Jan. 21 (Bloomberg) — The U.S. debt limit would be raised by $1.9 trillion to $14.29 trillion under an amendment proposed in the Senate.

The chamber began debate yesterday on raising the debt ceiling for the fifth time in two years after lower tax revenue from the recession and higher stimulus spending boosted the calendar-year budget deficit to an all-time high last year.

“If Congress does not enact this legislation, and soon, then the Treasury would default on its debt for the first time in history,” said Senate Finance Committee Chairman Max Baucus, a Montana Democrat.

The White House in a statement urged lawmakers to pass the measure. “Such an increase is critically important to make sure that financing of federal government operations can continue without interruption,” it said.

The proposed ceiling would probably allow the Treasury to continue its borrowing until next year, said Michael Feroli, an economist at JPMorgan Chase & Co. in New York.

Congress passed a short-term increase in the debt limit to $12.39 trillion last month after a group of senators, led by Budget Committee Chairman Kent Conrad of North Dakota, refused to vote on a longer-term extension unless Congress created a commission to study deficit reduction.

US: Unfunded Benefits Dig States’ $3 Trillion Hole

Jan. 20 (Bloomberg) — Everyone seems to know the current path of federal fiscal policy is a deathtrap over the long term. What’s peculiar is the relative inattention to the balance sheets of state and local governments.

Hidden behind accounting fictions, the politically unspeakable reality is that public employee pension systems are under-funded by more than $2 trillion. Add more than $1 trillion in unfunded health-care benefits for retired public employees, and state governments face protracted structural deficits ranging from challenging to insurmountable.

Unfunded promises are the equivalent of government debt. The burden of promises made by state governments to their employees — effectively an invisible wealth transfer from future taxpayers to current and prospective public-sector employees — amounts to about one quarter of U.S. gross domestic product. The strength and durability of the current economic recovery are unknowable; that state and local governments, which employ one in nine workers, will be a drag on that recovery is certain.

Ultimately, mathematically unsustainable trends must reverse. As with New York City in the late 1970s, eventually the federal government may get involved in redefining the services state and local governments provide, the benefits paid to public employees and the burdens on taxpayers. States cannot kick the can down the road ad infinitum.

US Housing Starts ‘Unexpectedly’ Fall in December

WASHINGTON, Jan 20 (Reuters) – New U.S. housing starts unexpectedly fell in December, pulled down by a drop in construction activity for single-family dwellings, a government report showed on Wednesday.

The Commerce Department said housing starts fell 4 percent to a seasonally adjusted annual rate of 557,000 units. Analysts polled by Reuters had expected housing starts to rise to 580,000 units. November’s housing starts were revised upwards to 580,000 units from the previously reported 574,000 units. The drop in housing starts was likely the result of unusually cold weather last month.

Groundbreaking activity dropped a record 38.8 percent to an all-time low of 553,000 units for the whole of 2009.

‘Surprise’ rise in new US jobless claims

(Financial Times) — The number of US workers making first-time claims for jobless benefits unexpectedly rose last week, as the government worked through a pre-holiday backlog of filings.

Initial jobless claims climbed by 36,000 to 482,000, labour department figures showed on Thursday. That disappointed analysts, who were expecting claims to shrink, and was the third consecutive monthly rise.

The less volatile four-week average of new claims was also up, rising by 7,000 to 448,250 and breaking a 19-week stretch of declines.

Economists keep a close watch on jobless claims and have been hoping they would fall closer to the 400,000 level, which is needed for the economy to create jobs.

Three types of Monsanto genetically modified corn are under scrutiny in the wake of a new study published by the International Journal Of Biological Sciences which found that rats ingesting the corn were subject to statistically significant amounts of organ toxicity. These three types — Mon 863, insecticide-producing Mon 810, and Roundup® herbicide-absorbing NK 603 — have been approved for consumption in the US and several countries in Europe.

The finding that corn produced by one of the world’s agricultural giants could cause organ failure has been met with obvious concern by food activists and consumers alike. Illinois enters a state of insolvency: ‘We’re close to de facto bankruptcy, if not de jure bankruptcy.’

As Illinois’ fiscal crisis deepens, the word “bankruptcy” is creeping more and more into the public discourse.

“We would like all the stakeholders of Illinois to recognize how close the state is to bankruptcy or insolvency,” says Laurence Msall, president of the Civic Federation, a fiscal watchdog in Chicago.

“Bankruptcy is the reality that looms out there,” Republican gubernatorial candidate Andrew McKenna Jr. says.

While it appears unlikely or even impossible for a state to hide out from creditors in Bankruptcy Court, Illinois appears to meet classic definitions of insolvency: Its liabilities far exceed its assets, and it’s not generating enough cash to pay its bills. Private companies in similar circumstances often shut down or file for bankruptcy protection.

“I would describe bankruptcy as the inability to pay one’s bills,” says Jim Nowlan, senior fellow at the University of Illinois’ Institute of Government and Public Affairs. “We’re close to de facto bankruptcy, if not de jure bankruptcy.”

Legal experts say the protections of the federal bankruptcy code are available to cities and counties but not states.

Florida Freeze Destroys Estimated 70% of Southwest Vegetable Crop

Jan. 19 (Bloomberg) — At least 70 percent of southwest Florida’s winter crop of vegetables, including tomatoes and peppers, were destroyed by freezing weather, said Gene McAvoy, the director of the Hendry County extension office for the University of Florida.

Losses will be more than $100 million, McAvoy said today in a telephone interview. Tomatoes, peppers, squash and cucumbers are the major crops in the estimate, he said. In the U.S. winter, Florida provides about 70 percent of the tomatoes sold in the nation, McAvoy said from LaBelle, Florida.

(AFP) — Pope Benedict XVI has summoned Irish bishops to the Vatican for a meeting next month over a child sex abuse scandal that has shaken Ireland, a spokesman said Wednesday.

“The meeting comes in the context of the problems in the Irish Church,” Vatican spokesman Federico Lombardi told AFP, referring to revelations that Roman Catholic authorities in Ireland concealed abuse of children by priests for three decades.

MADRID — A Spanish lawmaker on Tuesday angrily rejected the United States’ apology for the FBI’s using a photo of him to create a poster showing what Osama bin Laden might look like today.

Gaspar Llamazares, of Spain’s communist-run United Left party, demanded the U.S. investigate the incident and take appropriate action.

“Apologies are not enough,” he told a news conference at Parliament after the U.S. ambassador apologized via Spain’s interior minister on Monday.

“I want a thorough investigation into this disgraceful case, which not only causes concern but also worry and indignation over the behavior of the FBI,” he said, adding that he did not rule out legal action.

The FBI used parts of a photo of Llamazares taken from Google Images to create a digitally modified image of the al-Qaida leader for a new wanted poster, which appeared on the State Department Web site and offered a reward of up to $25 million.

The FBI said the forensic artist had been unable to find suitable features among the reference photographs of bin Laden, and in part used features from a photograph found online.

Haiti Hit by Strong 6.1 Magnitude Quake, Shaking Buildings

Jan. 20 (Bloomberg) — An earthquake measuring 6.1 struck Haiti today, eight days after the devastating temblor that may have killed more than 200,000 people, the U.S. Geological Survey said.

The quake was centered 59 kilometers (36 miles) to the west-southwest of the capital Port-au-Prince at a depth of 9 kilometers, the USGS said in a preliminary e-mailed report. It struck at 6:03 a.m. local time, the USGS said.

Rescue workers with the New York police and fire departments reported “violent shaking” from the tremor yet were able to continue working, according to an e-mailed statement from the police department. The 76-member team, which includes four police dogs, pulled two children alive from the rubble of a brick building last night.

Buildings shook in Port-au-Prince and people fled to the streets, the Associated Press reported. The Pacific Tsunami Warning Center said the earthquake was located too far inland to generate any tidal waves in the Caribbean, AP said.

“We felt the quake but it wasn’t too bad,” said Tamar Hahn, an aid worker with the United Nations Children’s Fund, in an interview on Argentina’s C5N television. “They say it was a 6.1 but it didn’t feel so strong.”

Heroin Contaminated With Anthrax Kills 8 in Europe

PARIS — The French health ministry issued a warning on Tuesday after eight people died and seven fell sick in two European countries from using heroin contaminated by anthrax.

“Since December 6, there have been 15 confirmed cases of anthrax among heroin users, 14 in Scotland and one in Germany,” the ministry’s General Directorate for Health (DGS) said in a statement.

“Eight people died,” it said. “The likeliest source is heroin contaminated by anthrax spores.”

Most of the casualties had injected the heroin, but others also inhaled it or smoked it.

Anthrax is a potentially lethal bacterium that exists naturally in the soil and can also occur among cattle. It is also, more notoriously, a potential bio-terror weapon.

Yellowstone National Park has been rattled by more than 250 earthquakes in the past two days following a period of 11 months of quiet seismic activity in the park.

The quakes have been gaining strength, with a 3.1 tremor recorded at 11:03 a.m. today. A 2.9 quake was recorded at 12:38 p.m.

Prof. Robert B. Smith, a geophysicist at the University of Utah and one of the leading experts on earthquake and volcanic activity at Yellowstone, said that the activity is a “notable swarm.”

“The swarm is located about 10 miles northwest of Old Faithful, Wyo., and nine miles southeast of West Yellowstone, Montana,” said Smith.

Citgroup loses $7.6 Billion in fourth quarter

Battered financial giant Citigroup said Tuesday it suffered a net loss of 7.6 billion dollars in the fourth quarter of 2009, resulting in a full year loss of 1.6 billion dollars.

Citigroup said its fourth quarter revenues were 5.4 billion dollars, or 15.5 billion dollars excluding a repayment of a government bailout loan, down from 20.4 billion dollars in the prior quarter.

The quarterly result amounted to a loss of 33 cents a share, in line with forecast by Wall Street analysts.

A deep freeze in the shallow waters of Florida Bay and Everglades took a heavy toll on snook and other native fish.

Everywhere he steered his skiff last week, Pete Frezza saw dead fish.

From Ponce de Leon Bay on the Southwest Coast down across Florida Bay to Lower Matecumbe in the Florida Keys — day after day, dead fish. Floating in the marina at Flamingo in Everglades National Park alone he counted more than 400 snook and 400 tarpon.

“I was so shook up, I couldn’t sleep,” said Frezza, an ecologist for Audubon of Florida and an expert flats fisherman. “Millions and millions of pilchards, threadfin herring, mullet. Ladyfish took it really bad. Whitewater Bay is just a graveyard.”

Fish in every part of the state were hammered by this month’s record-setting cold snap. The toll in South Florida, a haven for warm-water species, was particularly extensive, too large to even venture a guess at numbers. And despite the subsequent warm-up, scientists warn that the big bad chill of 2010 will continue to claim victims for weeks.

“Based on what I saw in 1977 and 1989, there is a good chance we’ll have a second wave,” said William Loftus, a longtime aquatic ecologist for Everglades National Park.

During those last two major cold fronts, weakened survivors succumbed to infections from common bacteria, such as aeromonas, that they would normally ward off, he said.

“It’s a nasty-looking thing,” he said. “It’s a tissue eater. It creates open ulcers on the side of the fish.”

In response, the Florida Fish and Wildlife Conservation Commission on Friday ordered an emergency statewide closure of the snook fishery until at least September, and imposed temporary closures for bonefish and tarpon until April. Catch-and-release is still allowed for all three species.

Veteran Everglades fishing guide Benny Blanco believes the die-off was so severe — particularly for snook, a prized game and eating fish particularly sensitive to cold — that he would support taking them off the dinner table for years.

“I haven’t see a swimming snook in 10 days,” Blanco said Monday, after returning from a charter trip to the Glades. “All I have seen is floating snook.”

Economists have another term to describe the monetization of government debt (=Quantitative easing). The history of “seigniorage” goes back to the debasement of the coinage under the Roman emperors. Seigniorage is really a tax on holders of money and government debt which is paid via inflation. When carried to excess, it leads to hyperinflation.

UK inflation jumped the most on record in December, fuelling fears that interest rates will have to rise sooner rather than later to keep prices in check.

The sharp rise in the annual rate of consumer price inflation from 1.9pc to 2.9pc was driven by exceptional events in December 2008, as the VAT cut and high street discounting at that point were not repeated last month.

An increase in the price of petrol and new cars also drove the Consumer Prices Index (CPI) up last month, the Office for National Statistics said. Economists had expected a smaller rise in CPI to 2.6pc.

Howard Archer, chief UK economist at IHS Global Insight described the data as “a very nasty shock”.

It was the first time since May that inflation has risen above the Bank of England’s 2pc target, and economists predict inflation will rise above 3pc this month, reflecting the reversal of the VAT cut on January 1.

At that point Mervyn King, the Bank’s Governor, would be required to write a letter to the Chancellor, explaining why inflation was more than a percentage point above the target.

It comes at a difficult time for Britain’s consumers, who face the prospect of rising taxes, rising interest rates, and spending cuts as a fragile economic gets underway following the worst post-war recession.

The retail prices index (RPI) – which includes housing costs – rose even more sharply, to 2.4pc from 0.3pc in November.

Inflation in Britain has remained consistently higher than other countries during the recession, which economists partly attribute to the pound’s weakness, which has driven up the cost of foreign goods.

When President Barack Obama took office last year, he promised to “restore the standards of due process and the core constitutional values that have made this country great.” Toward that end, the president issued an executive order declaring that the extra-constitutional prison camp at Guantánamo “shall be closed as soon as practicable, and no later than one year from the date of this order.” Obama has failed to fulfill his promise. Some prisoners are being charged with crimes, others released, but the date for closing the camp seems to recede steadily into the future. Furthermore, new evidence now emerging may entangle Obama’s young administration with crimes that occurred during the Bush presidency, evidence that suggests the current administration failed to investigate seriously—and may even have continued—a cover-up of the possible homicides of three prisoners at Guantánamo in 2006.

Late in the evening on June 9 that year, three prisoners at Guantánamo died suddenly and violently. Salah Ahmed Al-Salami, from Yemen, was thirty-seven. Mani Shaman Al-Utaybi, from Saudi Arabia, was thirty. Yasser Talal Al-Zahrani, also from Saudi Arabia, was twenty-two, and had been imprisoned at Guantánamo since he was captured at the age of seventeen. None of the men had been charged with a crime, though all three had been engaged in hunger strikes to protest the conditions of their imprisonment. They were being held in a cell block, known as Alpha Block, reserved for particularly troublesome or high-value prisoners.

As news of the deaths emerged the following day, the camp quickly went into lockdown. The authorities ordered nearly all the reporters at Guantánamo to leave and those en route to turn back. The commander at Guantánamo, Rear Admiral Harry Harris, then declared the deaths “suicides.” In an unusual move, he also used the announcement to attack the dead men. “I believe this was not an act of desperation,” he said, “but an act of asymmetrical warfare waged against us.” Reporters accepted the official account, and even lawyers for the prisoners appeared to believe that they had killed themselves. Only the prisoners’ families in Saudi Arabia and Yemen rejected the notion.

Two years later, the U.S. Naval Criminal Investigative Service, which has primary investigative jurisdiction within the naval base, issued a report supporting the account originally advanced by Harris, now a vice-admiral in command of the Sixth Fleet. The Pentagon declined to make the NCIS report public, and only when pressed with Freedom of Information Act demands did it disclose parts of the report, some 1,700 pages of documents so heavily redacted as to be nearly incomprehensible. The NCIS report was carefully cross-referenced and deciphered by students and faculty at the law school of Seton Hall University in New Jersey, and their findings, released in November 2009, made clear why the Pentagon had been unwilling to make its conclusions public. The official story of the prisoners’ deaths was full of unacknowledged contradictions, and the centerpiece of the report—a reconstruction of the events—was simply unbelievable.

According to the NCIS, each prisoner had fashioned a noose from torn sheets and T-shirts and tied it to the top of his cell’s eight-foot-high steel-mesh wall. Each prisoner was able somehow to bind his own hands, and, in at least one case, his own feet, then stuff more rags deep down into his own throat. We are then asked to believe that each prisoner, even as he was choking on those rags, climbed up on his washbasin, slipped his head through the noose, tightened it, and leapt from the washbasin to hang until he asphyxiated. The NCIS report also proposes that the three prisoners, who were held in non-adjoining cells, carried out each of these actions almost simultaneously.

Al-Zahrani, according to the report, was discovered first, at 12:39 a.m., and taken by several Alpha Block guards to the camp’s detention medical clinic. No doctors could be found there, nor the phone number for one, so a clinic staffer dialed 911. During this time, other guards discovered Al-Utaybi. Still others discovered Al-Salami a few minutes later. Although rigor mortis had already set in—indicating that the men had been dead for at least two hours—the NCIS report claims that an unnamed medical officer attempted to resuscitate one of the men, and, in attempting to pry open his jaw, broke his teeth.

The fact that at least two of the prisoners also had cloth masks affixed to their faces, presumably to prevent the expulsion of the rags from their mouths, went unremarked by the NCIS, as did the fact that standard operating procedure at Camp Delta required the Navy guards on duty after midnight to “conduct a visual search” of each cell and detainee every ten minutes. The report claimed that the prisoners had hung sheets or blankets to hide their activities and shaped more sheets and pillows to look like bodies sleeping in their beds, but it did not explain where they were able to acquire so much fabric beyond their tightly controlled allotment, or why the Navy guards would allow such an obvious and immediately observable deviation from permitted behavior. Nor did the report explain how the dead men managed to hang undetected for more than two hours or why the Navy guards on duty, having for whatever reason so grievously failed in their duties, were never disciplined.

A separate report, the result of an “informal investigation” initiated by Admiral Harris, found that standard operating procedures were violated that night but concluded that disciplinary action was not warranted because of the “generally permissive environment” of the cell block and the numerous “concessions” that had been made with regard to the prisoners’ comfort, which “concessions” had resulted in a “general confusion by the guard and the JDG staff over many of the rules that applied to the guard force’s handling of the detainees.” According to Harris, even had standard operating procedures been followed, “it is possible that the detainees could have successfully committed suicide anyway.”

This is the official story, adopted by NCIS and Guantánamo command and reiterated by the Justice Department in formal pleadings, by the Defense Department in briefings and press releases, and by the State Department. Now four members of the Military Intelligence unit assigned to guard Camp Delta, including a decorated non-commissioned Army officer who was on duty as sergeant of the guard the night of June 9–10, have furnished an account dramatically at odds with the NCIS report—a report for which they were neither interviewed nor approached.

All four soldiers say they were ordered by their commanding officer not to speak out, and all four soldiers provide evidence that authorities initiated a cover-up within hours of the prisoners’ deaths. Army Staff Sergeant Joseph Hickman and men under his supervision have disclosed evidence in interviews with Harper’s Magazine that strongly suggests that the three prisoners who died on June 9 had been transported to another location prior to their deaths. The guards’ accounts also reveal the existence of a previously unreported black site at Guantánamo where the deaths, or at least the events that led directly to the deaths, most likely occurred.

2. “Camp No”

The soldiers of the Maryland-based 629th Military Intelligence Battalion arrived at Guantánamo Naval Base in March 2006, assigned to provide security to Camp America, the sector of the base containing the five individual prison compounds that house the prisoners. Camp Delta was at the time the largest of these compounds, and within its walls were four smaller camps, numbered 1 through 4, which in turn were divided into cell blocks. Life at Camp America, as at all prisons, was and remains rigorously routinized for both prisoners and their jailers. Navy guards patrol the cell blocks and Army personnel control the exterior areas of the camp. All observed incidents must be logged. For the Army guards who man the towers and “sally ports” (access points), knowing who enters and leaves the camp, and exactly when, is the essence of their mission.

One of the new guards who arrived that March was Joe Hickman, then a sergeant. Hickman grew up in Baltimore and joined the Marines in 1983, at the age of nineteen. When I interviewed him in January at his home in Wisconsin, he told me he had been inspired to enlist by Ronald Reagan, “the greatest president we’ve ever had.” He worked in a military intelligence unit and was eventually tapped for Reagan’s Presidential Guard detail, an assignment reserved for model soldiers. When his four years were up, Hickman returned home, where he worked a series of security jobs-prison transport, executive protection, and eventually private investigations. After September 11 he decided to re-enlist, at thirty-seven, this time in the Army National Guard.

Hickman deployed to Guantánamo with his friend Specialist Tony Davila, who grew up outside Washington, D.C., and who had himself been a private investigator. When they arrived at Camp Delta, Davila told me, soldiers from the California National Guard unit they were relieving introduced him to some of the curiosities of the base. The most noteworthy of these was an unnamed and officially unacknowledged compound nestled out of sight between two plateaus about a mile north of Camp Delta, just outside Camp America’s perimeter. One day, while on foot patrol, Hickman and Davila came across the compound. It looked like other camps within Camp America, Davila said, only it had no guard towers and it was surrounded with concertina wire. They saw no activity, but Hickman guessed the place could house as many as eighty prisoners. One part of the compound, he said, had the same appearance as the interrogation centers at other prison camps.

The compound was not visible from the main road, and the access road was chained off. The Guardsman who told Davila about the compound had said, “This place does not exist,” and Hickman, who was frequently put in charge of security for all of Camp America, was not briefed about the site. Nevertheless, Davila said, other soldiers-many of whom were required to patrol the outside perimeter of Camp America-had seen the compound, and many speculated about its purpose. One theory was that it was being used by some of the non-uniformed government personnel who frequently showed up in the camps and were widely thought to be CIA agents.

A friend of Hickman’s had nicknamed the compound “Camp No,” the idea being that anyone who asked if it existed would be told, “No, it doesn’t.” He and Davila made a point of stopping by whenever they had the chance; once, Hickman said, he heard a “series of screams” from within the compound.

Another doctor at the tented clinic said that she was so desperate at being forced to discharge children still in grave danger of dying from infection that she wanted to “scream and scratch people”. For want of bed space “we are sending wounded children back on to the streets of Port-au-Prince with no plan even for how they will be fed,” said Jennifer Furn, from Harvard Medical School.

Dr Furn’s task was complicated by instructions from the UN to vacate the tents by 8am yesterday. “The UN say they need these tents as a staging post for regular personnel,” Dr Furn said. “It’s breaking my heart. How can I send children with wounds and head bandages out into the streets?”

World leaders pledged massive aid programmes to rebuild Haiti but desperate earthquake survivors were still waiting on Sunday for food, water and medicine.

Five days after a 7.0 magnitude quake killed up to 200 000 people, international rescue teams clawed away at the rubble of collapsed buildings in the wrecked capital, Port-au-Prince, in a race against time to find more survivors.

But logistical logjams kept major relief from reaching the hundreds of thousands of hungry Haitians waiting for help, many of them sheltering in makeshift camps on streets strewn with debris and decomposing bodies.

At the end of the serial number on Trijicon’s ACOG gun sight, you can read “JN8:12”, a reference to the New Testament book of John, Chapter 8, Verse 12, which reads: “Then spake Jesus again unto them, saying, I am the light of the world: he that followeth me shall not walk in darkness, but shall have the light of life.” The ACOG is widely used by the U.S. military. (ABC NEWS) — Coded references to New Testament Bible passages about Jesus Christ are inscribed on high-powered rifle sights provided to the United States military by a Michigan company, an ABC News investigation has found.

The sights are used by U.S. troops in Iraq and Afghanistan and in the training of Iraqi and Afghan soldiers. The maker of the sights, Trijicon, has a $660 million multi-year contract to provide up to 800,000 sights to the Marine Corps, and additional contracts to provide sights to the U.S. Army.

U.S. military rules specifically prohibit the proselytizing of any religion in Iraq or Afghanistan and were drawn up in order to prevent criticism that the U.S. was embarked on a religious “Crusade” in its war against al Qaeda and Iraqi insurgents.

One of the citations on the gun sights, 2COR4:6, is an apparent reference to Second Corinthians 4:6 of the New Testament, which reads: “For God, who commanded the light to shine out of darkness, hath shined in our hearts, to give the light of the knowledge of the glory of God in the face of Jesus Christ.”

Other references include citations from the books of Revelation, Matthew and John dealing with Jesus as “the light of the world.” John 8:12, referred to on the gun sights as JN8:12, reads, “Whoever follows me will never walk in darkness, but will have the light of life.”

Trijicon confirmed to ABCNews.com that it adds the biblical codes to the sights sold to the U.S. military. Tom Munson, director of sales and marketing for Trijicon, which is based in Wixom, Michigan, said the inscriptions “have always been there” and said there was nothing wrong or illegal with adding them. Munson said the issue was being raised by a group that is “not Christian.” The company has said the practice began under its founder, Glyn Bindon, a devout Christian from South Africa who was killed in a 2003 plane crash.

‘It violates the Constitution’

The company’s vision is described on its Web site: “Guided by our values, we endeavor to have our products used wherever precision aiming solutions are required to protect individual freedom.”

“We believe that America is great when its people are good,” says the Web site. “This goodness has been based on Biblical standards throughout our history, and we will strive to follow those morals.”

Spokespeople for the U.S. Army and the Marine Corps both said their services were unaware of the biblical markings. They said officials were discussing what steps, if any, to take in the wake of the ABCNews.com report. It is not known how many Trijicon sights are currently in use by the U.S. military.

The biblical references appear in the same type font and size as the model numbers on the company’s Advanced Combat Optical Guides, called the ACOG.

A photo on a Department of Defense Web site shows Iraqi soldiers being trained by U.S. troops with a rifle equipped with the bible-coded sights.

“It’s wrong, it violates the Constitution, it violates a number of federal laws,” said Michael “Mikey” Weinstein of the Military Religious Freedom Foundation, an advocacy group that seeks to preserve the separation of church and state in the military.

Fuel shortages, poor communications and a logjam at the Port au Prince airport on Sunday continued to hinder a massive international aid effort to Haiti five days after a devastating earthquake in which more than 100,000 are now feared to have died.

The United Nations humanitarian agency, Ocha, warned at the weekend that humanitarian operations might be forced to shut down in the next few days if fuel supplies were not replenished.

As Ban Ki-moon, UN Secretary-General, headed for Haiti to see for himself the extent of the worst humanitarian disaster that the world body has had to cope with in decades, concern grew over delays in the airlift to the capital’s airport, which is under US control.

Alain Joyandet, French co-operation minister, told reporters at the airport he had protested to Washington via the US ambassador about the US military’s management of the airport where he said a French medical aid flight had been turned away.

In Paris, the foreign ministry tried to quash a looming diplomatic spat by insisting Franco-American co-operation was proceeding as well as possible in view of the extent of the disaster.

Mr Joyandet’s complaint underlined the frustration of relief teams dependent on the single runway at the airport to ferry in supplies if they were to avoid 24-hour delays involved in bringing supplies in by road from the neighbouring Dominican Republic.

The French news agency AFP also quoted people trying to leave Haiti as complaining that the US was giving priority to its own citizens. The US military re-established operations at the airport after its control tower was damaged in the earthquake. Kenneth Merten, US ambassador, told AFP: “We’re working in co-ordination with the United Nations and the Haitians. “Clearly it’s necessary to prioritise the planes. It’s clear that there’s a problem.”

PARIS (AP) — The United Nations must investigate and clarify the dominant U.S. role in earthquake-ravaged Haiti, a French minister said Monday, claiming that international aid efforts were about helping Haiti, not “occupying” it.

U.S. forces last week turned back a French aid plane carrying a field hospital from the damaged, congested airport in the Haitian capital of Port-au-Prince, prompting a complaint from French Cooperation Minister Alain Joyandet. The plane landed safely the following day.

French Foreign Minister Bernard Kouchner warned governments and aid groups not to squabble as they try to get their aid into Haiti.

“People always want it to be their plane … that lands,” Kouchner said Monday. “(But) what’s important is the fate of the Haitians.”

But Joyandet persisted.

“This is about helping Haiti, not about occupying Haiti,” Joyandet, in Brussels for an EU meeting on Haiti, said on French radio.

In another weekend incident, some 250 Americans were flown to New Jersey’s McGuire Air Force Base on three military planes from Haiti. U.S. forces initially blocked French and Canadians nationals from boarding the planes, but the cordon was lifted after protests from French and Canadian officials.
