BEIJING — Last Jan. 27, an Inner Mongolian rights activist, Govruud Huuchinhuu, suddenly vanished after leaving a hospital where she had undergone treatment for cancer. On Feb. 16, the Beijing human-rights lawyer Tang Jitian vanished after being forcibly taken away by police officers. On May 30, an ethnic Uighur, Ershidin Israel, vanished after being deported to China from Kazakhstan as a terrorism suspect. In the next two weeks, three other Uighurs vanished as well.
The Beijing artist and dissident Ai Weiwei, who vanished into police custody on April 3 and did not emerge until June 22, is but the most famous Chinese activist to suffer an “enforced disappearance,” as human rights officials call such episodes. Experts say 2011 has seen a sharp and worrisome increase inside China of a security tactic that a United Nations international convention has sought to outlaw.
Now China is answering complaints by rights activists that the disappearances of those and other Chinese are unlawful and potentially inhumane: It is rewriting the national criminal procedure code to make them legal.

Rebel Triumvirate of Terror Rules Darna
According to the London Daily Telegraph of March 26, Darna (also transliterated as Derna or Darnah), a key city in the rebel heartland between Benghazi in Tobruk, is commanded by al-Hasidi, an al Qaeda terrorist controller who trained and hobnobbed with Osama bin Laden at the Khost terrorist training camp in Afghanistan. Hasidi boasts of having sent 25 fighters to fight US and NATO forces in Afghanistan; one wonders how many they managed to kill. Hasidi was a US prisoner of war after being captured by the Pakistanis, but tells the Wall Street Journal of April 2 that he now hates the US only “less than 50%” hinting that Americans can redeem themselves by appeasing Al Qaeda with arms, money, political power, and diplomatic support. At his side in the city leadership is Sufian bin Kumu, Osama bin Laden’s chauffeur, another terrorist who was an inmate at Guantánamo Bay for six years. Also among the Darna city fathers is al-Barrani, a devoted member of the Libyan Islamic Fighting Group, which merged with Al Qaeda in 2007.
This gaggle of fanatics, psychotics, and criminals is billed by the CIA media as an effective ruling elite for the future democratic governance of Libya. In reality, the Benghazi rebel council, heavily larded with al Qaeda terrorists, could only preside over the descent of the country into a chaos of tribalism, warlords, and criminal syndicates which would spell the end of civilization itself in the area. Precisely this appears to be the goal of US policy, and not just in Libya.

Millions of internet users in Pakistan will be unable to send emails and messages without fear of government snooping after authorities banned the use of encryption software.
A legal notice sent to all internet providers (ISPs) by the Pakistan Telecommunications Authority, seen by the Guardian, orders the ISPs to inform authorities if any of their customers are using virtual private networks (VPNs) to browse the web.
Virtual private networks allow internet users to connect to the web undetected, meaning that they can access banned websites and send emails without fear of government interception.
Pakistan’s 20 million internet users have previously been banned from popular social networks, such as Facebook, because of blasphemous material about the prophet Muhammad. All internet traffic in the country travels through the Pakistan Internet Exchange, which can be intercepted by the military and civil intelligence agencies. The move echoes a crackdown against encrypted communications across the border in India and in China.

BEIJING (Reuters) – China wants to cement in law police powers to hold dissidents and other suspects of state security crimes in secret locations without telling their families, under draft legislation released on Tuesday that has been decried by rights advocates.
The critics said the proposed amendments to China’s Criminal Procedure Code could embolden authorities to go further with the kind of shadowy detentions that swept up human rights lawyers, veteran protesters and the prominent artist-dissident, Ai Weiwei, earlier this year.
“If this was already law, then people like me, Ai Weiwei and many others could have been detained with even fewer problems and obstacles and with a firmer legal basis,” said Jiang Tianyong, a lawyer in Beijing.
Jiang was detained for two months without any contact with his family earlier this year, when the government cracked down on dissent over fears that unrest in the Arab world could spill into China.
“This would be a big step backwards, but I wouldn’t discount the strong possibility of it becoming law,” added Jiang. “More people would face the risk of being disappeared.”

– Map of Cesium-137 Deposition Across the Pacific by CEREA Shows the US More Contaminated Than Western Japan (EX-SKF, August 31, 2011):
France’s CEREA has the simulation map of ground deposition of cesium-137 from the Fukushima I Nuclear Power Plant accident on its “Fukushima” page. It not only shows Japan but also the entire northern Pacific Rim, from Russian Siberia to Alaska to the West Coast of the US to the entire US.
According to the map, the US, particularly the West Coast and particularly California, may be more contaminated with radioactive cesium than the western half of Japan or Hokkaido. It looks more contaminated than South Korea or China. Canada doesn’t look too well either, particularly along the border with US on the western half.

The simulation was performed with a specific version of the numerical atmospheric chemistry and transport model Polyphemus/Polair3D. The parametrisations used for the transport and physical removal of the radionuclides are described in [1,2,3,4].
The magnitude of the deposition field is uncertain and the simulated values of deposited radionuclides could be significantly different from the actual deposition. In particular, the source term remains uncertain. Therefore, these results should be seen as preliminary and they are likely to be revised as new information become available to better constrain the source term and when radionuclides data can be used to evaluate the model simulation results.
The page also has the animated simulation of cesium-137 dispersion from March 11 to April 6, 2011. If the Japanese think they are the only ones who have the radiation and radioactive fallout from the accident, they are very much mistaken, if the simulation is accurate. (Meteorological institutes and bureaus in Austria, Germany, and Norway all had similar simulation maps.)

– 2 workers showered with highly radioactive water (NHK, August 31, 2011).
Tokyo Electric Power Company says 2 male workers at its troubled Fukushima Daiichi nuclear power plant were showered with highly radioactive water by mistake.
The accident occurred on Wednesday morning.
The two subcontracting workers were suddenly splashed with water leaking from a container whose valve was not shut. The container was part of the contaminated water processing system.
