threat, especially since safer alternatives already exist and are widely used voluntarily by many vaccine manufacturers. But Judge Brett Kavanaugh, siding with antiquated pseudoscience, decided that thimerosal is not a health threat, and that those who wish to avoid it can simply choose thimerosal-free alternatives.

Ignoring the evidence of thimerosal’s dangers brought before him on behalf of the millions of children across the country who continue to be injected with this mercury-based additive, Judge Kavanaugh declared that the plaintiffs, which include groups like the Coalition for Mercury-Free Drugs (CMFD), did not have proper standing to file the lawsuit. And in the process, both he and the FDA inadvertently admitted that thimerosal is still present in many childhood vaccines, which counters popular claims to the contrary.

If a 9.0-magnitude quake struck in the Nankai Trough off central to western Japan huge swathes of the Pacific coastline could be inundated, with 20-metre-plus waves hitting areas from Tokyo down to the southwestern island of Kyushu.

At the town of Kuroshio in southwestern Kochi prefecture the tsunami could reach 34.4 metres — the highest level projected under the scenario, the Cabinet Office panel said late Saturday.

With a 10% slump in the past 12 sessions in the main indices (retracing a major fib interval of the 2012 rally), there seems little enthusiasm there for clinging on in the hope that the PBOC will bail anyone out – and the wedge is closing on something big in the chart. Plain vanilla economics might well be correct in telling the bulls that they may rely on a Zhou Xiaochuan Put to spare them too much future pain, but the law of the political jungle, red in flag, tooth, and claw, may well dictate otherwise. New security checks are already in place – even for flights hundreds of miles from American airspace

One million British travellers planning to fly to Canada, the Caribbean and Mexico this year face the risk of being turned away at the airport – at the insistence of the US Department of Homeland Security.

New rules require British Airways and other airlines flying to certain airports outside America to submit passengers’ personal data to US authorities. The information is checked against a “No Fly” list containing tens of thousands of names. Even if the flight plan steers well clear of US territory, travellers whom the Americans regard as suspicious will be denied boarding.

Simon Hughes, the deputy leader of the Liberal Democrats, told The Independent: “The concern by the US for its own security is entirely understandable, but it seems to me it’s a whole different issue that American wishes should determine the rights and choices of people travelling between two countries neither of which is the US.”

For several years, every US-bound passenger has had to provide Advance Passenger Information (API) before departure. Washington has extended the obligation to air routes that over-fly US airspace, such as Heathrow to Mexico City or Gatwick to Havana.

Now the US is demanding passengers’ full names, dates of birth and gender from airlines, at least 72 hour before departure from the UK to Canada. The initial requirement is for flights to Toronto, Ottawa, Montreal and the Nova Scotia capital, Halifax – 150 miles from the nearest US territory. A similar stipulation is expected soon for the main airports in western Canada, Vancouver and Calgary.

Any passenger who refuses to comply will be denied boarding. Those who do supply details may find their trip could be abruptly cancelled by the Department of Homeland Security, which says it will “ake boarding pass determinations up until the time a flight leaves the gate … If a passenger successfully obtains a boarding pass, his/her name is not on the No Fly list.” In other words, travellers cannot find out whether they will be accepted on board until they reach the airport.

Prosectors are shifting their focus to warrantless cell-tower locational tracking of suspects in the wake of a Supreme Court ruling that law enforcement should acquire probable-cause warrants from judges to affix GPS devices to vehicles and monitor their every move, according to court records.

The change of strategy comes in the case the justices decided in January, when it reversed the life sentence of a District of Columbia area drug dealer, Antoine Jones, who was the subject of 28 days of warrantless GPS surveillance via a device the FBI secretly attached to his vehicle without a warrant. In the wake of Jones’ decision, the FBI has pulled the plug on 3,000 GPS tracking devices.

In a Friday filing in pre-trial proceedings of Jones retrial, Jones attorney’ said the government has five months worth of a different kind of locational tracking information on his client: So-called cell-site information, obtained without a warrant, chronicling where Jones was when he made and received mobile phone calls in 2005.

Leftie bloggers keep returning, as a dog returneth to its vomit, to my admiration for Iceland. The fact that I praised Iceland’s economic model is a source of constant delight to them. Yet they are starting to look badly behind the times. Iceland is growing faster than the eurozone and, because its government didn’t make the mistake of assuming private bank liabilities, its recovery is not burdened by European-level debt-to-GDP ratios. Small wonder that, according to the most recent poll, 67 per cent of Icelanders oppose EU membership.

Assets worth more than €1bn belonging to the late Muammar Gaddafi, his son, and his intelligence chief were seized in Italy in raids by its revenue guard made at the request of the international criminal court in The Hague.

They included holdings in some of Italy’s biggest corporations, a 1.5% stake in the Serie A side Juventus and a Harley-Davidson motorbike.

Also seized from the Libyan leader was a 150-hectare estate on the Mediterranean island of Pantelleria, a destination for illegal migrants and refugees attempting to enter Europe by boat from Libya. The seizures were ordered by the Rome appeals court at the request of the international criminal court in The Hague. The ICC launched a hunt for property belonging to Gaddafi and his associates last June when it issued warrants for their arrest on charges of crimes against humanity.

Financial assets owned by the late Libyan leader had earlier been frozen in the European Union and elsewhere following two UN resolutions in February and March, 2011. Gaddafi was killed by insurgents last October after failing to put down a popular uprising backed by most western powers.

The most valuable single item seized was a 1.26% interest in Italy’s biggest bank, Unicredit, worth more than €600m (£502m). Other significant shareholdings included stakes in the oil and gas giant, ENI, the defence firm Finmeccanica and two companies in the Fiat motor group.
