US Army Deploys Psy-Ops on US Senators (Rolling Stone)

The U.S. Army illegally ordered a team of soldiers specializing in “psychological operations” to manipulate visiting American senators into providing more troops and funding for the war, Rolling Stone has learned – and when an officer tried to stop the operation, he was railroaded by military investigators.

The orders came from the command of Lt. Gen. William Caldwell, a three-star general in charge of training Afghan troops – the linchpin of U.S. strategy in the war. Over a four-month period last year, a military cell devoted to what is known as “information operations” at Camp Eggers in Kabul was repeatedly pressured to target visiting senators and other VIPs who met with Caldwell. When the unit resisted the order, arguing that it violated U.S. laws prohibiting the use of propaganda against American citizens, it was subjected to a campaign of retaliation.

“My job in psy-ops is to play with people’s heads, to get the enemy to behave the way we want them to behave,” says Lt. Colonel Michael Holmes, the leader of the IO unit, who received an official reprimand after bucking orders. “I’m prohibited from doing that to our own people. When you ask me to try to use these skills on senators and congressman, you’re crossing a line.”

The list of targeted visitors was long, according to interviews with members of the IO team and internal documents obtained by Rolling Stone. Those singled out in the campaign included senators John McCain, Joe Lieberman, Jack Reed, Al Franken and Carl Levin; Rep. Steve Israel of the House Appropriations Committee; Adm. Mike Mullen of the Joint Chiefs of Staff; the Czech ambassador to Afghanistan; the German interior minister, and a host of influential think-tank analysts.

(The Hill) — Sometimes it’s necessary to get out on the streets and “get a little bloody,” a Massachusetts Democrat said Tuesday in reference to labor battles in Wisconsin.

Rep. Michael Capuano (D-Mass.) fired up a group of union members in Boston with a speech urging them to work down in the trenches to fend off limits to workers’ rights like those proposed in Wisconsin.

“I’m proud to be here with people who understand that it’s more than just sending an email to get you going,” Capuano said, according to the Statehouse News. “Every once and awhile you need to get out on the streets and get a little bloody when necessary.”

Even The Royal Canadian Mint Now Says It’s Difficult To Secure Silver

With continued reports of booming sales and tightness in the silver market, today King World News interviewed Dave Madge director of sales at the Royal Canadian Mint. When asked if the RCM is having trouble acquiring silver Madge responded, “Demand right now for silver is through the roof and it shows no signs of slowing at this point. Sourcing silver is becoming very difficult. We are competing with a great many players when it comes to purchasing silver and many of these players are bidding the price higher.”

Dave Madge of the Royal Canadian Mint continues:

“Our advantage is that we have had long-term relationships with our suppliers and that has helped us in this situation. We have been able to leverage off of those relationships to get supply, but it still remains a big challenge sourcing material. We’re looking at ways of mitigating our risk regarding supply of silver.

We are anticipating it to become even more difficult to secure supplies in the future. This is based on what we are seeing firsthand and what our suppliers are telling us. We work closely with these banks to secure silver and they tell us there is a lot of competition.”

The last time we presented the silver backwardation chart, it was “only” $0.50 or so between the front month and the long end. In the week since then the difference has jumped to what we believe is a new record of $1.50 or so.

Now that the CBOE is issuing CEBOs and allowing plain Jane investors to bet on imminent corporate bankruptcies, would it be so kind to issue a contract or two on the COMEX… Pretty please?

Eric Sprott made an appearance at Casey Research Gold and Resource Summit where in addition to providing a succinct summary of all his monthly letters from the past year, whose forecasts are all gradually panning out, he spoke about the prospects for gold, and particularly silver.

We will leave it to readers to parse through the brief must watch clip, but here is the punchling for those wondering why increasingly more distributors are reporting indefinite lack of physical silver inventory:

“There’s $22 billion of silver available in the world, of which the ETFs already own half, and between you guys and us we probably own the other half… Which means there’s nothing left.”

Fractal Analysis Suggests Silver to Reach $52 – $56 by May – June 2011

Dollar Inflation remains the driver of the pricing environment for almost everything denominated in U.S. Dollars as long as the Fed continues to monetize debt.  The debt monetization creates Dollar Inflation that results in Dollar Devaluation.  As the Fed ramps up the QE II that they have announced will end in June, I expect Gold, Silver, and the PM stocks to aggressively rise.

In previous articles I have shown that fractal analysis suggests that:

  • Gold could reach $1860 into the May/ June period based on the late 70’s Fractal. I have also shown the potential for Gold to rise even higher if the market psychology is volatile enough – up to $1975, or even up to $ 2250.
  • The HUI at from HUI 940 to 970 by mid-June is a distinct possibility and we will discuss the fractal considerations for the PM stock indices further in the next editorial.
  • Silver could reach $52 – $56 into May – June of 2011 as explained in this article.

Fractal analysis provides us with:

  • decent target estimates in price and in time,
  • decent reference points to keep us on track and, most importantly,
  • decent expectations for the quality of potential price moves.

Let’s look at the potential for the next intermediate-term move in Silver in relation to the 2006 fractal period and then in relation to the 1979 fractal period using ratio analysis.

The Silver Chart From 1977 – 1978

The chart below is a “line chart” of the 1979 portion of the long-term Silver bull and because it does not show the spikes in price inherent in a Silver bull the true upward run in price would be higher than what is actually shown.

The circled area on the Silver chart is analogous, in fractal terms, to where we are today.  The chart shows that the run out of the analogy to today’s correction was a bigger run than the price move up into it.  The estimated time to the next intermediate top measures to May/ June of 2011 which matches the stated current program of QE II in effect by the Fed.

Today’s Silver Price vs. the 2006 Fractal Move Suggests the Next Top at 52.8

– The black lines in the chart below show the approximate slope for the current intermediate-term move as related to the similar fractal move in 2006.

– The red dotted lines off of the previous tops show a general range of where the next intermediate-term top might lie based on the symmetry of previous old top history series.

– The fib indicator is placed the same in both fractal periods – off of the last intermediate low with the 50% line off the top of the “recent high” (at black arrow) and the .618 fib off of the low that followed.  This fib placement fit the next intermediate-term top (at red arrow) in the 2006 Silver Fractal.  Today, an equivalent fractal top for Silver would come in around 56 into the May/ June 2011 time period at the RED ARROW. In the 2006 Silver Fractal, the next intermediate-term top came on a rise 65% above the last recent top. A similar target for May/ June would be to 52.8.  This difference between fractal periods appears to be logical since we have reached a more aggressive portion of the parabolic rise on the chart, today, versus 2006.

Red arrows and black arrows have been placed at analogous points on the chart.  We can see similar formations that have formed on the Technical Indicators in the RSI, ADX, and Slow Stochastics.

In summary, the black line in the current period reaches the red angles lines in an area where the lower red dotted line will be around $48 to $49 into the late May/ June period and the upper red dotted line will be in the $55 to $57 area in that same approximate period.  Considering all of the above, I will be looking for a potential top in Silver into May/ June 2011 to around $52 with the potential to see a spike up to as high as $56.

Silver Market Hit Hard With Bear Raid – The Infamous Dr. Evil Strategy

Yesterday I said:

“Today was the option expiration on the Comex, and those options which are ‘in the money’ and have not been settled for cash are now converted to March futures positions.

Depending on the size and distribution of those conversions we may see some ‘action’ in the front month because they are sometimes notoriously weak hands and will receive at least one ‘gut check.'”

And a gut check to run the stops was very obviously delivered in the afternoon trading session at the Comex and across the monthly contracts.

This is remniscent of the ‘Dr. Evil’ strategy that got Citi warned and fined in Europe a few years ago. Memories of Citi’s Eurobond Manipulation At the time one of the defenses offered by an ex-pat trader was ‘in the US everybody does it.’ Has JPM taken up the trading strategy that Citi once made infamous? And why would banks be trading for themselves in markets with players they help to finance, and with public money?

Large players can come into a relatively small market and drive the price by selling in size, running the stops which they often can see through positional advantage, and essentially bomb the market, manipulating the price in the short term to their advantage. The profit is made through derivative and correlated bets that depend on the price of the metal, index, or bond such as shorts on mining stocks, currencies, bonds, etc.

This is why the ‘uptick rule’ in stocks served a purpose, and why regulators are in place to keep an eye on big players with deep pockets and a far reach. In a properly regulated market the CFTC would immediatly pull the trading records for today and track the big sellers, and inquire as to the reasons for their sudden selling.

Russia Plans $650 Billion Defence Spend Up To 2020

Eight nuclear submarines, 600 jets and 1,000 helicopters feature in plans to renew Russia’s military by 2020, priced at 19tn roubles (£400bn; $650bn).

One hundred warships are also due to be bought in, including two helicopter carriers, in addition to two already being purchased from France.

The submarines will carry the Bulava missile, despite recent test failures.

Analysts say the ambitious programme only makes sense if the military upgrades its training and recruitment.

UK: Milk From Cloned Cows Given Green Light By Defra

Milk and meat from the offspring of cloned animals should be allowed to go on sale, according to a government minister.

The comments are the clearest sign that the Government will give the official green light to farmers and food companies who want to supply butchers and supermarkets with the controversial products.

However, animal welfare campaigners said they were “utterly dismayed” by the ministerial statement, saying it opened the door to widespread cloning, with consumers unable to tell whether they were eating meat originating a cloned animal or not.

The statement was made by Jim Paice, the food and farming minister, in response to a written question from Zac Goldsmith, the Conservative MP.

Unauthorised GM Crops May Enter British Food Chain For The First Time

Genetically modified (GM) crops that have not been approved in Europe could be allowed into the British food chain for the first time after a vote in Brussels decided to let in contaminated shipments of animal feed.

Previously the EU had a ‘zero tolerance’ policy to unauthorised GM. Shipments found to contain any trace of GM that was not yet approved in Europe were turned back at the port.

However in a significant victory for the GM lobby member states voted to allow imports containing up to 0.1 per cent of unauthorised seed.

Europe imported 33 million tonnes of soy last year, mostly approved GM varieties for animal feed.

If the vote is allowed through by the European Parliament and Council, which is likely, those shipments could contain GM seeds that are authorised in a “third country” but may not even have been tested in Europe.

Dr Helen Wallace of Genewatch said some of the unauthorised seeds have been bred to have certain traits for industry that may be inappropriate in the food chain.

“We think it is a major concern because it is a foot in the door to allow unauthorised products into the food chain,” she said. “That could include crops modified to produce industrial chemicals or pharmaceuticals or for biofuels.”

Ever wonder why the banks have been stowing away cash as if in anticipation of a torrential rainy day? Well, it just started pouring. According to the WSJ: “The Obama administration is trying to push through a settlement over mortgage-servicing breakdowns that could force America’s largest banks to pay for reductions in loan principal worth billions of dollars…Terms of the administration’s proposal include a commitment from mortgage servicers to reduce the loan balances of troubled borrowers who owe more than their homes are worth, people familiar with the matter said.

The cost of those writedowns won’t be borne by investors who purchased mortgage-backed securities, these people said…some state attorneys general and federal agencies are pushing for banks to pay more than $20 billion in civil fines or to fund a comparable amount of loan modifications for distressed borrowers…Regulators are looking at up to 14 servicers that could be a party to the settlement…Banks would also have to reduce second-lien mortgages when first mortgages are modified…Under the administration’s proposed settlement, banks would have to bear the cost of all writedowns rather than passing them on to other investors.

The settlement proposal focuses on pushing servicers who mishandled foreclosure procedures to eat losses, by writing down loans that they service on behalf of clients. Those clients include mortgage-finance giants Fannie Mae and Freddie Mac, as well as investors in loans that were securitized by Wall Street firms.”

In other words, we have just reached the pinnacle of banana republic socialist insanity. In one fell swoop the teleprompter will not only grant reprieve to the banks for decades of fraudulent mortgage activity, but undercapitalize themselves and have them at risk for another liquidity run, which would of course mean another record multi-trillion taxpayer bailout. And the worst case: the 10 million or whatever underwater mortgages will get an average reduction of $2000 each. This is unfuckingbelieveable!

For the last two decades, strange things have been happening to frogs. Some frog populations have high rates of limb deformities, while others have high incidences of what is known as “intersex” — traits associated with both males and females, such as male frogs whose testes contain eggs.

David K. Skelly, professor of ecology at the Yale School of Forestry & Environmental Studies, set out to discover what was causing these deformities, which some researchers were attributing to the use of an agricultural pesticide called atrazine. Skelly launched an experiment in ponds throughout Connecticut, studying frogs in four landscapes: forests, agricultural areas, suburbs, and cities. And what he found was surprising — the highest rates of deformities were not occurring in and around farmlands, but in cities and suburbs.

And so the scramble to buy people’s love and undying affection moves beyond the Casual Encounters section on Craigslist. After Helicopter Ben and Teleprompter Barack came up with the brilliant plan to give $2,000 to every underwater homeowner, Saudi Arabia blows everyone out of the water with the biggest social whoring attempt to date.

“King Abdullah of Saudi Arabia announced financial support measures, worth an estimated SR135bn ($36bn), in a bid to avert the kind of popular unrest that has toppled leaders across the region and is now closing in on Libya’s Muammer Gaddafi. The measures include a 15 per cent salary rise for public employees to offset inflation, reprieves for imprisoned debtors, and financial aid for students and the unemployed.”

Unfortunately for Saudi, Bahrain tried this and failed. Also, once you start down this path, there is no turning back, as people demand more and more. Just how many printing presses does Saudi Arabia have? At least we now know that the political system that follows capitalism after its violent end is always and everywhere whorism, in those brief moments before total anarchy takes over and the inevitable systemic reset button is finally pushed.

Saudi Arabia’s ruling family has thus far been spared the type of popular discontent that has toppled presidents in Tunisia and Egypt and brought Libya to the brink of civil war.

The announcement of the Saudi relief measures coincided with King Abdullah’s return to the country after three months. He had been abroad for medical treatment. Among those on hand to greet him was King Hamid bin Isa al-Khalifa of neighbouring Bahrain, which is struggling to contain a surging opposition movement.

The cash-rich Saudi government has pledged to spend $400bn by the end of 2014 to improve education, infrastructure and healthcare. “The king is trying to create wider trickle- down of wealth in the shape of social welfare,’’ said John Sfakianakis, chief economist at Banque Saudi Fransi. “The budget can handle that, but it is an aspirin to ease medium-term pain, not a solution for the long-term housing, and unemployment issue.”

Obviously, only the most deluded can hope this is anything remotely close to a long-term strategy. The heroin drip is now fully active and the public will simply demand more and more in exchange for not rioting one more day.

A US intelligence agent arrested after shooting dead two men was the acting head of the CIA in Pakistan and had been gathering intelligence for drone attacks, according to intelligence sources.

Raymond Davis, a 36-year-old former special forces soldier, had taken command after the CIA station chief’s cover was blown, according to reports.

American officials insist he is entitled to diplomatic immunity and that he be released immediately.

The case has provoked a surge in anti-American hostility and spawned a wave of conspiracy theories.

Many Pakistanis have questioned whether Davis was really the victim of an attempted robbery – as he told police – and exactly why he was driving around Lahore with a Glock handgun in a rented car.

This week it emerged that he was employed by the CIA and that he was engaged in an undercover operation.

On Tuesday The Nation newspaper, which has close links to Pakistan’s military establishment, claimed one of his main tasks was to keep the CIA network intact in the tribal agencies, where al-Qaeda-linked militants maintain bases, and that he was familiar with their local languages.

More than 50,000 jobs are disappearing from the NHS, according to freedom of information responses, which reveal for the first time the extent of cuts by local health trusts struggling to save £20bn from their budgets.

The survey, by the union-funded website False Economy, represents the most up-to-date picture of the effects of efficiency savings in the NHS and reveals that in England alone, 24,000 posts will be lost in hospitals, another 10,000 will go in primary care trusts and 6,000 will disappear from mental health trusts.

They include doctors, nurses and dentists as well as administrative positions, undermining government pledges to protect frontline services.

Technically any new structure built in New Zealand has to be able to withstand intense quakes but footage has shown that, although older buildings in Christchurch seem to have been hit the hardest, plenty of newer ones that should have been able to survive a 6.3 quake have also collapsed.

The police had a no-knock warrant (though they forgot to bring it) to search for drugs. Busting down a citizen’s door quickly, loudly, and with overwhelming force is the standard. Sure, the guy they were looking for was a roommate who had already moved out (and they knew it), but it is so vitally important that we find and imprison people smoking weed at home that even a hastily-planned no-knock midnight raid without warrant paperwork is preferable to allowing one more joint to be smoked by a middle aged man in his own home. If police are confronted by someone wielding arms, like, say, an average cannabis consumer with a former drug dealing roommate who grabs a golf club to defend himself when he’s suddenly awakened in the dead of night by armored ninjas toting machine guns, they are legally allowed to discharge their firearm to defend themselves and neutralize the suspect.

When you break down a man’s door in the middle of the night with guns drawn, somebody dying isn’t an unexpected outcome. This is a drug raid gone right. We send stormtroopers into American homes 100-150 times per day on the premise that finding their drugs justifies risking their lives.

NEW YORK (Reuters) – U.S. crude jumped to a 28-month high of $100 a barrel on Wednesday, as investors weighed the risk of Middle East unrest spreading from Libya to bigger exporters including Saudi Arabia.

U.S. crude for April delivery rose 2.8 percent to settle at $98.10 per barrel after soaring as high as $100.

Brent, which has posted the biggest three-day gain since October 2009, rose 5.3 percent to settle at $111.25, its highest close since before the collapse of U.S. investment bank Lehman Brothers in 2008.

– Petrol to hit £6.50 a gallon: Middle-East crisis cuts supplies (Express):

PETROL prices could soar to nearly £6.50 a gallon if the political unrest in the Middle East continues, experts warned last night.

As the violence in Libya continued, oil companies suspended operations and began pulling their staff out, prompting the danger of a shortage of supplies.

Pump prices would rise from their current 128.95p per litre for petrol to 142.95p per litre if the oil price rose to $150 a barrel as feared.

Peter Carroll, founder of the campaign group FairFuelUK, said that in 2008 oil prices hit $147 a barrel when there was no shortage.

Fears that the unrest in North Africa and the Middle East could seriously disrupt oil supplies and throttle the world economy turned to reality yesterday and propelled the price of oil to more than $108 a barrel during trading, the highest since September 2008. It was $85 at the start of the year. The region supplies a third of the world’s oil needs.

Analysts said that if the unrest in Libya, a major oil exporter, spread to more important powers such as Iran and Saudi Arabia then “the sky’s the limit” for oil prices and $150 a barrel could be reached “without breaking a sweat”, with grim implications for economic recovery, inflation and living standards worldwide.

US Dollar Tumbles, Gold $1,410, Silver $33.50, Oil Near $100

Even with stocks struggling, the bull market in hard assets continues to roar. Oil assaulted the $100 level during intra-day trading, then pulled back below $98 before rallying to close near $99. The precious metals were strong despite options expiration as gold closed over $1,410 and silver closed above $33.50. The US dollar tumbled near the 77 level as an index.

Since Art Cashin alerted KWN listeners to watch what he called “critical 78.50 support” the US dollar has closed 26 of the last 28 sessions below the 78.50 level and now appears ready to break down. If the dollar does continue its descent, the last line of support would be the 71 to 74 area. If the dollar were to take out 71, panic selling could emerge sending the dollar into a waterfall decline.
